Jalandhar, February 9 The city boasts nearly 500 private clinical facilities, highest in north India as referred by some quarters. Though response can be epitomised as a mixed one, medical fraternity of the city seems reluctant to welcome the approved bill. Eminent medical professionals, based in the city, are of the view that the Act will further entangle the private clinics and hospitals into undue legal hassle. Fraternity also feels that until government-run hospitals and health centres are continually running in crumbled stage, it is not fair to target “We already have lot many reservations regarding the act. This act will promote the involvement of bureaucracy and other government officials in the functioning of private clinics. First the government should revitalise its own health structure”, said IMA Jalandhar President Sanjeev Sharma, who is also a private practitioner. “Moreover, what are the parameters to define a medical problem an emergency? It all depends on the subjectivity of an individual,” he added. If passed in Parliament, this bill will make it mandatory for every clinic and hospital, with indoor facility, irrespective of bed capacity, to provide emergency care to every patient. Provision of fine up to Rs 5 lakh is there in an approved bill, if any clinic will refuse to deliver emergency care owing to one pretext or another. Owners of clinics and hospitals are also of the opinion that this Act will be of no use until government itself provides any extra economical aid to patient or private clinics. “No doubt that bill has been approved with an intention to improve health services. But in routine, we come across lot of patients who cannot afford to pay for emergency care in private hospitals. In that condition, who will be responsible for the expenditures? An extra fund should be generated by the government for smooth implementation of this bill”, said Dr Navjit Singh, Ex-President IMA Punjab. Dr Subhang Aggarwal of Satyam Hospital also expressed the same view. In addition to this some quarters feel that private clinics are already running under the scrutiny and there is no need of any fresh legalisation. “Facilities in hospitals like blood banks, radiograph units, biomedical waste management, transfusions and transplants are already functioning according to different laws and Acts. Moreover, the government must understand that growth of private health infrastructure is reflection of faith of society in private hospitals. There is no demand from any section for this kind of the Act”, added Dr Yash Sharma, who owns a Private Clinic in the city and is a former president of IMA. He also demanded that each clause of Bill Surprisingly some prominent doctors and owners of big multi-speciality hospitals in the city, when contacted, admitted ignorance about any such bill. |

Jalandhar, February 9 While some rooms have been locked shut, the sitting arrangement in others has been changed to avoid any casualty that may happen due to overhead decrepit roofs. Repair is out of question as it is a rented accommodation and the government or the employees have no rights to alter it. A ramshackle double-storied house in a residential locality, sans a sign board to indicate its official building status, is what one encounters on the name of the DEO office. Most of the roofs, built of tiles and wood logs, have caved in at some point of time. While some rooms were discarded, others remained in use after receiving some temporary and cheap repairs. If budget allocation is any criterion to adjudge the importance given to a particular field, the status of education in Punjab can be pronounced poor. The government could manage to dish out only a meager amount (of the total budget) for the sustenance of the frail department, which is almost on its last legs, after being overtaken by the giants of mushrooming private institutions. Absence of proper offices for the district coordinating bodies of the department, speaks volumes about the government’s apathy towards providing good education to the country’s future. The building was declared unsafe by the Public Works Department in 1996 saying: “The building can fall down at any time, causing loss to life and property. The concerned department should be immediately stopped from working there so as to avoid a possible accident.” But, more than 14 years have elapsed since the notification, despite numerous applications and letters apprising the Deputy Commissioners, Director and Secretary Education Department Punjab, among others, nothing has been done so far. The office, with a staff of over 100 people, co-ordinates with around 500 schools and 10,000 teachers, runs without sufficient machinery. There is no Xerox machine, no fax and just one computer in the primary section and the condition is no better in the secondary wing. The district education officers, who issue grants worth lakhs of rupees to schools and children, are forced to sit in the deplorable building. “Recently, the roof of one of the rooms caved in. We had a narrow escape. That’s not all. Open electricity wires threaten the lives of employees. Trapped in trees, the loose wires often become reason for temporary electricity cuts,” said an official, preferring anonymity. The building houses offices of the DEO Secondary, DEO Primary and Block Primary Education Office. The window panes, sans glass, and weak, broken doors are hardly sufficient to protect important records of the office. “One can easily enter the office and make away with important documents. All one needs is a will to search the required
place… everything is messed up,” said another, on the condition of anonymity. Since small pieces of concrete keep falling from the roof, employees prefer to sit outside. But not all can have this luxury. Employees on the first floor, which houses DEO Primary wing are even afraid of moving around as any part of building can fall down without even giving a warning. Broken furniture and dingy rooms create an air of dampness all around. “Unclean toilets stink badly. Many times, we have sent proposals to temporarily shift the building to the Rainaik Bazar School or Senior Model School Ladowali Road, or Garha Road Government School. The canteen’s just there for the heck of it. The condition is miserable. We have sent a number of requests to temporarily shift the building to the Rainak Bazar School or Senior Model School Ladowali Road, or Garha Road Government School, but to no avail,” informed another employee. When contacted, Deputy Commissioner Ajeet Singh Pannu said he was unaware of the situation and needs to confirm the matter before giving any comments. |

Phagwara, February 9 SSP Kapurthala Ram Singh, SP (HQ) Chaman Lal along with Phagwara SDM Amarjeet Paul and DSP Harkamalpreet Singh Khakh have been monitoring the situation and taking necessary measures to prevent any untoward incident. Four companies of PAP from different sub-divisions of the district reached Phagwara to assist the police. Residents show little interest
Phagwara, February 9 Though former Kapurthala SSP Rajeev Aheer had launched the scheme in the district a few years ago, but people did not respond much to it. Present SSP Ram Singh admitted that neither shopkeepers nor houses owners took nush interest in the scheme. The DSP, Harkamalpreet Singh Khakh, said the police would soon again make sincere efforts to implement the scheme. He said he would soon call meetings with residents of different wards and shopkeepers, traders and industrialists of the town to implement the scheme. Meanwhile, Nakodar subdivision succeeded in leading the other subdivisions by introducing the CPO scheme in Nakodar town. Phillaur DSP Rajinder Singh said 40 security guards of a private agency run by Kuldip Singh and Sohan Singh had been engaged 20 days back to protect the lives and properties of the residents of 15 wards of the town. The DSP disclosed that Rs 100 was being charged from each premises and one Community Police Officer, ie security guard, was engaged for one cluster of about 30 premises in the town, who was performing security duty of eight hours daily from 9.30 pm to 5.30pm. The DSP claimed that not even a single case of theft was reported after implementing the CPO scheme in the town. |
Pulse Polio: Frivolity and lack of vision rob it of vigour
Jalandhar, February 9 Every year, sudden resurfacing of new cases has become a characteristic phenomenon of the disease. Is the immunisation drive, which involves manpower of nearly 60,000 in every round, just a wasteful exercise or does it need to be rehashed or reworked? If not refuted, this exercise should at least be reframed. This is the notion that is prevalent in the circles associated with pulse polio immunisation. Quarters in the medical fraternity feel that the immunisation campaign requires a rigorous change at this juncture. “Along with these rounds, the government should also stress upon the routine immunisation of kids against polio. Moreover, most of the cases detected in Punjab are of children of migrant populations from Uttar Pradesh and Bihar. Permanent teams should be deployed at all entry points in the state. We can cover the incoming migrant population and eventually the entry of the virus from the areas where the disease is prevalent,” said District Immunisation Officer Dr. Reeta Jairath. The situation has reached such an anticlimax that sometimes vaccinators encounter refusal notes from the residents of posh localities. Even big private schools have started showing reluctance in letting the teams administer polio drops. The other viewpoint, which forces us to give another thought to the strategy, is that the task will remain unachievable until other basic problems are not addressed. “The disease spreads through the feaco-oral route and every city of the state struggles with an underdeveloped sanitary system. It seems impossible to achieve the task before revolutionising the sanitary condition”, said child specialist Dr. Amar Singh who is the working president of the NGO Kheti Virasat Mission. “Instead of relying solely on the vaccnination, countries, where polio has been eradicated, provide and maintain clean surroundings and environment. But the situation in our country is totally reverse”, he added. Non-government organisations, like Rotary, hold a view point that owing to decreased number of polio cases, seriousness about the issue has also decreased. “There is a marked shift in the attitude of the government. NGOs are not being involved nowadays as were in early days of Pulse Polio. NGOs, irrespective of the level of their commitment, cannot perform up to the mark without being assigned a fixed job. With a decrease in the number of cases, people think that the disease has been eradicated. But at this juncture, we need to be more vigilant as even one positive case can spread the disease to hundreds of other children,” said Dr. SPS Grover, who remained associated with pulse polio as the Governor of Jalandhar Rotary. |
Gang used fake drafts to cheat showrooms
Phagwara, February 9 As per sources, the gang members used to buy electronic appliances from showrooms by giving fake bank drafts. On February 1, they struck at a showroom ‘Digital World’ in local Hargobind Nagar, where they purchased five LCDs worth Rs 1.67 lakh by submitting fake drafts of State Bank of Patiala. Phagwara DSP Harkamalpreet Singh Khakh said the police had recovered LCDs from the possession of the accused. The DSP the accused prepared fake drafts on a computer and cheating various showroom owners in the areas. The police had impounded the computer and pen drive being used in preparing bank drafts, he added. A case under sections 420, 465, 467, 468 and 471 of the IPC has been registered. |
Sutlej bridge toll barrier
Jalandhar, February 9 President R.K. Bhalla has mentioned, “When the bridge on the Sutlej was constructed, the government had imposed toll tax to cover the construction cost of the same. The plaza was removed when the cost of construction of the bridge was recovered. Then the toll plaza was shifted to Doraha, but for the past more than one year, the plaza has been shifted to the Sutlej. When the cost of the bridge has already been recovered, then there is no necessity to charge the toll tax from commuters travelling to Ludhiana from Jalandhar, Phagwara or Phillaur.” The representatives of the alliance party forming government in the state have even raised questions for the excessive amount being charged. “The one side toll for a car is Rs 82 and for a bus and truck is Rs 287. The amount is so high that the persons who have to pass through the toll plaza three to four times a week are finding it extremely difficult to pay up,” members of the BJP legal cell said. The members have also cited the problem of traffic jam at the site. “The commuters have to wait for 15 to 20 minutes to pass through,” they said, while asking for exemption even for advocates who needed to visit courts across the toll barricade to contest various cases. |

Phagwara, February 9 NC President, Duggal, while violating traffic rules, arrived in a blue beaconed Ambassadar Car, and inaugurated the road of the bazaar constructed by spending a huge amount of Rs 12 lakh. Duggal avoided media queries regarding the absence of the Technical Education Minister and claimed there was complete unity in the party. The minister, on the contrary, told newsmen that he was not informed about any such inauguration function. Jalandhar, February 9 The authorities in some of the districts are still waiting to acquire land for these buildings. With an aim to provide facilities to beneficiaries hailing from Scheduled Castes and Backward Classes under one ceiling, an idea was floated to Along with offices of this department, offices of the Backward Class Finance Corporation and the Scheduled Castes Land and Finance Corporation, restrooms and waiting halls were also supposed to be set up in bhavans. Ambedkar Bhavans in Jalandhar and Hoshiarpur have been under construction since 2006. Though in its last stage, the bhavan in Ludhiana is still to cover its last lap. The required land is yet to be acquired in Barnala, SAS Nagar and Tarn Taran districts. As per sources, Rs 50 lakh was transferred to Jalandhar district and the bhavan authorities are still seeking the pending amount of Rs 63 lakh. Similarly, Rs 49 lakh has already been spent on the bhavan in Hoshiarpur and the administration here keeps reminding the higher authorities to release the pending amount of approximately Rs 66 lakh. “We keep reminding the authorities at regular intervals. This is all that we can do. If the project materialises, it will be easier for beneficiaries to approach different offices at one time,” said an employee of the department. However, the higher authorities admitted helplessness due to unavailability of grants from the government. “It is correct that the project of Ambedkar Bhavans is still pending in six districts. Projects are yet waiting to be completed, as for the past couple of years we have not received any amount from the government,” admitted an officer in the head office of the department. |
Un-addressed tale of bumper boys
Jalandhar, February 9 A group of about 25 young men can easily be seen vying for customers at the BMC Chowk. While every car owner in the city knows where to get a car bumper repaired, nobody knows about the lives of these boys. These unfortunate men came to the city in search of a livelihood 15 years ago, traversing a distance of 2,500 km. Originaly hailing from Davengere in North Karnataka, seven extended families shifted to Jalandhar hoping for a decent living. “My ancestors worked on agricultural land which belonged to the village landlord in Davengere district. He was a cunning man who disrespected saints and misbehaved with women. One day, a saint cursed him with the destruction of his property and death in misery. The very next year, it is said, a deadly famine engulfed the village and destroyed all the crops…even the wells dried up. Our families then moved out to other places in the state. My father and his brothers decided to come to the more prosperous states like Punjab for the purpose. We spent some years in Delhi first and then moved to Jalandhar,” said Manjunatha, Sukkaram’s cousin brother. They have been living in the premises of Desh Bhagat Giani Lal Singh Memorial in front of the Deputy Commissioners office for the past 15 years. Often asked by authorities to vacate and shift to some other place, they have no rancour against anybody. “Police asks us to leave the place, especially during the summers, but where do we go? We cannot afford to take a house on rent. The authorities are right on their part. Our tents and kerosene stoves make the surroundings look dirty. It is a posh area where affluent class of the city resides. Our women and children, wearing tattered clothes, surrounded by rags are like a bad omen for them. We understand their problems too, but we are helpless,” said middle-aged Parkasha. Their life is really difficult. Most of them get up as early as 4:30 am, go to collect rags in the nearby areas and deposit them temporarily at the Memorial premises. Then they take their bumper repair kits and head for the BMC Chowk. The job, though tiresome and boring, is not well-paying. “We can charge anything between Rs 20 to 100, depending upon the extent of damage and status of the customer. But there are too many of us to earn a good profit. It all depends upon one’s luck. While one may manage to earn Rs 200 or above on one day, there are other days when one returns home empty-handed,” said Manjunatha. None of them has ever gone to school. The legacy continues… their children are deprived of the right too. It is not that these men are unaware of the free schools being run by the government for such children, but their question is how will passing primary education help their kids get a respectable job? “I have three kids and all go to rag-picking. They are self-reliant… They earn their living,” added Sukkaram. They have been living in the city for the past 15 years, but don’t have voter-id cards or ration-cards. Reason: They lack an address. These people can well be regarded as the most eligible for availing the facility, but they don’t get it. Thanks to our ill-governed systems. These people have no hopes from the system. They don’t expect much from life, just continuation of their present job and guaranteed three meals a day. |
Admn asks social bodies to adopt primary schools
Phagwara, February 9 Presiding over three different advisory committees meetings, Phagwara SDM Amarjeet Paul has inspired social organisations including Rotary Clubs, Jayees, Lions Clubs and Bharat Vikas Parishad to adopt primary schools of the Phagwara sub-division to come forward to provide better infrastructure including books, hygienic toilets, desks and rooms. SDM asked the activists of social organisations to adopt at least 12 primary schools of the sub-division. The SDM has called an urgent meeting of the social organisations on February 24 in his office to discuss the matter in detail. While presiding over the advisory committee meeting of the Health Department, the SDM inspired the officials to educate the rural public to take benefits of free delivery facilities in civil hospitals and avoid encouraging midwives, who complicate cases. The SDM disclosed that a drugs de-addiction centre was working in Phagwara to bring back the drug addicts youths in a healthy path. He advised the social activists to send drug addicts in this official centre. SDM Paul while presiding over an advisory committee meeting of the Excise & Taxation Department instructed the department officials to provide better facilities to the traders visiting the department offices. |
