Senior citizen stabbed to death in house
Tribune News Service

New Delhi, May 29
A 70-year-old businessman was found stabbed to death inside his house in the Daryaganj area of Central district this morning.

According to the police, robbery seems to be the motive as the house was found ransacked with cash and jewellery missing.

The police suspects the role of a guard and servant of the house who are missing ever since the incident.

The victim, Dev Sen Jain, owner of New Jain Tent House, was discovered dead with multiple stab wounds on his body lying on the floor of his bedroom.

According to police, the victim was alone in the house last night as other family members had gone to attend a marriage function in Indore (MP). As per a police official close to investigation, Dev Sen was brutally murdered and his body was found with his legs and hands tied.

“There were multiple stab wounds on his neck and chest with legs and hands tied and mouth gagged. It seems the assailants first tied Dev Sen and tried to rob the house but after he resisted they killed him. His body was found between the sofa and the central table close to his bed lying in a pool of blood,” said a police official.

The murder was discovered around 6 in the morning when the son of his driver Vijay came to the house. The body has been kept at LNJP Hospital for post mortem.

Dev Sen lived with his son on the first floor of the house behind the telephone exchange building near Dilli Gate. “He lived with his youngest son while two sons live abroad. The office of the tent house functions from the ground floor of the same building and it seems the guard and servant of the house planned the attack. Both are missing since the incident,” revealed the official.

According to information, people gathered on the Ring Road near Punjabi Bagh and blocked traffic on the road, causing inconvenience to thousands of commuters.

Punjabi Bagh police station officials said the protestors were demanding a probe into the death of inspector Shyam Sunder and only after a written assurance by the SHO did they relent.

“There were about hundred odd people who were shouting slogans against the Delhi police. They believe that inspector Shyam Sunder was murdered and some land mafia was behind it. They blocked the traffic on the Ring Road for about half an hour or so. After an assurance by the senior officials, they left,” said a police official.

Meanwhile, the police has arrested Sahil Gupta, a garment exporter for causing the death of the inspector Shyam Sunder in an accident.

Harassed by cops? Soon, authority to hear you
Himani Chandel
Tribune News Service

New Delhi, May 29
People aggrieved by the police will now be able to seek the help from the authorities. The union home ministry has directed the Delhi government to set up a police complaint authority to ensure that the people in the capital can hold the police accountable for its wrongdoings.

The state government has already initiated the process, after all its attempts to bring the law and order within its jurisdiction yielded no result. "The authority will take up a range of issues like human rights violation, breach of privacy and harassment," added the official.

As per the draft prepared by the city government, the Police Complaint Authority will be headed by a retired judge of the Delhi High Court. Those aggrieved by any police action or having been at the receiving ends due to cops can knock at doors of the authority, which will have its own proceedings to examine the complaints.

"The authority will issue directions to the Delhi Police after examining the complaints, which cannot be challenged in any court of law. The police at best can appeal against the direction to the authority only. It will be mandatory for the Delhi police to implement the directions of the authority," stated a senior home department official of the Delhi government.

The draft paper is being sent to the union home ministry for approval following which it will be notified to ensure that the process to set up the Authority is initiated. The move will help the people to get redress for their grievances against the police.

Though Delhi has an elected government and there is an Assembly also, the law and order subject is with the union home ministry. The Delhi Assembly on many occasions had passed resolutions to make the Delhi police directly accountable to the people of the

capital. Delhi Chief Minister Sheila Dikshit has, on occasions, called for trifurcation of the city police.

"The setting up of the authority will partly address to the demands of the people to make the police directly accountable to them to some extent. Also, this step will keep the cops on caution. The authority will have enough power to reign in erring cops," stated the official.

Akhila Singh
Tribune News Service

New Delhi, May 29
In the first two days of the beginning of admission process in Delhi University (DU), there has been considerable confusion amongst students with compartment in one subject in Senior Secondary examinations.

Students who could not pass in one of the total five subjects in class XII may apply to DU colleges and get provisional admission till the time they pass the subject in their second attempt.

"The university allows students with compartment to apply to the colleges. A special section has been given in the centralized pre-admission form for students with compartment in one subject," said an official in the Students' Welfare department of DU.

However, these students would be expected to have the required minimum percentage of marks in the aggregate by adding the minimum pass marks of the subject in which the candidate has been placed under compartment to the marks obtained in remaining subjects.

"Students who fail to pass in the compartmental examination by December will not be allowed to continue and their admissions would be cancelled," he said. DU does not allow such students to take provisional admissions to B.Sc.(Hons.) courses under the Faculty of Science.

Form sale drops on day 2

The sale of pre-admission forms of Delhi University (DU) dropped to 22,413 on the second day of admission process today.

A total of 3,220 centralized pre-admission forms were sold at Arts Faculty counter on North Campus.

The admission information centre at Kirori Mal College sold 2,500 forms today. Rajdhani College in West Delhi sold 2,039 forms.

"The number dropped to half as there was confusion among students regarding Saturday being an off day of the university. We want to clarify that the counters would close only on Sunday," said an official in university administration.

A total of 18 students registered themselves under the category of Physically Handicap (PH). The registration of the PH category is taking place at the office of Dean of Students' Welfare where these students are also briefed about the colleges, courses and special facilities available at the university.

A special committee formulated by the university would allot colleges to students applying under the PH category.

The sale of forms dropped at St.Stephen's College as well. Around 900 brochures were sold by the college today. Each brochure of the college contains two admission application forms. More than 1,000 forms have been received by the college so far. Till today, 300 students have applied to various courses in the college through on-line applications.

The Centre for Germanic and Romance Studies sold about 200 forms for different foreign languages yesterday.

"We sold more than 200 forms on the first day, but today was lean because of the weekend," said Vijaya Venkataraman from the department. Students would be asked to appear for the entrance test of the department on June 17.

A majority of students who scored perfect 10 in Class X exam felt that the grading system will act as demotivating factor and their urge to compete will fall. The charm of being the school topper will also vanish. Their parents voiced the same opinion.

"How will we differentiate ourselves from others. The system of percentage marking is better in which we get the position we hold in the class," said Tanya Bakshi of Amity School who scored A1 grade and perfect 10 points in all the subjects and Cumulative Grading Point Average (CGPA).

Her father Sanjay Bakshi who is vice-president, Max New York Life Insurance, dittoes her views: "Grading system is useful to relieve stress among mediocre students. For brilliant students, it will act as demotivating factor."

Her mother Ruby Bakshi, who was a teacher at a school in Delhi, expressed similar views. "Suicides could be checked only when parents have realistic expectations from children keeping in mind their IQ level. Students will not feel stress if they are allowed to pursue career of their interest," Ruby said.

The Delhi Petrol Dealers Association (DPDA) today threatened to go on indefinite strike from June 14 if the Delhi government fails to bring parity in Value Added Tax (VAT) rate with the neighbouring states.

According to DPDA, the hike in VAT has seen 35 to 95 per cent dip in the sale of diesel since 2008.
