Police torture victim asked to join investigation

The Jalandhar police (rural) has asked the victim of police torture to join the investigation. Jalandhar (rural) SSP Ashish Chaudhary said the policemen had gone to the house of the victim, identified as Gurpreet Singh, alias Gopi Manak, at Manak Dheri village on Sunday but he was not present at the time. Summons was issued to him asking him to join the investigation, he added.

Two people were killed, while three sustained injuries late last night, when an Indica car rammed into a jagrata crowd at Jandu Singha on the Jalandhar-Adampur road. The police has filed a case under section 304 A of the IPC.

Nawanshahr has been adjudged the best e-governed district in the country and has been selected for this year’s Computer Society of India - Nihilent e-Governance Awards 2009-2010 “Award of Excellence” for its exemplary e-governance initiatives.

Giving this information, jubilant Deputy Commissioner Shruti Singh said the selection committee chose the district as the best in e-governance after a rigorous evaluation process - online nomination, field visits, presentation and deliberations etc.

What has been recognised today, in fact, is the culmination of dedicated efforts over the past few years. The foundation of this achievement has virtually been laid by former Deputy Commissioner Krishan Kumar in 2005 by setting up a unique Suvidha Centre equipped with ultra modern facilities to provide transparent and hassle free delivery of various public utility services to the common man.

The successive deputy commissioners, especially Nilkanth Avhad, Gurkirat Kirpal Singh and Shruti Singh further added new dimensions to the Suvidha Centre by setting up new counters for the convenience of the people. The Suvidha Centres at the remote villages were also set up to provide delivery of various public utility services at the door step of the people.

“Besides the centre, there are multiple areas of e-governance in the district. The entire ‘dak’ in the office of the DC, SDM and other important offices is being regularly fed in the reference monitoring software and the grievance redressal system in the district is quite unique,” said Shruti adding that new initiatives in the recent months have also been taken in the field of e-governance by borrowing from the best practices available around.

A District Monitoring System has been set up, where all departments upload the latest data of all development schemes going on. A software for monitoring of LPG has also been introduced.

The district along with Kapurthala has also been chosen for e-governance in the state. Under it, as many as 80 Common Service Centres would come up across the district to provide basic services at the doorstep of the people.

Municipal staff tussle leaves Hoshiarpur stinking

Hoshiarpur, October 31
The ongoing tussle between the leaders of the Municipal Ministerial Staff Union (MMSU) and local unit of Punjab Nagar Palika Karamchari Sangathan (PNPKS) of the Hoshiarpur Municipal Council (HMC) had created a mess in the entire town since yesterday following the suspension of electrician Kulwant Singh, tubewell operators Kewal Lal Heer and Joginder Singh for allegedly beating the accountant of the HMC Ram Parkash on October 28.

All the regular safai karamcharis and regular tubewell operators belonged to the sangathan, who were already on strike from October 27 to October 29 on the call of their state body in support of their various demands, further continued their strike yesterday in a protest against the suspension of the above said employees. They are demanding their immediate reinstatement.

The strike of safai karamcharis hit the city hard since October 27.

Heaps of garbage is lying scattered in streets and bazaars. On account of unsanitary conditions, sewerage in many of the localities has got chocked and the sewage is overflowing posing serious threat to the health of the residents and inconvenience to the passersby.

According to MMSU president Ravinder Thakur, the leaders of the PNPKS who were annoyed due to the non-participation of the MMSU members in their state-level strike despite their repeated persuasion, allegedly beat up the accountant of the MC following which the MC authorities suspended the above said employees. The MMSU was demanding to arrest all those employees who were involved in the beating and legal action against them. Whereas, the sangathan had demanded to reinstate all the suspended employees.

Hoshiarpur Deputy Commissioner Dharam Dutt Ternach told The Tribune that he would call leaders of both the aforesaid unions and sort out some solution.

President of the HMC Shiv Sud said he had negotiated with the leaders of both the employees’ organisations over the issue. He was hopeful of a solution at the earliest.

President of the Congress Committee, Rajnish Tandon, appealed to the leaders of both the unions to resolve the issue amicably keeping in view the forthcoming Diwali which is important for all.

Painting, essay writing and history quiz competitions have been organised on the third day of the Mela Gadari Babeyaan Da. Around 200 students participated in the painting competition. In the quiz competition, based on the history of Naujwan Bharat Sabha, Nand Singh Memorial School of Toor village bagged the first prize.

Teams of Government College, Talwara and Bharat Mata Society, Jalandhar bagged the second and third positions, respectively.

In the essay writing competition, Inqualabi Naujwan Sabha, Guru Nanak, Sukhchainana Sahib, Phagwara and Shaheed Bhagat Singh Naujwan Sabha bagged the first, second and third positions, respectively.

In the evening, a Kavi Darbar was held, in which eminent poets, including Jaswinder, Shabdeesh, Sukhwant, Parminderjit, Lakhwinder Johal, Harvinder Bhandal, Kavinder Chaand, Madan Veera, Jagtar Sekha, Poonam Kausar, Anu Bala, Ram Singh, Satish Gulati and Jagwinder Yodha, recited their poems and ghazals.

Late in the evening, a film show was organised under the banner of The People’s Voice. The show was started with Daljit Ami’s directed music video, Zulm Aur Aman, sung in the voice of eminent Pakistani Punjabi Singer Naseebo and written by Sahir Ludhianavi. A movie, Gadar Da Chirag, based on the life of Baba Bhagat Singh Bilga, directed by Simran Kaler, was also telecast during the evening. Besides, the Anand Patwardhan-directed A Ribbon for Peace and a documentary film, Inquilab, based on the life of Bhagat Singh and other members of the Bharat Naujwan Sabha was also telecast.

The Jalandhar police (rural) has asked the victim of police torture to join the investigation. Further the village Sarpanch was also formally informed about the issuance of summon to painter Gopi asking him to get his statement recorded in the ongoing investigation being conducted by DSP (Adampur) Joginder Pal, who is Investigation Officer (IO) in this case, he added.

To a query, he said the police had also reached his village on Saturday.

Meanwhile, an FIR had been registered under sections 341, 323 and 34 of the IPC against three policemen --- ASI Avtar Singh, Head Constable Jagir Singh and Home Guard jawan Harminder Singh, after their suspension. Further, departmental inquiry was also initiated against them, he added.

Upcoming DAV University to open up job avenues

The upcoming DAV University in Jalandhar is all set to open up job avenues for eligible candidates, as the DAV College Management Committee (DAV CMC) would be conducting interviews for the school of excellence and centres of specialisation, beginning in the first phase.

In the first phase of the varsity, the Staff Selection Committee of DAVCMC would be conducting interviews for around 200 posts of teaching and non-teaching staff.

Talking to The Tribune, Regional Director of Engineering Colleges, Professor CL Kochher said the recruitments are all set to begin next month.

“Strict merit norms would be followed to induct the best of the qualified staff for the varsity. The recruitments for the second and third phase of the university would be conducted in the respective years of establishment”, he added.

Recruitments would be held for schools of excellence in - engineering, management, sciences and language courses. While the centers of specialisation in research will also start functioning in research and development, industrial liaisoning and consultancy, Vedic studies and moral sciences.

Spread in an area of 75 acres, the Rs 385 crore multi-disciplinary varsity would start functioning from the next academic session - 2011-12.

The varsity is coming up at Sarmastpur village on the Jalandhar-Pathankot road.

The varsity would also provide full tuition fee concession to at least 5 percent of the total students belonging to the weaker sections of the society. “While fee concession to a prescribed limit in tuition fee would be given to girl students on the basis of merit”, Kochher added.

Language bodies lack coordination; protest plan on Punjab Day fails

If everything had materialised as per planned by the representatives of all the major bodies of writers and intellectuals of the state around two months ago, today, Punjab Day would have been observed as a protest day by the writers and intellectuals of the state.

However, the organisations of writers and intellectuals have failed to pull off the job assigned to them and the plan to observe protest day, in the form of a state level mass gathering, has failed to take off.

Irked over the apathy of the state government towards the implementation of the Punjab State Language Act invariably in all the state government offices and private schools in the state, such organisations have decided to launch a protracted but moderate struggle over the issue, which would otherwise have been flagged off in the form of the observance of protest day. A coordination committee, under the convenorship of Dr Joginder Singh Puar, former VC, Punjabi University, Patiala, was also organised to provide a common platform in this regard.

Like-minded sections of all major political parties, employees and teachers’ associations, farmer unions and prominent individuals would also have been taken as constituents of the protest. When questioned in this regard, Dr Puar said the programme could not be materialised due to some coordination constraints.

However, a new committee has been formed today and two representatives - of the Kendri Punjabi Lekhak Sabha (regd), Kendri Punjabi Lekhak Sabha (Sekhon), Punjabi Bhasha Academy, Punjabi Sahit Academy, Punjabi Jagriti Manch - each, had been inducted as its members.

“Now it has been decided that the members of all these organisations would observe protests in their own manner and no member would participate in functions organised by the state government on the occasion of Punjab Day,” he added.

We have decided to hold a state-level convention in this month and the future course of agitation would be chalked out after the convention, he said.

2 killed as drunk driver rams car into jagrata crowd

Jalandhar, October 31
Two people were killed, while three sustained injuries late last night, when an Indica car rammed into a jagrata crowd at Jandu Singha on the Jalandhar-Adampur road. The police has filed a case under section 304 A of the IPC.

The incident took place at 11.30 pm when the drunk driver of the car, Akhilesh Kumar, drove right into the premises where the jagrata was being held. Devotees reportedly took hold of the driver and thrashed him on the spot for rash driving before handing him over to the police.

Those killed include a five-year-old boy Sukhmanpreet Singh and an aged man Bir Das. The duo was killed on the spot. The three injured persons have been identified as Raman, Dheera Singh and Hardeep. The injured were immediately rushed to a hospital at Rama Mandi.
