Dehradun, November 1 In the communication received here on Friday, the Airport Authority of India (AAI) has notified the reduction of 5 km visibility norm to 1.5 km. Before this, flight operations were permitted only when the visibility was more than 5 km.
Now adverse weather conditions will not have any impact on flight operations. “There will be no more suspension, delay or diversion of scheduled or non-scheduled charter flights to and from the airport,” informed G. Seetaiah, chief engineer, civil aviation, Uttarakhand. “We expect the development to facilitate substantial increase in air-traffic as major airlines operators were demanding this for long. The improved air-connectivity thereof is set to give a major push to the tourist flow in the larger and long-term benefit of the state economy,” said PC Sharma, principal secretary, Civil Aviation, Uttarakhand. As of now, Kingfisher operates two flights daily between Delhi and Dehradun. The non-scheduled chartered flights carrying VIPs and tourists constitute the major chunk of the air traffic. Since the visibility factor has quite often turned out to be the major hindrance, people had not option but to drive down from Delhi. “This will become a thing of past, he added. Earlier, there was no control zone defined on account of which visibility of 5 km was required for the operations. Since air space allocation is under control of the Indian Air Force, it granted permission for reducing visibility requirement to 1.5 km when approached by the state government through the AAI. The flight operations used to get frequently affected when the visibility was less than 5 km during monsoon and foggy conditions in winter. Moreover, with the increase in the length of the runway to 7,000 feet from around 4,200 feet, bigger aircrafts can now land or take off without any visibility problem. The state-of-the-art terminal building is almost ready to be commissioned. |

Khanduri in total command
Dehradun, November 1 After he took over the reins of the state after elections in March 2007, it was the first major administrative reshuffle. A total of 25 officers including 16 secretaries and nine district magistrates out of total 13 districts were shifted. Khanduri has tried to give a message to his party bigwigs as well as his detractors within the party that he is in total control of the bureaucracy. He has also tried to rebut the allegations of detractor legislators that official machinery has not been responsive to the development needs of the people. Following dissidence against him by party legislators led by former Chief Minister Bhagat Singh Koshiyari, Khanduri has been under pressure. The dissidents were sore at the style of functioning of the Chief Minister and complained that the bureaucrats were not listening to them. They also charged that Chief Minister Khanduri has centralised all powers with him. Khanduri survived the political hiccup with the blessings of the senior BJP leaders including L.K. Advani but was told in no uncertain terms to look after the aspirations of the legislators. He has already taken out 23 positions of chairpersons out of purview of office of profit with an aim to give these to legislators. With Lok Sabha elections approaching, Khanduri in a deft move, by shuffling his bureaucrats, has also tried to give a political message to the people that despite political problems created by his opponents within the party, he has been in total command and would not be dictated to by the bureaucracy. Interestingly, despite opposition from his own party legislators, another message that the Chief Minister has tried to give was that he would continue to repose trust in Parbhat Kumara Sarngi, his own secretary. Sarangi, an IAS officer, who is considered close to Khanduri, was at the receiving end since Khanduri assumed office. While, opposition Congress legislators protested in front of the state assembly displaying ‘sarangis’ in their hands, thereby showing that Parbhat Kumar Sarangi was ‘running the show’, the main grouse of the BJP legislators was inaccessibility of both the Chief Minister and his all-powerful secretary. Undeterred, Khanduri has given the additional charge of programme implementation to Sarangi besides his present duties. |

Ashok seemed a bit out of touch in the initial stages with Sajjid playing some marvellous shots. However, Ashok managed to romp home in the end. He played some striking smashes and drop shots to outclass his opponent 21-15. In another open singles match, SPG beat BSF 21-13. SPG’s AK Singh was on the offensive right from the beginning. The BSF’s P.P.K. Shrivastav had no reply to the fine drop shots and smashes of AK Singh. In another match, SPG’s AK Singh defeated SSB’s Srivastava 21-8. Non-teaching school staff stage dharna
Dehradun, November 1 Led by Ramesh Chandra Arya, the protesters gathered at Bannu School race course before proceeding to the Vidhan Sabha. The heavy contingent of police, however, prevented them from proceedings beyond Ripana Bridge. The protesters, who then staged the dharna at the very site, pledged to continue with the agitation till the state government addressed their genuine concern. SC Sharma, a protester, asserted that the non-teaching employees working at intermediate colleges were suffering due to salary anomalies and now their exclusion from Sixth Pay Commission benefits was yet another act of injustice. |

Declare hill districts backward: Cong leaders
Dehradun, November 1 The delegation said the hill districts should be declared “backward” so that the people could get ST status for reservation of jobs in the central government. In a memorandum to Khanduri, the leaders argued that the Himalayan region had remained underdeveloped since long and the people of the region socially and educationally backward. More than 60 per cent of the area remained under forest and the people suffered on account of stringent implementation of forest laws. The people of the area had remained in the forefront while defending the country. Hence, they deserved to be treated better. |

Dehradun, November 1 Hailing from Khola village of Pauri Garhwal district, Justice Ghildiyal was elevated to the Bench in 2002. Anti-Sikh riot victims remembered
Dehradun, November 1 Expressing the Sikh community’s anguish over the delays in grant of justice to the riot victims, Gurdeep Singh Tony, president of the federation, said the 1984 riots were a shame on the nation. He said that it was most unfortunate that in spite of the passage of 24 years, justice had not yet been delivered to the victims and their families. While Punjab, Haryana, Delhi and Uttar Pradesh had announced special packages to the victims, the victims in Uttarakhand were yet to get justice, the members said. Swaran Singh, N.P.S. Ahuja, Balwant Singh, A.S. Tung and Surjeet Singh were among the prominent members who took part in the protest. |

Central status for Kumaon varsity sought
Dehradun, November 1 Already, the Union government has given central university status to Hemwati Nandan Garhwal University, Srinagar, leading to similar demands from Kumaon region. During his meeting, Khanduri referred to his earlier letter demanding central university status for Garhwal, Kumaon and Doon universities in the state. He argued that since there is a big distance between Garhwal and Kumoan Universities, Kumaon University should also be given central status. According to state government officials, Union human resource minister Arjun Singh has assured to look into the demand. |

Vijay Kumar Bisht, a senior lawyer was practicing at the Allahabad High Court and Nainital High court for the past 25 years. Sudhanshu Dhulia, son of Justice K.C. Dhulia, a former judge of the Allahabad High Court, has been a senior lawyer and a former additional advocate general of the Uttarakhand government. |

Dehradun, November 1 The doctors have received a positive response from principal secretary, medical health, Keshav Desi Raju. “We have been assured of proper representation at the State Pay Commission meeting and careful consideration of our demands”, said Dr D.P. Joshi, general secretary, Prantiya Chikitsa Evam Swasthaya Seva Sangh. The secretary has agreed to their main demand of implementation of the DACP that is being implemented in Uttar Pradesh and other states. The future course of agitation will be discussed on November 11. |
