PADB-Deputy Registrar tussle takes new turn
Nawanshahr, April 21 Lal is of the opinion that the Deputy Registrar, Cooperative Societies, Balachaur, had challenged the elected body’s rights by pressurising it to change its resolution passed unanimously. Giving details to The Tribune, Lal said earlier the office of the Assistant Registrar had been housed in a rented building of the bank situated at Gahun Road, Balachaur, for the past about 12 years and the bank had been bearing the expenses like building rent, electricity and telephone bills. In April last year, the PADB had to be shifted to another rented building at Bhaddi Road. The office of the Assistant Registrar could not be housed in the new building, so it had to be shifted to another building but the burden of its expenses, like building rent and electricity bills, continued to be borne by the PADB, said Lal, adding that in September last year, the board of directors unanimously decided that the bank would not pay the building rent and electricity bills after March 31, 2009. In reaction to the resolution passed by the board of directors, PADB, the Assistant Registrar, Cooperative Societies, Balachaur, in a letter dated March 12 addressed to the manager, PADB, Balachaur, asked him to do the needful in connection with the building rent, otherwise he would be held personally responsible for it. A meeting of the board of directors was convened to discuss the letter but the board again endorsed its resolution passed earlier regarding refusal of further bear the burden of the building rent and electricity bills, etc. of the office of the Assistant Registrar. In reaction to it, the Assistant Registrar, in a letter dated April 1, addressed to the Managing Director, Punjab State Cooperative Agriculture Development Bank, Chandigarh, accused the manager, PADB, Balachaur, of misleading the board of directors in connection with the payment of the rent as the Registrar, Cooperative Societies, Punjab, in his letter dated September 9, 2005, had made clear instructions to provide the space for the office of the Assistant Registrar in the rented building of the PADB, Balachaur. Moreover, the Registrar, Cooperative Societies, while granting sanction to shift the PADB to the new rented building, the provision of space for housing the office of the Assistant Registrar was also made. The Assistant Registrar has recommended action against the manager. Besides, the Deputy Registrar, District Cooperative Societies, in his letter dated April 15, addressed to the manager, PADB, Balachaur, asked him to comply with the instructions of the Registrar, Cooperative Societies, in connection with paying the rent of the office of the Assistant Registrar, Balachaur, otherwise action against the board of directors
(on the charge of functioning against public as well as government interest) would be recommended. Accusing the Deputy Registrar of using “threatening” language against the elected body, president Tarsem Lal reacted sharply and demanded action against the Deputy Registrar. “The bank should not be made a scapegoat for bearing the burden of the expenses of the office of the Assistant Registrar, rather it should be borne by the department concerned,” said Lal. Deputy Registrar Darshan Singh, when contacted on the phone, while denying the allegation of using threatening language in the letter, said he had only asked the manager, PADB, to comply with the instructions of the head office. |

DTO gets duty pangs while bus is en route
Nawanshahr, April 21 The passengers, who boarded the bus from Katra (J&K) at about 3 pm on Monday for New Delhi, had to spend the night in the open in front of the city police station here as no alternative arrangement for them was made. However, at about 6 am on Tuesday, the passengers, while walking on the nearby Chandigarh Road, seeing the signboard of a newspaper office, noted the telephone number of a local mediaperson and made a telephone call to him. While narrating their tale of woes, the passengers, Satinder, Gaurav, Sitara Devi, among others, said they had been facing a lot of inconvenience since midnight for no fault of theirs. “We were sleeping when the bus stopped here. We thought the driver had halted for drinking tea, but when we saw the bus had been stopped somewhere else, we remained stunned,” rued the affected passengers, adding that if there were any discrepancies in the route permit or payment of taxes, then why had the bus been permitted to start from Katra in the first place. “Though we had paid a hefty amount for travelling in a tourist bus, we had to suffer here in the open. Both the drivers had gone somewhere and only a helper was present here and he had not been telling us anything,” further said the passengers. District Transport Officer R.L. Jassal, when contacted on the phone, said the bus was impounded and would be released only after the payment of due taxes amounting to about Rs 26,000. However, answering a query regarding making an alternative arrangement for mitigating the sufferings of the passengers, the District Transport Officer said it was the responsibility of the owner of the bus. However, the bus owner reportedly made an alternative arrangement to ferry the passengers to their destination at about 9.30 am today. |
