The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has allotted land to Gas Authority of India (GAIL) for setting up its City Gas Station at the IMT, Manesar, and to GAIL Gas Ltd. for setting up its CNG station at the HSIIDC Industrial Estate, Rai, for supply of gas to industry, transport sector and household in Sonepat district, which includes the areas of Kundli, Rai and Barhi.

Haryana Finance Minister Capt Ajay Singh Yadav’s Budget speech yesterday was different from such annual events in the past several years in many respects.

It had become a practice with the state government, irrespective of the party in power, to present a tax-free Budget in the House and earn public applause. However, the governments impose taxes or increase other levies through the back door after the session.

Yadav has departed from the practice and announced a surcharge on VAT in his Budget speech itself. He also announced certain schemes and programmes for the welfare of people even though some of these are not even remotely concerned with his department.

One such announcement concerned the two major recruitment agencies of the state government--the Haryana Public Service Commission (HPSC) and the Haryana Staff Selection Commission (HSSC).

Over the years these two agencies, like their counterparts in almost all other states, have unfortunately lost credibility. Applicants seeking jobs are never sure that their merit would be recognised. Hence, whenever any examination or interview is scheduled, people run to the nearest politician for ‘sipharish’. Many also carry cash to buy ‘sipharish’. Selections made by these agencies are often challenged in the courts, which quash a number of them. This badly affects the image of these recruitment agencies.

Another ill affecting these agencies is the long time they take to make their recommendations for various posts. The delay affects government functioning, particularly in the core areas.

Acknowledging the delay factor, Yadav said: ”In a democratic setup, the government is a vehicle for the delivery of development, infrastructure and social services to the citizens. Therefore, the efficiency of the government as an organization as well as the bottlenecks in its operations assume importance”.

He said one of the main bottlenecks was the delay and inconsistency in recruitment of human resources. The government had identified the services and cadres, which needed frequent replenishment. Most of these services and cadres are common or similar in terms of the nature of job and work profile in different departments, public undertakings, boards and corporations.

Therefore, it had been decided now that the HPSC and the HSSC would hold annual examinations at pre-determined dates for recruitment so that the candidates did not have to apply time and again. This would also save them from spending on application fee to apply for so many posts.

Accordingly, Yadav said, the HPSC would annually conduct the Combined Engineering Services Examination, the Agriculture and Allied Services Examination, and the Combined Legal and Allied Services Examination.

The HSSC would conduct the Combined Graduate-level Examination, the Combined Junior Engineers and Allied Services Examination, the Combined Clerks Grade Examination, the Combined Drivers Test and the Steno-typists/ Stenographers Examination.

Yadav also announced simplification of the application process. He said the basic minimum eligibility qualification of similar category posts would be uniform in all departments, boards, corporations, companies and societies. There would be a uniform application form in a computer readable format. Self-certified copies of certificates relating to caste, residency, age, physical handicap etc. would be accepted at the application stage. Original certificates would be checked only at the time of interview and joining.

The government had also decided that all fresh recruits would undergo mandatory three-month induction training after joining so that they were prepared for their respective jobs.

The Haryana Attorney Welfare Association (HAWA) has reiterated its demand for the removal of pay anomalies and the release of other benefits, including the non-practising allowance (NPA), for the public prosecutors in the state.

“We have taken up the matter with the authorities concerned several times in the past about one year, but there had been no response so far,” claimed a spokesman of the association. He said the association would soon seek a meeting with the Chief Minister in this connection.

Demanding Rs 4,000 as NPA per month, the association has lamented delay in the release of other benefits, including robe, conveyance and mobile phone allowances

The Delhi Government had already been giving various allowances like uniform (robe) allowance, court allowance, library allowance and conveyance allowance to the public prosecutors. Besides, a monthly mobile phone allowance between Rs. 500 and Rs 1,500 was also being paid to their Delhi counterparts, he claimed.

As per a communication from the office of the Additional Principal Secretary to the Chief Minister the latter had approved the grant of NPA, court allowance, library and expenditure on mobile phones in a letter dated March 23, 2006, but this order had not been implemented even after four years.

The ADAs who had been in the class one category of officials had already been discriminated against in terms of the pay band given after the Sixth Pay Commission. The latest pay band given to the Attorneys was Rs 9300 while their counterparts had been allowed the pay band of Rs 15000 as the basic pay. The officials like DSP, Medical Officer, ETO, Tehsildar and the Subdivisional engineer(SDO) had been equivalent to the Assistant District Attorneys(ADAs) till May, 1990, but the pay revision since then had left them far behind in pay scales.

This was stated by deputy commissioner Amneet P. Kumar during a press conference at her camp office here recently. She also urged the media to highlight the activities of such unscrupulous persons and assured prompt action against such elements. She said during the recent past, some instances of adulteration in milk, ghee, sweets and other items of daily use came to light and the administration was determined to act against such enemies of society.

She said to keep a check over the activities of such elements, the Health Department Authorities had been directed to take frequent samples of such suspected adulterators.

SSP Sandeep Khirwar, who was also present on the occasion, said no leniency would be shown towards adulterators and they should be ready to face stringent punishment.

SDM Hawa Singh also stressed the need for the exposure of adulterators whose activities had become a health hazard and challenge for common man.

HL Verma, DPRO, and RS Mor, secretary, District Red Cross, were also present on the occasion. During the course of the conference, mediapersons also drew attention of the District Administration towards the problems being faced by people and demanded action to provide relief to the harassed public and road users.

HSIIDC allots land to GAIL

Rajeev Arora, MD, HSIIDC, said Rs 3.65 crore would be invested in the project on the outer periphery of the IMT, Manesar, and Rs 31 crore on the project in the Industrial Estate, Rai.

As part its expansion plans, GAIL proposes to implement a gas pipeline project from its existing tip-off station at Chhainsa village in Faridabad district to Hisar via Gurgaon and Jhajjar for supply of gas to various consumers en route.

Arora said with the implementation of these two projects at Manesar and Rai, the entrepreneurs would have an alternative energy option. The state would be able to use the network of gas pipelines laid by GAIL.

Haryana Punjabi Gaurav Award for Sirsa author

The prestigious Haryana Punjabi Gaurav Award for 2009-10 has been bestowed upon Sirsa-based Punjabi litterateur Sukhchain Singh Bhandari for his contribution to literature, according to CR Moudgil, Director, Haryana State Punjabi Sahit Akademy.

The award carries a citation, shawl and Rs 1,25,000 in cash.

Poet journalist S. Rattan Singh Dhillon has been chosen for Bhai Santokh Singh award with a cash reward of Rs 1 lakh.

Besides, the Baba Sheikh award and Sant Taran Singh Vehmi award of Rs 51,000 each go to Dr Charanjit Kaur(Chandigarh) and Dr Sudershan Gasso, a poet, respectively. Naresh Kumar Bittu ( Ambala) gets the Haryana Punjabi Lok Gayak award of Rs 21,000.

Under the book award scheme, winners of Rs 21,000 each include Lakhwinder Singh Bajwa (poetry), Joginder Kaur Agnihotri( short story), Dr Jiwan Bakshi(theatre), Iqbal Singh ( humour and satire) and Madan Lal Kapur (literary criticism). Besides, Dr Mukta (Bhiwani), Dr Ram Niwas Manav (Hisar) and Lakhwinder Singh Bajwa (Sirsa) will be given a grant-in-aid of Rs 10,000 each for publication of their books.

The first three winners in the annual short story competition ( 2009-10) are Ram Lok of Pinjore, Naib Singh Mander of Faridabad and Joginder Kaur Agnihotriwith cash rewards of Rs 5,000, Rs 4,000, and Rs 3,000, respectively. Two consolation prizes for Rs 1500 each will be given to Manjit Kaur and Indu Gupta for their stories.

These awards will be presented by the Chief Minister along with the awards for 2008-09.

DET, AIEEE coaching for SC students

The Haryana Technical Education Department has commenced the registration for free coaching for Scheduled Caste candidates who are seeking admission to diploma and B.Tech programmes in the state for the next session through Diploma Entrance Test (DET-2010) and All India Engineering Entrance Test (AIEEE -2010) from March 8, 2010.

The SC students, who are appearing in class X board examinations and intend to appear in DET-2010, are eligible for DET coaching. The last day for registration is March 18, 2010 and coaching will start from March 21, 2010. The coaching for AIEEE will conclude on April 23, 2010 and for DET on May 7, 2010. The coaching will be imparted in 53 centres.

An official spokesman said the interested candidates could join the coaching at the centre nearest to their place of residence or school.

To explore and enhance the creative skills of girl students in painting, a five-day workshop titled “Art For Self-Enhancement” was organised by Women Cell team comprising of Vandita Sharma, Davinder Kaur and Harvandana Kaur, assistant professors in Home Science, Economics and Commerce, respectively, from March 4 to March 9 at Smt Aruna Asaf Ali Government PG College, Kalka, under the aegis of principal SK Manocha.

Informing this, Harpreet Kaur, PRO of the college, said the workshop received an overwhelming response by the participants, around 50 in number, who were trained in various styles of painting be it painting on fabric, glass, block-painting or meenakari work with glass colours on wooden boards.

The students learnt to paint artistic and intricate designs with floral and geometrical motifs which the trainer Manpreet Kaur, an artist who is also running hobby classes in Mohali, created in no time with her skilled hands.

The work of the students was showcased at the end of the workshop. The principal appreciated the exhibits of the girls. While interacting with the girls she asked them how the workshop has led to their self-enhancement and how would they put the skill and craftsmanship gained in these five days to productive use. The girls came up with enthusiastic and confident answers elucidating that they would now be able to run their own hobby classes in these styles of painting in vacations and will also be able to give their hand-painted works as gifts to their near and dear ones.

Facing the problems of low milk production and yield and nearly 50 per cent of produce being sold as raw milk, Indian Dairy Industry is under pressure to switch over to export of value-added products in place of raw products.

The future of dairy industry lies in the export of mozzarella cheese, a value-added product greatly in demand, and India with one of the best breed of buffaloes (Murrah) was capable of competing in the world market, says AK Srivastav, director, National Dairy Research Institute, Karnal.

Murrah buffalo is the best breed, second only to Mediterranean Water buffalo breed reared in Italy, considered the best for cheese production and the focus should be on mozzarella cheese which fetches a price ranging from 50 to 60 euros per kg in international markets, he said.

With high nutritive value, 100 g (3.5 oz) of mozzarella cheese contains 300 calories energy, 350 mg calcium, 630 mg sodium, 350 mg phosphorous, 80 mg potassium, 2.2 g carbohydrates, 22 g protein, 22 g fat and 1 g sugar and is a complete food.

Italian Mediterranean Water buffalo has historically subsisted without crossbreeding for more than 16 centuries with other foreign animals and can be defined a pure autochthon breed having evident morphological differences with other European and Asian breeds.

Recognising the potential in the dairy sector, the Ministry of Commerce has brought the dairy processing on a par with the food processing industry, entitling it to all incentives and concessions enjoyed by other agri-processing industry and this opportunity should be fully utilised, Dr Srivastav said.

He said cheese production in the country (chidar and processed) has risen from 10-12 per cent to 16-18 per cent in the past one decade, but there was a vast scope for increasing the production manifold.

Moreover, by-products of cheese further add to its utility as the residual products like water left after the processing of cheese was being used for manufacturing mango and jaljeera drinks by adding mango pulp and jaljeera.

India is the largest milk producer all over the world with production around 100 million MT and its value output amounted to Rs 1,179 billion in 2004-05.

India has 20 per cent of the world bovine population and its milch cattle comprised of 45 per cent indigenous cattle, 55 per cent buffaloes and 10 per cent crossbred cows, but the productivity is immensely low, around 1,000 kg per year against the world average of 2,038 kg per year.

A large number of unproductive animals, low genetic potency, poor nutrition and lack of services are the main factors for the low productivity. Steps like use of clarification in raw milk processing, better operational ratios required to amend the yields and abridge wastage, reducing fat/protein losses during processing, controlling production costs, saving energy and broadening shelf of milk products have been suggested to cope up with the situation.

Improved range of packing machines for the manufacture of butter and cheese, better packaging for retaining the nutritive value of products, a cold chain distribution system and harnessing the vast potential for manufacturing of value-added products like desserts, puddings, custards, sauces, mousse, stirred yoghurt, nectars and sherbets were other steps suggested to capture the dairy market in the country and abroad.

Replying to a query under the Right to Information Act made by local RTI enthusiast Anil Bhatiya, the university stated on March 5 that "no one governing body of DAV Colleges is affiliated to Kurukshetra University. It is the governing body of every college which is affiliated with the university and every college is getting 95 per cent grant-in-aid from Haryana government".

This makes it clear that the university and the government of Haryana treat each affiliated college as a separate entity and grant-in-aid is paid to each college individually and not to the so-called common governing body as claimed by the DAV College Managing Committee, New Delhi.

For several decades, the DAV Colleges have been making the appointment of lecturers by way of transfer from one college to another, claiming that all colleges come under the umbrella of a common governing body. Besides, the New Delhi-based DAV organisation has been advertising vacancies in DAV Colleges in Haryana in contravention of legal provisions.

Bhatiya had sought to know since when one governing body of all 13 DAV Colleges of Haryana was in existence and what the status of these colleges was prior to that. The university has stated in its reply that "No such information is available with this office". The university enclosed a copy of clause 6 of the "constitution of governing body/board of governors of Ordinance XVI as printed at pages 58 to 61 of University calendar Volume 1, 2009.

The lack of availability of information regarding a common governing body itself means that so far the university is concerned, there is no such entity. The university's calendar states that "every non-government recognised college shall have a governing body consisting of not more than 21 members and not less than 11 members".

Regarding the tenure and constitution of the so-called common governing body, the university's reply again states that "no such information is available with this office". It again cited the university calendar which nowhere specifies the constitution and tenure of the so-called common governing body.

In reply to queries regarding powers of the common governing body to make appointments, punishing errant employees and take up agendas of all DAV Colleges in its meetings, the university has supplied copies of relevant rules which clearly state that such powers are vested in the governing body of each affiliated college.

International Women’s Day
31 honoured in Rewari

Several functions, seminars and rallies were held to mark the International Women's Day in various parts of the district. A district-level function was held to celebrate the Women's Day in Satish Public College of Education here.

As many as 31 distinguished women of the Rewari region were honoured at the function for their meritorious achievements in various walks of life.

The acclaimed women were Dr. Mitra Saxena, Dr. Neelam Yadav, Dr. Veena Bhayana, Dr. Sheila Yadav, Dr. Prem Bhayana, Dr. Poonam Yadav, Nelam Sharma, Sneh Saxena Sneh Gupta, Urmila Bhargava, Saroj Bhargava, Krishna Bhutani, Promila Bhargava, Dr. Tripti Bhargava, Shobha Jain, Lata Bhardwaj, Sudha Sharma, Urmil Rao, Sarita Kalra, Kamla Sharma, Rekha Chauhan, Geeta Nigam, Vibha Chaudhary, Deepa BhardwajKamal Makhija, Upasna Gupta, Sita Jain, Renu Gupta, Vidya Data, Kanta Sachdeva, and Dr. Krishna Sachdeva, In her presidential address, Dr Tara Saxena emphasised upon women's education to usher in a society immune to menacing social evils like dowry, foeticide, child marriages and atrocities on the fair sex.

Dr. Mitra Saxena, a guest of honour, spoke on 'Contraceptives-Myths and Reality." Emphasizing upon the urgency of efficaciously coping with the exploding population of the country, she said while abstinence was decisively the best method for population control, a judicious use of various contraceptives too could always be conducive to the prevention of unintended pregnancy.

Meanwhile, about 500 women from Rewari and other surrounding villages participated in a women empowerment rally held under the joint auspices of the Ashiana Foundation and Humana People to People organisation here.

The rally, which converted into a convention in Sector 4 here, was addressed by Manju Somany, Dr. Tara Saxena and others. They said that education was the key to emancipation and empowerment of women.

A seminar was also held on the occasion in Government PostGraduate College, Nahar. Addressing the gathering, Additional Civil Judge (SD) PK Lal advised women to fight adverse circumstances fearlessly while taking recourse to legal protection available to them. Dr Veena Yadav and Dr Ritu Chaudhary also spoke.

Women share their success stories

Women coming from small villages and humble background had their own success stories to tell when they were invited to share their experiences with others on the occasion of the International Women’s Day in the local CMK National Postgraduate College for Women.

Reshma Rani, village sarpanch from Rajpura under the Dabwali block, said when she was elected sarpanch, she decided to take all decisions on her own and refused to be represented by her male family members.

“I mobilised women for the success of sanitation campaign in the village and also for reforming village youths, who used to create ruckus in the village after consuming liquor,” she added.

Sharda, a member of the Sakshar Mahila Samooh (SMS) of the village, said she took upon herself to mobilise women against the ‘pardah’ and succeeded.

“Married women in this Bagri belt observed ‘pardah’ from all villagers older than her age,” she revealed and added that her efforts have shown good results.

Reshma, a poor woman from Nathusari Chopta, revealed how a certificate awarded to her by the District Literacy Mission helped her get a job of class IV worker after her teacher husband died. She was illiterate at the time of marriage and had she not attended classes under the mission, she would not have got the job.

There were several other women who shared their small success stories with others.

Pankaj Chaudhary, additional deputy commissioner of the district, organised the function, which was attended by hundreds of women, panches, sarpanches, ASHA workers, anganwadi workers, health workers and women working in other fields.

Deputy commissioner Yudhbir Singh Khyalia was the chief guest, while the function was attended among others by his wife Kiran Khyalia, Vijaya Tomar, principal of the host college, Asha Kiran, district education officer and several other dignitaries.

Pankaj Chaudhary, who herself is a crusader against foeticide, administered an oath to all participants for saving the girl child.

In another function organised in Jan Nayak Chaudhary Devi Lal Vidyapeeth, Sunita Godara, a former Asian Marathon Champion, was the chief guest and interacted with girl students.

She called upon the girls to develop a “never-say-die” spirit for success in life and added that the student life was the right time to shape one’s career. KS Dhindsa, director-general of the Vidyapeeth, presided over.

Mahila college students honoured

The annual function-cum-convocation of DAV Mahila College, Kosli, was held yesterday. While A. Mona Sriniwas, ADC, was the chief guest, Swami Sharnanand presided over the function.

As many as 70 graduates of the college were awarded degrees in the convocation.

Delivering her keynote address, the ADC wanted women to pay special attention to education. She exhorted women to take up cudgels against menacing evils eating into the vitals of society.

Stating that education of a girl child benefited both her parental family as well as the sons and daughters of her marital house, Swami Sharnanand impressed upon women to harness their huge potential to enrich society holistically.

Principal Rita Sehgal read out the annual report.

'Mother's Day' staged on Women's Day

Members of the English Literary Society of Manohar Memorial PG College, Fatehabad, celebrated the International Women's Day by presenting a play "Mothers' Day" written by JB Priestley.

The play portrays the plight of a mother, Pearson, who gets shabby treatment at the hands of her husband, George Pearson, son Syril and daughter Dorris.

Her close friend and neighbour, Fizerald, cannot tolerate all this. Through change of personalities by a magic trick, she moves to her house and sets all of them right.

The play envisaged a woman's struggle to acquire her rights in her house.

Sarika played the role of Pearson, Tania that of Fitzerlad while the role of MrPearson was played by Karan. Principal DK Kaushik said a woman played an all-enveloping character of a mother, daughter, wife and sister as a friend, nurturer, guide and partner from time to time.

A number of students and faculty members were present at the function.

'Oedipus' staged in college

The Department of Theatre and Television at the local Manohar Memorial PG College staged a play "Oedipus, the Tragedy King" in the college recently.

The play is based on a 3500-year-old story from an English novel written by Sophocles. This was the finest tragedy ever written of unfortunate King Oedipus, who due to a curse, killed his own father and married his mother.

Oedipus became the King of Thebe and Jocasta's husband. Jocasta was his own mother. And when he came to know about the truth he made himself blind so as to punish himself and left Thebe to lead a miserable life.

Rohit Kaushik who last year made a world record for the solo performance Chhata Pandava in the college campus, directed this show and played the role of King Oedipus.

This show was organised for the charity of the local Divya Jyoti Institute and Vocational Rehabilitation Centre for Special Children. Dev Raj Batra, Chairman of the Manohar Memorial Education Society, presided over the function.

Resham Singh Bhangal, an NRI and President, International Sikh Council, Canada,who was the chief guest, inaugurated the function by lighting the lamp to Goddess Saraswati while principal DK Kaushik welcomed the guests.

Chaos at level crossing

The Sirsa Citizens Welfare Forum has taken up the cause of railway passengers and difficulties of local people, who have to pass through level crossing situated near the Chatargarh Patti area of the town, with the North Western Railways.

The level crossing remains closed for more than half an hour every time a train passes through it, which causes a lot of hardships to the local people. As the main level crossing near Surkhab Tourist Complex has been closed for motorists due to the construction of a railway over-bridge, locals have to use this crossing for moving from one part of the town to the other.

“The level crossing lacks interlocking facilities, although over eight months have passed since its commissioning,” said RSD Bansal, president of the forum, in a letter addressed to Alok Ranjan, divisional manager, North Western Railways, Bikaner.

He said due to this, the crossing was closed 25 to 30 minutes in advance, every time a train came from Bathinda side.

He said several times emergency patients were held up for over half an hour. Bansal said the city side second platform of Sirsa railway station did not have a pavement, resulting in inconvenience to people. The forum has also demanded an additional coach of AC Chair Car in Kisan Express running on Bathinda-Delhi route.

Bobby’s murder fallout of gang war

The murder of a gangster, Rakesh, alias Bobby, in court complex at Ambala City a few days ago signals that the decade-old gang war is still continuing here.

There has been a battle of dominance between two gangsters for the past several years. The police has registered several cases of ransom, threatening and murder against them, but in most of the cases they were acquitted. More than 12 persons have been killed in this war. Another gangster is presently in judicial custody in Ambala jail in a criminal case.

According to information, the first victim of the gang war was a municipal commissioner of Ambala Sadar Municipal Committee, Raju Dhaliya, who was shot dead in broad daylight in 1996. After three years, the main witness in Dhaliya murder case, Meeka, was murdered. In January 2002, another resident of Ambala Cantt, Ramesh Duggal, was murdered near GMN College.

Another innocent, Rajender Bindu was put to death in March 2002. Rajinder Bobby, one of the close friends of Rakesh Bobby, was shot dead in July 2004. An undertrial, Rinku, lodged in Ambala Jail who had come on parole was also eliminated in November 2004 at Ambala Cantt.

In January 2005, Jeeven was gunned down at Baldev Nagar in Ambala City. A property dealer of Sarsehri village, Raj Kumar, was also murdered in the same year. In 2006, Deva, Rajeev, Anup and Chiria were murdered. In September 2009, Ritu Sharma, sister of Rakesh booby and one of his relatives Romesh were shot dead in Ambala Cantt.

Rakesh Bobby was facing a number of criminal cases in various courts. He had already been acquitted in around six murder cases while two murder cases were pending against him. The counsel of Bobby had already filed an application in the court regarding threat to his security. The Ambala SP had suggested that the hearing in the cases of Bobby should be conducted through videoconferencing, but his family members did not agree.

Bobby’s mother has revealed names of some influential persons in the murder of her son, but the police has not yet pinpointed the involvement of any gangster. However, this incident has exposed chinks in police security.

RICO staff observe safety week

Management and staff of Rico Auto Industries observed safety week in the company premises here recently. Arvind Kapur, MD, RICO Auto Industries, lit the safety mashaal and hoisted the safety flag to mark the beginning of the safety-week observance.

In his address, he motivated the employees to take a solemn pledge for the continuous development of the safety and health practices. Kapur exhorted the company staff to adopt the practices which help in attaining zero-accident approach.

He also laid stress on raising the bar of competency in EHS (Environment Health and Safety) among the employees.

Rajiv Bajaj, executive director, and Surendra Singh, senior vice-president (HR), distributed vehicle stickers bearing safety messages.

Underlining the significance of behaviour-based safety in industries, Ramnish Kumar Bedi, AGM (Environment, Health & Safety), informed the employees about various awareness sessions, programmes and exhibitions being organised as a part of the safety week.

Seminar on job opportunities

A one-day seminar on “Job Opportunities In Management Courses” was organised by Placement Cell in charge Rakesh Goyal, assistant professor in Psychology, in collaboration with the Computer Science Department through Bulls Eye, Chandigarh, for the students of BCA, B.Sc and BA at Smt Aruna Asaf Ali Government PG College, Kalka.

During the seminar, Poonam, a resource person from Bulls Eye, apprised the students about various MBA entrance examinations held in India and abroad for guiding them on admission deadlines, process involved and good institutes which offer this PG course.

The students were given useful tips on facing interviews and were even provided a demonstration on how to face interviews, tackle various questions, present oneself in the best way keeping into account one’s dressing sense, body language and confidence level.

All students benefited tremendously from this seminar. Particularly, the practical aspect, which they were introduced to, gave them an insight on how to prepare for MBA entrance examinations and how to do well in interviews.

Work hard, Guv exhorts students

Haryana Governor Jagannath Pahadia exhorted students to work with dedication to achieve success. He was addressing the students during the convocation at the local Technological Institute of Textiles and Sciences here on Monday. State’s First Lady Shanti Pahadia was also present at the function.

Extending good wishes to the students, the Governor said it was knowledge which took a man from darkness to light and without education, overall development was not possible.

The Governor said the Centre had increased the budget by 16 per cent to strengthen the education sector.

He appreciated the farsightedness of the late GD Birla in setting up educational institutes in the country.

Pahadia gave away degrees to graduate and postgraduate students in different subjects and also honoured teachers and students who got prizes at the national and international levels.

Chairman of the institute RK Dalmia said GD Birla had set up the institute in Bhiwani in 1943 to impart quality technical education to the youth.

Software on dairy farming adjudged best

A new computer-simulated Excel-based software for analysis of techno-economic feasibility of dairy farming production by leading dairy scientists has been adjudged as the "best paper" in the "commercial aspects area.

The paper titled "New Computer-simulated Excel-based Software for Analysis of Techno-economic Feasibility of Dairy Farming", published in the "Indian Dairyman" Journal in 2008 provided the details of this software, expected to provide a broader vision and optimum stimulus to policy-makers, funding agencies, extension agencies, and entrepreneurs and practising dairy farmers.

A team of scientists consisting of Dr Avtar Singh (NDRI), Dr PS Oberoi of the Central Institute of Research on Buffaloes, Nabha; and Dr BK Joshi, Director, National Bureau of Animal Genetic Resources, was conferred the best paper award by Dr NR Bhasin, president of the Indian Dairy Association, New Delhi; and Dr. AK Srivastav, Director, NDRI, Karnal, at the 38th Dairy Industry Conference at Bangaluru recently.

Dr Avtar Singh said that the simple spreadsheet-based software would be extremely useful for persons involved in dairy farming and help monitor future planning and analysis of farm-level investments and related economic problems.

The software helps in modifying the existing dairy-farming plan with the changing market scenario.

Residents’ body suggests traffic solutions

A local residents’ body has proposed a set of solutions to the nagging traffic problems of the millennium city.

Soon after submitting the proposal with the office of the local Municipal Commissioner, Ram Niwas Malik, a retired chief engineer with the state public health department, and RS Rathee, president of the Gurgaon Citizens Council, organised a press conference here on Sunday.

Putting forward a proposal involving an expenditure of Rs 2,120 crore, the duo claimed that the most cost-effective solution lied in the construction of elevated tracks for light vehicles.

“This single step will solve the traffic problem by 85 per cent. This is because 85 per cent of the traffic volume consists of light vehicles only. If we segregate this traffic on elevated tracks, it will have a smooth run and the surface roads will be able to cope with the remaining vehicles easily…” they maintained.

They further maintained that construction of flyovers at five major traffic intersections in the city and plying more direct buses to Delhi would help ease the traffic congestion on city roads.

Students told to collect undelivered cheques

The Haryana State Counselling Society has asked students to collect their undelivered cheques of token admission fee up to March 15 for AICTE-approved technical courses for 2008-09 and 2009-10.

An official spokesman said the society had received about 9,800 applications for the refund of token admission fee for the session 2008-09 and about 8,320 for 2009-10.

He said the students concerned could collect the undelivered amount of their token admission fee from the society’s office, Bays No. 7-12, Sector-4, Panchkula, by showing their identity on or before March 15. Afterwards, these cheques would be cancelled and any candidate could not claim for the refund of such amount. The detail of undelivered cheques is also available on website www.hscs.net.in.

97 cases settled in Lok Adalat

As many as 97 of the 205 cases were settled at a Lok Adalat here on Saturday. District and sessions Judge R.S.Baswana presided over the adalat and ACJM Ajay Pareshar supervised the proceedings . In 11 Motor Accident Claims Tribunal (MACT) cases, compensation amounting to Rs 14.66 lakh was awarded.

As many as 43 civil cases , 19 criminal, and 23 cases under the Motor Vehicles Act were also decided in this adalat . The Sessions Judge asked people to take recourse to Lok Adalats to settle their pending disputes amicably.

Lodging FIR: Step in DGP, please

Under the heading "How to report a crime", the official website of the Haryana Police says that if anyone wants to lodge an FIR or report a crime, he/she has to approach the police station under the jurisdiction of which the crime has been committed. Although it appears logical, insistence on approaching that very police station goes against a Supreme Court verdict delivered in October, 1999, (Satvinder Kaur vs. state of Delhi) wherein the apex court had ruled that there is no bar on lodging an FIR at a different police station even if the incident took place at a place not under its territorial jurisdiction. The same ruling has been reiterated in various subsequent verdicts of the Supreme Court. It is supposed that in such cases, after conducting preliminary investigation, the officer in charge of the police station would get the case transferred to the police station concerned. I request the Haryana DGP to order incorporation of suitable amendment to the guidelines related to lodging of an FIR on the official website of the force to prevent any discomfort to victims/informants of crime.
