Nainital, December 2 Talking to The Tribune from Kashipur, Cheema, who is a BJP legislator, said: “I welcome the issue raised by the BJP president. The government has been saying that it is not financially viable to create the divisions and the districts sought by Chufal. But, what I want to say is that if it is not in a position to create two divisions, it should at least create a third one for the districts of Dehradun, Hardwar and Udham Singh Nagar and it should be named Terai Bhabar division. This will help in a balanced development of the state as divisions are already in place for the Kumaon and Garhwal regions”. Cheema said it is pertinent to create the new division so that people living in these areas can develop further. “Besides it will help in a proper administration of these areas,” he said. Cheema has also raised the issue of Kashipur being made a full-fledged district. “It is a fit case for being converted into a full-fledged district. I have been raising this demand at regular intervals. The people of Kashipur had dumped the Congress on the grounds that the party was not forthcoming in making Kashipur a district. They went on to support the BJP and had hopes of their demand being addressed. With a district in place, the area and its people will further boost the development of this region,” he underlined. It was a few days ago that Chufal had raised the issue of creation of two new divisions and four new districts in the state, which is already reeling under a finance crunch. State Planning Minister Prakash Pant had tried to put a lid on the issue by stating that the government was not in a position to constitute new districts or divisions. Pant said: “Creation of new districts involves a huge amount of money and the government does not have that kind of resources with it at present.” However, when he was confronted with the fact that the demand for four new districts and two divisions was being raised from within his own party, he said: “If such a proposal comes formally from within the party, we will analyse it at the government level.” He further stated that the issue could be brought before the state assembly for discussion and surveys could be got done to see the feasibility of these districts and divisions. |

Former CS RS Toliya took voluntary retirement to become the first state Information Commissioner for five years. Former CS SK Dass also sought voluntary retirement and was made Chairman of the state Public Service Commission. |

Nainital, December 2 Having taken over the charge on Tuesday evening, Pande, in his first interaction with the media, said, “My priority will be to generate trust among the public for the police force. People need to understand our difficulties.” He underlined, “I believe in keeping the morale of my men high, but at the same time, I am very sensitive to the manner in which the force deals with the public.” Pande had joined the state police in 1974 as a Deputy Superintendent of Police (DSP) and after serving for 15 years, he was upgraded to be a part of the Indian Police Service (IPS). Before being appointed as IGP, Kumaon Range, he was functioning as IGP, Police Headquarters. He said that the primary emphasis of the police force under him would be crime prevention, detection and maintenance of law and order. “I will be providing all required guidance to my SPs for this purpose.” He said that the Uttarakhand police has a very young profile and that at times, was proving to be a drawback as the men lack in experience. When asked about the shortcomings of the police force during the Kaladhungi incident in August in which an irate mob had burnt down a police station and had killed a police personnel by throwing him into the inferno, he said, “I will study the shortcomings minutely.” The immediate task before him is to solve the murder of seven-year-old Mahima in Ramnagar that has made the locality seethe with anger and dismay. The girl had been missing for seven days when her body was found. “I believe most of the cases, apart from crime detection, can be sorted out by sitting across the table. I believe in man-to-man contact and transparency,” he said. |

Diploma engineers send letters to Nishank

Dehradun, December 2 They also demanded regularisation of a committee formed by the diploma engineers to solve their problems. State president of the Diploma Engineers Mahasangh Navin Kandpal said the committee, constituted in 2003 by then Chief Minister Bhagat Singh Koshiyari to solve their issues, had been on hold ever since former Chief Minister BC Khanduri left and Nishank took over. “The post of member of the committee, Irrigation Minister Trivender Singh Rawat, is also lying vacant. We have brought this in notice many times, but nothing happened. So we decided to take the first step of writing postcard to the Chief Minister. All diploma engineers of the country are protesting on Jantar Mantar on December 16. We will also go on dharna for one day on December 22 on all state head-offices, and give memorandum to District Magistrate for the Chief Minister.” “If the government did not relent, we will go on indefinite strike before Vidhan Sabha and hold a massive rally. A meeting to this effect will be held on December 23 to decide about our future strategy.” Pending problems of mahasangh include functioning of UP Rajkiya Nirman Nigam, because of which state is incurring loss of revenue, appointment and promotion of junior engineers, permanent transfer policy and political interference in transfers. President DC Nautiyal, vice-president Anup Uniyal, general secretary US Mehar also participated. |

Bus, auto unions hold protest
Dehradun, December 2 Transport Commissioner Uma Kant was conducing a meeting at his office while the unions were raising slogans against them from outside. The bus operators were against the plying of new buses on national highway. They said the plying of buses on the national highway was a violation of the directives of the High Court. They threatened that if their demands were not met they would block roads. While other bus operators present at the Commissioner’s office hailed the decision as right, according to them 46 city buses have been lying unused for the past eight months and the decision would give them relief. The agitators alleged that the state government had given permit to 46 new buses, but those were later cancelled. This move left the buyers in a fix as they had spent their hard-earned money in buying buses. Meanwhile, the autorickshaw union was against the decision of the administration to give permit to 990 autorickshaws. They alleged that this would make city roads overcrowded and the traffic problem would become worst. |

Roorkee, December 2 Narinder Singh Rana, an advocate and a resident of Chow Mandi, alleged that there were no arrangements even for testing the swine flu cases at the government health centres in Roorkee and adjoining areas. “What to talk of treatment of flu or separate wards for infected patients at the civil hospital here, we were not even properly attended to when we went for the treatment of my son Abhimanyu Rana (12), an H1N1 suspect,” alleged Rana. Rana said his son had developed the flu-like symptoms last week. “When we went to the local civil hospital to get him admitted there, the hospital authorities immediately declined, saying that they have no such arrangements. Instead they told us to go to Haridwar,” alleged Rana. “The pathetic condition of the special isolated ward for the flu patients at Haridwar further disappointed us,” said Rana. “After some hours, we were given medicine by a doctor, who instructed us to take my ward home and keep him in an isolation for seven days,” said Rana. District Swine Flu Nodal Office Dr Anand Kumar Gautam said Abhimanyu case fell in a “mild” category. “In such cases, we advise the relatives to keep the patient in an isolation at home. Then we keep track of the patient to enquire his/her condition,” said Dr Gautam. Rana said nobody had enquired about him so far. |

The state government was giving importance to contract system in all offices of the state. Safai karamcharis in the Municipal Corporation, Municipality and hospitals were working on contractual basis, which was a violation of the directives of the Supreme Court, he added. |
State’s first referral centre on the cards

The Social Welfare Department has allocated Rs 50 lakh to be utilised for procuring testing equipment and appointment of staff. Once complete, it will be under the supervision of a committee headed by the District Magistrate. The centre will help in the early detection of disabilities and also act as a state referral record centre for differently abled persons. “The appointments of psychiatrist, occupational therapist, speech therapist, receptionists and attendants etc have to be made for the centre. It will be equipped with two toilets that are friendly to differently abled persons,” said Manisha Pawar, Secretary, Social Welfare Department. At least six persons have to be appointed before the centre begins functioning. The services of ENT and orthopaedic doctor of the Doon Hospital will also be taken. From time to time, a need has been felt to set up a centre that exclusively caters to the requirements of persons with different disabilities and the state has taken tentative steps in this direction, though it is yet to draft a state Disability Policy. Efforts are also on to conduct a survey on the number of differently abled (physically and mentally) persons in the state for which master trainers (already working under the National Rural Health Programme) are being trained by selected NGOs. They would in turn train ASHA workers while anganwadi workers will be trained by block level Integrated Child and Development Services (ICDS) officers. “Around 10,000 ASHA workers and 20,000 anganwadi workers will undertake a comprehensive survey that will be extensive in its approach, covering types of disabilities and segregating them according to age and after specifying the geographical area. They will be paid additionally for their services,” elaborated Pawar. As of now, the population of disabled persons varies between the official figure of 1 lakh to an alternative estimate of 2 lakh by independent NGOs. The number of visually disabled in the state is around 84,668. The needs of the differently abled are taken care of by the State Welfare Department and the state nodal agencies for central government schemes. Every World Disability Day, the Social Welfare Department issues disability pension to the differently abled. Around 50,000 persons get disability pension (Rs 400 per month) from the government. |
Strife within DMC unions
Dehradun, December 2 The members of the sangh, who wanted to sharpen their fight by holding an indefinite strike, got aggressive on not getting support from president Somu Sehlwan and general secretary Karamveer. They accused both of playing in the hands of Mayor Vinod Chamoli and paying their allegiance to the BJP. The members then threatened to go on a strike on their own. Another union, the Akhil Bhartiya Safai Mazdoor Sangh, too, got embroiled in the altercation. They arraigned the SKS for taking arbitrary decisions of going on and off strike without consulting anyone. |
Food-processing course begins
Nainital, December 2 The course, sponsored by the Indian Council of Agricultural Research (ICAR), was inaugurated at the committee hall of the College of Home Science by Vice-Chancellor Dr BS Bisht. Speaking on the occasion, Dr Bisht said that India is the world’s largest producer of food and food-processing is one of the biggest industries in the country. “Food waste is major problem that can be tackled through value addition in the post-harvesting stage,” he asserted, while pointing that appropriate post-harvest practices like food-processing techniques, packaging, transportation and storage can play a significant role in reducing spoilage and extending shelf life. Stating that there is an urgent need to ensure availability of clean, nutritious and cost-effective food, he called for the active involvement of different stakeholders like policy makers, nutritionists and health workers to boost food-processing industries through value-added food products. The importance of value-added products and nutritional security by using available plant and animal resources were elaborated upon at the opening session of the course. Course Director Dr Pratima Awasthi elaborated on different aspects of the course. University spokesperson said the course would be conducted by resource persons available in the university and eminent external experts. |
IAF recruitment rally
Dehradun, December 2 The DM said written and physical tests would be held on December 15 for the candidates of Uttarkashi, Dehradun, Tehri and Rudarprayag. Those who clear these tests would go for an interview and a medical test on December 16 at the Police Lines only. On December 17 candidates of Chamoli, Haridwar and Pauri would appear for written and a physical tests. Interview and a medical test will be held on December 18. The DM further said the rally was being conductingfor the posts of Ground Training Instructor, Indian Air Force Police, and Auto Technician Trend. |
Two cops suspended over extramarital affair
Dehradun, December 2 The wife of a policeman had complained to the SSP alleging that her husband had an extramartial affair with a woman traffic constable and he often used to fight with her at home over the issue. Senior Superintendent of Police (SSP) Abhinav Kumar summoned the police personnel and suspended them. Traffic police constable Rakesh Kumar was posted at the Traffic Police Office and civil police constable Vimal Valiyan was posted at the SSP office. Meanwhile, all officials at the police station were tight lipped over the issue. Another similar incident had come to light on November 20. The Circuit House police post in charge sub-inspector Bhaskar Thapaliyal was suspended from duty after he turned into a saint and kept away from duty for about two weeks before he could be traced in Haridwar. His family had reportedly fixed his marriage against his wish. He was in love with another girl who was not acceptable to his family. The SI had preferred sainthood in Haridwar rather than bowing to his family decision. He was traced when his brother spotted him in the holy city. |

Dehradun, December 2 “In order that these persons lead an honourable existence the society should be receptive to their needs and requirements. By extending cooperation and providing opportunities, they too can make valuable contributions to the society,” said the Governor. On the other hand, Chief Minister Ramesh Pokhriyal Nishank said the government was sensitive to the needs of the physically and mentally challenged persons. He lauded the effort of disabled who have carved a niche in different fields. The Chief Minister said the state government had launched several schemes for the welfare of the disabled. He called upon the NGOs to rededicate themselves for the welfare of the
physically and mentally challenged persons. |
H1N1: Lady doc tests positive
Dehradun, December 2 The state nodal office received confirmatory reports for H1N1 virus of three patients today - two are from Dehradun and one from Haridwar. Dr Pankaj Jain, Nodal Officer, said that the lady doctor in Haridwar contracted the infection from her children who too had tested positive and are studying at DPS. A patient, who came from tests at Doon Hospital, is a resident of Pune. Today, the nodal office took four more samples of patients for H1N1 virus - three samples belong to patients from Dehradun and one from Nainital. |
One killed in mishap
Dehradun, December 2 The injured was rushed to Doon Hospital. The police also reached the spot and took the dumper in its possession. The dumper driver fled away the spot. Names of the victims was not confirmed by authorities till the filing of the report. |
