Abandoned Sisters’ Case
Father sent to 2-day judicial custody

After the Government Railways Police (GRP), Jammu, arrested the father of three abandoned minor sisters last night, a local court today sent the accused to judicial custody in the District Jail, Amphalla, for two days.

It may be stated here that five-year-old Kajal and her two younger sisters Anchal and Bitti, aged around two years and six months, respectively, were found abandoned near the reservation counter at the Jammu Railway Station on October 16.

“After tracing Ram Kumar, a rickshaw-puller and father of the girls, we arrested him last night. Today, he was sent to judicial custody for two days,” SHO, GRP, Jammu, RK Bhardwaj told The Tribune.

He said Ram Kumar deliberately abandoned his three minor daughters. His wife Santosh had deserted him two weeks back and following the development the rickshaw-puller, who belongs to Malkanpur Sarina in Allahabad district of Uttar Pradesh, wanted to get rid of his daughters, said the SHO. He added that Ram Kumar abandoned his children at the railway station on October 16.

Now, the law would take its own course and if he wanted the custody of his children, he had to apply before the court, the SHO said.

Official sources said though the Special Mobile Magistrate Electricity, Jammu, RN Wattal observed that the offence under Section 317 was bailable and the accused was entitled to it on furnishing a bail bond of Rs 5,000 and a personal bond of the same amount, Ram Kumar expressed his inability.

They said then the court directed the accused to be kept in the judicial custody in the District Jail, Amphalla, for two days.

A sweeper, Gurdeep Singh, had spotted the minor girls near the barbed fence outside the reservation counter at the railway station.

Police sources said Ram Kumar’s wife deserted him because she had an extra-marital affair with another man.

Following instructions from Chief Minister Omar Abdullah, the minor sisters have been sent to an SOS Home in Gole Gujral, where they are being looked af ter properly. Jammu DC MK Dwivedi has deputed the District Social Welfare Officer and the Chief Medical Officer to look after the nutrition and health of the children at the SOS Home.

LeT militant shot dead in Ramban gunfight

The security forces shot dead a Lashkar-e-Toiba militant while a district commander of the outfit was injured in an encounter at Gunj village near Khari in Ramban district last evening.

Sources said acting on a tip-off the Rashtriya Rifles launched an operation in the village where the militants were hiding.

The troops on seeing the presence of some women and children in the area exercised utmost restraint and did not open fire.

The terrorists, however, lobbed grenades at the troopers and managed to escape the cordon using women and children as human shields, they added.

The sources said the LeT militants jumped into a nearby nullah but the troops with the assistance of tracker dogs gunned down one of them and injured the district commander of the outfit.

A concerted search operation by the troops of Rashtriya Rifles and the police led to the recovery of the body of the slain ultra from the Gainthla forest area near Khari. He was identified as Ghulam Nabi, a resident of Sangaldan, who had been recruited by LeT terrorist Abu Musa a few months ago.

The sources said an injured Musa, self-styled district commander, ran away when challenged by the security forces.

Additional troops and aerial reconnaissance by helicopters have been pressed into service to intensify the operations in the area to nab Abu Musa.

Musa is a dreaded local militant of Khari, who is responsible for the killing of several security personnel and civilians in the past.

British High Commission team meets separatists, political leaders

A two-member delegation of the British High Commission in New Delhi and Islamabad had meetings with several leaders of mainstream parties and separatists here since yesterday.

The delegation comprised Victoria Whitford, First Secretary in the British High Commission, New Delhi, and Sharon MacDonald, British Political Head in Islamabad.

Moderate Hurriyat Conference faction chairman Mirwaiz Umar Farooq apprised the diplomats of the Hurriyat’s stand on the dialogue process, saying it was in favour of meaningful and fruitful talks with the Central government for the final resolution of the Kashmir issue. He was accompanied by senior members Abdul Ghani Bhat and Bilal Ghani Lone at the meeting.

The Mirwaiz expressed concern over the human rights violations and condemned the series of killings in Kashmir by the security forces. He hoped that the democratic world would raise its voice against the human rights violations in Kashmir. The delegation also called on JKLF chairman Yasin Malik.

In her meeting with the visiting delegation, PDP president Mehbooba Mufti said any durable resolution of the Kashmir problem would have to address the sentiments, dreams and interests of the youth of the state.

She said the young population of Kashmir had articulated its feelings on the issues facing them during the current unrest as never before.

Chief Minister Omar Abdullah today said the arrest of hardline Hurriyat Conference leader Masrat Alam would bring relief to the Valley people who were suffering due to his weekly protest and strike calendars.

“I think not for us (government) but for the people it is a relief as they faced problems due to the calendars issued by him,” the Chief Minister said.

He said anybody’s arrest would not have any impact on the Kashmir issue. “There is going to be no impact on the Kashmir issue if anybody is arrested or released... if anyone issues a calendar or not,” he said.

Asked about the circumstances leading to Alam's arrest, the Chief Minister said there were many secrets behind that.

“We have been searching for him for the last four months. There are many secrets how he has been arrested now and these should remain so,” Omar said.

Bhat (38), general secretary of the Hurriyat faction, who was arrested from the Teilbal area on the outskirts of Srinagar last night had been evading arrest for the past four months.

He was released on June 8 this year after remaining in jail for 21 months. Bhat is also the chairman of the Muslim League, a constituent of the Geelani faction and was said to be behind the issuance of protest calendars over the past few months.

Two other senior leaders of the party, Ashraf Sehrai and Ghulam Nabi Sumjhi, were detained early this year.

Geelani condemned the arrest,saying the government was playing a double game.

Interestingly, the scheduled programme of the Chief Minister is being projected as an official function, but none of the local senior Congress leaders have been invited.

“I have not received any invitation so far,” said Manjit Singh, a former MLA and minister, who joined the Congress some months ago.

“The Chief Minister is going to preside over the function to declare Abtal as a model village and it is purely an official function. However, none of our party leaders have been invited despite the fact that our party is a partner in the government,” Manjit said while expressing anguish over the Congress being ignored. He pointed out that invitations had been extended to even village-level workers of the National Conference (NC) but all Congress leaders had been ignored.

Sources in the Congress said the differences between the coalition partners were likely to deepen after tomorrow’s function as the Congress leadership had taken a serious note of its leaders being deliberately ignored in the official function. It has asked the party workers not to go to the function uninvited.

As the Congress leadership had successfully roped in former minister Manjit Singh into the party, the NC had taken it as a challenge because it always considered Vijaypur as its citadel.

Manjit, who remained the MLA from this segment from 2002 to 2008, is the arch political rival of Surjit Singh Slathai, a Cabinet minister and NC MLA from the segment. Since the day Manjit joined the Congress quitting the PDP, the NC had been taking every possible step to scuttle the plan of the Congress to strengthen its base in the belt.

In January this year when Manjit joined the Congress, the NC had expressed its reservations to the Congress leadership over his induction into the Congress, but these were not taken seriously.

The Congress leadership on the other hand was desperate for a mass leader in this belt to strengthen its base in the newly created Samba district where the party had failed to perform well in three successive Assembly elections. With Manjit’s induction, the Congress is hopeful of expanding its base in Samba district.

Following an attack on a paramedic staffer this morning, the emergency services in the Government Medical College and Hospital (GMCH) remained disrupted for nearly an hour. The incident occurred around 8 am today.

Official sources said over the alleged delay in providing treatment to a patient, his attendant assaulted pharmacist Ghulam Ahmed Naik in the emergency ward this morning. After assaulting Naik the attendant and the patient ran away from the hospital.

Infuriated over the attack, all paramedic staff members went on a strike and suspended the emergency services for nearly an hour.

Shouting slogans against the police for its alleged failure in nabbing the culprits the paramedic staff refused to resume duty, thereby bringing the emergency services to a halt.

Later, police officers, including SDPO, Bakshi Nagar, SKS Chauhan and SHO, Bakshi Nagar, Tahir Hussain, reached the spot and tried to pacify the agitating employees.

Pardeep Kumar, president of the Medical Employees Association, asked the police officers to make proper security arrangements on the hospital premises. He claimed that the attack on paramedics and doctors in the emergency wing of the hospital had become a routine affair.

Pardeep added that despite a police post on the premises the police had failed to check this unwarranted activity. Under such circumstances it would be very difficult for the doctors and the paramedics to work, he said.

The SDPO, Bakshi Nagar, said the police was awaiting a written complaint for taking action against the culprits.

Panun Kashmir flays Omar’s accession remarks

The first meeting of the newly-elected office-bearers of the Panun Kashmir presided over by its president Vijay Bhat Koutse was convened here today at its party office.

According to a statement issued here, Panun Kashmir convener Dr Agnishekhar said the Kashmiri Pandits and the people of Jammu and Ladakh were dismayed over the recent remarks by Chief Minister Omar Abdullah.

The endorsement of his stand by the Foreign Minister and the Union Home Minister was “misplaced and atrocious”, he added. Speaking on the occasion, Koutse said the polity of Kashmir was catering to the agenda of separatists whose aim was to exclude Jammu and Kashmir from the constitutional and territorial organisation of India.

Koutse made a detailed presentation about the policy-planning and future course of Panun Kashmir. He deliberated upon the implications of the current political situation confronting the state.

Panun Kashmir national spokesman Kamal Hak unfolded series of programmes that the organisation was going to undertake in the near future.

The organisation would be holding a programme on October 26, a day that marks ‘Prayaan Divas’ of Pandit Kripa Ram Dutt, which incidentally coincides with the Accession Day of Jammu and Kashmir with the Union of India.

According to a statement issued here, Dr Jasbir Singh, programme coordinator, NSS, University of Jammu, was the chief guest on the occasion. He highlighted the role of NSS volunteers in the disaster management.

Sahil bags 1st prize in painting competition

Sahil Ohri, a student of the Institute of Music and Fine Arts (IMFA), today bagged the first prize in an on-the-spot painting competition held at the University of Jammu under the banner of “Display Your Talent 2010-11” contest.

Pushkin Kainth, another student of the IMFA, clinched the second prize, while Kanwar Iqbal from Government Medical College got the third prize in the competition.

Shivali Rani from the Department of Environmental Sciences, Trishla Kumari from Government Women’s College, Gandhi Nagar, and Ramesh Kumar from Government Sri Pratap Memorial Rajput College of Commerce, were awarded with the merit certificates. Topics for the competition were “Winter/Spring Season”, “Village Fair” and “Still Life”.

Noted artists Bhushan Kesar, Suman Gupta and Vijay Anand were the adjudicators to assess the performance of the participants. Prof Kuldeep K Sharma, director, Directorate of Internal Quality Assurance, was the chief guest of the function.

Addressing young participants, Sharma said the students of the region had talent in abundance and hoped that through hard work they should bring laurels to the university.

District status for Bhaderwah demanded

To intensify the struggle for the district status for Bhaderwah, all political parties have constituted a joint committee.

This all-party committee today organised a demonstration in Bhaderwah to highlight the alleged ‘discrimination’ against the region. Speakers demanded that the district status should be given to Bhaderwah for the overall development of this backward belt.

They flayed the decision of the Bhaderwah Municipal Committee to impose a sanitation tax and termed it as wrong and anti-people.

The speakers pointed out that the Bhaderwah area had been neglected deliberately by the government in all spheres of life as works on most of the projects approved for this constituency had been stopped without any reason. — TNS

MC team seizes milk cans

A team led by municipal veterinary officer under the supervision of Joint Commissioner (Administration) conducted a drive against the adulteration of milk in the city here today.

The team visited the areas of Bahu Fort, Gandhi Nagar, Sarwal, Meshapura, Resham Ghar Colony, Canal Road, Talab Tillo, Bohri and Patta Chungi.

During the drive, 190 milk cans were checked, out of which eight samples were sent to laboratory to ascertain the standard of purity. The team also destroyed four milk cans that were found of sub-standard quality.

In view of the forthcoming Diwali festival, the health officer of the Jammu Municipal Corporation along with a team of food inspectors, seized 300 kg of khoya packed in gunny bags from Indira Chowk, which was brought from outside the state.

The team also inspected 18 food establishments, including milk product shops and sweet shops in the areas of Old City, New Plot, BC Road and Talab Tillo.

Campaign to spread awareness about govt schemes

The Ministry of Information and Broadcasting is going to launch a Bharat Nirman Public Information campaign to create awareness among people about various central and state sponsored schemes in the Ramban district.

The three-day-long campaign will be inaugurated by Minister for Higher Education Abdul Gani Malik, Ramban MLA Ashok Kumar and O Rehman, director, Field and Publicity, the ministry said here today.

On October 23, the campaign would deliberate upon the MGNREGA and other central schemes for welfare and employment generation, he said, adding that on October 24, awareness programme on the Sarv Shiksha Abhiyan,

mid-day-meal schemes and an on the spot painting competition on environment would be held.

Similarly, on October 25, seminar and interactive session on women empowerment, eradication of social evils would be held, he said

Rehman said the ministry had already launched 14 such campaigns in Leh, Kishtwar, Reasi, Kathua, Bani, Kargil, Ganderbal, Poonch, Kulgam, Budgam, Bandipora, Poonch, Ramnagar, Anantnag and the 15th campaign was being launched at Ramban.

Through such campaigns attempts were being made to ensure that benefits of various schemes percolated down to the targeted sections of society, he added.

Army saves lives of truck driver, cleaner

The Army today saved the life of a truck driver and a cleaner, when their loaded carrier skidded off the road and fell 150 feet down into the Chenab in Ramban
district.

An official handout stated that a truck carrying automobile spares from Jammu to Srinagar met with an accident in Ramban district near Marog. The truck driver, while trying to overtake another vehicle, lost control over it and the truck skidded off the road and fell into the Chenab.

The accident was noticed by one of the posts of the road opening party of the Army deployed all along the highway. The Army’s quick reaction team immediately swung into action and slithered down the gorge with the help of ropes and rescued the driver and the cleaner.

The rescue efforts were difficult as the gorge was very steep with shooting stones posing a serious problem.

The civil authorities and the police were also informed and within no time the driver and the cleaner were taken to Ramban hospital. The driver, Bashir Ahmad of Pampore, survived despite sustaining critical head injuries.

The prompt action by the Army jawans was appreciated by the civil authorities, as the life of critically-injured Bashir was saved due to the timely rescue efforts.

At least five persons were injured in clashes between protesters and the police in different parts of the Kashmir valley during a bandh called by the hardline faction of the Hurriyat Conference led by Syed Ali Geelani today.

The bandh was part of the protest calendar issued by the hardline Geelani faction of the Hurriyat Conference.

Four persons were injured in clashes between some protesters and the police at Pampore, about 15 km from here, on the Srinagar-Jammu National Highway. Tension gripped the town following the death of a person in the SKIMS Hospital here. The residents alleged that he was beaten up by the police about a week ago and was admitted to the hospital, where he succumbed to his injuries.

One person was injured in a clash between stone-throwing youths and the police at Cement Bridge in Baramulla town where the authorities had imposed restrictions. The police said the youths defied the curfew and indulged in heavy stone throwing. When the police dispersed the protesters, Mohammad Yousuf Channa was injured. He was later shifted to a hospital here.

Meanwhile, the curfew restrictions which were imposed on Srinagar city early today were relaxed around noon. The police said the curfew was relaxed from 12 noon in the areas falling under the jurisdiction of East, West, South and Hazratbal zones of the city.

Earlier, the restrictions were imposed on Srinagar, Gandarbal and Kangan towns, Baramulla, Pattan, Palhalan, Kunzar and Tangmarg in Baramulla district, Kupwara, Trehgam, Kralpora and areas of Kupwara district and in Handwara, Kulangam and Chotipora areas of Handwara tehsil. However, in the curfew-bound areas of Kupwara, the restrictions were relaxed from 10 am onwards while in Handwara, the restrictions were relaxed from 10 am to 2 pm.

Protest over selection list of patwari

The National Secular Forum (NSF) unit of the University of Jammu held a protest against the Service Selection Recruitment Board (SSRB) over the selection list of patwari here today.

According to a statement issued here, the NSF activists appealed to the Governor and the Chief Minister to hold an enquiry in to the selection list and punish the guilty.

Mohammad Maqeem Ansari, president, NSF, alleged that the list contained the names of candidates who had not taken Urdu as their subject.

Rohit Sharma, working president, NSF, said for the post of patwari, Urdu subject was mandatory.

“Early next year, the government will be in a position to hand over plots to allottees in the upcoming Rakh-e-Arth colony to construct houses of their own,” he said.

The minister, who visited the area, said the work was in progress and 4,500 families would be rehabilitated.

The rehabilitation of displaced people was part of the larger Dal Lake Conservation Plan for which the Centre had committed more than Rs 1,000 crore to the state government.

“The colony will have three-way prototype houses, a primary health centre,a modern sewage and drainage system, parks, parking lots, shopping malls, stadia and intra-road connectivity,” Wani said. — PTI

Omar assures Kashmiri Pandits of welfare steps

Srinagar, October 19
A delegation of various Kashmiri Pandit organisations called on Chief Minister Omar Abdullah here today.

The delegation brought to his notice urgent matters pertaining to the welfare and rehabilitation of the community.

Issues relating to the employment package and other measures initiated for the benefit of the community were also discussed in detail, an official spokesman said.

The Chief Minister assured the delegation that the government would take every action for the welfare of the community and implementation of the package in letter and in spirit.

Minister of State for Housing and Urban Development Nasir Aslam Wani was also present on the occasion.
