Bahuguna calls BJP’s bluff on discrimination
Dehradun, November 25 On the shortage of LPG, kerosene and foodgrains in Uttarakhand, Chief Minister Khanduri had blamed the central government for being discriminatory in giving the allocated quotas of these commodities by common people. Vijay Bahuguna, son of former Uttar Pradesh Chief Minister Hemwati Nandan Bahuguna and maternal cousin of Chief Minister Khanduri, refuted the allegations. “The UPA government has given 35,000 new LPG gas connections to Uttarakhand and it was the failure of the state government to check black marketing of these cylinders," he said here today. Moreover, he also blamed the state government for delay in allocating additional land at Haridwar for the LPG bottling plant. Regarding foodgrains, he said that there is no cut in the quota and the state food and supplies minister Diwaker Bhatt has himself offered to resign alleging failure to distribute foodgrains to the poor. "There is no discrimination with any state by the central government since there are fixed norms of getting foodgrains proportionate to the levy foodgrains deposited in the central pool by the respective states," he said. He charged that Uttarakhand has failed to procure levy foodgrains in the central pool to claim foodgrains from the Centre. "I took Diwaker Bhatt to union food and civil supplies minister Sharad Pawar who told him about the failure of the Uttarakhand government," said Vijay Bahuguna. On the issue of relief and rehabilitation to the affected people of the Tehri dam project, Bahuguna showed a letter written by the Tehri Hydroelectric Development Corporation (THDC) chairman and managing director R.S.T. Sai to him blaming the state government for delay on various counts in giving relief to affected people, construction of bridges and rehabilitation of affected families. THDC chief pointed out in his letter that out of a fresh rehabilitation of Rs 140 crore, announced by union power minister Sushil Kumar Shinde in February 2008, already a sum of Rs 80 crore has been given to the state and out of a total of Rs 766 crore given for relief and rehabilitation to state government, an outstanding advance of Rs 57.69 crore is lying with relief and rehabilitation for which expenditure details are yet to be received by THDC authorities. He had requested Vijay Bahuguna to take up the matter with the state government. Bahuguna, who recently returned from USA after addressing the United Nations General Assembly, said that there are strong chances of India becoming a permanent member of the UN Security Council. "The prestige of India under the leadership of Prime Minister Manmohan Singh has increased tremendously. The soundness of the Indian economy despite worldwide recession and maintenance of more than 8 per cent growth rate of the country are indications that country has done well under UPA rule," he added. |

Medical college students suspended for ragging
Dehradun, November 25 The suspension is the first of its kind reported from any medical college in the state since the apex court issued directions to curb the menace of ragging. The Medical Council of India (MCI) has also issued guidelines in this regard. Confirming the development, the college principal Dr. S.B. Dabral today said they suspended eight first-year and second-year students besides imposing fine of Rs 8,000 on the each of them. The college, being run by Sri Guru Ram Rai Education Mission, has admitted three batches of 100 students each since its opening in 2006. “These students were found indulging in ragging when the members of the college committee recently conducted a raid in their hostel at three in the night. The action was taken on the complaint of freshers,” he said while refusing to disclose the nature of activities that compelled the management to take punitive action. Their parents were also informed. Interestingly, the parents defended their wards. The erring seniors and juniors were suspended for 15 and seven days, respectively. “None of the students are allowed to resume classes till payment of the fine,” said Dabral. He was, however, evasive when asked about the involvement of some senior girls in ragging since the start of a new session in the second week of August. “It may have happened once in a while,” he said while downplaying the charge. After girls of the fresh batch filed a complaint with the hostel warden recently, their mess was separated from the seniors. The principal said a female faculty member has been deputed to visit the girls’ hostel. Last year, when the malpractice reared its head with the admission of the second batch, the management organised a formal reception in which the freshers introduced themselves. However, when asked why no such event was organised this year even after four months, Dr. Dabral said this happened as the authorities remained busy in other activities. “We will soon host it,” he said. But sources attributed the delay as a mark of protest by senior students against the suspension of their batch mates. |

For now, Harish Rawat out of electoral arena
Dehradun, November 25 Rawat, who was removed from the post of president of Uttarakhand Congress following the party’s defeat in assembly elections in February 2007 has reasons to feel disappointed. For the past three decades, Harish Rawat had a running political feud with senior Congress leader and former Chief Minister Narain Datt Tiwari as both hailed from the Kumaon region. Tiwari got Almora Lok Sabha seat reserved in the recent delimitation making Harish Rawat ineligible as he is a Thakur by caste. He did try to cultivate a base in Haridwar with an eye on the Haridwar Lok Sabha seat but being an outsider and the recent bonhomie between Congress and Samajwadi Party at the national level diminished his chances of a party nomination. Haridwar Lok Sabha seat is represented by the Samajwadi Party. Harish Rawat, who started as a youth Congress leader, won his first Lok Sabha election in 1980 and repeated his success in 1984 and 1989 Lok Sabha polls. Since then, he lost all subsequent Lok Sabha elections till 1999. In 2004 Lok Sabha polls, his wife Renuka Rawat, who fought in his place, also lost. After the formation of Uttarakhand, he was unlucky when after leading the Congress to victory in the first-ever assembly election in 2002, he was sidelined. His bete-noire N.D. Tiwari was asked by the Congress high command to take over the reins of the new state. But as a consolation, he was sent to the Rajya Sabha in 2002. During the five years of Congress rule in Uttarakhand, he acted more as an opposition leader against Chief Minister Tiwari than as state Congress chief. Tiwari had his sweet revenge by lobbying to make the Almora Lok Sabha seat reserved making Rawat 'homeless'. Already, he has lost the party organisation in the state to rival Tiwari camp after his removal as state party president. Now, Harish Rawat after retiring from Rajya Sabha has no choice but to wait for his chance in the next assembly polls to be held in February 2012. "Apart from politics, I need some time for myself," he said. |

Dehradun, November 25 A team of eminent cardiologists from Escorts Heart Institute, New Delhi, led by Dr Piyush Jain, would be extending their services at the camp. “Uttarakhand health minister Dr. Ramesh Pokhriyal Nishank would inaugurate the camp in presence of Dehradun mayor Vinod Chamoli,” said Kamal Bahuguna, executive director of HIFEED, here today. The HIFEED has been organising heart checkup camps across Garhwal and Dehradun from time to time. Bahuguna said the changing lifestyles were leading to a rise in cardiac problems in society and emphasised on the need for such camps. Elaborating upon other public welfare programmes being undertaken by HIFEED, director Udit Ghildiyal said the organisation has for the past 13 years been working on programmes linked to livelihood options for villagers in the hills of the state. |

Mahotsav begins with cultural rally
Dehradun, November 25 Since ‘98 when the first Uttarakhand Mahotsav was held, the organisation has a practice of organising a rally prior to the start of the festival in which artists in their traditional best file past the city, giving a glimpse of the rich cultural tradition of the state under one platform. In the evening Chapeli dance was presented by Yuva Jan Jagran Samiti, this dance is usually performed on auspicious occasions. While members of Ma Barahi Lok Sanskriti Kala Kendra (Haldwani) presented Pashan dance, followed by Pandav and Geda dances by social and cultural organisation Darohar from Rudraprayag. Earlier artists from the length and breadth of the state gathered at Gandhi Park in the morning where the rally was flagged off by President of Akhil Garhwal Sabha, T.S. Aswal in the presence of Dehradun Mayor, Vinod Chamoli and Special Guest Prem Budakote, Vice President Khadi GramUdyog board Uttarakhand. |
Employees of local bodies hold dharna
Dehradun, November 25 Addressing the employees, Dinesh Bhandari, state president of the mahasangh, said that the state government should ensure that they are covered under the recommendations. “The employees of the corporation are being treated as bonded labourers. One gets the impression that the state government is anti-employee,” he said. Bhandari further said that expecting profit from local corporations is impractical adding, “Local corporations remain engaged in the works for the welfare of the masses. Hence, they deserve to be covered under the Pay Commission recommendations.” The protesters threatened to hold a massive demonstration at the Secretariat on December 10 in case their demand is not met. Meanwhile, employees of local bodies under the banner of Nikay Karamchari Sayukt Morcha, Uttarakhand, today took out a rally in protest against the alleged indifferent policies of the state government towards local bodies employees. The rally started from the municipal corporation and ended at the Vidhan Sabha, where the employees raised slogans against the government. Addressing the gathering, the president of the Akhil Bhartiya Safai Mazdoor Congress Surendeshwar said that by excluding the employees of the local bodies from the benefits of the Sixth Pay Commission, the government has done them injustice. He threatened that in case their demands were not conceded to, they will resort to a massive agitation. |

Dehradun, November 25 According to Tehri SSP Mohan Singh Bangyal, the vehicle was going from Lambgaon to Baldiyana when the mishap took place. He said that the injured have been rushed to Lambgaon Hospital. He added that the place where the accident occurred is a remote area and the exact reason behind the mishap is not yet known. |
Trees Felled
Dehradun, November 25 Five forest officers, including H.K. Singh, district forest officer (DFO), Tehri, Rajinder Singh Khaira, SDO, and Brijesh Srivastava, ranger, have been suspended in the case. Earlier, a deputy ranger and a forest guard were also suspended. More than 1,000 green pine trees were felled by Virender Singh, alias Pappu Sajwan, a private developer, for a housing colony in Gajana. Senior forest officials and their kin have bought land in the proposed colony. According to the forest department, a total of 1,116 pine trees were felled by the developer. Out of these 95 trees were on the reserve forest land while the rest were on private and revenue land. Forest officials blame revenue officials for complicity. Following the exposure, two inquiries were initiated by the authorities. An FIR was lodged by the Tehri district police against the developer following an inquiry by the district administration. |

Teachers stage dharna, submit memo to CM
Dehradun, November 25 The teachers, owing allegiance to four state government teachers associations, organised a demonstration near the Vidhan Sabha building today. Accusing the state government of discrimination, the association leaders, while addressing the protesters said they felt let down, as they were not considered for pay parity given to other state government employees on the pattern of the Central government. They rubbished the government claim that their salaries were revised in accordance with the recommendations of the Sixth Pay Commission. The order dated October 17, 2008, contradicted the government’s claim, as it did not contain any mention of this. As per the written communication from the Central government dated August 29, 2008, to the state government, the teachers were placed in a separate category entitled for separate pay band and grade pay, they claimed. They members demanded that the government should, without delay, order to pay salaries to all the 60,000 teachers of the government and government-aided schools of the state at par with their Central government counterparts. The committee members also threatened to stage a massive demonstration in front of the Vidhan Sabha on December 1, 2008. And if there demands were not accepted, teachers in all the state schools would observe a pen-down strike followed by indefinite strike. |
