Burning of wheat stubble banned

Deputy Commissioner CG Rajini Kaanthan yesterday issued prohibitory orders under Section 144 of the Criminal Procedure Code banning the burning of wheat stubble. The orders said stern action would be taken against those violating the orders. The DC urged the farmers to use straw reapers for making animal fodder or plough the residual stubble into the soil.

Colleges falling in Sirsa and Fatehabad districts may soon be affiliated to Chaudhary Devi Lal University (CDLU), Sirsa, if a proposal in this regard gets the nod. Earlier, these colleges came under Kurukshetra University and the CDLU has no college under it except an engineering college situated in Panniwala Mota in Sirsa, a constituent college of the university.

Youth killed as canter overturns

One person was killed and 15 others were injured, three of them seriously, when the canter they were travelling in reportedly overturned due to a snag in its machinery. The victims, according to the police, were members of a “bhajan mandali” and were returning to Munshiwali village after performing in a “jagran” at Patlidabar village in Sirsa.

Bus services in most parts of Haryana were paralysed today following a one-day strike called by the Haryana Roadways Employees Union. Union president Baljit Singh Dangi said they demanded the cancellation of 2,689 permits issued by the state government to various private transporters.

Hundreds of passengers were stranded as Haryana Roadways buses remained off the road today in response to the one-day strike call by the the Joint Action Committee of the Haryana Roadways Employees Union.

The call for “chakka jam” was given by the union to oppose privatisation of the department and against the delay in regularising the services of the part-time staff. None of the 150-odd buses of the Rohtak depot and 205 of Jind were allowed to be plied by the employees who staged a sit-in at their respective bus stands.

The department has a total of over 3,208 buses in its fleet that carry around 12 lakh passengers daily.

The strike was total, claimed a spokesperson of the Joint Action Committee.

Alleging that the move towards privatisation of the department would result in heavy losses to the government due to loss of revenue to the tune of over Rs 75 crore each year, he said the department required a major expansion to serve the interests of the
common man.

He claimed that almost 99 per cent of the employees had joined the strike today. “With no bus service, commuters had to depend on private buses. The maxi cab operators made a kill by charging double and even triple the normal fares from the hapless passengers,” he said.

In Jind district too bus services were totally paralysed. A bus to Chandigarh could not leave as its conductor failed to report for duty. The agitating staff deflated the tyres of two buses which had come from Delhi and Punjab. Students had a tough time reaching their examinationcentres.

In Panipat tooo buses remained off the road In Sonepat, 27 striking employees were taken into custody while attempting to disrupt bus services.

However, they were released in the evening when activists of the Sarv Karamchari Sangh threatened to gherao the Sadar police station

The GM of the depot, KS Ahlawat, claimed that there was hardly any impact of the strike in the city. Subhash Lamba, a spokesman of the Sarv Karamchari Sangh alleged that the striking employees were lathi-charged before being arrested.

He demanded registration of a case against police personnel involved in the incident and threatened to hold a state-level rally at Karnal on April 4 in protest against the“undemocratic” behaviour of the authorities.

A report from Rewari said a demonstration led by Jaipal Singh Yadav, state adviser, and Kailash Chand Gujjar, district president of the roadways workers’ union, burnt an effigy of the Transport Commissioner amid sloganeering.

Workers sat on a dharna at Sirsa and Fatehabad outside their respective depots to protest against the “government’s indifference” towards their demands.

Minister Jain says no privatisation

Haryana Transport Minister Om Parkash Jain announced here today that there would be no privatisation of Haryana Roadways. Speaking to mediapersons after a function, he allayed fears of the roadway employees, saying there would be no retrenchment.

The roadways fleet would be expanded this year with the addition of 1,300 more buses. Of these, 600 buses had already been purchased.

He said the Haryana roadways had incurred a deficit of Rs 200 crore during the last fiscal year and an endeavour would be made to curtail losses.

The staff would be motivated to do their best so that the roadways could start making profits this year onwards. Jain said 2,700 bus route permits for private buses were proposed to be given this year. This would help jobless youth to become self-dependent.

He said the Hooda government was committed to people’s welfare.

Congress prepares to counter INLD’s Sirsa bandh call

The Indian National Lok Dal and the Congress are set for a show of strength on April 3 when Chief Minister Bhupinder Singh Hooda visits the district for inaugurating several developmental projects.

Abhey Singh Chautala, INLD MLA from Ellenabad, has given a call for a bandh in Sirsa on that day, alleging discrimination by the government against Sirsa district in the matter of development.

Party district president Padam Jain today convened a meeting of workers and traders owing allegiance to the INLD for making the bandh a success.

Amir Chawla, a former chairman of the Subordinate Selection Board, Krishna Fogat, president of the women’s wing of the INLD, Manohar Mehta, president of Sirsa- urban and several local workers attended the meeting.

“The Hooda government has stopped all development activities in Sirsa started by INLD chief Om Prakash Chautala when he was in power,” alleged Jain and urged workers to make the bandh a success.

Amir Chawla alleged that not a single youth from Sirsa had got a government job under the Hooda regime, while thousands of youth had been given jobs on merit during the INLD regime.

Meanwhile, the Congress leaders have decided to oppose the INLD bandh call by mobilising the business community.

Gobind Kanda, Congress leader and younger brother of Haryana minister Gopal Kanda, today called a meeting of leaders of the Aggarwal and Arora communities, who dominate the business in Sirsa town.

Bhupesh Mehta, block president of the Congress, was also present. “April 3 will be a historical day for the Aggarwals and Aroras as Hooda will be laying the foundation stone for dharamshalas for both these communities,” said Kanda.

Kanda claimed that the INLD’s bandh call would not find any takers as members of the two communities had decided to decorate their business establishments on April 3 to welcome Hooda.

Hooda will inaugurate a state-of-the-art library building and a shopping complex at Chaudhary Devi Lal University. He will also lay the foundation stone of a 33-KV sub- station at Panihari.

Harassed by ASI, says MDU student

The safety of girl students of Maharshi Dayanand University (MDU) here has come under scanner following a complaint lodged by a student, who has alleged harassment and threat to her life from a police official posted here.

Demanding security, the student has submitted a complaint with the office of the Vice-Chancellor in this regard. According to the complaint, the cop holding the rank of an Assistant Sub-Inspector with the SSP’s office had been allegedly hovering around the campus and making obscene gestures attempting to get the victim’s attention for the past few days.

A girl student of the university was reported to be helping the accused, claimed an employee of the university on condition of anonymity. He said he had himself warned the accused who visited the varsity on the pretext of dropping and picking up a relative from the campus.

“The activity of the cop is highly objectionable and anyone who tries to stop him is threatened to stay off,” it is claimed. Chief Security Officer of the university Ishwar Sharma admitted that a complaint had been lodged with the VC’s office and he himself had met the accused cop this noon and warned against his behaviour and attempts to harass and molest the complainant. He was sitting in a PCR van at that time, he said.

The accused appeared to have been following the girl for the past some time with help of another girl student and had threatened her when the victim thwarted his attempts, it is revealed.

The court observed that nobody could be allowed to decide as to who should live or die.

Prosecution lawyer Sunil Rana, whose arguments on circumstantial evidence proved crucial, said it was the first case of honour killing in the country in which a conviction had been pronounced.

The court of Additional District Sessions Judge Vani Gopal Sharma, in its verdict stated: “This court has gone through sleepless nights and tried to put itself in the shoes of the offenders and think as to what might have prompted them to take such a step.

But nothing seemed to justify the act of committing such a heinous crime, without batting an eyelid.”

On the brother and sister bond, the court said:

“That accused Suresh, brother of Babli, who should have been protecting and sheltering the sister should commit such an act, is beyond comprehension.” Rana said Suresh had himself administered some poisonous pesticide to his sister and actively participated in the crime.

The court was particularly harsh on the police, saying it could have saved the lives of not only Manoj and Babli, but also the five convicted in the case.

The court said there was negligence on the part of the polic, which, despite being aware that the kidnapping had taken place, initiated no measures whatsoever to nab the culprits and rescue the young couple.

Kuldip Thekedar, a prime witness who saw the victims being taken away in a Scorpio at the Arjahaheri toll plaza and informed the police but later turned hostile, for fear of annoying the Jat community, was also taken to task by the court.

The court ordered that he be prosecuted as per the law.

Sirsa, Fatehabad colleges may come under Devi Lal varsity

Colleges falling in Sirsa and Fatehabad districts may soon be affiliated to Chaudhary Devi Lal University (CDLU), Sirsa, if a proposal in this regard gets the nod. Earlier, these colleges came under Kurukshetra University and the CDLU has no college under it except an engineering college situated in Panniwala Mota in Sirsa, a constituent college of the university.

The Executive Council (EC) of the CDLU that met here today under Balbir Singh Malik, Vice-Chancellor and Commissioner, Hisar Division, resolved to send a proposal to the Haryana government for affiliation of colleges situated in Sirsa and Fatehabad district with this university.

“As soon as we get the approval from the government, we will start the process of appointing more staff required for the purpose,” said Malik.

When the university was incorporated in 2003, the state government had affiliated colleges falling under Sirsa, Fatehabad, Hisar, Bhiwani and Jind districts with this university.

Bhiwani colleges were de-affiliated from Maharshi Dayanand University, Rohtak, and those from Jind, Hisar, Sirsa and Fatehabad from Kurukshetra University to bring them under the CDLU at that time.

However, the move was thwarted after sometime after protests from students, particularly from Bhiwani and Jind districts, and it remained a non-affiliating university since then.

In another major decision, the EC approved the proposal of treating the staff of Chaudhary Devi Lal College of Engineering, Panniwala Mota (Sirsa), a constituent college of the university, as part of the faculty of engineering and technology of the university.

However, the EC, for the time being, did not go ahead to approve another proposal to rename the Department of Computer Sciences and Engineering as the Department of Computer Sciences and Application and treat this as part of the Faculty of Basic Sciences.

“The Academic Council (AC) of the university had earlier resolved to retain the name of the Department of Computer Science and Engineering and treat it as the Faculty of Computer Technology. Now, the EC has decided to refer the case back to the AC for reconsideration in light of the fact that the university followed Kurukshetra University in all such matters,” the Vice-Chancellor said.

In another decision, the EC has decided to remove Dr DP Warne from the post of chairperson of the Commerce Department on the basis of the report of an inquiry against him. It has also been decided to chargesheet the teacher and go for further inquiry if he failed to provide satisfactory answers to the charges against him.

Jaspal Singh Riar, father of research scholar Chanpreet Kaur, had alleged in a complaint that three precious years of her daughter were wasted due to Warne, who allegedly, delayed her registration to PhD, only because she chose some other teacher of the department as her guide.

Malik said the decision to remove Warne from the post was temporary till the proceedings were pending against him.

Vikas Gupta, awaiting posting orders, will be the new DC, Mahendragarh, vice Pankaj Yadav, whose posting orders will be issued later on. Praveen Kumar, DC, Faridabad, has been given the additional charge of Joint Secretary, Land Use Board, Haryana, and Administrator, HUDA, Faridabad.

Ashok Sangwan, DC, Yamunanagar, and Commissioner, Municipal Corporation, Yamunanagar (designate), has been posted as Deputy Secretary, Cooperation Department, relieving Pradeep Kasni. CR Rana will continue as DC, Mewat, and Chief Executive Officer, Mewat Development Agency.

OP Sheoran will remain as Joint Secretary, Housing Department, DC, Hisar, and Commissioner, Municipal Corporation, Hisar. CG Rajini Kaanthan will continue as DC, Fatehabad. The posting orders of Amit Kumar Agrawal, DC, Yamunanagar, and Commissioner, Municipal Corporation, Yamunanagar, have been kept in abeyance.

Renu S Phulia, Additional Director (admin), Development and Panchayats, has been posted as Additional DC-cum-Chief Executive Officer, District Rural Development Agency, and Special Officer, APZ, Ambala, vice Wazeer Singh Goyat, IAS.

SS Ghoswal, MD, Cooperative Sugar Mills, Palwal, will also work as Secretary, Regional Transport Authority, Palwal and Mewat, in addition to his present assignment vice Narinder Singh Yadav who goes as Zonal Administrator, Haryana State Agricultural Marketing Board, Gurgaon, in place of Ajay Malik, who has been posted as Joint Commissioner, Municipal Corporation, Gurgaon, against a vacant post.

HC Jain, SDM-cum-Additional Collector, Guhla, swap places with Ashok Kumar, SDM and Estate Officer, HUDA, Kurukshetra. Amar Deep Singh, City Magistrate, Sonepat, has been posted as such at Palwal vice Subhash Chander Sihag, City Magistrate, who goes as such to Jind against a vacant post.

Parent held, let off on bail

The police today arrested a parent in connection with the recent clash between parents and the management of Carmel Convent School, Ballabgarh, near here. However, the arrested person was later released on bail.

There were complaints from both sides, parents as well as the school authorities. Four parents were made accused in the FIR. However, their names were not mentioned.

The clash took place due to the withholding of annual results of more than 30 students, whose fees were not cleared during the academic session 2009-2010. Whereas, the parents were adamant that they would pay fees only according to the rules laid down by the state government.

A number of parents of the affected children met today and expressed concern over the “partisan” role of the police, who ignored their complaints. According to them, the arrested parent was also injured by the school personnel in the incident and there was medical report to prove it.

Retired teachers seek revised pension

Retired teachers of private colleges in the state today demanded revised pension as per the new UGC guidelines, same as given to retired teachers of government colleges.

The delegation of the retired principals and teachers under the banner of the Haryana College Retired Principals Teachers Association met Financial Commissioner Rajan Gupta and the Principal Secretary Higher Education demanding revision of their pension.

Spokesperson of the association Subhas Vohra stated that they had brought the fact that the teachers retired from private colleges are still getting pension according to the old UGC pay scales to the notice of the Financial Commissioner and the Principal Secretary Higher Education.

The state had revised the pension of teachers retired from government colleges with effect from January 1, 2006. But, there is a great disparity between the retired government college teachers and retired private college teachers, Vohra said, adding, that in some cases, the basic salary of teachers who retired after January 1, 2006, had been revised according to the new UGC pay scale, but still they are getting pension according to the pre-revised pay scale.

The delegation had urged the Financial Commissioner to remove the disparity and notify the revised pension according to the new UGC pay scale as notified by the Union HRD Ministry and release the enhanced gratuity of Rs 10 lakh, Vohra added.

Youth shot dead

Jhajjar, March 31
A youth was allegedly shot dead in Bupania village here last night. The deceased has been identified as Satish. The police has registered a case of murder on the complaint of the deceased’s brother in this regard and started investigation.

According to reports, the incident took place when Satish was asleep in a room located in his fields outside the village. A person barged into his room and opened fire on him.

Though Satish’s brother Rajesh came out from his room just after hearing the sound of a gunshot, but the assailant managed to flee from the spot till then. When Ramesh entered the Satish’s room, he found Satish lying in a pool of blood.

Ramesh immediately informed his family members and the police about the incident. The police rushed to the spot and sent the body for a postmortem to the civil hospital after taking stock of the situation.

The police said Ramesh had expressed his doubt over a co-villager - Amarjeet - who had allegedly threatened Satish with dire consequences following a quarrel between them over harvesting of crop two days ago.

Left to gherao govt offices on price rise

CPM state secretary Inderjit Singh today said the left parties would “gherao” all offices of the central government in the state on April 8 against its “failure” to check the price rise.

Talking to mediapersons here today, Inderjit Singh alleged that the hoarding of essential commodities and “satta” on these items was responsible for the ever-increasing prices.

He said the central government had been keeping double the buffer stock of food grains required to be kept, thereby, increasing the cost of storage and running the risk of damage.

“Even if the government released the extra stock being kept with it, much of the problem could be solved,” he said.

He further stated that the CPM had been demanding strengthening of the public distribution system, so that the poor could get subsidised food grains with ease.

He acclaimed Karnal Court’s decision of awarding capital punishment to five accused in the honour killing case.

“The decision will reaffirm the faith of common people in the rule of law,” he said.

Bus services in most parts of Haryana were paralysed today following a one-day strike called by the Haryana Roadways Employees Union. Union president Baljit Singh Dangi said they demanded the cancellation of 2,689 permits issued by the state government to various private transporters.

He said while, on one hand the Hooda government was claiming to provide jobs to the unemployed youth of the state, on the other hand it had reduced the number of state-owned buses by almost half.

He said they had allowed the plying of private buses so that the people did not have to face any problems. He said a meeting of the 11-member Joint committee of Sarv Karamchari Sangh and roadways employees union would be convened soon to take a decision on the issue. — TNS
