Exactly a week after three of the Capital’s top markets were rocked by the serial bomb blasts, claiming 25 lives and maiming scores of others for life, the Delhi police today claimed to have cracked the case and possibly the terror module behind it.

According to the police, in all 13 suspects are believed to have been involved in the planning and execution of the terror strikes in the Capital and other parts of the country. The Delhi blasts along with Ahmedabad and Jaipur and UP court blasts (Faizabad, Lucknow and Varanasi) were planned by Atif Bashir (and his men), who was shot dead in an encounter yesterday along with Mohammad Sajid in Jamia Nagar area of south Delhi. Joint commissioner (Special Cell) Karnal Singh said the Delhi blasts were jointly planned and executed by Indian Mujahideen (IM) and SIMI with blessings from Lashkar-e-Taiyba (LeT). “Two groups were involved in the Delhi blasts. While Atif Bashir-led IM group executed the blasts, Tauqeer of SIMI provided operational support to them. And the most interesting fact is that LeT provided financial support to these to carry out the blasts,” said Singh. He revealed that Atif Bashir was the mastermind of the IM terror module and he alone decided upon the cities that were to be targeted.

Meanwhile, the Delhi police has been able to arrest Zeeshan, who managed to escape with another suspect from the encounter site last night from the Jhandewalan area of central Delhi. He along with Saif, who was arrested from the encounter site, were produced before the magistrate in the Tis Hazari court and remanded to 14 days’ police custody. The police said that both Saif and Zeeshan had confessed to their involvement and also given crucial information about the terrorist module.

While Saif was a student of Jamia Milia, Zeeshan turned out to be a second year student of the Indian Institute of Planning and Management (IIPM). They have also identified the other persons involved in the strikes which include 13 members, including themselves, and two killed terrorists. The missing terrorists have been identified as Shehzad, alias Pappu, Junaid, Shahdab, Sajid Khan, Mohammad Khalid, Arif, Shakeel, Zia Khan, Salman. “Sajid Khan was the person who made the bomb in the L-18 house with the help of explosive material that had come from somewhere in Karnataka”, said Singh.

The police said that its counterparts in Maharashtra, Gujarat, UP, AP and Rajasthan had been informed and a close liaison was being maintained to trace the absconding suspects.

Police sources said both Saif and Zeeshan had revealed that the lethal bombs planted in the serial blasts were fabricated in the Jamia Nagar flat with the help of Sajid Khan. Saif revealed that while he planted the bomb outside Regal Cinema and in Connaught Place’s Central Park, Sajid and Zeeshan placed the bombs at Barakhamba Road. The bombs at GK-I M-Block market were planted by Atif and Junaid. The bomb at Children’s Park at India Gate was placed by Shehzaad. He, however, could not reveal who placed the bomb at Ghaffar Market in Karol Bagh.

The Delhi police revealed that the flat (L-18) in Jamia Nagar, that was rented by the terrorists and where the action took place yesterday, belonged to an executive engineer Mohsin Nissar from UP. “The house was rented with the help of a fake deed made by Atif. The local police station has not received any verification form of these”, said a police official. The Delhi police has launched a manhunt for the arrest of the missing members.

Sources revealed that several more suspects linked to the recent blasts have been arrested. While three suspects were arrested in Uttar Pradesh’s Bijnore, one was nabbed in Kareli town of Madhya Pradesh’s Narsinghpur district early this morning. The suspect arrested in Narsinghpur, Mohammad Ali, alias Vikram Sen, is believed to be a SIMI treasurer.

SIMI has many modules: Police

In an indirect contradiction to the claim of the Delhi police, the Gujarat police today said that SIMI, which is allegedly behind the recent serial blasts in the country, had various levels and modules.

“SIMI has various levels and many modules,” said joint commissioner of police Ashish Bhatia replying to a question on the Delhi police. He reportedly claimed that Atif, one of the terrorists killed yesterday, was a mastermind of Delhi, Ahmedabad and other blasts in the country.

Bhatia, who is heading the investigation in the July 26 serial blasts in the city, refrained from directly contradicting the claim of the Delhi police that Atif was one of the masterminds behind the recent blasts.

“This (arrests and encounter) is not an end to it. There are many key operatives of the organisation who are still out there. SIMI has many modules,” Bhatia said.

“Atif was one of the key members of the banned organisation. He was present in Ahmedabad at the time of the serial blasts with 10 others,” Bhatia further said.

The city crime branch, which is tracking the activity of the banned SIMI and its offshot Indian Mujahideen, since July 26, said the organisation operated at different levels while executing terror attacks like — the motivators, the logistics providers and the executors.

Speaking about the three — Mufti Abu Basher, Tauqueer and Qayamuddin Kapaida, who the city police say were the masterminds behind the Ahmedabad blasts, Bhatia said, “Abu Basher caught by the city police comes in at the motivator level, while Tauqueer is the mastermind and Qayamuddin is the chief executor of the organisation.” Bhatia added. — PTI

2 SIMI men held

Bhopal, September 20
Two SIMI activists, one of them having possible links to Jaipur and Ahmedabad serial blasts, have been held in Madhya Pradesh.

Mohammad Ali was picked up from Jabalpur and Khalid, alias Vikram Nai, from Narsinghpur yesterday.

The two, nabbed on the basis of information given by Shahbaz Hussain already arrested in connection with Jaipur and Ahmedabad serial blasts, were being interrogated, they said. — PTI

CCTV cover for Punjab

Alarmed at blasts in Delhi, Ahemdabad, Jaipur and other places, the police in Punjab has decided to have close-circuit TV (CCTV) cameras at all important places, including main bazaars of major cities. Punjab Police chief N.P.S. Aulakh, at a meeting on security with senior officers, has directed them in this connection.

Official sources said today that the DGP had told all SSPs, DIGs and others senior officers to ensure placing of cameras at all vulnerable places in cities in 12 weeks. Crowded places in cities, important religious places visited by people in large numbers during festivals and important days will also have such cameras.

At present, not a single major city in Punjab has such cameras, whereas important cities of the world have these. London perhaps has the highest number of such cameras. In Delhi, CCTV cameras had recorded the planting of bombs at certain places on September 13.

In Punjab, certain malls and big retail stores have cameras on their premises.

Inspector-general of police (Jalandhar Range) Sanjiv Kalra said, “Soon cameras will be at all important points, including main exit and entry points. Officials will identify such points in the next three days”. Cameras will also be put up at Railway stations and main bus stands.

As the police is short of manpower, putting up cameras will help have better surveillance.

As Punjab is one of the vulnerable states regarding threat from terrorists, the DGP has reviewed steps to tackle terror-related activities in the state. Recently, some suspects, said to be agents of an intelligence agency from across the border, were held in the border belt by the Border Security Force. Interrogation of the arrested had revealed significant plans, including blasts in important cities in the country, it is learnt.

Help from the public would also be sought to have cameras at important places, said a police officer. “Social bodies will be asked to place close-circuit cameras on their own at vulnerable points,” he said adding, “Cameras will have capacity to store data of 72 hours and even more”.

In Punjab, Amritsar, Jalandhar, Ludhiana, Patiala and Mohali are among the major cities which remain crowded from morning till late evening. As cities like Jalandhar, Amritsar and Ludhiana have poor infrastructure and are prone to traffic jams, theses have several vulnerable places. For instance, Samrala Chowk in Ludhiana and Shastri Market, Model Town, Jyoti Chowk, Rainak Bazaar and other areas of Jalandhar, besides court complexes, remain crowded.

Such cameras will also be put up in important bank buildings and petrol stations vulnerable to robberies.
