Tension grips village as hiding couple held
Karnal, June 28
In yet another case of inter-caste marriage against the wishes of parents, a couple of Rawar village has been arrested on their return to village after four-and-a-half months. Ritu (18) and Shriniwas (21) had eloped on February 3 last and got married at Jaigurudev Ashram in Mathura and father of the girl had lodged a complaint against the boy, alleging that he had enticed his minor daughter.

A cop has been booked after a convict escaped from a general hospital yesterday, where he was admitted for treatment. A case under Section 223 and 224 of the IPC has also been registered against the convict, Bhup Singh, and assistant sub-inspector Prithvi Singh.

A married women allegedly committed suicide by setting herself on fire in her house at Takhana village near here last night. The deceased identified as Kamla Rani (25) got married four years ago and was mother of two children. She had returned from here parents house on June 26 and was fine.

A former sarpanch of Singhana village allegedly resorted to violence and assaulted the staff on duty at a power substation in the village here last night. The accused identified as Devender allegedly reached the 32 kV substation around midnight in an inebriated condition and misbehaved with employees on duty.

Rajya Sabha Poll: Gangua is INLD nominee

The Indian National Lok Dal (INLD) today announced the candidature of Ranbir Singh Gangua, president of its Hisar district unit, for the Rajya Sabha. The announcement was made by party president Om Prakash Chautala here after a meeting of senior party leaders.

Gangua had contested the last Assembly elections against two heavyweights - Sampat Singh of the Congress and Jasma Devi of the Haryana Janhit Congress - from Nalva constituency of the Hisar district. As expected, he had finished third.

In nominating Gangua, Chautala has played the caste card. Since the Congress has fielded former Finance Minister Birender Singh, a Jat, the INLD has opted for a member of the Kumhar community, a Backward Class, in a bid to send the message that the party bothers about the non-Jats in the state.

The INLD leaders are also likely to publicise that while the Congress is a party of big leaders only, the INLD takes care of its grassroot workers.

For the first time today, Chautala spoke against Punjab Chief Minister Prakash Singh Badal for demanding royalty from the states using river water flowing through that state.

Concurring with Chief Minister Bhupinder Singh Hooda, Chautala also said various governments in Punjab had been raising the bogey of river water near the Assembly elections in that state. Last time, he said, Amarinder Singh had done so by abrogating the river water treaties, now Badal was raising an unnecessary and illogical issue.

Chautala said whosoever had advised Badal to raise the demand should be severely dealt with. He said another reason behind Badal raising this issue now was that the Supreme Court would commence the hearing on the Presidential reference on the Punjab Abrogation of Agreements Act next month.

The INLD leader said the Haryana Chief Minister should convene an all-party meeting to discuss Badal’s demand and prepare a joint strategy to fight it. He also demanded that a special session of the Assembly should be held to discuss the issue.

Demanding immediate withdrawal of the hike in petroleum products, Chautala said his party would hold demonstrations in every district headquarter on July 1.

In yet another case of inter-caste marriage against the wishes of parents, a couple of Rawar village has been arrested on their return to village after four-and-a-half months.

Ritu (18) and Shriniwas (21) had eloped on February 3 last and got married at Jaigurudev Ashram in Mathura and father of the girl had lodged a complaint against the boy, alleging that he had enticed his minor daughter.

The girl maintained that she was a major and wants to stay with her husband in spite of threat to her life. The couple was arrested near Madhuban and produced in the court of Civil Judge Junior Division Punit Sahgel. The girl told the court that she was married to Shriniwas and wanted to live with him.

The court has send Shriniwas to jail and Ritu to Nari Niketan till next hearing that is fixed for July 10.

Shriniwas is from Nut community while Ritu is a Kashyap. Her parents are not ready to accept the marriage.

The police is verifying the date of marriage to ascertain that Ritu was minor or major at the time of marriage as there was confusion about the age of Ritu with her parents claiming the girl was below 18 years when she disappeared.

Tension gripped the village as the relatives of the girl insisted that the couple has violated the traditional norms and should not be allowed to live in the village.

The death of a teenaged girl under mysterious circumstances in her house here recently has turned out to be a case of “honour killing” with the police booking three persons, including the parents of the victim. Kiran Devi, mother of the deceased, was arrested last night and produced in a local court which remanded to her one-day police custody. The father of the girl and a cousin, who have been named co-accused, are absconding till the report last came in.

The victim, identified as Shalini (18), had died on the night of June 25 and was cremated in the morning without any postmortem examination or information to the police. As no complaint was lodged in this connection, the police started an investigation to find the cause and the events that led to her death within less than 24 hours of her recovery from Gurgaon, where she had gone without informing her parents. The family had lodged a missing report on June 12 that the girl might have been abducted by two youths. Shalini was recovered by the police on June 24 was produced in a court where she claimed that she had gone on her own and no one had abducted her and expressed her desire to go back to her parents. Her sudden death led to suspicion about foul play, police sources said.

The claim by the family that she had committed suicide did not get down well and police handed over the matter to the CIA. It recovered the ashes and has sent it to forensic laboratory for examination.

Child Marriage Prohibition Officer Sadhna Mittal, who accompanied by a police party to Shahidanwali village in the district to stop a child marriage yesterday, had to return empty-handed after parents and kin of the girl refused to listen to their counsel.

Parents of the 15-year-old girl threatened self-immolation in case the police tried to stop the marriage.

The tantrums of the family forced the police to make a hasty retreat and the marriage, according to sources, was solemnised as per schedule.

A kin of the family had lodged a complaint with the police alleging that the family was marrying of his minor daughter.

“We came back after the sarpanch assured us that he would not allow the marriage,” Mittal explained.

Jitender Kumar, SHO of the sadar police station, said they would initiate criminal proceedings against the parents in case a formal complaint was lodged.

Eleven minor girls have so far been saved from being tied in nuptial knots in this district in less than six months. However, the numbers of girls being married before they reach their legitimate marriageable age are much more than this.

In some cases, parents have married off their girls, who have barely entered their teens.

“Very few people come out with complaints,” maintained Mittal.

“Whenever the police receives a complaint in this regard, the matter is referred to the Child Marriage Prohibition Officer-cum-Protection Officer under the Domestic Violence Act,” SP Satinder Kumar Gupta said, adding that in majority of cases, counsel prevails among the family members of the prospective brides and child marriages are postponed.

Lack of awareness and the fear of their girls falling in love drive the villagers to marry off their daughters before they attain legal age.

“Rise in the incidents of rape and sexual exploitation of young girls weigh heavily on the parents’ minds, who go for early marriages of their daughters,” said Balbir Kaur Gandhi, secretary of the district unit of All-India Democratic Women Association.

Police to prepare database of anti-social elements

In an initiative to ensure free and fair panchayat elections on July 6 and 10 in Karnal district, the police has started a “door-to-door” campaign to collect data of “notorious and anti-social” elements capable of causing trouble during the elections.

The cops have been visiting every village for collecting data providing vital information about the background and conduct of people and preparing list of anti-social elements, capable of vitiating the peaceful atmosphere in villages on polling days.

The cops have also been preparing a database on caste basis in every village to assess the requirement of the police force in caste-sensitive areas.

Karnal SP Rakesh Kumar Arya said these lists would give an idea about all such notorious elements that must be kept under strict vigil by the police till the polling process was completed to prevent any untoward incident.

The data pertaining to caste percentage, number of voters, crime record of people under scanner and people involved in any kind of scuffle or any other illegal activity in the past elections would be collected during the survey and sensitive and hyper-sensitive booths would also be decided on the basis of the available data, he added.

The police have also asked the people to deposit their licensed arms in the nearest police station. So far, around 5,000 weapons out of 7,217 firearms have been deposited.

Earlier, the elections for panch, sarpanch, and members of block samiti and zila parishad were held in 385 panchayats, but after Karnal was upgraded as a Municipal Corporation, the number of panchayats was reduced to 372 as 13 panchayats were included in it.

Elections are being held in Assandh, Nissing and Gharonda on July 6 while Karnal, Indri and Nilokheri would go to polls on July 10. As per the authorities, 6.41 lakh voters would exercise their franchise to elect 372 sarpanches, 3,582 panches, 174 block samiti members and zila parishad members from 22 wards.

Out of the total 372 posts of sarpanch, 123 are reserved for women, 24 for SCs and 99 for the general category while 1,318 out of 3,582 seats of panch are reserved for women that include 411 for the Schedule Caste women while the remaining 907 seats are reserved for the general category.

Similarly, out 174 block samiti members, 59 seats are reserved for women and 16 for the SCs.

Promotions to Gallantry Awardees

The Punjab and Haryana High Court has asked Haryana to either reconsider its policy of granting “own rank pay” promotions to gallantry awardees or to ensure it does not result in discrimination.

The high court has also laid down parameters for recognising an act of gallantry and asked the state to look into the feasibility of considering these guidelines.

The directions came after Justice Ranjit Singh took note of “heartburn” such promotions were resulting in. “A case is made out for issuing direction to the state to reconsider the policy for granting ORP promotion, especially where promotions are to be made due to bravery or a gallant act.”

“The state may consider whether it is essential to recognise an act of bravery or gallantry by award of ORP promotion, or this can be so recognised by bestowing a medal or honour in the same manner as is done in the Armed Forces. The award is taken into consideration while the turn of the person comes up for promotion. Such person can be given some extra or added weightage for showing an act of bravery.”

“To formulate a policy is always within the domain of the state. If the state considers it appropriate to continue with the policy for grant of ORP promotion on these grounds, it may consider making the policy in such a manner that it does not lead to arbitrary, irrational or discriminatory action or violative of any provisions to call for interference,” Justice Ranjit Singh asserted.

Directing the state to reconsider promotions to five “gallant” cops challenged by head constable Sukhbir Singh, Justice Ranjit Singh observed: “ORP promotion granted due to an act of bravery has been a case of heartburning for a large number of employees.”

“It is generally felt that it is being misused to favour the favourites. Not honouring a deserving person can be as harmful as honouring someone not fully deserving. The heartburning, where such promotion is granted and where it is denied in a deserving case, is, thus, natural.”

Laying down the criterion, Justice Ranjit Singh asserted: “An act of bravery should be recognised only when it is a case of sacrifice, rare courage, personal example or a daring act. Such act has to be beyond the call of duty and not performed in routine. It has to be an individual act, even if it is performed while being a member of the team. Such an act should be corroborated in the form of statements of those who are present at or near the incident area or the situation report immediately forwarded or with the help of photographs or any other report prepared immediately without any chance of being padded in any manner.”

Hike in Petro Prices

A number of government and private sector employees jointly staged a demonstration in protest against the hike of petroleum products here today. They also burnt the effigy of the union government after staging a protest march.

The employees’ unions that took part in the agitation included the Sarva Karamchari Sangh, Bata Shoe Workers’ Union, Sanyukt Trade Union Council and the Hind Mazdoor Sabha.

Addressing the gathering, leaders of the unions alleged that the Congress-led UPA government at the Centre was insensitive to the plight of the poorer section of society, which was most affected by the increase in the price.

Besides, the latest hike in petroleum products would further shoot up the price of essential commodities.

SONEPAT: Activists of the district unit of the All-India Kisan Sabha led by the state vice president Shradha Nand Solanki on Monday handed over a memorandum, addressed to the President, to Additional Deputy Commissioner SS Dalal demanding rollback of the hike in the prices of the petroleum products.

The district unit of the Socialist Unity Centre of India also staged a demonstration in protest against the hike and burnt the effigy of Prime Minister Manmohan Singh near the local railway station.

Representatives of the Centre of Indian Trade Unions, Sarva Karamchari Sangh, AITUC and the AIUTUC also organised a joint demonstration against the hike and criticised the UPA government for working against the interests of the common man.

REWARI: Activists of the BJP led by their district president Laxman Singh Yadav staged a demonstration in protest against the hike in the prices of petro products here on Monday. As a mark of indictment of the “anti-people” policies being pursued by the Congress-led UPA government, they burnt effigies of Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi at Moti Chowk here.

Flaying the top brass of the government for the increase in the prices of petroleum products, former state BJP chief Om Prakash Grover warned that the party would not remain a silent spectator and would mobilise the people throughout the state against such policies.

Yadav alleged that instead of providing the much-needed relief to the masses, the Congress-led government was persistently implementing policies which were conducive to the capitalistic class.

Cop booked as convict escapes from hospital

A cop has been booked after a convict escaped from a general hospital yesterday, where he was admitted for treatment. A case under Section 223 and 224 of the IPC has also been registered against the convict, Bhup Singh, and assistant sub-inspector Prithvi Singh.

Bhup Singh of Khara Barwala in Hisar district was booked for raping a minor in 2003. He was convicted and sentenced to 10-years imprisonment in 2004.

He was shifted to the hospital on June 23 from where he managed to give the police slip late Sunday evening.

Sirsa Jail Superintendent JS Sethi said Bhup Singh had escaped on earlier too, when he was admitted to the PGIMS, Rohtak.

However, he was again arrested.

Tohana case

Fatehabad: The two youths, who were found hanging in a vacant house in Tohana town here four days ago, had died of strangulation.

SHO Madan Lal said today that a postmortem of the bodies of Gullu and Mangal was done in the PGIMS, Rohtak.

He said the postmortem report mentioned that the youths died due to strangulation.

The police, he said, had already completed formalities under Section 174 of the CrPC, which is the procedure to be followed in cases of suicide.

Woman commits suicide

A married women allegedly committed suicide by setting herself on fire in her house at Takhana village near here last night. The deceased identified as Kamla Rani (25) got married four years ago and was mother of two children. She had returned from here parents house on June 26 and was fine.

She reportedly poured kerosene on her and set her on fire. She was taken to the trauma centre at the Civil Hospital, Karnal, where she succumbed to her burn injuries.

Her brother Balwan in a complaint lodged with the police alleged that she committed suicide because her in-laws used to torture and beat her up for dowry and she had frequent quarrels with her in-laws which were many a time resolved with the panchayat’s intervention.

He said his father had given enough dowry at the time of marriage of his sister but her in-laws were not satisfied. He alleged that they forced his sister to commit suicide and urged the police to register a case of abetment to suicide.

The police registered a case against four family members. However, no arrests have been made so far.

Irate relatives of Savita, who succumbed to her burn injuries at the PGI, Rohtak, today staged a demonstration with the body of the victim near Anaj Mandi demanding stringent action against the policemen who drove her to commit suicide.

IG (Rohtak Range) V Kamraj told mediapersons that the four policemen had been placed under suspension and further action would be initiated against them on the basis of the statement recorded by Savita before the magistrate prior to her death. He said the case has been entrusted to DSP (Headquarters).

Savita had set herself on fire on May 31 after she was allegedly molested by four policemen. She was referred to the PGI, Rohtak, with 60 per cent burn injuries.

On May 23 when Savita was going back to her house when some cops in a PCR van offered her a lift. When she refused, she was forcefully dragged into the vehicle. Her tale of woe started when the cops started sending her lewd SMS. Unable to bear the torture allegedly by the accused, identified as police informer Kuldeep Sharma, his friend Rohit Chawala and three police personnel of Chandani Bagh police station, Panipat, Savita (22) attempted suicide.

Savita gave her statement before a judicial officer in PGI Rohtak on June 5. Chawala was arrested on June 10. Also, an identification parade of the staff of Chandani Bhag police station was held at the PGI where Savita identified another accused - constable Radhey Sham Sharma.

Chawala was produced before the court but the police did not seek his remand and the constable was not even arrested. HJC chief Kuldeep Bishnoi had visited the PGI and offered to pay for better treatment. However, Savita’s father said he was satisfied with the treatment.

Youth stabbed to death

The police has registered a murder case against three accused identified as Ashok, Harish and Pradeep of Garhi Kesri village. They reportedly absconded after the incident. Dinesh and Sunil had come to Gannaur on a motorcycle from the village for some work. Their motorcycle was hit by the car driven by Ashok.

When Dinesh and Sunil objected to it, Ashok reportedly called his friends - Harish and Pradeep - and asked them to reach on the spot. During an altercation, the accused allegedly attacked Dinesh with knives and escaped in the car. Dinesh, who got seriously injured, was referred to the Jaipur Golden hospital, Delhi, where he succumbed to his injuries. — OC

A former sarpanch of Singhana village allegedly resorted to violence and assaulted the staff on duty at a power substation in the village here last night. The accused identified as Devender allegedly reached the 32 kV substation around midnight in an inebriated condition and misbehaved with employees on duty.

It is claimed that the accused allegedly tried to switch off the power supply and started damaging the furniture and records kept there.

According to the complainant, the accused tore off papers and registers and went on rampage inside the substation. The staff of the All-Haryana Power Corporations Workers Union assembled at the substation today and staged a demonstration demanding an immediate arrest of the accused. A complaint was lodged by the SDO of the department.

Brick-kiln owners stage dharna

Brick manufacturers of the district today staged a dharna in front of the office of the Excise and Taxation Department here against the unbridled sale of bricks from Punjab in their areas.

Bhim Jhunthra, president of the District Brick Kiln Owners Association, who led the agitating brick manufacturers, alleged that their business interests had been badly jeopardised due to the lackadaisical attitude of the taxation authorities, who, he alleged, had been allowing the free flow of Punjab bricks, though this included large-scale evasion of tax.

“We pay one-time sales tax on our products, which is about Rs 3 to 3.5 lakh per annum, while Punjab manufacturers sell their products in our area without paying a single penny to the sales tax department,” Jhunthra alleged.

He said the local brick manufacturers had also decided that they would not manufacture bricks in the next season, if their grievances were not addressed. — TNS
