7 held, 4 idols seized in Mandi
Mandi, October 15
A police team, led by Bilaspur ASP BS Thakur, yesterday arrested seven members, including a taxi driver, a Nepalese, three residents of Shimla and two of Mandi. Four 500-year-old idols of Lord Buddha worth Rs 4 crore were seized from their possession. They have been today sent to police remand till October 18. They have been booked under Section 379 of the IPC and Section 25 of the Antiquity Act.

State likely to fix time limit for services
Shimla, October 15
The state government will consider enacting a legislation to provide services to the people within a stipulated time period and take care of other related matters.Stating this here today, PK Dhumal said the proposed law would go a long way in ensuring accountability and transparency in governance.

Counselling postponed
Shimla, October 15
Himachal Pradesh University (HPU) has postponed the counselling for admission to M.Phil course in some of the subjects to be held between October 18-29.The subjects for which counselling has been postponed includes Political Science, History, Sociology, Hindi, Sanskrit, English, Economics, Mathematics and Commerce. Dean of Studies Prof Chaman Chandan said the dates for counselling in other subjects shall remain the same. — TNS

Computerised board exam system soon

Dharamsala, October 15
With an aim to conduct foolproof board examination, the Himachal Pradesh school board will computerise the test system from March 2011, a senior official said today.The bids are already floated for the Rs 5.11-crore project that would help making transparent the school board exam system which has many loopholes, secretary of the board Prabhat Sharma said.

After commissioning of this system, all examination centres shall be connected online and the paper material of the board shall have bar coding to make it foolproof, the official added.

Recently, irregularities came to light following an incident wherein 208 students secured first class without appearing in the March 2010 examination.

Twelve persons were arrested in this connection, including suspended government teacher Ashwani Dogra and his colleague Suresh Choudhry.

According to the police, they used to run different academies in the state where “hired” teachers would write the answers on duplicate answer sheets and later deposit the same to the board with the help of its employees.

The state government has also set up a high-level team under IAS Onkar Sharma to probe into the matter. The board had suspended four employees so far in this connection and issued notices to another 45 employees, a senior official said. — PTI

Student deposits ‘fake’ marksheet, probe ordered

Himachal Pradesh University (HPU) has ordered an inquiry into a suspected fake marksheet, which was deposited by a student at its Computer Branch today.The matter came to light when a student came to deposit a BA-II marksheet of a student in the university. Suspecting it to be a fake marksheet, the dealing staff brought the matter to the notice of the Controller of Examination (COE), AN Gupta.

Gupta confirmed that a doubtful marksheet had been deposited at its Computer Branch. “Since we do not issue this kind of mark sheets, we apprehend that it is a fake marksheet,” he said.

He added that the marksheet had been sealed and a thorough inquiry would be held into the case on Monday.

“This being a very sensitive issue, we will probe it to ensure that no fake degrees racket is operating,” he said. He added that the past three year certificates of the said student would be checked as only then one could ascertain if he had been indulging in the illegal act in the past as well.

One dead in firing incident

Bilaspur, October 15
A head constable, Raj Kumar of SSB, was arrested after he fired at three persons of which one died and two hurt at Kandraur village, near here, last evening.

The deceased has been identified as Ramesh Chand (35) while those injured include Jai Nand (40) and Nand Lal (60), residents of Kandraur village.

According to information, a land dispute had been going on between Raj and the other party. Both groups got into an argument that led to the incident.

The police said Raj had also received injuries. The injured were taken to a local hospital, however, were later referred to the IGMC, Shimla.

Doctors threaten to launch stir

The Himachal Medical Officers’ Association (HMOA) today threatened to launch an agitation in support of their demands in case the government fails to address the issues raised by them on several occasions in the past.

In a statement issued here today, general secretary of the association Jiwananad Chauhan said since the government had failed to accept their demands, the doctors had decided to resort to direct action. “To begin with, the doctors will wear black badges for one week followed by one day’s mass casual leave and then pen down strike for two hours daily,” he said spelling out the line of action.

Chauhan added that in case the government still ignored their demand, all members of the HMOA would boycott all national programmes and stop emergency services after routine working hours. He said the main demands of the doctors include scrapping the appointment policy of medical officers through Rogi Kalyan Samitis and restoration of old pattern of appointment on ad-hoc basis through HP Public Service Commission. “The regularisation of doctors should be reduced from six to two years and they should be given them one time relaxation,” he said.

They also demanded that restructuring of cadre and updating of seniority list must be prepared since 2001. They have also sought working hours be defined and the Causality Department be set up at every district headquarters.

12 students hurtin clash at Barru Sahib varsity

A clash which took place late last night between students at Barru Sahib-based Eternal University left 12 students seriously injured with one of them receiving severe head injuries.

The situation took an adverse turn when a student was allegedly beaten up after he was found scaring other students by brandishing a blunt sword. This led to his manhandling by some students further inciting the other group into beating up a seventh semester student. This sparked off a row of protest from about 200 students of the engineering hostel who then went on a rampage breaking university property with whatever they could lay their hands on, including iron rods that were lying there due to the ongoing construction.

The mob broke glasses, stoned 16 vehicles and broke a LCD television set worth Rs 30,000 among other articles.

The SDM, Rajgarh, Rajesh Maria, said the engineering college had been closed till Monday and most of the students had been sent home. An armed police battalion from Una has been requisitioned to maintain peace, he added.

Terming the situation as peaceful, the SDM said the administration had been directed to devise a grievance redress mechanism where students could repose faith and they would desist from taking law into their hands.

Four 500-year-old idols of Lord Buddha worth Rs 4 crore were seized from their possession. They have been today sent to police remand till October 18. They have been booked under Section 379 of the IPC and Section 25 of the Antiquity Act.

The police said idols were to be smuggled into Nepal. Acting on a tip-off, the police constituted the team under Thakur and arrested five members of the gang here. The team then contacted some persons at Mandi and acted as decoy customers to strike the deal for Rs 4 crore, the police said. Those involved were identified as Nagesh and Basant Lal, residents of Mandi. However, kingpin of the gang has been identified as a local scrap dealer.

Smugglers eye antiques

The seizure of 500-year-old idols of Lord Buddha in Mandi has once again established the active presence of smugglers linked to global gangs operating in the state.

It was a chance catch as the police seized four ancient “ashtdhatu” idols from Bheuli in Mandi yesterday when they were being taken to Mumbai. Though their real cost is yet to be ascertained, sources said the cost was approximately Rs 5 crore.

The police, on the basis of the interrogation from the accused, said the idols were to be taken to Mumbai from where they were supposed to be headed abroad. A case has been registered under the Antiquities Act and seven persons arrested.

Interestingly, even after a day’s interrogation, the police is clueless to the actual place from they were stolen as the accused claimed that they bought them from a dealer. However, the police suspected that they could have been stolen from some temple or monastery in the tribal districts of Kinnuar or Lahual Spiti.

There are often cases of theft of antique idols lodged in old temples and worship places. In the absence of proper security, such artifacts valued highly in the international market are stolen from temples and sent outside.

“Though guidelines have been laid down to ensure the safety of such artifacts, there have been thefts due to inadequate security measures,” said SR Mardi, ADGP (Law and Order).

He said temples that had good resources had been advised to install electronic security system so that people got alerted in case of thefts. “As the income of the temple is too meagre, we have advised people to have a chowkidar or take turns in guarding the temple valuables, including ancient idols,” Mardi said.

To maintain a proper data bank of rare artifacts housed in the ancient temples, monasteries, forts and other monuments in Himachal, the state CID was undertaking documentation and indexing of all such items to keep them safe and protected against smuggling.

Though indexing of antiques, including old idols and other items, had been undertaken once in 1994 by the police, following the recent controversy involving auction of the George Cross awarded to Kirpa Ram of Bilaspur, a fresh exercise was undertaken.

State likely to fix time limit for services

The state government will consider enacting a legislation to provide services to the people within a stipulated time period and take care of other related matters.Stating this here today, PK Dhumal said the proposed law would go a long way in ensuring accountability and transparency in governance.

He said efficient delivery of services to the common man was the aim of all government policies. He said it was under consideration to fix a time limit for providing power connections, financial incentives under welfare schemes, disbursement of relief, documents required from the Revenue Department, different types of certificates, settlement of social security pension, ration cards and other services.

He said such a law was already in force in MP where time-bound essential services were being delivered. Efficiency, transparency, accountability and prompt delivery of services would be ensured with the enactment of the proposed law. He said it would be in fulfilment of the ‘Citizen Charter’, making it legally enforceable. — TNS
