Apathetic attitude of the civic authorities to cremate unclaimed bodies in time is turning the mortuary of the local Civil Hospital and its surrounding into a highly infection-prone zone. It is responsibility of the Municipal Corporation, Jalandhar, to cremate the bodies at the earliest after the post-mortem examination is conducted.

Hoshiarpur: A young housewife and mother of two children was murdered for dowry at Gilzian village. According to SHO Balbir Singh of Dasuya police station, Samitter Kaur, wife of late Harbans Singh of Salempur, stated that her daughter Narinder Kaur (25) was married to Paramjit Singh, son of Harnam Singh of Gilzian in 2008.

Delay in Cremation of Unclaimed Bodies

Apathetic attitude of the civic authorities to cremate unclaimed bodies in time is turning the mortuary of the local Civil Hospital and its surrounding into a highly infection-prone zone. It is responsibility of the Municipal Corporation, Jalandhar, to cremate the bodies at the earliest after the post-mortem examination is conducted.

As many as seven unclaimed bodies are kept in the mortuary against the capacity of just four bodies. Lack of freezing units and other makeshift arrangement for additional three bodies are turning the things bad to worse. Along with stench, the decomposing bodies can disseminate number of infections to the individuals posted in the nearby branches of the hospital.

As per the rules, post-mortem examination cannot be performed on the unclaimed body for 72 hours. Until this period completes, the body is to be kept in the mortuary in the sub-normal temperature by making alternative arrangement like ice beds, to prevent its decomposition.

As per sources, five bodies, kept in the mortuary, have crossed this time limit. Post-mortem examination was conducted on Saturday on one such body. Another was done on Sunday and three on Monday.

Now, two more unclaimed bodies were transported to the mortuary today, which would be kept there for the next 72 hours, till the post-mortem examination.

Asked in this regard, Dr Varinder Kalia, Health Officer, MCJ, said bodies can be taken from the mortuary only after getting intimation from the police authorities concerned.

“As of now, we did not receive any information from the respective police station where initial proceedings regarding such bodies were conducted. Whenever we receive such intimation, we would shift the bodies from the mortuary”, he said.

Heroin worth Rs 28 cr seized, 5 arrested

The Jalandhar police (rural) claims to have busted a gang of narcotic smugglers with the arrest of its four members and seizure of 5 kg heroin worth Rs 25 crore in the international market. However, the kingpin of the gang escaped.

During its special drive against drug abuse, a special barrier was put up at Kartarpur on National Highway 1 after a tip-off. A particular car was intercepted, Jalandhar (Rural) SSP Ashish Chaudhary said and added that search of the vehicle led to the recovery of 5 kg of heroin.

While the occupants of the car, identified as Angrej Singh, alias Gopi, Ranjit Singh, alias Gorkha, Baljinder Singh, alias Bittu, and Harpreet Singh, alias Happy, were arrested, the kingpin of the gang, identified as Bawa Singh, who was following the car on a motorbike, fled, Chaudhary said.

During preliminary interrogation of the accused, it came to light that the consignment was to be delivered to a conduit at Hoshiarpur before diverting to its destination in Canada, the SSP said.

Bawa Singh was earlier arrested under the NDPS Act by the Amritsar police but had jumped the parole, he said, adding that the narcotics were smuggled from across the border and the accused had already smuggled about 3 kg of narcotics.

An FIR under relevant sections of the NDPS Act was registered in this regard.

Amritsar: The Ramdas Police nabbed Gurdev Singh of Haripura area here for possessing 670 gms of heroin worth more than Rs 3 crore. His accomplice, identified as Chhinda, a resident of Gate Hakima, managed to escape. A case under relevant sections of the NDPS Act has been registered against them. The police said a naka was laid near Talwandi Nahar village. When the police spotted the accused coming on a motorcycle (PB-02-BD-2769), Chhinda fled away while Gurdev was arrested. On search, the police found the contraband hidden in a bag.

Permanent lok adalat gets under way

With a view to providing cheap, speedy and hassle-free justice to both consumers as well as service providers, a permanent lok adalat (public utility services) under the Legal Services Authority (Amendment Act), 2002, has started functioning at the Judicial Complex here.

Additional District and Sessions Judge (retired) Dharam Singh is its chairman and retired civil surgeon Dr Kulbir Singh Purewal and SDO (Public Health) Harblas Ballu are the members.

Dharam Singh told The Tribune that disputes pertaining to public utility services like transport, posts, telegraph, telephones, power, water, sanitation, hospitals/dispensaries and insurance, etc., came under the permanent lok adalat.

“The adalat is different from the consumer courts. Here not only consumers but service providers can also file their complaints,” said Dharam Singh, adding that no court fee or lawyer was required and the complainant could file his or her complaint simply on a plain paper.

Efforts are made to settle the issue amicably, fairly and objectively after perusal of the documentary evidence and arguments put forth by both the parties. But if in any case the element of conciliation eluded the settlement of the case, the adalat was empowered to pass an award, which shall be final and binding and shall be deemed to be a decree of a civil court, added the chairman.

The concept of permanent lok adalat was new and the public was not really aware of it. Besides, it was still at a nascent stage, hence, most of the cases had been filed by service providers. So far as many as 187 cases had been filed, of which 40 had been settled, said the chairman.

Hostel Scheme for SC Students
Welfare Dept invites proposals from institutes

With an aim to publicise the ambitious Centre-sponsored ‘Babu Jagjivan Ram Chhatrawas Yojna’, the Social Welfare Department has invited fresh proposals from medical, engineering and arts colleges in the state. The last date to apply for this scheme is October 31.

The scheme previously known as the centrally-sponsored scheme of hostels for SC girls and boys is aimed at encouraging students, especially the girls to attain quality education and reduce their drop out rate.

While the Welfare Department today issued a public notice in this regard, efforts are being done to ensure a good response from various educational institutes.

Talking to The Tribune, Additional Director, Social Welfare Department, Lakha Singh said the centrally funded scheme would provide financial support to the SC/ST and BC students in the state.

“The educational institutions should send their proposals according to the laid down norms on the website of the Ministry of Social Justice and Empowerment (www.socialjustice.nic.in). We wish that more and more educational institutions should apply for this scheme and avail its benefits,” he added.

The additional director also said under this scheme no fee or charges of any kind would be collected from the SC students for provision of the hostel facilities including water, electricity and maintenance charges.

“We have also forwarded the copies of scheme to various colleges across the state,” he maintained.

It needs mention here that in the past three years only a few colleges in the state applied under this scheme. However, the hostels have not been constructed till date as the state government failed to disburse funds allocated by the Centre.

The Tribune had highlighted the status of the scheme in these columns.

“A majority of those who applied failed to meet the requirements of the scheme, as a result the response remained minimal”, he maintained.

Wife killed for dowry

Hoshiarpur: A young housewife and mother of two children was murdered for dowry at Gilzian village. According to SHO Balbir Singh of Dasuya police station, Samitter Kaur, wife of late Harbans Singh of Salempur, stated that her daughter Narinder Kaur (25) was married to Paramjit Singh, son of Harnam Singh of Gilzian in 2008. Her husband, father-in-law and sister-in-law Nikki used to torture her for bringing less dowry in the marriage. Meanwhile, Narinder Kaur was blessed with a daughter and a son. Samitter Kaur alleged that the accused beat her up with an iron rod which resulted in her death last evening. The Dasuya police has booked the trio under sections 302, 341 and 34 of the IPC. No arrest has been made so far in this connection. — OC

Rs 10,000 looted

Pathankot: Two motorcycle-borne miscreants snatched Rs 10,000 from a man near Jaswali village along the Pathankot-Amritsar national highway, 12 km from here, today. The victim, Mulakh Raj, had withdrawn the amount from the SBI branch, Chhoti Nehar, Sarna, under the Sadar police station. After getting down from an autorickshaw near Sarna, Mulakh Raj was walking down to his residence at Jaswali village when two motorcycle-borne youths snatched the money and sped away. Later Mulakh Raj informed the police. DSP (Rural) Karam Chand said a case under section 356 of the IPC had been registered in this connection at Sadar police station. — OC

3 dacoits arrested

Pathankot: With the arrest of Sandip Masih and Laddi Masih, both residents of Power House Colony, Gugran, and Sunny Masih, resident of Isa Nagar, Pathankot, the police today claimed to have busted a gang of dacoits. SP (City) Bhupinderjit Singh Virk said the dacoits, who were reportedly five in number, had looted Rs 31,940 and a gold bracelet from Jagdish Raj Saini, an ETO posted at the excise and sales tax barrier, Madhopur, on night of August 6 when he was returning home in his car (PB-06-C-8216) on the Defence road, near Gugran.

Virk said after getting information from sources, a police team, led by SHO Rahinder Singh, conducted a raid at the residence of an accused and arrested three persons sitting in an open yard near the house. Virk said the absconded other two dacoits were identified as Nona and Mandip, both residents of Gugran. Virk said Rs 15,000 and the gold bracelet were recovered from their possession. — OC

Batala: The police arrested two persons along with stolen material here today. Paramjit Kumar, a resident of Gandhi Camp, has lodged a complaint with the Civil Lines police station against two youths, identified as Panna Lal of Gandhi Camp and Lali of Prem Nagar Bohran Wala. He said they came to meet him on August 3 and snatched his mobile phone and cash Rs 1,000 on pistol point. The police laid a naka in the Model Town area and arrested the youths with the looted materials. — OC

Father files case against daughter, her lover

Tarn Taran: Partap Singh, a resident of Lalpur village, 15 kms from here, has lodged a complaint against his daughter and six others, including the lover of his daughter, for abducting her and decamping with cash and gold jewellery while fleeing from the house.

The Sadar police had registered a case under sections 366, 380 and 34 of the IPC against Neetu, the daughter of the complainant, her lover Amrit Kumar besides Arwinder Kumar, Sunil Kumar, Vijay Kumar, Pawan Kumar of the same Lalpur village and Kuldeep Singh of Dhotian village. Partap in his complaint said his daughter on the midnight of August 2 and 3 decamped with gold jewellery (8 tolas) and a cash of Rs 80,000 from the house while fleeing from the house with her lover Amrit Kumar with the help of the other accused. He said Amrit wanted to marry his daughter. Neetu was above 18 years of age. — OC

1,500 acres of paddy crop destroyed, claims ex-minister

Phillaur, August 9 
More than 1,500 acres of paddy crop in five different villages of Phillaur sub-division, was destroyed due to stagnated water in the fields which could not be drained out due to blocked drains for the last one month. This was claimed by former minister Santokh Singh Chaudhary while talking to newsmen after visiting the affected fields in Tehing, Bacchewal, Nurewal, Chichewal and Saifabad villages.

He alleged the fields were under water but neither the Phillaur administration nor the representatives of the state government spared even a single minute to hear the grievances and problems of the farmers. He demanded immediate girdwarai of the losses and adequate compensations to the farmers.

He also urged the government to make immediate arrangements for the early disposal of the stagnated and blocked dirty water in the fields. He further alleged that the residents of these villagers were also facing the problem of unavailability of clean drinking water which has also been polluted due to blocked drains, which could cause a spread of any disease.

TEAR launches relay fast at RCF

The Technical Employees Association of Railways (TEAR) launched a relay fast in front of the RCF gate here today. In a press note, TEAR zonal secretary Amrik Singh and joint secretary of staff council Sarabjit Singh demanded bifurcation of group IV employees of furnishing shop as recommended by RITES, a railway organisation, for better implementation of the incentive scheme. They alleged that there was great disparity in the incentive scheme. The relay fast would continue till August 13, they added. — TNS
