Old bus stand helps cut traffic jams
Rewari, January 14 Ironically, while traffic jams extending to several kilometres were routinely witnessed on the highway due to the stoppage of buses near the chowk, a bus stand was lying non-functional just beside the chowk. “While assessing the causes of the nagging jams and possible way-outs, we hit upon the idea of making the deserted bus stand functional,” says Gurgaon Deputy Commissioner of Police Rakesh Arya, who was also handling the charge of the SSP, Rewari. The idea clicked, the bus stand premises were cleared and the buses, which used to stop on the highway, began getting parked inside the bus stand. Apart from easing the traffic congestion on the national highway near the chowk, the move also got rich dividends for the state exchequer. “We have started earning nearly Rs 6,000 to Rs 7,000 per day paid as parking charges by the bus operators parking their vehicles on our premises,” said an official of the Haryana Roadways posted at the Dharuhera bus stand. Arya said to ensure that the arrangement remains effective, sufficient number of police personnel have been deployed at the chowk to regulate the flow of traffic. Thanks to the regime, no major accidents have been witnessed on or near the chowk ever since the arrangement was put into place about a month ago. Inspired by the success of the move, the police authorities then focused on several other points in the district which had been witnessing a considerable number of accidents or traffic jams. A multi-pronged strategy was adopted in which the problem areas were identified and solutions discussed. It was felt that a large number of autorickshaws operating in the town were heavily contributing to the traffic chaos. Following this, autorickshaw operators were told to ply vehicles bearing odd and even registration numbers on alternate days. Certain routes were also made one-way only for autorickshaws. Besides, removal of encroachments and deployment of adequate policemen and home guard personnel was also ensured at strategic locations like Bawal chowk near the Rewari bus stand and Rao Tularam chowk (also known as Naiwali chowk). The efforts started bearing fruit within a few weeks and the results were visible during a recent visit to the town. Appreciating the arrangements, Suresh Saini, president, and Rakesh Bhatotia, working president of the Naya Bazaar Traders Association, asserted that the move had not only ensured smooth flow of traffic, but also enhanced their clientele. Some traders maintained that the continuity of the arrangements should also be ensured to provide a long-lasting solution to their woes. |
HUDA plans new projects in Sonepat
Sonepat, January 14 After sensing a boom in the real estate during 2004-05, a number of prominent builders and construction companies chose the areas adjoining the GT Road between Kundli and Gannaur in the district for developing housing colonies, shopping malls, residential sectors, etc, and the prices of the land in the region witnessed manifold increase during 2005, 06 and 07. But with the beginning of the recession, almost all activities, including construction of shopping malls, housing complexes and sale of residential plots and shops in these private projects, came to a halt. Hardly any construction or development activity had been seen at the sites of these real estate companies during 2009. Contrary to the trend, now the HUDA has planned to earmark two sites in the town for the construction of three star hotels and necessary administrative approval had already been granted by the higher authorities for the project. According to HUDA office here, the site will be on the Bahalgarh Road near Vivekanand Chowk where HUDA office was located earlier before shifting to sector 15. The auction of the site is likely to be held on January 14 if everything goes in the right direction. Another project of the HUDA is to develop two new sectors and these would be developed in the area adjoining to already developed sector 7 and sector 8. This project has also got necessary sanction from the government. Besides, two shopping malls would also be the part of sector 3 which had been earmarked for setting up an auto market, bus stand and other business activities. |
CNG autos soon
Sonepat, January 14 The district administration recently ordered a survey of the number of auto-rickshaws plying in the district to prepare a detailed plan of action. The project would not only bring down pollution in the area but also benefit the auto-rickshaw owners by bring down their operational costs. Senior officials of the administration stated that elaborate arrangements would be made to implement the plan so that auto-rickshaw operators were hit adversely. As per the survey, there are around 1,032 autos operating within the district. The survey report states that some of these autos were so old that their plying had become a major source of air pollution in the district. According to sources, there are certain areas within the district where autos were an important means of transport. Senior officials said that as of now there was no proposal to put a complete ban on the diesel-run autos but efforts would be made to phase out traditional autos and instead introduce CNG autos. This would be done in the phases as many families earn their livelihood from auto-rickshaws, the officials said. |

Army exhibition draws large crowds
Hisar, January 14 The exhibition drew large crowds. Students of local colleges and schools made a beeline for the exhibition and evinced interest in the heavy war machinery on display. The Army had displayed T-72 and T-90 tanks capable of frustrating the designs of enemy on land. Russian-made automatic guns capable of firing at the enemy lines with lethal effect were also on show. A mobile operation theatre deployed by the Army to provide immediate medical help to the wounded proved to be big draw. Hundreds of photographs depicting the Army's achievements during the Kargil conflict had been put on show. The pictures showed as to how the brave officers and soldiers made the supreme sacrifice to defend the territorial integrity of the nation. The exhibition was mainly aimed at attracting youths to join the nation's armed forces for a challenging career. Brig Taranjit, who inaugurated the exhibition, explained that the Army had been laying much greater stress on welfare of soldiers. He said a married accommodation project for soldiers and their families had been completed at the local Military Station. The Army school at the station now had 3200 children on its rolls. The school had all modern infrastructure for proper schooling. He said an Ex-Servicemen Helpline had been provided at the station to provide all kinds of help to former soldiers. Greater emphasis was also being laid on empowering women of the families of soldiers by imparting vocational training. An on-the-spot painting competition was also organised for school children as part of the exhibition. |

Kurukshetra, January 14 Stating this to mediapersons here recently, district police chief KV Ramana said the police would have its eagle eye on each part of the mela area. To maintain law and order, close circuit cameras would keep vigil on anti-social activities. Besides, video cameras would also be fixed with the 10 sector magistrates. Ramana said a police control room had been established in Gulzari Lal Nanda Memorial Hall on the eastern banks of Brahmasarover. In addition to appointing 5 senior police officers of the IPS rank, 16 DSP rank police officers, 20 police inspectors and 3,000 police personnel had been appointed in all sectors to maintain the law and order. Barriers had been placed at 65 entry points where the checking of vehicles was being carried out. As many as 18 patrolling parties had been deployed and intensive security arrangements had been made to avert any untoward incident. Special arrangements had also been made to maintain smooth flow of traffic around the Brahmasarover and Sannihit Sarover area while security arrangements had been made at parking places too, he added. He further said women police had been deployed in all sectors, especially at women ghats constructed on the periphery of Brahmasarover and Sannihit Sarover. Meanwhile, pilgrims were being advised not to touch any abandoned article. |

Ambala, January 14 The hospital is located in the district headquarters with three National Highways crossing through this city. Therefore, a huge number of patients, including accident victims, visit the hospital everyday. Principal medical officer VK Sharma said the ultrasound facility had been started. He said a new ultrasound machine would also be bought soon. Meanwhile, the hospital does not have the facility of CT scan and coloured X-ray and patients requiring such service are referred to Chandigarh. One of the senior doctors of the hospital said the condition of primary health centres and community health centres in the district was even more alarming. |
Aggarwal Sabha gives pension to 49 widows
Sonepat, January 14 Ashok Jain, chairman of Lord Shiva Construction Company, and chief guest at the function also gave away Rs 3,000 and a shawl to each widow from his own funds. Dr Ram Pati Gupta, wife of late Dr Ram Swaroop Gupta, also honored the widows with shawls. Two important announcements were made by Samaj representatives on the occasion and these included financial assistance of Rs 51,000 to solemnise the marriage of daughter of a poor person of the Vaishya Samaj and monthly widow pension of Rs 600 to those widows whose husband expired before the next year’s Makar Sankranti. The function was presided over by Aggarwal Sabha president Prem Chand Gupta. Other important persons of the Samaj present on the occasion included Suraj Prakash Aggarwal of Rohini in Delhi, Giri Raj Goyal and Om Prakash Goyal. It is also pertinent to mention here that in the last year’s function in January 2009 also, the Sabha had distributed yearlong monthly pension of Rs 300 to each widow and Ashok Jain had also added Rs 200 in the monthly pension of widows from his own side. |

B’desh exporters eye Indian apparel market
Gurgaon, January 14 They had visited the city to meet officials of the Apparel Export Promotion Council (AEPC) and to explore the possibility of penetrating the Indian market. The delegation comprised two members of Parliament and senior representatives of BGMEA, Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) and Bangladesh Textile Mills Association (BTMA). Quoting a survey by US-based multinational Wal-Mart, Rahman said an average middle class Indian spends Rs 2,500 a year on clothes. AEPC members and officials extended their willingness to help the Bangladesh garment industry in terms of technical education, especially with a facility exchange programme of the Bangladesh Institute of Fashion Technology. They said Bangladesh required India’s single count yarns and India needed Bangladesh support to meet the booming Indian retail sector. Also, Bangladesh was a competitive manufacturing base for textile and clothing, they added. The domestic market has a good raw material supply and excellent design capabilities while Bangladesh has the advantage of cheap labour and is strong in knitwear. In April 2008, India issued a notification allowing duty free import of eight million pieces of garments from Bangladesh. The Bangladeshi delegation looked for deeper engagement than this concession, for which they called for neutralisation of excise duties applicable to Bangladesh imports. Replying to this, AEPC’s former chairman Rakesh Vaid said the move would further distort the level-playing field between domestic manufacturers who were subjected to similar excise duties and Bangladesh imports. “This is because of huge wage differential which already exists between garment factory workers of the two countries,” he mentioned. |
State notifies new RTI rules
Chandigarh, January 14 Under the new rules, a person who desires to obtain information under these rules shall make an application, preferably in Model Form "A", to the state public information officer (SPIO) and, in his absence, to state assistant public information officer (SAPIO) along with a fee of Rs 50. The fee shall be charged at the rate of Rs 2 for each page in A-4 or A-3 size paper. If information is to be provided on a large-sized paper, the actual cost shall be charged. A fee of Rs 50 shall be charged for providing information in a floppy and Rs 100 for providing information in a diskette. However, if only an extract or page of a printed document is asked for, Rs 2 per page shall be charged. No fee for inspection of record shall be charged if such an inspection is made for one hour only. However, if inspection is made for more than one hour, a fee of Rs 10 shall be charged for every 15 minutes in excess of the first hour. The fee shall be deposited with the SPIO either in cash or by a bank draft or by IPOs or by a treasury challan. The memorandum of appeal shall contain the name and address of the appellant; official designation and address of the SPIO or SAPIO; official designation and address of the officer against the decision of whom the appeal is preferred; particulars of the order, against which the appeal is preferred; brief facts leading to the appeal; prayer or relief sought; grounds for the prayer or relief; verification by the appellant and any other information which the State Information Commission may deem necessary for deciding the appeal. The appellant shall submit three copies of the memorandum of appeal. Every appeal to the commission shall be accompanied by self-attested copies of the orders against which the appeal is being preferred; copies of documents relied upon by the appellant and referred to in the appeal and an index of the documents referred to in the appeal. In case, complete documents are not furnished, the appeal shall not be rejected, but the appellant shall be asked to complete the above formalities. |
Talwandi Rana growth plan gets nod
Chandigarh, January 14 The plan has been prepared for a projected population of 20,000 persons till the year 2025. The Haryana Chief Minister and chairman, State Level Committee of Town and Country Planning Department, Bhupinder Singh Hooda, approved the plan at a meeting held here recently. Hooda directed the officers of Town and Country Planning Department to chalk out a proposal for the development of Hisar. He said in Talwandi Rana, 106 acres was allotted for the industrial sector. The CM said 950 acres had been earmarked under the development plan, which would have residential areas, commercial areas, public utility, transport and communication, public and semi-public and open spaces. Hooda said as per the Census 2001, the population of these villages was 5,452 and 3,965 Urban Local Bodies Minister Mahender Partap Singh suggested that the land should also be earmarked in the newly developed industrial sectors for the construction of houses for the workers. He also suggested that solid waste management plant should be constructed out of the city keeping in view the problem of the residents. The Financial Commissioner and Principal Secretary, Industries, YS Malik urged the CM to grant more land to the department for the growth of an industrial hub in the state. DHBVN to organise 68 darbars to redress complaints
Hisar, January 14 A spokesman of the DHBVN said here that the darbars would start at 10 am on the given date and public grievances would be heard on a first-come, first-served basis. All types of complaints, including those relating to meter reading, correction of bill, change of meter, new connection, replacement of electric installations, system improvement and power supply would be entertained and redressed on the spot. Deputy general managers would remain present for the entire duration of the open darbars along with all assistant general managers and their staff. The relevant record would be available to redress the complaints speedily. General managers (operation) would also visit some of the darbars. The darbars would be held at 33-KV substations at Ding, Panihari and Rori in Sirsa district on January 15. Similar Darbars will be organised the same day at the suburban subdivision, Fatehabad, and Tohana in Fatehabad district, Customer Care Centre, Rajgarh Road, Hisar, Satrod subdivision in Hisar district and operation suburban division office, Bhiwani, Operation City Division, Bhiwani, Operation Division, Dadri in Bhiwani district and Customer Care Centre, IDC, Gurgaon, Customer Care Centre South City, Gurgaon, subdivisional office, Bhodan Kalan and the subdivisional offices at Sohna and Firzepur Jhirka in Gurgaon and Mewat districts, respectively. On January 18, the darbars will be organised at the suburban subdivision, Hansi. In addition, 48 darbars will be organised by general managers, deputy general managers and assistant general managers in Faridabad district on different dates during the month. |
Most politicians fail to retain seats in Sonepat
Sonepat, January 14 Jitender Malik, who has been elected as MP on the Congress ticket from the Sonepat parliamentary constituency in 2009, had won the Assembly elections from the Gannaur constituency in 2000 and 2005. In 2009, the seat was won by Kuldeep Sharma of the Congress. Baroda was a reserve constituency in 2000 and 2005. It was retained by INLD's Ramesh Khatak in 2000, but he was denied party ticket and Ram Phal Chidana won in 2005. After de-reservation, the seat was won by Congress nominee Sri Krishan. Gohana was represented by Ram Kumar Saini of the INLD in 2000; by Dharam Pal Singh Malik of the Congress in 2005; and by Jagbir Singh Malik also of the Congress in 2009. It is relevant to point out that after the disqualification of Dharampal Singh Malik under the anti-defection law, he as HJC candidate, lost the byelection to Jagbir Singh Malik. The byelection was held in May 2008. In 2000 Assembly elections, Dev Raj Devan was elected Kharkhoda also witnessed the same kind of trend. Padam Singh Dahiya of the INLD won in 2000, but he lost the seat to NCP's Sukhbir Farmana in 2005. The constituency was reserved in 2009 election and Jaiveer Balmiki of the Congress was elected. The Rai constituency is no different. Suraj Mal Antil retained the seat in 2000 Assembly elections, but he was denied party ticket in 2005. Ramesh Kaushik of the Congress bagged the seat in 2005, but he was also denied the ticket in 2009 and the seat was bagged by Jai Tirth of the Congress. |

Rewari, January 14 Simultaneously, many village panchayats and some NGOs too have come forward to play an anchor role in the promotion of sports in the current winter season. A youth volleyball club of Bodia Kamalapur village, 11 km from Rewari, as well as the panchayat of Jakhala village, near Kosli, organised two separate volleyball (shooting) championships on a regional
level at Bodia Kamalpur and Jakhala villages recently. While about 18 teams comprising nearly 180 players from various villages of the region participated in the BKpur tourney, nearly 12 volleyball teams from Mohdinpur, Mundra, Tumbaheri, Mamadia, Khushpura, Murlipur, Jakhala and several other villages of the region keenly contested the Jakhala volleyball championship. In the final of the BKpur championship, the spectators enjoyed a keen contest between the BKpur and Gindokher teams that eventually ended in a draw. Consequently, both teams were declared winners. Simultaneously the final match in the Jakhala tourney was played between the Senior BJP leader Laxman Singh Yadav, the chief guest at the concluding function of the BKpur championship, distributed prizes. In his keynote address, Yadav said the sporting talent among youths in rural areas of the Rewari region needed adequate governmental patronage at the block, district and state levels to ensure its flowering at the national and the international levels. Similarly, prominent social activist Ved Prakash Arya gave away prizes at the valedictory function of the Jakhala championship. While the winning Mamadia team was presented with a cash prize of Rs. 4100, the runners-up Mohdinpur team secured a cash prize of Rs 2,100. Saying that sports promoted healthy competition among youths, Arya exhorted youths to take keen interest in sports activities. |

Rs 81.4 cr to achieve 4 pc growth in farm sector
Fatehabad, January 14 Paramvir Singh, Haryana Agriculture and Cooperation Minister, said the programme launched recently by the Union Agriculture and Cooperation Ministry aimed at achieving 4 per cent annual growth in agriculture sector during the 11th Plan period by ensuring a holistic development of the agriculture and allied sector. He said the RKVY had been introduced as a new additional central assistance scheme to give incentives to states to draw up plans for agriculture more comprehensively taking agro climatic conditions, natural issues and technology into account and integrating livestock, poultry and fisheries more fully with the name of National Agriculture Development Programme or Rashtriya Krishi Vikas Yojana. The minister said the main objectives of the scheme included incentives to states so as to increase public investment in agriculture and allied sectors, provide flexibility and autonomy to states in the process of planning and executing agriculture and allied sector schemes, ensure preparation of agriculture plans for districts and states based on agro-climatic conditions, availability of technology and natural resources. He said the scheme also aimed at ensuring that local needs or crops or priorities are better reflected in the agricultural plans of the states. It also aimed at achieving the goal of reducing the yield gaps in important crops through focused interventions and maximise returns to the farmers in the agriculture and allied sectors. He said while funds would be available in two streams, it provided for at least 75 per cent of the total allocation for Stream-I, which was project based, with an intent that maximum flexibility be given to the states to plan for their agriculture development in accordance with their own unique needs and local aspirations. A maximum of 25 per cent of the funds allocated to a state were available under Stream-II. The Stream-II processes were relatively more conventional and aimed at augmentation or strengthening the existing state plan schemes. Paramvir Singh said once the state planning department proposed proposals to the Planning Commission as a part of its state plan exercise and obtained its approval, the funds flow followed the same course as followed usually. |

Rs 60-lakh loan for Jind self-help groups
Jind, January 14 The purpose of organising such camps was to provide bank loan to poor families without any hindrance, claimed additional deputy commissioner. The loan disbursement was made under the Swaranjayanti Gram Swarozgar Yojana (SGSY), implemented in April 1999 with the objective of bringing poor families above the poverty line. Under this scheme, self-help groups of BPL families are formed under the supervision of the DRDA. Subsidy at a rate of 50 per cent of the cost of the scheme or per member or a subsidy at a rate of 10,000 up to Rs 1.25 lakh, whichever was less, is provided to the group. Financial assistance in the shape of loan is provided by banks. The group members start their activities by purchasing assets/animals from the loan amount. They are also provided free training for upgrading their skills by the DRDA. Marketing assistance is also provided for the sale of products. So far, most of such groups have adopted diary farming. The main
reason could be growing demand of milk and procurement by state-owned Vita Milk Plant, Jind. Milk is
purchased through milk societies in villages. The DRDA has also helped in forming milk societies of their self-help group members. Milk tester and canes are being provided to these societies free of cost, claim officials. The group members supply milk to the milk plant through their own societies. Training programmes are also held at regular intervals by the DRDA for other SHGs so that they may also start their venture with the help and guidance provided by the agency,
it is claimed. |

Better drinking water supply in Sonepat villages
Sonepat, January 14 Giving details of the drinking water supply programmes in the district, he informed that daily supply of 31 to 40 litre per head was being given to a population of about 77,453 in 22 villages, 7,764 people in five villages were getting 21 to 30 litre daily per head, whereas population of 9,448 in three villages were getting daily supply of 11 to 20 litre per head. "There are 162 drinking water supply schemes in the district, out of which 75 schemes are based on canal water supply and caters to the drinking water requirements of the population in 167 villages," he said and added that other 87 schemes were tubewell based and distribution was arranged with the help of 169 tubewells. The DC also informed that out of 162 water supply schemes, 51 schemes were under the Accelerated Rural Water Supply Programme and 82 villages in the district were being covered. Under the programme, he said, the district had received allocation of Rs 4.59 crore during the current financial year and a sum of about Rs 4.09 crore had already been spent. With this, the water supply in six villages of the district had been increased from 40 litre to 70 litre daily per head, he added. |

Gurgaon, January 14 The company aims to produce various types of shock absorbers for commercial vehicles. They plan a worldwide integration between the two different production plants (Italy and India. Nuti said: “India is a very strong market for us with a huge potential. We today enjoy technology superiority that helps us compete in global markets, especially Asian and Middle East markets.” Jajoo said the company would manufacture 1.20 lakh shocker observers, 100,000 for foreign markets and the rest for the domestic market in the first calendar year. The company targeted 3-5 per cent market share for this calendar year and 25 per cent by 2012. “We will put up another plant in Chennai by the end of 2012,” Jajoo added. |

Letter The reported decision of the Hooda Government to entrust the cases in respect of the fresh FIRs against the tainted former top cop SPS Rathore to the CBI, on the request of Ruchika's relatives, though looks an appreciable step but it tends to give a signal about the government's own lack of trust and confidence in the working of the state police. Now that Rathore is no more in police service, why has the probe not been delegated to the state's crime branch? Earlier, it was the High Court, which ordered a CBI probe into the case during August, 1999, as virtually no action was taken against Rathore since 1990 due to his alleged links. But it is not the case now. As the case has been reopened afresh owing to the pressure of media and civil society, it would have been better if the state police had investigated the case without being influenced in any manner. It is high time for the state police to win back the trust and faith of the common man, which has been eroded over the years. Now a days the CBI is the most soughtafter agency for referring almost any type of inquiry or investigation notwithstanding the fact that state investigating agencies are fully competent to probe all type of cases. The growing tendency of recommending such a large number of probes to the CBI is not a healthy trend. The CBI needs to tackle only such matters that have inter-state ramifications, cases of trans-national nature and cases that affect the sovereignty and integrity of the country.
