H1N1: Five test positive
Dehradun, September 17
Five patients have been tested positive taking the number of confirmed cases of influenza A (H1N1) to 41 in the state. State nodal officer Dr Pankaj Jain said out of four patients who tested positive, three hail from Dehradun and one from Haridwar. A total of 10 medical reports were received today.

NCC trekking camp concludes

The All-India NCC Trekking Camp to Hemkund Sahib, which began on September 7, concluded here today. The cadets covered areas like Ghagaria, Hemkund Sahib and the Valley of Flowers and Badrinath during the course of the camp.

3 killed in road mishaps
Roorkee, September 17
Three persons lost their lives in two different accidents here today. In first incident, two youths died when an unidentified vehicle hit their motorcycle on the Manglore-Saqoti road this morning. Both victims, namely Pramod (30) and Robin (35), were immediately taken to nearby hospital, where they were declared brought dead. The duo was resident of Saqoti village.

Suicide drama by cop
Dehradun, September 17
Devinder, a police constable, climbed a mobile phone tower at Uttarkashi today threatening to commit suicide for not being given funds after his suspension.

College Poll
ABVP, Aryan group victorious

Ashish Bahuguna of the Akhil Bharatiya Vidyarthi Parishad (ABVP) today won the election for the post of president while Anil Singh Tomar of the Aryan group grabbed the post of general secretary in the student union elections held at DAV (PG) College here.

Ashish edged past Shivesh Bahuguna of the National Student Union of India (NSUI) by 336 votes. This was the fourth consecutive win for the ABVP. Ashish polled 2,388 votes while his rival Shibbu could gain 2,052 votes. However, the competition was quite tough this year compared to the last year. The winning margin was in thousands last year.

“I am very delighted. I will now try to fulfil the promises I have made to the students,” Ashish told mediapersons after he was declared winner.

The post of general secretary also witnessed a stiff competition. Anil Singh Tomar (Aryan) managed to win the election with 2,350 votes while Amit Thapa (Ammu) could get 2,093 votes.

Others victorious candidates are Varun Rawat (vice-president; 1,515 votes), Pankaj (joint secretary; 849 votes), Vikas Negi (university representative; 1,344 votes) and Ashish Gosain (treasurer) with 1,829 votes.

The results were declared amid tight security. The police had barricaded the area outside the college and no student was allowed to enter the college premises. But, as the results were being announced, the students were allowed entry in the college. When the gate was opened, they ran to the counting station to receive their winning candidates.

They applied gulal to one another and raised slogans of their respective parties. The ABVP and the Aryan group first held rallies on the college premises then headed towards the Survey chowk. Thumping drums and blowing trumpets, the students moved in the shape of a procession on the Karapur road. As they passed, shopkeepers put up shutters of their shops.

However, the police did not allow them to go beyond the Survey chowk. The police also had to resort to a mild lathi charge when the students tried to proceed beyond the chowk. The students, who wanted to move till Clock Tower, kept standing near the chowk. However, later the SSP intervened and gave them stern warnings to go back.

Houses for Labourers
State mulls cost reduction

The state government is looking at the possibility of rationalising the cost of houses built by the State Industrial and Infrastructure Development Corporation of Uttarakhand Limited (SIDCUL) for labourers at the Integrated Industrial Estate (IIE) at Haridwar.

On the insistence of the Industries Association of Uttarakhand (IAU), the state Labour Minister Prakash Pant has asked the MD, SIDCUL, to look into the issue of providing affordable houses to a large number of members of the workforce employed in various factories there.

The issue cropped up during a meeting held on the issues related to labour welfare at Haridwar yesterday. Pant chaired the meeting which was attended by government officials concerned and representatives of the industry.

IAU Chairman Pankaj Gupta said the houses built by SIDCUL through a private developer at IIE, Haridwar, were not affordable.

“We told the minister that industrialists were not interested in them due to the high cost. He asked the MD, SIDCUL, to find out how the cost could be reduced to facilitate affordability,” said Gupta.

As per rough estimates, more than 80,000 unskilled, semi-skilled and skilled workers are employed in factories there.

For the industry, the issue is significant because the lack of housing facilities renders unstable the availability of labour. Production suffers when labourers suddenly leave for want of affordable accommodation.

Industrial units at SIDCUL regularly face this problem. The IAU also raised a connected issue - that of public transportation at IIE, Haridwar.

It affects industrial operations, especially during shifts, as attendance of labourers that commutes from different areas of the city becomes erratic. But a housing facility closer to the workplace can solve this problem to a large extent.

Gupta added that during the discussions, the IAU also proposed to the government to either provide land for housing for labourers or give deem permission to purchase land for the purpose.

There was a general consensus in the industry on the issue that had earlier been raised in the presence of Chief Minister Ramesh Pokhriyal Nishank at the recent industrial meet organised by the IAU.

It was pointed out in the meeting that the state could get a labour colony constructed as had been done in Kanpur. For this, it has to prepare a proposal which can be approved for central funding under the Labour Welfare Fund.

Govt to revise circle rates of property

The government has set in motion the process of revising circle rates of property by issuing broad guidelines to all District Magistrates (DMs), who are the final authority in this regard. The rates are to be revised with effect from November 1.

Though Secretary, Finance, LM Pant refused to comment on the issue at this stage, sources said the DMs had been asked to factor in the existing market rate of properties while revising circle rates of an area. Though the normal practice is to revise maximum rates up to 25 per cent, a revision by about 100 per cent in Dehradun and Nainital districts in 2007 caused much public resentment. The government then had to issue directions to the DMs concerned to reduce the rates by about 50 per cent in February and March, 2008. The sharp fall of 22 per cent in the stamp duty collection in 2006-07 was largely attributed to this drastic upward revision.

Since the value of land is determined on the basis of the circle rates of an area, any sharp increase is bound to have an adverse impact on real estate transactions, which in turn leads to shrinking of revenue for the government. A rationale increase ensures a steady revenue collection. So the DMs have been asked to identify areas of growing urbanisation through a survey and fix the rates accordingly besides taking urban development entities like the Mussoorie Dehradun Development Authority (MDDA) and the Haridwar Development Authority (HAD) into confidence before finalising the rates.

The sources said an important guideline was regarding maintaining uniformity of rates in border areas of adjoining tehsils within a district. Sometimes that was overlooked, resulting in difference of rates, which created problems for the buyers, sellers as well as local officials dealing with property transactions.

The difference may also lead to an uneven development as area with lesser circle rates is bound to increased transactions. The sources added that the gist of the guidelines was to ensure that the government should get revenue without attracting public displeasure so that it does not become a political tool for the Opposition.

SJA, Summer Valley to clash in semis

St Joseph Academy (SJA) will clash with Summer Valley and The Asian School will play against Carman Prem Nagar in the semifinals of the ongoing Dehradun Council School Football Tournament.

In the first quarterfinal played today, the SJA team registered a thumping 4-1 victory against Moravian School.

Pramanshu was the star performer for SJA with a hat-trick. Scoring for SJA began early in the match with Pranay scoring in the seventh minute.

Nagesh scored the equaliser in the 15th minute for Moravian School. Thereafter, it was Pramanshu all the way for SJA team who teased Moravan School defenders with his skillful dribbling and penetrated their defence on a regular basis.

Pramanshu scored in the 20th minute by neatly placing the ball in the net. In the 47th minute, he scored again. He completed his hat-trick in the 52nd minute to help his team sail to the semifinal. The final score was 4-1 in SJA’s favour.

In the second quarterfinal, The Asian School defeated Raja Ram Mohan Rai Academy 5-0. Continuing with their good form in the tournament, Few scored in the 10th and 25th minute.

In the second half, Obi scored in the 42nd and 46th minute taking the tally to 4-0. Tenzin scored the fifth goal for Asian School.

In the third quarterfinal, North Point School defeated Carman School, Prem Nagar, 2-0. In the fourth quarterfinal, Summer Valley beat The Aryan School.

SAF Winter Games
Finish construction work by Oct 31, orders CM

Uttarakhand Chief Minister Ramesh Pokhriyal Nishank has directed state government officials to complete the construction work of the South Asian Federation (SAF) Winter Games, which will be organised in Uttarakhand, by October 31.

At the meeting held here today, he asked the officials in charge to appoint a nodal officer who will look into the qualitative aspect of the work done and fix the accountability if the work at the construction site was not found to be satisfactory.

He instructed Uttarakhand Sports Secretary to carry out a review meeting of the work done till date.

He decided to keep 10 per cent payment of the construction with the government until the games are conducted.

This has been done to fix responsibility of the officers for any shortcomings that are found during the conduct of the Games.

He also granted a fund of Rs 3 crore for the construction work being carried out at Auli and Dehradun.

He ordered the construction of residential facilities around Auli so that residents could also take advantage of the facilities.

For reviewing the construction activity at Dehradun, he appointed ITDA officer Sanjay Mathur.

Rawat clears stand on namaz issue

Union Minister of the State for Labour and Employment Harish Rawat today flayed leaders of the BJP and the Rashtriya Lok Dal (RLD) for issuing false statements against him.

Clearing his stand on the issue of offering namaz at Har-ki-Pauri, Haridwar, Rawat said he had never issued any such statement in which he had ever demanded of observing namaz at Har-ki-Pauri.

“I will quit politics if someone proves that I have ever issued any such a statement,” said Rawat.

He was commenting on some media reports published in a section of newspapers of late, in which it was stated that Rawat had demanded that namaz should be offered at Har-ki-Pauri and similarly puja at Peeran Kaliyar.

“This is a propaganda against me by leaders of the BJP and the RLD to malign my image,” he added.

Rawat said in fact BJP activists had insulted the traditions of the “religious capital of the country” (Haridwar) by stopping Muslims from offering namaz at Bahadrabad, 15 km from Haridwar.

Five patients have been tested positive taking the number of confirmed cases of influenza A (H1N1) to 41 in the state. State nodal officer Dr Pankaj Jain said out of four patients who tested positive, three hail from Dehradun and one from Haridwar. A total of 10 medical reports were received today.

The health authorities took nine more samples of patients that have been sent for testing to the NICD, New Delhi.

Meanwhile, the district authorities in Ramnagar (Kumaon) are on high alert after the death of a school girl, who died of fever recently.

Shalini, 14, a resident of Railway Colony in Ramnagar, had died on September 19, while undergoing treatment at the local combined medical hospital.

However, the medical authorities of combined medical hospital (Ramnagar) ruled out death due to influenza A (H1N1) virus, doctors are maintaining that she died due to Japanese Encephalitis.

NCC trekking camp concludes

The All-India NCC Trekking Camp to Hemkund Sahib, which began on September 7, concluded here today. The cadets covered areas like Ghagaria, Hemkund Sahib and the Valley of Flowers and Badrinath during the course of the camp.

The purpose of the camp was to mentally prepare the cadets for various hazards that come across during a trek. The cadets also undertook the cleaning of the Ganga and spread awareness about the benefits of the Ganga to us. The cadets conducted rallies and streets plays at various places. They also took part in a cleanliness drive at the Valley of Flower.

While addressing the cadets, Brig PPS Pahwa said: “The hazards faced by the cadets at this trekking camp like landslides, changing weather and snow will make them mentally tough to face the problems of the life. Apart from this, the aim of the camp was to promote national integration”.

Around 500 cadets from various NCC directorates attended the camp.

Former Dehradun Mayor Manorama Sharma Dobriyal also organised another Iftar party. Senior party leaders greeted their Muslim brothers on the occasion.

Both victims, namely Pramod (30) and Robin (35), were immediately taken to nearby hospital, where they were declared brought dead. The duo was resident of Saqoti village.

In another accident, Chander Pal was killed when his car rammed into a stationary truck near Libberheri village here today. While five others occupants sustained injuries and were taken to the hospital.

The injured included Sunil, Rajinder, Samundar, Ajit Singh and Satbir, all from Atal village, Haryana. — TNS

Suicide drama by cop

Devinder, a police constable, climbed a mobile phone tower at Uttarkashi today threatening to commit suicide for not being given funds after his suspension.

When police officials assured him of fair action, he came down. Senior officials said stern action would be taken against the constable for degrading the police uniform. The constable was suspended in 2003 for allegedly beating a journalist. He was recently posted at Uttarkashi. — TNS
