Zila Parishad runs its office in unsafe building
Jalandhar, June 24 Although, nobody from the staff working in different offices in the building knows the exact year of such declaration, most of them are sure that the building was declared unsafe more than five years back. “I cannot recall the year when the building was declared unsafe, however, it is sure that the declaration was made by the Technical Wing of the Department of Panchayati Raj a few years back,” said an employee. The three-storied building, located adjacent to the newly built Municipal Corporation complex, houses five offices, including those which witness a large number of clients everyday. Besides Zila Parishad, offices of Block Development and Project Officer (Jalandhar-West), Sub-Divisional Officer (Panchayati Raj), Development Officer (Women Cell), NREGA Cell and PAWAN Scheme are located in the building. “Even the annual repair of the building has not been done for more than 10 years. During rainy season, water starts percolating from the rooftops, which obviously cause damage to the years-old record of our office,” said an employee. A.S. Bains, Secretary, Zila Parishad, said a new building of the Zila Parishad had already been constructed and the Zila Parishad office would be shifted to it soon. “Due to some technical constraints, the shifting to the new building has been delayed. Major maintenance of the existing building can only be started after the shifting. We will renovate it in best possible way, as for city it is nothing less than a heritage building,” added Bains. “As far as other offices are concerned, they have been given space on rent and we are planning to shift some of them out of the building,” he added. The Executive Engineer, Panchayati Raj, was not available for comments. |

Prenatal Sex Determination
Jalandhar, June 24 One of the centres failed to produce the record of scanned patients and the other two were declared non-functional due to unavailability of qualified ultrasonographers. Deputy Medical Commissioner Dr Ajay Sahni said the authorities had sealed Grewal Scanning Centre, Shahkot, as its owner failed to produce the record. Confirming the development, Civil Surgeon Dr S.K. Gupta said the centre had been sealed for three weeks. “For such centres, it is mandatory under the PNDT Act to maintain the record of identity proof and consent forms of the scanned individuals. In any case, if the centre fails to produce the documents during inspection, the health authorities are empowered to take the necessary action,” said Dr Gupta. Scanning units at Gulab Devi Hospital and Dayanand Ayurvedic College were declared non-functional by the authorities. District Family Welfare Officer Dr Maninder Minhas, who inspected the centres, said the two centres were already out of operation and were declared non-functional due to unavailability of qualified ultrasonographer. “Although there was not a case of malpractice in these centres, as per the Act it is not allowed to run such centres without the availability of a qualified doctor. We declared them non-operating so that chances of misuse of such centres was made negligible,” she added. |

Three ghosts and a nautanki
Jalandhar, June 24 Curtains went up and out came Kapoor indulged in hysterics. Bawa and Kolhapure followed suit. The play was “Aasman Se Gire Khajoor Pe Atke” and the trio happened to be playing two bhoots and a bhootni. The play started with the three doing something that left the audience confused if it was theatre or a stand-up act gone over ambitious. The guy ghosts tried to woo the lady ghost who kept telling them to stop their bakwas in her high-pitched voice. As it came out, the three were Babu (Bawa), an encounter specialist, an ameer baap’s sharif aulaad, Kunwar Mahendra Pratap Singh Rathore (Kapoor), a rich builder with great connections, and Kanchan, a look-I’m-so-sweet-and-delicate housewife. They had just died and wandered as ghosts owing to reasons they (and the audience) had no clue of. Written and directed by Bawa, the play’s pre-interval part had poetry attempts by the dialogue writer (read: How sweet….Chup raho varna dungi peet), Kapoor’s myriad oft-heard takes on Mallika Sherawat and Kolhapure mouthing bakwas mat karo over and over again. The interval began right after Kapoor danced
to a Ghungroo toot gaye number on Kanchan bhootni’s request. Post interval, Babu and Kanchan fell in love and the three jumped into a dream sequence with a change of costume and disco lights, dancing to chaand mera dil, mil gaya humko saathi, etc. with their own recorded voices playing in the background. It wasn’t until the last 10 minutes or so that the cast came out with their asli identities. Babu was actually a man who’d come to Mumbai to look for his sweetheart and had become a gangster. Kanchan was Pallavi, a bar girl and also Babu’s unfound sweetheart who’d been pushed into the trade by Rathore. Bansi and Pallavi couldn’t get to madhur milan until Pallavi did not forgive Rathore and grant him mukti. The only good thing about the play was that going by the characters, the cast was apt. Music was by Utpal Sharma and sound effects by Satyajit Gajmer. We hear the play goes international by August. Whoops! |
Caste-based society
behind honour killings: Kainth
Phagwara, June 24 Talking to newsmen here yesterday, Kainth said though the Dalits, especially the downtrodden, had contributed a lot for constituting different governments in various states and even at the Centre, the conservative society was still working on old system of hating them. Kainth urged the Central and state governments to check the increasing menace of so-called Khap panchayats. The BSM leader suggested booking of all violators, including Khap panchayats members, who were encouraging a caste-based society and ignoring human values. Kanith expressed concern ove the reports of possible Naxalism in the country, including Punjab, and said that “social-economic disparity” being adopted by the governments and deployment of paramilitary forces were not the only solution, but the government should monitor the funds sent to the affected. |
Khalsa College ROB to open by July 15
Jalandhar, June 24 The Railways is reportedly through with all work for the span area. “The crust work on the leg starting from Defence Colony side, however, remains to be finished, which could take just a few days if weather conditions remain conducive,” said PWD Executive
Engineer B.S. Tuli. The officials said they were waiting for the Punjab Chief Minister to give a date for its formal inauguration. The ROB has taken almost two years for completion, stretching nearly five months beyond its deadline. The opening of the bridge will surely ease the traffic along other parallel crossings, including those on Ladowali Road and Garha Road since the buses would no longer be required to take diversion. This will also save the precious time of commuters who would not have to take a longer detour along narrow lanes to get out of the city in the bus. Tuli said even the Maqsudan ROB would be ready by July 30. “Only two to three slabs beneath the span area are to be removed. This will be done by July 4 and the remaining finishing work would follow,” he added. |
SGPC to seek deletion of caste column after current poll: Makkar
Jalandhar June 24 SGPC President Avtar Singh Makkar stated this while responding to queries of mediapersons after addressing a meeting of SAD leaders and workers at the Model Town gurdwara for mobilising party cadres to enrol the maximum voters on Thursday. Makkar stated that the format of the voter form was very old. Nothing could be done for getting the caste column removed at this juncture for the forthcoming SGPC elections as the voter enrolment process had already started and any attempt to make a change in the form at this stage would only delay the election. To another query, he said there was no need of a declaration to the effect that the voter believed in Guru Granth Sahib only and had no other religion. Blaming anti-SAD groups, he said they were unnecessarily raising this issue only in an attempt to get the election delayed. The declaration by the voter that one is a Kesdhari Sikh is adequate, he added. |
