Lambi police booked the accused who fled and two head constables namely, Balwinder Singh and Joginder Singh, who had taken him from Central Jail in Bathinda for appearance in a court at Odha in Sirsa district on Monday.

Brick kiln workers lift dharna

Hundreds of brick kiln workers from different parts of the district ended their six-day-old indefinite dharna after their leaders signed an agreement with brick kiln owners in the presence of Assistant Labour Commissioner here today. The agreement was signed under section 12 (3) of the Industrial Disputes Act 1947.

Wheat procurement
Rs 6000 crore paid to farmers so far

Punjab government has paid more than Rs 6,000 crore to the farmers against the wheat procured from them during the ongoing purchase season and rest of the payment of about 4,500 crore would be disbursed in the coming days as the purchase is still going on across the state.

Disclosing this, Darbara Singh Guru, principal secretary to the Chief Minister, who came here to review the procurement process, said that there was no dearth of funds for payment to the farmers. “We have got a credit of Rs 10,500 crore from the RBI for this purpose,” he said. “The government has ensured to disburse the payment to the farmers within 48 hours and there was no complaint from any corner of the state regarding delay in payment.

About losses of the wheat crop in fire incidents, he said he had reports of 731 acres of standing crop damaged in fire across the state, out of which, 248 acres was damaged due to short circuit of electricity.

“We have asked all district magistrates to send the reports of fire incidents daily to avoid any delay in disbursing the compensation.”

Guru along with DM Satwant Singh Johal and other officials visited grain markets and reviewed the procurement arrangements.

Horse riding inst for NCC cadets

An institute to train cadets in horse riding would be established by the NCC in village Ghudda near here.

Chief Minister Parkash Singh Badal today visited the eight-acre site where the institute is proposed to be set up near the campus of the Central University of Punjab.

It is learnt that the naval wing of the NCC has proposed to set up its training establishment in Bathinda where three artificial lakes of the thermal power station were available.

During his visit to the area, Badal reviewed various development projects that are coming up. He also visited the Government Secondary School where the commerce block has been constructed. He ordered the authorities to immediately provide teachers for the subject. Badal visited the college of pharmacy that is being set up by the Guru Angad Dev Veterinary University at Kaljharani.

Even after 18 years of getting the district status, people of Mansa still depend upon the century-old measures to quench their thirst and get affected by water-borne contagious diseases.

Exposing the tall claims of government about development of the district, womenfolk of this district still carry earthen pots and pitchers on their heads to fetch potable water from far-flung areas.

Further, despite being aware that the contaminated under groundwater is the main source of cancer, joint pain, arthritis, yellow teeth and grey hair, a large section of the population still depends upon it, finding that the official machinery has failed in providing potable water to them.

With the onset of scorching summer, the life of people here has become miserable, but the authorities have raised their hands when it came to meeting the drinking water supply requirements this season.

Mansa city requires about 55 lakh litres of water per day, while the administration, with the best of efforts, is not even able to supply 38 lakh litres.

Sources in the sewerage board, who are looking after the urban water supply, informed that there were about 5200 connections in the city but to feed them only two overhead storage reservoirs (OHRS) were in operation.

People rued that they had laid under- ground pipes on their own. But the department concerned was not connecting their joints to the main supply lines.

During a visit to the different localities, this correspondent witnessed that one new OHRS located near the Gandhi school, was waiting to be declared functional for the last few months. Meanwhile, one more OHRS located near the Baghwala Gurudwara had been waiting for the completion of the pipe laying process for the past two years.

The condition of waterworks is really pathetic as out of the three huge reservoirs only one is functioning. Of the remaining two, one is under renovation and one is non-functional. Ironically, the sole functioning reservoir is also crumbling and is filled with filth and vegetation.

The staff posted there disclosed that they were facing a huge shortage of raw water supply from the irrigation department. Observing the level of demand, the sewerage board has demanded nine cusecs of water against the three cusecs that the department is receiving today.

When contacted, the sub-divisional officer (SDO), sewerage board, Surinder Kumar narrated the other aspect of the problem. “The Municipal Council owes Rs 180 lakh to us for the maintenance of waterworks, including the salaries of the staff. Every year we have been bearing a ‘burden’ of Rs six lakh, which would otherwise come under the purview of the Municipal Council,” he said.

“After issuing dozens of notices to the local authorities, we have now brought the matter to the secretary level. It is clear now that if the Municipal Council did not repay the so called debt, we would quit managing the waterworks. It would then be the responsibility of the authorities concerned,” said the SDO.

Rural and sub-division areas are also facing the problem.

MLA facing problem too

Mansa: Not just the common people, the VIPs in Mansa are also facing problems. Despite repeated requests to the authorities concerned, MLA Mansa, Sher Singh Gagowal, could not yet get the supply of potable water at his residence, located in Ajit Nagar at the court complex road.

Speaking to TNS, Gagowal accused the officials of the water supply department of using derogatory language against him when Gagowal raised the issue at a recently held district grievances committee meeting. “I have raised the issue of water supply shortage in Vidhan Sabha as well but to no avail,” added Gagowal. — TNS

An undertrial Davinder Singh of Kandu Khera (Muktsar) managed to escape from police custody. Lambi police booked the accused who fled and two head constables namely, Balwinder Singh and Joginder Singh, who had taken him from Central Jail in Bathinda for appearance in a court at Odha in Sirsa district on Monday.

According to details available, the accused had been booked in several cases registered under various sections of the NDPS Act, Arms Act and the IPC. In one of the cases, he was booked under section 392 of the IPC and sections 25, 54, 59 of the Arms Act at Odha police station on July 25, 2009.

While returning from court, the accused offered the cops food and liquor at his home, located at Kandu Khera village, which the cops accepted.

When the cops were busy enjoying food, the accused managed to flee from the backside of the house in a car.

Acting upon the complaint of an SI Gurtej Singh of Bathinda, who found the cops guilty for the escape of the accused from their custody, Lambi police booked them under sections 224 and 223 of the IPC.

Confirming the facts, SHO Lambi, Harinder Singh Chameli said, “During the preliminary investigation, police found the role of the cops dicey.”

Both were arrested but were released on bail. “We have launched an operation to nab the accused. The car, in which he fled has been recovered and we are hopeful of his early arrest,” said the police official.

On the other hand, during their statement, the cops in question said the accused deceived them saying his mother was ill. Touched, they took him to his house, from where he fled.

Seven persons, including the founder of the General Samaj Party Suresh Kumar Goyal, who were arrested more than a week ago, were released from local Central Jail this evening. However three women, who were also in jail in the case, were released this afternoon.

These persons were arrested under sections 107 and 151 of the CrPC in connection with an agitation launched by the residents of local Mehna Basti and Amarpura Basti. The protesters sought adequate compensation and allotment of 100-yard plots in lieu of their lands acquired by the government for a bypass.

As a part of the agitation, the residents had started an indefinite dharna outside the Mini-secretariat here on March 29 while a resident of Mehna Basti, Malkiat Kaur, sat on hunger strike for an indefinite period on March 31.

Malkiat Kaur was admitted to the local Civil Hospital on April 13 by the police after she was forcibly removed from the dharna site. She has been continuing the hunger strike in the Civil Hospital and was being administered glucose. She was also arrested on April 13 along with others. While others have been released from the jail, she was being guarded by a woman constable and a policeman.

Talking to TNS Malkiat Kaur said she had not eaten anything since March 31as she had been observing indefinite hunger strike till the acceptance of demands of the Mehna and Amarpura Bastis. She said she had not consumed even a single tablet in the hospital so far.

Those released from the jail today are Suresh Goyal, Sadha Singh (husband of Malkiat Kaur), Sukhmander Singh, Jarnail Singh, Basant Singh, Ranjit Singh, Tarsem Singh, Ranjit Kaur, Paramjit Kaur and Pali.

These persons were reportedly released on the ground that there was now no law and order problem in this regard.

It was a different view in this small town today when dozens of students of matric the local Modern Public High School were taking the practical exam of agriculture sitting on the road in front of the school premises. A large section of the residents showed resentment against the authorities concerned, who have pushed the students in this situation.

Yesterday, a section of officials of the local Municipal Council along with the executive magistrate and policemen descended on the school and took possession of the same.

The possession was taken after the local MC on whose piece of land the school came into existence about 30 years ago, implemented the eviction orders passed against the school management by the deputy director, local government, Punjab.

The local MC took help of the district administration and police to take possession of the school without bothering about students. Sohan Monga, manager of the school, said that students had no option but to sit on the road and take their practical exam.

He said officials concerned, who came to take possession did not examine the documents, which he submitted to them, showing that two writ petitions were still pending in the Punjab and Haryana High Court in connection with the dispute of possession between management of school and the local Municipal Council authorities.

Montu Vohra, son of Shashi Vohra, president, local MC, said that allegations of Monga were baseless. He added that there was writ petition pending in High Court in connection with any dispute regarding possession of school. He said that school management made the students sit on the road to defame the local MC authorities.

Ferozepur Deputy Commissioner KK Yadav while confirming the fact that he ordered the police help the Municipal Council authorities take possession of the school, said that nobody approached him regarding the problem of students who had to sit on the road to take their exam.

Brick kiln workers lift dharna

Hundreds of brick kiln workers from different parts of the district ended their six-day-old indefinite dharna after their leaders signed an agreement with brick kiln owners in the presence of Assistant Labour Commissioner here today. The agreement was signed under section 12 (3) of the Industrial Disputes Act 1947.

The workers held a victory rally before lifting the dharna, which was being held under the banner of “Lal Jhanda Bhatha Mazdoor Union (LJBMU)-AICCTU” since April 16 outside the Mini-secretariat here.

As per the agreement, the brick kiln owners will make payment of bonus to workers at the rate of 10.7 per cent for the season 2009-2010, starting from September 1, 2009 to around June 15, 2010. The owners will also pay Rs 250 each to the workers (who mould bricks) for shovel and bucket at the end of the season. The owners will also construct hutments for the workers. The owners will make arrangements at the brick kilns for supplying potable water.

After the victory rally, state general secretary of the Mazdoor Mukti Morcha and state general secretary of the CPI (ML) Bhagwant Singh Samao said the brick kiln workers would also participate in the protest to be held in Bathinda on April 27 against the price rise, privatisation etc.

Ice-cream: Health officials collect samples

The district health authorities today raided various ice-cream manufacturing units in the town and collected samples of various ingredients like palm oil, ice cream, coconut powder, crystalline sugar and water being used in these products from these locations.

DHO Dr Rakesh Sikri revealed that the department was receiving complaints regarding adulterated material allegedly being used in ice- cream and soda water bottles.

A team of health officials led by the district food inspector Manjinder Singh Dhillon today conducted raids at various factories and collected samples.

“The samples have been sent to the state laboratory at Chandigarh for examination,” he said.

Food inspector Dhillon said that action would be taken against the vendors and ice-cream units concerned if any adulteration or mixing is found. — OC

The Abohar branch of the Punjab Agriculture Development Bank (PADB) had advanced a loan of Rs 2.80 lakhs to Rajinder Kumar to carry out agriculture related activities. Out of the loan of Rs 2.80 lakhs, the bank had given Rs one lakh to Rajinder Kumar.

Sajjan Singh Cheema, SSP, Vigilance Bureau, Ferozepur, who supervised the operation of trapping the accused, revealed to TNS that Jatinder Pal Singh demanded from Rajinder Kumar ten per cent of the Rs 1.80 lakh— the rest of the loan amount— which was yet to be paid to him.

A case in this connection has been registered at the Vigilance Bureau police station, Ferozepur.

Four killed in mishaps

A registered medical practitioner (RMP) who reportedly migrated to Hanumangarh was found dead under mysterious circumstances today, police sources said.

Meanwhile, a passenger was run over Ahmedabad-Jammu Tawi Express train at Hanumangarh junction today. A married woman Bimla Rani reportedly committed suicide by setting her ablaze as per report at the Goluwala police station.

In another mishap, a labourer Dev Karan of Rawatsar, was allegedly crushed to death by a truck when he was returning home from the rural purchase centre on the mega highway.

A case has been registered under sections 279 and 304A of the IPC, the police said. — OC

Bus crushes motorcyclist

A middle-aged motorcyclist sustained severe injuries when a speeding bus crushed him near the car bazaar on the Bathinda-Gonaina road today.

Eyewitnesses said the bus (PB 30D-8178) belonging to the New Deep Transport hit the motorcyclist, Mohan Singh of Balla Ram Nagar, crushing him and his motocycle. He was shifted to Civil Hospital. His condition being critical, doctors there referred him to Patiala. The driver and the conductor of the bus have been booked under the IPC. Meanwhile, eight passengers sustained injuries when the mini-bus they were travelling in overturned near Adarsh colony on the Bathinda-Goniana road today. — TNS
