Arjun lays stone of central varsity

Union Human Resource Development Minister Arjun Singh laid the foundation stone of Haryana Central University in Jant-Pali village in Mahendragarh district today. To be set up at a cost of Rs 300 crore, the university will be named after Lord Krishna.

The Haryana unit of the CPM has announced the name of Ram Kumar as the party’s candidate from the Sirsa Lok Sabha constituency for the coming elections. Ram Kumar is the general secretary of the Haryana unit of the All-India Agricultural Workers Union and Fatehabad district secretary of the party at present.

HJC units dissolved

The Haryana Janhit Congress (BL) has dissolved all its state, district and block-level organisational units with immediate effect.

The decision was taken at a meeting of the state executive of the party held in Delhi last evening under the chairmanship of party chief Kuldeep Bishnoi.

Those who attended the meeting included Dharampal Malik, Surender Madan, Rao Narbir Singh, Krishan Murti Hooda, Devendra Sharma, Om Prakash Jain, Bijendra Kadian, Sarvadanand Arya, Devi Lal Bishnoi, Tapesh Bagati, Ran Singh Mann, Lehri Singh, Buta Singh, Hari Singh Saini, ID Kaushik, Jangbir Singh, Jatinder Singh Khurdban and Mauj Khan.

Officially, it has been stated that the decision to dissolve the units was taken to strengthen “democratic traditions” in the party. The party claims that Bishnoi was re-elected the supremo of the party on October 2 last. According to democratic traditions, once the party chief is re-elected, all the units should also be reconstituted.

Therefore, the executive demanded that these units should be immediately dissolved and reconstituted. Bishnoi accepted the demand and dissolved the units with immediate effect. Consequently, organisational bodies of various front organisations had also been dissolved.

The executive decided to constitute 10 publicity committees, one each in 10 Lok Sabha constituencies, to campaign during the elections. These committees would also act as the executive committees for the respective Lok Sabha constituencies.

The party also decided to reconstitute the units after the Lok Sabha elections so that those who did well in the campaigning could be given “proper respect and place” in the party.

Denying that the decision had been taken in view of a large number of desertions from the party, media in charge of the HJC Ran Singh Mann said it was the right decision taken at the right time. He said the decision had been taken to “promote a spirit of competitiveness among party workers and leaders”.

Panel for ban on mining in Aravalis

The Central Empowered Committee (CEC) is in favour of prohibiting mining of “major minerals” in the Aravali hill range in Faridabad district.

The committee, as per the directions of the Supreme Court, in its latest report dated January 13, has, in fact, recommended that the mining of “major minerals” in the area may be prohibited. The report has been prepared in consensus with the state government.

The fact was brought to the notice of the Punjab and Haryana High Court today by the state mining engineer in the mines and geology department PK Sharma.

In a reply placed before Justice SD Anand, Sharma has also stated the Union Ministry of Environment and Forests has not considered for granting environmental clearance, the mining lease of major minerals, where part area is covered by Punjab Land Preservation Act (PLPA), or Aravali project plantation.

The high court is adjudicating the issue on mining in the Aravali range following the filing of a petition by New Delhi-based Faridabad Gurgaon Minerals.

In its petition against the state of Haryana through the commissioner and secretary in the mines and geology department, the director mines and another respondent, the organisation is seeking directions for the renewal of the lease.

In the reply, Sharma has stated the matter on mining in Aravali Hills, including non-forest activities in PLPA/Aravali plantation area, is pending before the apex court. Therefore, the application for the grant of mining lease for major minerals has been kept pending.

Sharma added in case there were any objections to the CEC report and the decision by the state government, the petitioner may file objections before the Supreme Court as has been ordered by it, and not before the high court. The reply added the mining operation in the entire Aravali hill area in the state was closed in pursuance to the apex court orders dated December 9, 2002.

Babus impeding package to garment sector: Minister

In a candid confession, Union Textile Minister Shankersinh Vaghela has stated that some bureaucrats are impeding the grant of a special package or concessions to the garment sector.

“We are fully aware of the meltdown heat being felt by the garment sector and sincerely wish to give them some relief, but some bureaucrats oppose the move,” Vaghela said while talking to The Tribune on the sidelines of a function to dedicate Apparel House to the people here today.

The minister stated this when Rakesh Vaid, chairman of the Apparel Export Promotion Council (AEPC), expressed resentment over the Centre’s “indifference” towards the garment sector.

“We are feeling dejected as the Central government has failed to provide any relief despite recommendations of the Planning Commission and our repeated representations,” Vaid said. At this, Vaghela said he was pursuing the matter and would soon meet the Union Finance Minister and demand 4 per cent duty drawback for the garment sector. He, however, added that some bureaucrats, who opined that the garment sector did not need a special package at this stage as it had already got too many sops and concessions.

Earlier, the minister dedicated Apparel House, the headquarters of the AEPC, to the nation.

Power situation worsens

The power situation in the state has further deteriorated with urban areas facing power cuts up to 14 hours every day while rural areas have been getting power supply on alternate days for the past one week.

The situation worsened today following a rise in power consumption coupled with the shortage in power generation triggered by the coal shortage in the state. The state has been facing power shortage of 204 lakh units every day.

Official sources said two units of the thermal plants in the state had become non-functional since February 21 due to the leakage of boilers.

Two major thermal plants, the Super Thermal Plant, Panipat, and Deenbandhu Chhotu Ram Thermal Power Plant of 600 MW here, have been left with inadequate coal stocks. The thermal plant at Panipat has one-day coal stocks while Yamunanagar has been left with three days’ stocks.

While power consumption in the state has increased to 840 lakh units, power availability in the state from power plants and the central pool was 636 lakh units, sources added.

Sources further said the power scenario would worsen if the state failed to maintain the coal stocks.

Vets wear black badges

Government veterinarians all over the state attended to their duties wearing black badges. They were protesting against the government’s failure to place them on par with medicos.

Dr Raj Kumar Rohilla, president of the Hisar district unit of the Haryana State Veterinary Association, said here today that they had no intention of denying their services to farmers and livestock breeders. Therefore, the veterinarians only sported black badges as a mark of their silent protest.

Rohilla said there had always been absolute parity between veterinarians and medicos, but while implementing the recommendations of the Sixth Pay Commission, the Haryana government had discriminated against veterinarians by denying them assured career progression (ACP) benefits after five, 10 and 15 years of service.

Veterinarians had also been denied the benefit of six advance increments for postgraduate qualification, while the same had been extended to medicos.

He said there were no promotion channels for government veterinarians and the ACP was the only way to offer them some incentive during their career.

He said as part of their protest, veterinarians would submit memorandums to the respective Deputy Commissioners of the state tomorrow to press for their demands.

SIRSA: Veterinary surgeons with the Animal Husbandry Department have alleged discrimination against them in the matter of implementation of the recommendations of the Sixth Pay Commission.

Bhajan Lal, secretary of the Haryana State Veterinary Association, and Major Shakti Raj Kaushik, deputy director of the Animal Husbandry Department, on Wednesday alleged that the veterinary surgeons had been enjoying the pay parity with medical officers working in the Haryana Civil Medical Services (HCMS) for the past many years but now the government had placed them at a scale lower than the HCMS doctors.

Arjun lays stone of central varsity

Union Human Resource Development Minister Arjun Singh laid the foundation stone of Haryana Central University in Jant-Pali village in Mahendragarh district today.

To be set up at a cost of Rs 300 crore, the university will be named after Lord Krishna.

Speaking on the occasion, Arjun Singh announced to set up a Central School in the village as its residents had donated land for the university. He said in the 11th Five-Year Plan, a provision of Rs 90,000 crore had been made while up to the 10th Five-Year Plan, only Rs 10,000 crore used to be spent on the promotion of education in the country.

During the current plan, Central universities, Indian Institutes of Technology (IITs) and Indian Institutes of Information Technology (IIITs) would be set up from Kashmir to Kanyakumari in five years.

He said 1,000 polytechnics would be set up in the country to train students in different trades. Also, 370 colleges would be set up from which the states would get their share on the basis of population.

Haryana Chief Minister Bhupinder Singh Hooda said the new Central University would prove a milestone.

He said the present government had got a defence university, a Central university and a Sainik School sanctioned for this area.

Rreferring to the shortage of irrigation water in south Haryana, Hooda said to ensure equitable distribution of canal water, the BML-Hansi-Butana multipurpose canal was constructed to carry 2,000 cusecs of water.

Union Minister of State for Defence Production Rao Inderjit Singh said when Haryana was carved out as a state, it lacked

in the area of education. He said Hooda and Arjun Singh had jointly raised the issue of setting up of a university in this area.

Varsity staff continue stir

Kurukshetra, February 25
Following a pen and tool-down strike by members of the Kurukshetra University Non-Teaching Employees Association (KUNTEA), work remained paralysed on the university campus here for the second consecutive day today.

The employees, who are protesting against the non-implementation of the Sixth Pay Commission recommendations, held a demonstration in front of the office of the Vice-Chancellor, from where they marched in procession to the university third gate and blocked traffic for some time. Traffic to Kaithal and Pehowa was diverted through Shanti Nagar. Addressing the gathering, KUNTEA president Karan Singh said the association would continue its agitation till the recommendations of the Sixth Pay Commission were implemented for them by the Haryana government.

CPM to field Ram Kumar from Sirsa

The Haryana unit of the CPM has announced the name of Ram Kumar as the party’s candidate from the Sirsa Lok Sabha constituency for the coming elections.

Ram Kumar is the general secretary of the Haryana unit of the All-India Agricultural Workers Union and Fatehabad district secretary of the party at present.

This was stated by state secretary of the party Inderjit Singh here today.

He said the party had not finalised the name of any other candidate in the state so far. He said the party would continue its ongoing campaign for the proper implementation of the National Rural Employment Guarantee Scheme in all districts of the state.
