Kaladhungi Violence
Nishank transfers two cops, suspends four

Taking a serious note of the violence in Kaladhungi area of Nainital district on Sunday, the Uttarakhand Chief Minister Dr. Ramesh Pokhariyal Nishank has transferred two police officers and placed four others under suspension.

Interestingly, on the day of the incident Nishank had ordered suspension of the entire staff of the Kaladhungi police station where a ruling BJP block head Balwant Singh Kaniyal was shot dead by a Bahujan Samaj Party (BSP) activist Neeraj Tiwari on August 22.

There was largescale violence the next day when an irate mob attacked the Kaladhungi police station mercilessly beating up the cops; stoning to death a head constable Puran Lal Sharma. Later, his body was thrown into the inferno at the police station.

Violence had erupted at several places with the mob torching many vehicles in and around the police station.

Nishank had ordered that entire staff of the police station be suspended but following violence and brutal killing of a policemen, senior officials of the police were hesitant to obey the CM’s ordcers due to fear of revolt in the force.

Uttarakhand Director General of Police Subhash Joshi paid a visit to Kaladhungi on Wednesday and apprised the CM of the situation at a high-level meeting held here on Thursday night.

Later, it was decided that Haldwani Superintendent of Police Mukesh Kumar along with an inspector posted with the Local Intelligence Unit (LIU) be transferred. Four others, including a Deputy Superintendent of Police (DySP) P Harish Chandra Sati, Station House Officer (SHO) at Kaladhungi Ram Kishor Saklani along with two constables were suspended.

Nishank also said family members of police personnel affected by the mob fury would be compensated. Lauding the patience of the police, he assured full co-operation with them.

Nishank also reviewed the law and order scenario in the state on the eve of the festive season. He expressed concern over the failure of police to tackle the situation after a serious incident like the one at Kaladhungi and directed that the intelligence network as well as the quick response teams be made more effective.

Keeping in mind the forthcoming Kumbh Mela at Haridwar next year, he ordered that a concrete work plan be prepared for security of the sensitive institutes and other important places.

Besides, verification of the shifting population should also be ensured, he added. Several top officials, including the state Chief Secretary Indu Kumar Pande were present at the meeting.

Meanwhile, Neeraj Tewari who is accused of killing Kaniyal at Kaladhungi was taken for medical examination at a hospital in Haldwani. Sources said he has a fractured nose. Two teams have been constituted under the Inspector General of Police (Kumaon) Ashok Kumar to probe the incident. Four persons have been arrested in the matter till now.

Uttarakhand Technical University (UTU) has started tightening noose around institutes affiliated to it to ensure compliance of All-India Council of Technical Education (AICTE) norms. The larger purpose is to improve quality of education being imparted by these institutes.

For this purpose, the UTU authorities have summoned directors of these institutes on August 31.

They have been asked to bring along all required documents besides list of admissions made by them, said Registrar Mrituanjay Mishra.

The university move followed frequent complaints about violation of AICTE norms by the institutes. It is being alleged that many institutes lack proper infrastructure and qualified faculty.

Sources pointed out that some institutes were functioning from unauthorised buildings.

They do not have layout plans approved from a competent agency.

Some of them do not have their own land. So much so, there are certain institutes, which have not bothered to submit required documents to the university because they do not fulfill the norms.

The AICTE has also been misled on this count.

Since AICTE has started taking a serious note of the alleged violations, the UTU too has adopted a tough stand.

As part of this, the UTU has clearly told the institutes that no admission made after the final date would be deemed valid.

“We will allow students’ enrolment in the new session only after verification of the admission lists submitted to us,” added Mishra. He clarified that the university has called no representative of any institute except their directors.

Scarcity pushes up sugar price

Though the state government has released additional quantity of sugar from free sale quota to increase its availability at control rate, the prevailing situation marked by much higher prices in open market calls for stringent measures to check its alleged pilferage through the government fair price shops.

As compared to its government price of Rs 13.91 per kilograms distributed through the government shops, it is being sold at about Rs 31 per kg in the open market.

Due to this huge price difference, the levy or control rate sugar is allegedly being diverted to the open market.

Sources said that the situation calls for strict enforcement of Essential Commodities Act to check the pilferage through the PDS.

The state Food and Civil Supplies Department should launch a statewide surprise checking drive for the purpose.

Given the scarcity of sugar, the state government demanded 35,000 quintals of levy sugar but it was allocated only 16,800 quintals.

Though the availability has to be bolstered by the union government, the state government has done its bit to provide relief to consumers through its shops under the Public Distribution System (PDS).

“We released 1,000 quintals by conversion of free sale sugar into levy sugar for the purpose.

“But in the larger interest, the union government should make efforts to increase its availability to bring parity in demand and supply,” said additional secretary Vinod Sharma.

Though the union government has proposed to increased quota of levy sugar by 10 per cent, but the state government has argued that increase in quota will not alone solve the problem.

It is seen that whenever there is an appreciable difference in levy price and free market price, there are chances of pilferage and benefits of PDS do not reach the consumer.

“We believe that the government should make efforts to ensure minimum between both prices to overcome the situation.

“This will also help check the problem of pilferage to a great extent,” he added.

Mehuwala village under watch for drug trade

Mehuwala, a small village on the outskirt of Dehradun, is gaining notoriety for the sale of drugs that are being supplied to a large number of students.

During a recent raid conducted by the Drug Controller Department at Mehuwala, some of the villagers fled from the scene, while the papers of three chemist shops have been seized and samples have been collected for further investigation.

The authorities say that illiteracy and unemployment is pushing hundreds of youth in the drug trade.

“We have sent the samples for testing to the CDL, Calcutta, and the sale and purchase record of the chemist shops are being examined, as most of them were selling non-prescriptive drug by the brand name Larpose. The village has been on our radar as we have been receiving reports about the illegal activities going on there,” said Surinder Bhandari, drug inspector, who conducted the raid.

The raids were conducted at Chauhan Medical Store, Mehuwala, Amar Medicos, located at Nayagaon, Peelio and Agarwal Medical store, Buddi Chowk, Mehuwala.

Besides the chemist shops, the villagers, too, are believed to be engaged in the sale of drugs that are procured from neighbouring towns of Moradabad and Saharanpur. “A narcotic substance in the form of powder is readily available in these villages besides, the it is also provided in the form of injection,” said DD Upreti, a drug controller.

The drug controller sprung into action after a woman drug paddler by the name of Anita Chachi, a resident of Patel Nagar, was arrested yesterday.

“Last year also we had booked two persons under the NTPS Act, since then we have been keeping a vigil at the village,” said Bhandari.

Time and again the law and order authorities have pointed towards the easy accessibility of non-prescriptive drugs that easily travel into the hands of the students.

Zoo authorities concerned over ageing animals

Ageing of rare animals in the Bharat Ratna Govind Ballabh Pant High Altitude Zoo here has becomes a cause of concern for authorities.

The zoo is one of its kind as it provides safe haven to rare Himalayan black bears, snow leopards and Siberian tigers and other high-altitude fauna.

Authorities are now concerned that the rare Siberian tigers, bears and leopards are in advanced years of their lives and have hence asked central zoo authorities for younger animals.

"Our Siberian tiger is almost 15 years old. We recently lost one snow leopard and three years ago, we lost a Siberian tiger.

“So I wrote to the Central Zoo Authority through proper channels to get some animals from other zoos. The Central Zoo Authority has promised to fulfil our request," said Bajulal TR, director, Bharat Ratna Govind Ballabh Pant High Altitude Zoo.

Veterinary doctors said that special arrangements have been made and normal monitoring is done keeping in mind the age of animals.

"Some of our animals are in their ripe years which means that they are crossing the age of 12-13 years. The average age of an animal is generally about 20 years.

“Special arrangements have been made for the ageing animals. For example, they are given boneless meat. Multi-vitamins and anti-oxidants are mixed in their food," said LK Sanwal, veterinary doctor.

The zoo was established in 1984 with the objective of conserving and protecting wildlife and biodiversity of the hill region of Uttarakhand.

Spread over an area of 4.693 hectares, it houses some rare and endangered species of animals like Siberian tiger, Himalayan black bear, hill fox, palm civet cat, goral, silver pheasants, barking deer and sambhar deer.

Utilising the available topography and geography of the region, the authorities have developed appropriate facilities for animals and birds on the hilly sides of the location. — ANI

“I find sneakers and flip-flops so comfortable that I don’t mind wearing it with my khadi kurtas. After all its not just me but my whole gang of friends, who loves to carry this look,” said Niharika, a student.

The latest in this segment was the launching of a Converse store, a well-known brand, which specialises in variety of casual shoes, bags, and flip-flops.

“This brand is one of the most famous brand known for producing casual footwear’s. “It’s been just two months since our shop opened, but the response has been very good. While price range of sneakers varies between Rs 999 to Rs 1,500, flip-flops starts from Rs 249 to Rs 500 and are hot favourite of youngsters who in a large number are purchasing it for daily use,” said Vinod, store manager, Converse.

“Apart from our regular sports shoes, we have got a good collection of sneakers for both men and women. Being trendy and affordable the response has been quite satisfactory,” said Vijay, senior sales executive, Reebok.

Hockey loses its sheen in Doon

Hockey in Dehradun is facing a tough time. Famous clubs like Doon Hawk that has left a mark at the national level, cease to exit now.

Doon Hawk club was given straight entry in the national level tournaments because of its outstanding performance.

The club had won tournaments like All-India Shradhanand Tournament, played semi-finals of the Town Hall Cup Hockey Tournament of Shahajanpur, and also the quarterfinals of Gwalior Hockey Tournament.

There were other popular clubs like Green Club, Doon Hawks, Kohima, Khalsa Club Garhwal Club and others that exit in Dehradun as well.

But slowly the sport declined in popularity here. It is said that club culture that exited here was a major promoting fact behind hockey.

But this culture had vanished as the departmental teams made their way in the game. Good club players had joined these department team that proved to be big dent to the clubs.

Ordinance Factory was the first department to form a hockey team in Dehradun in 1990, and famous players of the city were the part of the team.

Two years later ONGC also formed a team, which consisted of players from Dehradun and outside.

Amrit Pal Singh former national hockey player said, “Two decades back there were number of tournaments were played at the ground level here.

“The game was equally popular as football in Dehradun but lack of tournaments and low interest among children has created a vacuum in the game here.”

Another national player, SZ Nadeem said, “There is still good amount of hockey being played in schools here. But beyond schools there are not much tournament for the young players.

“The state does not conduct inter-district or state level tournaments in the game as a result the talent in the game has ceased to come.”

He revealed that every year on national sports day there used to be a hockey tournament here.

But this year the tournament is not been conducted, which is a matter of concern. He demanded that government should provide more infrastructure at the ground level for the promotion of the game.

Decks have been cleared for the setting up of Indian Institute of Management in Uttarakhand. After receiving a go head from the central government for the IIM, all eyes are now fixed on the location of the prestigious institute.

The exercise to select land for the institute is in the final stages; a central team had recently visited the venues suggested by the state government.

The state government has proposed sites at Dehradun, Roorkee, Pantnagar, Udham Singh Nagar and Haridwar as the possible locations for setting up the institute.

“The central team has already undertaken survey of the sites at Haridwar and Dehradun, suggested by us and next week the team is expected to visit Kumaon region,” said Rakesh Kumar, secretary technical education.

For establishing IIM, the central government is looking for a place that is well connected via air, rail and road. The site for IIM should be spread over about 200 acres of land while over 500 acres of land is required for each IIT and central university, besides connectivity via air, rail and road is a mandatory requirement for each Institute”, said government officials.

In view of availability of land Udham Singh Nagar and Pantnagar are expected to be top contenders for the site.

The Escort farm area site in Udham Singh Nagar and a site at the Pant Nagar University are been favoured as the possible sites for the Institute.

As per the central plan, the IIMs at Jammu and Kashmir, Uttarakhand and Rajasthan are expected to be established in the fourth phase.

Voucher system becomes a bane at DAV College

Re-introduction of voucher system in DAV (PG) College is becoming a major headache for students seeking admission.

Majority of students, who have taken admission under this new system, have not submitted their fees, and have blocked seats in various streams for further admission.

Student leaders feel that this system would be a major problem in the coming time, as the vouchers issued to the students bear no date up to which fees has to be submitted.

Therefore, it is on the students to submit the college fees at their on will.

It is to be noted that seats in first year of BA, B.Com and B.Sc have already being filled, with 4,000 admissions being done. But only 1,000 students have paid their college fees.

Anil Singh Tomar, a candidate for general secretary post said, “There is big confusion prevailing among the students who could not get admission in college.

“I think that college management should not consider the admission of students until they pay the fee.

“The draft system that was followed last year was far better. The present system has blocked the admission on 3,000 seats on which students have not paid their college fee.”

He further said the college management this year had decided to conduct election on merit bases, therefore there would be fewer admission this year.

In such a case proper measures should be taken by college administration to give admission to those who fulfilled the norms.

Change in guard will revive SP: Badi

After the Samajwadi Party faced a heavy defeat in the recently held Parliamentary elections and its state chief Ambrish Kumar was removed by party high command, the SP is now hoping to regain lost ground.

Former Parliamentarian from Haridwar Rajendra Badi said the change in guard would help revive the party.

Accepting the earlier mistakes. Badi said these would not be repeated in the future.

“If we accept that mistakes were committed in the past and rectify them, we can bounce back and become a formidable outfit,” said Badi.

He said party workers should not feel dejected and work hard under the leadership of the new chief Vinod Barthwal.

While pointing out that in Haridwar the party has a good base, SP’s Saeed Ahmed, head of the Minority Cell, said the workers should understand that SPs ideology is above any person.

“We have an ideology in which people from all sections of the society are given due representation and respect. That is why it is the Samajwadi Party,” said Ahmed.

Meanwhile, Haridwar district and city working committee would be announced by Barthwal tomorrow.

Doon to get 145 buses by year-end
Rs 27 crore will be spent on the project

The city is expected to get the 145 fleet of city buses under the Jawaharlal Nehru National Urban Renewable Mission (JNNURM) by December end.

A sum of Rs 27 crore would be spent on the project.

The buses would ply on Nainital, Dehradun and Haridwar roads, to be operated by the Uttarakhand Roadways Corporation.

“All buses would be procured by the Tata Motor Company, for which all formalities have been completed.

“In Dehradun and Haridwar, a total of 60 (each) buses, while in Nainital the plan is to operate 25 buses,” said Surinder Singh Rawat, managing director, the Uttarakhand Roadways.

He said the route on which the buses would run is being finalised and all work would complete by December end.

In order to operate the buses in Nainital, a separate route plan is being drafted covering the sub-urban areas as well.

Anita Das joins ONGC board

Anita Das is nominated by the Government of India to the Oil and Natural Gas Corporation (ONGC) Board.

A veteran administrator and a 1972 batch IAS (Madhya Pradesh Cadre), Anita Das retired as Secretary to the Government of India, Ministry of Health and Family Welfare, Department of AYUSH.

She has vast experience in the field of industrial promotion as additional director and deputy secretary industry and later as principal secretary, rural industry at the state level.

She has also wide ranging experience in the area of finance, budgeting and institutional finance, both at the state and the central level, including three years of experience as joint secretary, finance and financial adviser in the Ministry of Rural Development.

With the nomination of Das, the ONGC Board has got 13 members; comprising seven functional directors, including the chairman and the MD and six non-executive directors.

It proved to be a one-sided match between the two teams. New Gypsy team scored their first goal in the 23rd minute of the match through Sonam.

Barely 10 minutes later New Gypsy stuck again a goal through Ankit in the 33rd minute of the match making it 2-0.

In the second half, New Gypsy further increased their goal making it 3-0. It was Ankur for the team in the 65th minute of the match who scored their third goal.

Meanwhile, in the second match Garhwal Sporting team defeated Pachvadoon team by solitary goal.

Harish Rawat, who went to Haldwani town today, said that he supported the demand of the family members of Balwant Singh for a CBI probe.

Need to revive handicrafts, says expert

Haridwar, August 28
A two-day workshop was organised in the Gurukul Kangri University to focus on the need of energy recourses and energy revolution in India here today. Former director IRDA and eminent scientist professor HP Garg attended the workshop.

Garg advocated for the modern information technology for the people of Uttarakhand to fully utilise the brain and talent of the hilly people, which is comparatively higher in respect of other states.

Professor Garg pointed out that despite the tough living conditions and lack of commercial resources here farmers and artists have played a pivotal role in making economy of the country stronger.

Director of UCOST Dr Rajendra Dobhal said that we have to revive the traditional handicrafts of the state.

The workshop concluded today and was addressed by Dr Mahesh Sharma, Professor Swatantra Kumar, Ved Prakash Shastri, Rajeev Sharma, DK Maheswari, Dr DB Uniyal, among others.

Handball team selected

Dehardun u-12 Handball team of boys will leave for 12th Mini National Competition to be held in Indore, Madhya Pradesh, from August 30 to September 5.

The team members are Vikram Singh, Himanshu, Ganesh Chandra, Abhinash Pandey, Satyaprakash, Ram, Rohit Sen, S Kumar, A Morya, Lavkush and Ashish Verma. Ramakant Sharma is coach of the team and team manager is Vinod Kala.

Another team of sub-junior girls will also leave for 26th Sub-Junior Girls Competition.

Team members are Sonam, Gajal, Meena, Khurshi, Chamali, Manisha, Aarchana, Kavita Rawat, Deepa, Amardeep, Pooja.

Liquor seized

Haridwar, August 28
Police here seized 900 quarters of illegal wine from Rajiv, a resident of Narsain, yesterday. The accused was carrying the wine in his car towards Haridwar.

SI Mani Bhooshan Srivastava and Pankaj Pokhriyal, on suspicion, stopped the car near Bhalla college for checking. Illegal caskets of wine were found during the checking. A case has been registered.
