Samast Bharatiya Party candidate Kusum Chaudhary was attacked last night, allegedly by supporters of the INLD at Kutiana village. The police party guarding the SBP candidate escorted her to safety. Windows of the police vehicle were smashed in the attack. The police has registered a case of assault and rioting.

“I was going towards Tarkianwali village when I received a call from a worker that INLD supporters had announced that they would not allow my polling agent in the village. When I reached the village, I found that some supporters of the INLD had been keeping my worker hostage.

“I got him released and got hold of one of the miscreants and handed him over to the police guards accompanying me. Soon, a large number of villagers carrying lathis and stones attacked me,” alleged Chaudhary in her complaint.

The police said a case under Sections 148, 149, 323 and 427 of the IPC had been registered in the Nathusari Chopta police station against unknown persons.

Chaudhary has earlier lodged an FIR against INLD chief OP Chautala, his state party president Ashok Arora and Rajya Sabha MP Tarlochan Singh.

In the FIR registered in the Ellenabad police station on Sunday, Chaudhary had alleged that some INLD activists, instigated by Chautala and others, intimidated and molested her. Chautala had called the charges as baseless

“Neither I, nor Tarlochan Singh or Ashok Arora, who have been named in the FIR, have ever met this lady,” he had maintained. Chaudhary’s security was increased after the Sunday’s incident.

Chaudhary alleged that the INLD supporters had been on the offensive ever since she had lodged the FIR against Chautala.

Meanwhile, expressing his satisfaction over 90 per cent polling in the bypoll today, former Chief Minister Om Parkash Chautala said the heavy turnout in the bypoll for the Ellenabad assembly seat was a “fatwa” of voters against the policies of the Hooda government and in favour of the INLD.

“The voting trends have made it clear that the INLD nominee Abhey Singh Chautala is going to win today’s bypoll by a record margin,” Chautala claimed.

Congratulating people in general and his party workers in particular for ensuring heavy and peaceful polling, Chautala alleged that the Congress used unethical means like serving liquor and distributing money among voters to woo them, but, he claimed, the electorates have gone with his party.

“This turnout explains the anger of people against the shortage of power and water and also the discriminatory attitude adopted by the Hooda government against Sirsa,” Chautala said.

The election authorities had made elaborate arrangements for the conduct of the bypoll and the constituency had been declared “hypersensitive”.

Heavy police arrangements were made with 15 companies of the central forces deployed.

Over 80 mobile police parties, including 20 on bikes, moved around during the polling.

The authorities had set up 142 polling booths, 22 in urban areas and 120 in rural areas.

Officials said 144,181 voters, including 77,340 men and 66,841 women, were eligible to cast their votes in the 142 polling stations set up in the constituency.

The main contest is between the opposition INLD candidate Abhey Singh Chautala and Congress candidate Bharat Singh Beniwal. Of the total 15 candidates in the fray, 11 were independents.

The INLD president, who had won this seat by 16,400 votes in the October 13 assembly election last year, had vacated it in November as he had also been elected from another assembly seat, Uchana Kalan. He had won the seat with a lesser margin.

Hooda: Govt is farmer-friendly

The state government has been the most farmer-friendly ever so far and has been trying to serve their interests besides taking up a large number of projects aimed at ameliorating the living conditions of the common man, claimed Chief Minister Bhupinder Singh Hooda while speaking on the birth anniversary of Sir Chhotu Ram here today.

The government had given a relief of Rs 830 crore to farmers by way of waiving the interest accrued on their loans, he said. Paying tributes to the late kisan leader, the Chief Minister said it was his government endeavour to follow in the footsteps of the legendary leader by forming and implementing policies and programmes to serve the interests of the farmers.

Besides waiving loans, adequate compensation had been awarded to farmers for the land acquired by the government. He said his government had not acquired land for setting up SEZs and enhanced the compensation for the land acquired for other purposes. For construction of the 135-km-long Kundli-Manesar-Palwal road, the government had enhanced the total compensation to Rs 650 crore from Rs 160 crore. The government had also reduced the interest on short-term loans to farmers given by cooperative banks from 11 to four per cent besides waiving such loans amounting to Rs 10,000.

Hooda said the state government had been trying to ensure balanced development of all parts of the district without any regional favour or bias as alleged by certain political parties.

Haryana Sikh Gurdwara Parbandhak Committee (ad hoc) president Jagdish Singh Jhinda today hit out at SGPC president Avtar Singh Makkar for allegedly trying to get him falsely implicated in a criminal case pertaining to a protest by HSGPC members during his recent visit to Karnal.

Jhinda, who was here to offer “sewa” at Gurdwara Kaar Sewa, told mediapersons that his act to throw a “knicker” at Makkar was a token protest against his overtures towards the RSS and amendments to the Nanakshahi calendar at the behest of the latter.

“It was a protest to arouse his conscience to act in the larger interests of Sikhs and not play second fiddle to the RSS and to dub it as an assault is preposterous,” he added.

Jhinda chided the SGPC chief for allegedly using money power to win the SGPC elections in Haryana and asserted that the Haryana Sikhs would honour the sentiments of HSGPC leaders, agitating for a separate gurdwara committee for Haryana and reject the candidates sponsored by the SGPC.

He reiterated that any amendments to the Nanakshahi calendar, prepared by hard work of years, would not be acceptable and the HSGPC would continue to agitate against any such move of the SGPC.

With the winter getting prolonged, the region is in the grip of acute LPG shortage. Consumers have to wait for days, in certain cases even weeks, to get refills. The backlog with Hindustan Petroleum (HP) is described as particularly “alarming and volatile” by its dealers.

Sources in the trade say while the waiting period with Indane and Bharat Petroleum is from a week to 10 days, in case of HP, it’s from 20 days to a month. This has made the position of HP dealers in the region unenviable. At many places, they have faced hostile consumers.

The HP dealers have threatened to go on strike from February 6 if the situation does not improve by then.

The dealers of Indane and BP in Haryana and Chandigarh have also decided to join the strike from February 8. The dealers say that due to the shortage of HP gas, pressure on them for refills mounts because most consumers have multiple connection.

The core group of the All-India LPG Distributors Federation (North-Western region) met at Karnal today under the presidentship of Capt KJS Buttar and decided on the strike.

The dealers claim that for the past three years, HP has been reducing supplies of domestic LPG cylinders in winter when the demand for gas goes up. The company reduces production, they allege, because it incurs a loss of about Rs 200 per cylinder.

In support of their contention, the dealers say while there is shortage of domestic refills, the supply of commercial refills is normal.

When contacted, Sunil Malik, regional sales manager, HP, at first refused to recognise the existence of dealers’ federation.

Later, he admitted that there was a shortage of gas refills. He attributed this to fog because of which, he said, the Bahadurgarh bottling plant of the company was not getting adequate supply of gas.

Malik said the situation would become normal in Chandigarh within four days while in Haryana it would improve within 10 days.

Coming, health cards for schoolchildren

The Haryana government is set to make the health of schoolchildren its business and decided to introduce detailed health cards to monitor various indices of their well-being.

To be unveiled across the state in all districts on Republic Day, Indira Bal Swasthya Yojna not only aims to screen children for health problems but also ensure that these don’t go untreated. To be implemented at the primary level, the scheme will cover nearly 14.5 lakh children from the anganwari level to Class V where teachers will be the first reference points.

“The idea is to take care of anaemic children, under-nourished and mal-nourished children and those with other problems, including poor eyesight, TB, infections and other ailments which commonly afflict children in this vulnerable age group.

“Through the scheme, we also want to build up their immunity levels by providing them medicines or supplements that they may require,” explains project director PK Das. The teacher will be given a health and nutrition card for every student with a unique identity number.The card will have 17 questions to be answered in “yes” and “no”, pertaining to the height, weight, disability, chronic cough, swelling, oral health and hygiene, all to be filled by the teacher every academic quarter. Once this is done, the ANM of the area will visit the school and go through the health cards to identify children with health problems. Students requiring treatment would then be given a slip for the school to approach a particular health centre or hospital in the vicinity.

“This slip will carry the name of the scheme under which the child is covered and the symptoms which require treatment. To ensure that it does not become burdensome for the parents to get the child treated at a government primary health centre or hospital, the slip will also bear a stamp saying the child should be accorded treatment on priority,” Das explained.

This done, it will be the responsibility of the teacher to follow up doctor’s visit find out the line of treatment and enter it in the card. “This will help us keep track of a child’s health all through the year. At the end of the session, the card will be handed over to the parents to maintain a record of their ward. While the first phase of the scheme will be launched on January 26, it will gradually be extended to all children up to age 18 ” he said.

It is for the first time that such a scheme has been conceived. A scheme wherein health cards were introduced was launched earlier too. However, it required a doctor to visit the school. Due to non-availability of doctors and long gap between each visit, extending from six months to a year, the scheme gradually fizzled out.

Centre urged to expedite work on AIIMS II

MP Deepender Hooda has urged the Union Health Ministry and Planning Commission to expedite the setting up of the extension of the All India Institute of Medical Sciences (AIIMS) on priority basis at Badsa village here.

Hooda stated this while addressing a gathering after inaugurating a bridge, built at a cost of about Rs 6 crore, at Mungeshpur Drain on the Bahadurgarh-Delhi national highway here today. “The setting up of the AIIMS II in the state will certainly fulfil the health care needs of people. I am constantly in touch with the Health Ministry for this purpose,” said the MP, adding a part of the state adjoining Delhi had remained neglected since long but now the developmental works in the recent past were coming up for the areas’ growth.

While dedicating the six-lane bridge to people, Deepender said it would prove beneficial for those passing through the Bahadurgarh-Delhi national highway as well as the residents of Bahadurgarh. The six laning of Delhi-Bahadurgarh-Rohtak was near completion. Adjacent to the Kundli-Manesar-Palwal expressway, 13 theme cities in medical and biomedical sectors would be set up, he added.

The MP suggested that for permanent solution of canal water, officers must create projects in collaboration with MLAs in consultation with people.

Fatehabad boy gets bravery award

Gaurav Saini (15), a resident of Tohana village in Fatehabad, who was given the national bravery award, said, “I will try to become a soldier after completing my studies because that will help me serve the country better. This idea came to my mind last year in Nainadevi in Himachal Pradesh during a stampede where I got a chance to save people who were in danger.”

Gauarav, who studies in Class IX of Saraswati Vidya Mandi School, Fatehabad, said he saved about 50 to 60 children and women who were crying for help in the stampede at Nainadevi when he along with his relatives had visited there.

Thousands of devotees had thronged Nainadevi on August 3, 2008, when a rumour of landslide triggered a stampede. Hundreds of devotees, including children and women, fell down and died. Seeing some women and children crying for help, he carried them to a safe place.”

This was noticed by security men and officials of the local administration who later thanked him, saying he had saved 50 to 60 victims. “They sent my name for the award to the authorities concerned,” Gaurav said.

“There was no limit to my happiness when my father received a letter from the Defence Ministry for the bravery award. But I still can not forget my elder sister who died in the stampede,” he said.

He said, “The award is a great achievement for me. I had never thought that I would be able to meet the President, Prime Minister, Lieutenant Governor, Chief Minister and various other dignitaries. But my act of bravery has brought me at this place.”

When asked from where did he gather the courage for saving people, Gauarv said he got inspired by the stories of bravery told by his teachers in the school.

FIR isn’t encyclopaedia: HC

The Punjab and Haryana High Court has ruled that “a First Information Report is not an encyclopaedia, and each and every detail is not required to be mentioned therein”. The ruling is significant as much reliance is placed on the contents of the FIR during a criminal trial.

It came on an appeal filed by Darshan Singh and Joginder Singh against a Narnaul court’s judgment of conviction and sentence order passed on March 26, 1999. The FIR in the case was registered on the complaint of Gurmail Singh in October, 1991. In a quarrel over alleged attempt by the accused to install a tap, complainant’s wife Harnit Kaur had sustained fatal injuries.

Counsel for the appellants had argued that the injuries “on the person of the appellant, Darshan Singh, have remained unexplained on record and it causes a dent in the veracity of the prosecution version”.

The counsel had added that complainant had not mentioned the fact that he had caused injuries to appellant Darshan Singh in self-defense in the report lodged with the police and makes the case of the prosecution doubtful. Before parting with the orders, Justice Pal asserted: “I do not find any merit in the appeal. The same is hereby dismissed.”

Killed husband too: Woman

A middle-aged woman, who was arrested by the police on Tuesday in connection with the murder of a youth, has made a startling revelation of her involvement in the killing of her husband also about 13 years ago.

According to the police, the accused, Mamta, a resident of Matindu viilage in Sonepat district who was among those who had allegedly murdered a youth a few days ago and had dumped his body on a link road near Kharawar village in the district, has now confessed to her involvement in the murder of her husband, Shamsher, several years ago.

The woman reportedly told the police that she and two other persons had murdered her husband after she developed illicit relations with a resident of the same village.

She claimed that one of the accused in the murder of her husband was Vijender, whose body was found by the police on January 10.

The woman told the police that Vijender was eliminated by her with the help of some other persons recently after he started nursing bad intentions towards her married daughter.

Mamta and Nanhu Ram, a chowkidar, were arrested by the police on Tuesday. The duo had confessed to having murdered Vijender on January 2 with the help of their accomplices.

While Virender Singh was provided treatment in the trauma centre here, Krishan was admitted to a private hospital here.
