Molestation of Student ‘by Teachers’
Hisar, November 28 A student of Class XI had told her parents that one teacher, another working on a contractual basis and an employee of the school had molested her following which the girl’s parents met the school principal, who assured them of stern action. However, when no action was taken, residents of Behbalpur and four other surrounding villages gathered at Behbalpur this morning and blocked the road. They roughed up a few teachers of the school and also damaged school property. SDM Mandeep Brar reached the village and assured the protesters that action would be taken. He immediately assigned the probe to tehsildar O.P. Bishnoi and naib tehsildar Sukhbir Boora who were asked to submit their report in three days. After this the villagers lifted the road blockade. Meanwhile, the SDM has convened a meeting of the school staff and parents of school students tomorrow in the office of the district education officer to discuss the issue. |
Sachin Bhatia cremated with military honours
Sirsa, November 28 Sandeep Bhatia, younger brother of the victim, lit the funeral pyre. Hundreds of people attended the cremation in the Shivpuri cremation grounds today. Jawans from 82 Armed 10 Mechanised Company from Hisar fired into the air and then lowered their arms to salute the martyr. K.V. Singh, officer on special duty in the Chief Minister’s office, S.K. Goyal, deputy commissioner, Sirsa, Group Captain G.S. Bedi, station commander of the local Air Force Station, and Major K. Dubey from the aviation wing of the Army at Bareilly placed wreaths on the casket containing the mortal remains of Sachin Bhatia. “I am proud of my son, who laid down his life serving the country,” said a proud father Ashok Bhatia. Sachin passed the NDA examination in 2000 after completing his schooling from Sainik School, Kunjpura. He served in Amritsar and Jammu before getting transferred to Bareilly as Flight Captain in the aviation wing of the Army, family sources said. Major Dubey, who came to attend the cremation from Bareilly, told mediapersons that Sachin displayed great courage and presence of mind and averted the crash in an inhabited locality and saved several precious lives by crashing it in a river after a snag developed in it. |
Gurgaon police goes hi-tech
Gurgaon, November 28 The Gurgaon police today went hi-tech with the launch of a toll-free SMS facility. With the beginning of this service, anybody can file his/her complaint or lodge an FIR through SMS on toll-free number 0124-100. At the same time, the official website of the police was also launched. Gurgaon police commissioner Mohinder Lal gave a presentation of this newly introduced service before representatives of the Resident Welfare Associations (RWA) in the meeting hall of the mini-secretariat here. He said that on the request of the Gurgaon police, the Union Ministry of Communications had allotted number 100 for sending an SMS to the police and a message to the Gurgaon police could be sent on 0124-100 i.e. by dialling the STD code of Gurgaon before the allotted number. This was a toll-free number, he said, adding that a person in distress could send a short message to the police and after that the police would call back on the number and reach the scene immediately. Lal also launched the official website of the police and said all information pertaining to the police in Gurgaon would now be available just at the click of the mouse. "Now anybody can know the status of his complaint, passport or service verification by logging on the website, www.gurgaonpolice.net, which is the first of its kind in the country as it is the only site where complaints and FIRs can be lodged online," Lal asserted. The police commissioner said the contact numbers of all police officers posted in Gurgaon were also available on the website. Application forms for obtaining various licences could also be downloaded from the website, he added. He said the police would seek the assistance of RWAs in conducting verifications for service, passport and arms licences. Refering to community policing, Lal said he was in favour of empowering the RWAs to strengthen community policing. "The RWAs will be involved in traffic management and the security of their areas. The schedule of police patrolling will also be shared with the RWAs and on their advice more police personnel can be deputed at critical places," he said. |
HC summons three DCs
Chandigarh, November 28 In all, the high court directed at least three deputy commissioners (DCs) and a superintendent of police (SP) to remain present in the court on the next date of hearing in the traffic regulation and highway widening case. Haryana director-general of police (DGP) too has been put on notice and asked to explain why costs of property, belonging to a government undertaking, stolen while carrying out the construction work be not recovered from the state. At the same time, the Bench of Justice Uma Nath Singh and Justice Daya Chaudhary made it apparent that good work would not go unpraised. As the case came up for hearing, senior counsel-cum-amicus curiae M.L. Sarin paid compliments to the judicial process, “which alone could speed up the execution of such projects, which could have been further delayed on the ground of escalation of costs”. The Bench, in all modesty, passed on the compliment to the National Highway Authority of India (NHAI). “We think that this compliment should rather go the NHAI for showing concern towards the directions issued by this court”. Handing down the orders, the Bench observed a concrete pump worth Rs 25 lakh installed by public sector undertaking, IRCON Company Limited, for work at Samalkha flyover and Pasina Khurd underpass, has been stolen, along with other articles. “We direct the DC and the SP, Panipat, to remain present in the court. Let notice be issued to Haryana DGP to file an affidavit as to why costs of properties stolen, belonging to the government of India undertaking, be not recovered from the Haryana government with exemplary damages,” the Bench asserted. Also, directing Sonepat DC to remain present, the Bench observed the NHAI’s project director Sanjay Tripathi stated despite several visits to the DC, Sonepat, no action has been taken on request by Valecha Engineering Limited for grant of permit to purchase raw materials, which was unduly delaying the completion of flyovers at Murthal and Gannaur on the GT Road. Before parting with the order, the Bench also asked Panchkula DC to remain present in the court regarding issues pertaining to the area under his jurisdiction. The matter will now come up on December 16 for further hearing. |
NCTE blamed for proliferation of BEd colleges
Karnal, November 28 "We have opposed the opening of new BEd colleges tooth and nail and also approached the union government but to no avail", she said while talking to TNS here. The comments sought from states had also been sent to the centre but there had been no change in the policy which would reduce BEd colleges to the level of "teaching shops", seriously affecting the quality of education, she added. Replying to a question she said about 500 BEd colleges had come up in the state during the past few years and a large number of seats, which had remained vacant due to the unavailability of candidates who had qualified the entrance test, were being filled by outside candidates on the directions of the high court. She said:“We have directed the vice- chancellors of both universities in the state to constitute committees with nominees of the Higher Education Department as members to inspect the BEd colleges and ensure that they fulfilled the norms and other requirements, particularly in respect of infrastructure and the teaching faculty.” When asked about the fallout of the mushrooming of BEd colleges on the employment scenario, the commissioner admitted that it would certainly increase unemployment among trained graduate teachers. There were over 170 BEd colleges in Punjab and 71 colleges in Himachal. But Haryana had surpassed the neighbouring states and as a result there were about 42,000 applicants for 56,000-odd seats and the actual number of qualified candidates who took admission to private BEd colleges was even less and the owners of these colleges moved the high court to fill the seats by admitting students who had not appeared in the entrance test. Students with 45 per cent marks in graduation had now become eligible to get admission to BEd colleges and how far this would help achieve the objective of quality education was not difficult to guess. |

Varsity for distance education mooted
Karnal, November 28 The commissioner, who was chief guest at the Pratibha Puruskar samaroh at Postgraduate DAV College here, said the government had passed the Private Universities Act and two more universities were coming up in the state in the private sector. A provision for reserving 25 per cent seats for Haryanvi students had been made in the Act to benefit local students, she added. Referring to the demand of college teachers for Class I status, she said the Chief Minister had already made the announcement on September 5 in this regard and the process was on to implement the announcement. Detailing the initiatives taken by the government to expand the horizons of higher education, she disclosed that Khanpura Gurukul College in Sonepat had been upgraded to Bhagat Singh Phool University while Sir Chhotu Ram Engineering College at Murthal had been upgraded to a science and technology university. The government had decided to pay the admission fee of Scheduled Caste students seeking admission to polytechnics and engineering colleges, besides providing them free coaching, computers and books, she added. |

Structures along NH-65 demolished
Kaithal, November 28 The demolition squad comprised district town planner Dhirender Singh, executive magistrate Rajbir Dhiman, SDE NH division K.S. Pathania and police force. The squad started its operation this morning from the Haryana College of Technology and Management ( HCTM) on the Kaithal-Ambala stretch with the help of a JCB. A part of the boundary wall of the HCTM was demolished and tin structure of the adjoining dhaba was also partially demolished. Principal of the HCTM D.P. Gupta said they were not given any notice, but SDE Pathania showed some letters written to the college management in response to which the principal had also sought exemption, which was not considered valid by the department. Later, the squad moved towards the Kaithal drain, dhabas near Jagdishpura and other structures coming within the alleged prohibited areas and dismantled them with the help of JCB. Pathania said the drive had been launched as per the directions of the high court in its judgement in CWP 4559 of 2007. He said hundreds of illegal constructions along the national highway had been earmarked and in due course would be demolished. Meanwhile, some persons agitated over the demolition drive alleged that they could not understand the rationale behind demolishing boundary wall structures as these were needed to protect property from any trespass. They said neither such structures were constructed on the government land nor caused obstruction in the movement of traffic. They demanded that the state government should apprise the high court of this ground reality so that unnecessary harassment was not caused to them who had constructed only low-height boundary walls to safeguard their property. |
Students block traffic
Faridabad, November 28 The police had a tough time in controlling the agitating students. The main point of the agitation was alleged beating of two students. Jeetender, a student of journalism, alleged that he was beaten up by the security personnel of the institute when he took up the matter with his HoD regarding not fulfilling the promise of providing special training in the final semester. Jaspal, a student of the mechanical engineering, also alleged that he was beaten up when he reminded his HoD that the institute had failed in holding any classes for the past three months. Several other students also alleged that they were told by the management at the time of admission that they would be sent to Canada as part of the course for training. On getting information, the area SHO reached the spot and tried to pacify the agitating students. Despite several attempts, no one from the management was available to give the official version. |
Higher education a farce: Dahiya
Fatehabad, November 28 Stating this here today, Bhim Singh Dahiya, a former vice-chancellor of Kurukshetra University, accused the bureaucracy of pursuing policies which were driving rural youth to unemployment and crime. Talking to mediapersons at the local Manohar Memorial College, where he had come to deliver an extension lecture, Dahiya alleged that rural education was being ruined by the policies being followed by successive governments. "A nexus has developed between the bureaucracy and businessmen and education has now become a lucrative business for them," he added. He alleged that it was due to this unholy nexus that 300-odd BEd colleges had mushroomed in Haryana. |
State to get 275 MW from Orissa project
Chandigarh, November 28 An official spokesman said here today that a meeting of senior officers of the country was convened by union power secretary Anil Razdan in Delhi recently to discuss allocations from the upcoming UMPPs. He said in all, the state had been allocated 1,725 MW from UMPPs, including 400 MW from the Mundra Project (Gujarat), 450 MW from the Sasan Project ( Madhya Pradesh), 200 MW from the Tiliaya Project (Jharkhand), 400 MW from the Orissa Project and 275 MW from the Orissa-I Project. |

Devi, Prakash Chand, Bakshi Saini, Ram Niwas Saini, Naresh Saroha,
Birbala, Ajit Singh, Sunil Manocha, Savitri Devi, Shyma Lal, Jai Kaur Swami and Manoj Verma. They submitted an affidavit to the deputy commissioner and sought a date for the no-confidence motion. The affidavit stated that since the councillors had no faith in the present chairman, a meeting to bring a no-confidence motion against the chairman be allowed. The deputy commissioner has fixed December 15 for the no-confidence motion. |

6 hurt in clash over land dispute
Yamunanagar, November 28 A heavy force was deployed in the village to control the situation. According to sources, the clash took place when one group led by Krishna Devi reached the disputed land claiming it to be their right and expressed desire to built a temple there. But another group led by Hari Ram barricaded the area. Later, members of both groups began raising slogans against each other and to prove their strength pelted stones. They also used sharp-edged weapons and sticks. As a result, six persons of both groups were injured and admitted in the civil hospital. On getting information, SDM Harish Chander Jain along with DSP Ashok Kumar reached the spot and hold meeting with the members of both groups. Hari Ram claimed that his family members had purchased the land here in 1962 and he owned the land, while Krishna Devi claimed it to be her and said she had documents to prove her claim. The SDM said the matter had been sorted out temporary as both groups had been told to bring documents on Tuesday to prove their claims. |

Man found murdered
Sonepat, November 28 After receiving information this morning that the body of a person was lying in front of the market, the police reached the spot and after preliminary investigation, brought the body to the CHC, Gohana, for a postmortem. A team of forensic experts also visited the site for investigation. After the postmortem, the body was handed over to the victim’s family members. A case has been registered. It is learnt that the victim used to clean ears and was a frequent visitor to Gohana. He was reportedly seen in the town yesterday. |

Sirsa, November 28 He had earlier been arrested by the Rajasthan police as a case had been registered against him in Ganganagar, too. The local police produced Gujjar before the court of chief judicial magistrate Gopal Krishan, who remanded him in judicial custody for 14 days. |
