Heatstroke death sparks protest
Sirsa, May 21 The agitating students, which included a large number of girls, held the college authorities responsible for the tragic death of their colleague. “Devender, who was to appear in the viva test yesterday, was not feeling well and requested the college authorities to take his test out of turn, but his request was declined. He went towards the water cooler but it was dry. He somehow appeared in his viva and asked his fellow students to take him to some hospital in the town. But the college authorities refused to provide a vehicle. The boy waited for the bus for half an hour in the open sun and by the time he reached Sirsa, his condition had deteriorated,” alleged the agitating students. They said that Devender was taken to a private hospital, where he could not be saved. The angry students alleged that one of their companions had died due to “insensitivity” of the college authorities and abysmally poor amenities like that of drinking water. “We have a small water cooler for over 1,200 students, which goes dry after 10 am. After that we have to purchase bottled water from outside,” alleged the students. They alleged that often pale colour water, that was unfit for human consumption, was supplied in the college. The students lifted the road blockade after Deputy Commissioner SK Goyal, SP Subhash Yadav and other senior officers reached there and assured them of suitable action. Samples of drinking water were also taken from the college by the health authorities. Meanwhile, DS More, Director-Principal of the college, denied all allegations of the students and said some students, who wanted their examinations to be postponed, were behind the agitation. “Though there is scarcity of water on the college campus, but it does not mean that drinking water is not available to the students,” More said. He denied that any of the students had ever demanded a vehicle for shifting the victim to Sirsa. He claimed that the college authorities received the parents of the victim in the hospital last night and made arrangements for the transportation of his body to Delhi, where he belonged to. |

New Delhi, May 21 Even as Chief Minister Bhupinder Singh Hooda and other party seniors have pointed to the high command that Chaudhary’s act was defiance of the party, the latter is said to be gearing to attend the state cabinet meeting scheduled for Monday. Sources within the party said Chaudhary, minister for Urban Local Bodies, had “realised” his error and had started working in his office and even cleared a few files in the past few days. It was unlikely that his matter will be pursued further, said a source, who is part of the decision making. “No compromise is being worked out for him,” said a senior leader. Party bosses in Delhi have meet Chaudhary separately and told him in clear terms to refrain from such activities. He had submitted his resignation to Congress chief Sonia Gandhi when the party distributed tickets and no “Punjabi” found his name on the list. Chaudhary took up cudgels on behalf of the Punjabis - people who migrated from west Pakistan after 1947 - and resigned. However, he had then added that he would remain a loyal worker of the Congress. His rivals within the party had met the high command and pointed out that Chaudhary had worked “against” the party. Seeking action against him, they said Chaudhary’s demand was unjustified as the 10-member state cabinet had three Punjabis. About 35 per cent of the state population is of Punjabis. About 16 per cent population was of Khatri/Arora - a caste among Punjabis. Another 8 per cent were Sikhs and the census does not count Punjabi Banias, Brahmins and the SCs and BCs separately. The estimate is that these groups comprise 9-10 per cent of the population. Chaudhary confirmed to The Tribune that he had met the high command and had been assured that his sentiments would be kept in mind. Sources said he could be eyeing the Rajya Sabha seat for the community that was to be vacated in the state. Chaudhary hails from Faridabad and party candidate Avtar Singh Bhadana won from there. The party also wants to send a strong signal that Hooda, who has done the unthinkable by winning 9 out of 10 seats, is the boss in the state. |
Setting up of brick-kilns
Chandigarh, May 21 Taking up a petition by Arati Brick Company, Chief Justice Tirath Singh Thakur and Justice Hemant Gupta observed: “Manufacturing, sale and storage of bricks is regulated by order known as the Haryana control of bricks supplies order, 1972, as amended by the amendment order, 1992 - control order in short. “The petitioner appears to have obtained a licence from the director, food and supplies, Haryana, consequent upon an exemption granted by the government in its favour from the rigors of the control order. “The validity of the licence was assailed by the villagers residing in the vicinity of the kiln, which was allowed by a division bench vide order dated February 28, 2005,…. “Pursuant to the direction, the government passed a fresh order dated May 4, 2005, declining any relaxation to the petitioner from the requirements of the control order…. “The government has taken the view that the proposed brick-kiln would violate the sitting norms stipulated in the control order in as much as the proposed brick-kiln would be at a distance of only 300 meters from the village as against one kilometer stipulated under the control order”. Dismissing the petition, the Bench added: “There is no gainsaying that a brick-kiln is a potential source of pollution for the village abadi. “In a number of cases that have come up to this Court, the villagers have found fault with the establishment of such kilns in their neighbourhood. In the circumstances, the decision on the part of the government to strictly adhere to the norms stipulated under the order in the general interest of the public living in the vicinity and to prevent any hardship or health hazard to the residents, cannot be said to be either unwarranted, irrational or perverse to call for interference in the exercise of our extraordinary writ jurisdiction”. |

Chandigarh, May 21 As the matter came up for hearing this afternoon, Justice Rajive Bhalla made it amply clear he was not expressing his opinion in the matter, but apparently everyone was dissatisfied. Justice Bhalla was of the prima facie view the CBI was already over burdened. As such, without casting any aspersions on the IGP carrying out the probe, an independent inquiry by another neutral officer was a viable alternative. Adjourning the hearing of the case, Justice Bhalla granted time to the counsel for parties to seek instructions. Pooja’s suicide had earlier brought under the scanner the action taken against her husband Virender Yadav. The CIA staff, Narnaul, had conducted a raid, in which 10 kg of poppy husk was reportedly seized from Yadav’s residence, following which a case under the NDPS Act was registered and he was sent behind bars. The central forensic science laboratory, Madhuban, Karnal, in its report, has already confirmed Pooja’s suicide note was indeed in her handwriting. Guest teachers’ case

Jhajjar, May 21 The deceased identified as Shamsher of Dhighal village here was found lying in a pool of blood. The body bore multiple injury marks reportedly inflicted by a sharp-edged weapon. New schedule announced
Chandigarh, May 21 A spokesman of the UHBVN said power would be supplied in two groups. In group A, three-phase power supply would be given from 12 midnight to 4 am, which included drinking water supply as well. Similarly, in the evening power would be supplied from four to five for water supply. In rural areas, two-phase power supply would be given from 5 am to 8 am and 7 pm to 10 pm, he added. Similarly, in group B, three-phase power supply would be given from 7 am to 11 am, which included water supply as well, said the spokesman, adding that in the evening, power would be supplied from 6 to 7 for water supply and two-phase power supply would be given from 5 am to 7 am and 7 pm to 10 pm. He said in urban and mixed urban areas, power supply would be closed from 5 am to 6 am and 7 pm to 8 pm. Similarly, in the industrial sector, power cuts would be imposed from 4 am to 8 am and 7 pm to 10 pm. During the period of power cut, 10 per cent power would be supplied for light load. |

Villages to get 3-phase power supply
Gurgaon, May 21 The idea behind the move is to ensure that there is no shortage of power for drinking water and other activities dependent on three-phase power supply. “The segregation of load will also be beneficial for farmers as there will be lesser interruptions in power supply, reduced instances of damage to tube well motors, reduction in the damage of shunt capacitors and the increased efficiency of tube wells,” said a spokesman for the Dakshin Haryana Bijli Vitran Nigam (DHBVN) here today. |
Five Wakf Board officials suspended
Ambala, May 21 The officers placed under suspension are Ayaz Mahmood, Estate Officer, Haryana Wakf Board, Kaithal, and Ashique Ali Khan, Estate Officer, Haryana Wakf Board, Panipat. Imteyaz Khizar, administrative officer, Ambala Cantt, has been suspended. Rent collector of Kaithal Shahbuddinn and lease officer of Rewari Manoj Kumar have also been placed under suspension. Administrator of the Haryana Wakf Board Mohinder Kumar, who is also holding the post of Commissioner, Ambala Range, issued an order in this regard today. He directed that the Estate Officer, Kurukshetra, will look after the work of Kaithal too in addition to his present charge till further orders. Similarly, the charge of the Panipat Wakf Board has been assigned to the Estate Officer of Karnal. Mohinder Kumar said during investigation, several irregularities were detected. |

Residents lock up school
Sonepat, May 21 However, the lock was opened after district education officer Dilbag Singh assured the villagers that their grievances would be redressed within a week. According to information, when sarpanch Ved Pal and former sarpanch Maha Singh along with other villagers reached the school this morning, eight out of 11 teachers, including headmaster Suresh Kumar Narwal, were found absent from the school. The agitated villagers asked the students to go to their homes and locked the school. The villagers opened the lock after the DEO assured them of justice. |

The villagers also alleged that the SP misbehaved with them and forced them to leave his office. However, the SP refuted the allegations. MDU seeks NAAC re-accreditation
Rohtak, May 21 A meeting of all heads of the departments of the university has been convened for tomorrow to monitor the preparatory work for NAAC re-accreditation. The MDU had got its accreditation done in 2002-03 and achieved a B++ grade in 2003 from NAAC in the seven-point criteria. This time, the NAAC changed its grading criteria, which has now only three points. |
Man killed, 6 hurt in clash
Rohtak, May 21 The injured members of Kanheli resident Kuldeep’s family were admitted to the PGIMS while the members of the other group managed to escape, leaving behind the body of one of their accomplices. The police has registered a case against unidentified persons in this connection. According to reports, a group of unidentified persons, armed with lathis, barged into Kuldeep’s house in the wee hours of Thursday and attacked the occupants, who were asleep. Kuldeep and other members of his family retaliated and a clash followed between the family members and the alleged intruders, one of whom reportedly died on the spot, while others managed to escape. Kuldeep and five members of his family, including his wife, son and daughter, sustained injuries and were taken to the PGIMS. The police reached the spot and sent the body of the deceased, who is yet to be identified, for a postmortem. |
