RMLH sans specialist paediatric surgeon
New Delhi, July 21 Shockingly, the only paediatric surgeon, Dr Shilpa Sharma, was granted a six-month study leave, and that too immediately after her joining in March this year. Even, the HoD of paediatric surgery, Dr Amita Sen has been on leave since August 2006 for pursuing a degree in archeology and would join only on August 1, 2008. Turning the pages of RMLH in 1994, the ministry of health and family welfare decided to start a paediatric surgical dept. It created two posts and appointed Dr
P.R. Devnath on contractual basis while the other seat remained vacant for some time till Dr Amita Sen was appointed as sr. surgeon,
paediatrics. Sen later became the HoD of paediatric surgery. When asked about the matter, Dr N. K.
Chaturvedi, the medical superintendent of RMLH said that it is under the ministry of health and family welfare’s authority to take decisions on the appointment and sanctioning of leave of the medical staff of the hospital. His job is only to forward the application to the ministry. Well, if that is the case, then one can’t help wondering as to why did Dr.
Chaturvedi, in the first place, moved the leave requests to the ministry for approval without first arranging for replacements. Also, how come the ministry sanctioned the leaves of the two specialists when there was no other paediatric surgeon in the hospital? The ministry concerned was unavailable for its comments on the issue. Dr U. C.
Biswal, HoD of surgery in RMLH, said that sr. surgeons of the hospital can handle simple cases of congenital defects, but due to the lack of complete set up, most of the cases of congenital deformity are referred to other hospitals like
Safdarjung, Kamlawati, Lady Irwin and AIIMS. Reportedly, every week, out of the 60-70 cases in the
OPD, 2-3 are congenital surgical ones, and in Emergency there are 5-6 paediatric surgical cases. Most of the serious congenital deformity cases are referred to other government hospitals. But the condition might be grave in cases when a newborn requires an urgent operation and paediatric surgery being one of the specialised fields, at times, requires very aggressive pre-operative care so that the baby is in an optimal condition for operation, like abdominal wall defects. Some of the congenital anomalies demand immediate treatment and if not taken care, would result in death, viz. strangulated hernia, esophageal atressia with
tracheo-esophageal fistula, neonatal intestinal obstruction and anorectal malformations. Meanwhile, an RTI inquiry has been demanded by the Uday Foundation for Congenital Defects and Rare Blood Groups, an NGO, in this regard. |
Jhatka butchers refuse to work in Ghazipur
New Delhi, July 21 Working place of jhatka and buffalo slaughtering is just separated by a transparent wall. Slaughtering of buffaloes can be seen from the jhatka section that may hurt the sensibilities of Hindus and Sikhs. In jhatka section, only Hindus and Sikhs work. In Idgah both sections are separate. Their entrance is also separate. But in Ghazipur, they are common. Sellers of jhatka meat may not like the touching of their stuff by the workers who load the buffalo meat. Vice-president of the Jhatka meat workers’ union Kishan Ramswaroop said, “As the MCD announced that the jhatka section will be transferred to Ghazipur slaughterhouse, we want to inform that we will not go there. It hurts us to see the buffalo’s meat early in the morning.” He said that in Ghazipur, animals are given electric shock before being cut. The electric shock is given to make the animals unconscious. During trial, it was seen that just after the electric shock, animals die. Meat of dead animals is not good for health, he pointed out. The MCD authorities blame butchers that they are not interested to shift to new slaughterhouse, which is wrong. They do not think of deficiencies in the new building. There is no place to take rest for the workers. No canteen and other basic facilities are there. When the lay out plan of the building was made, the butchers should have been consulted, Ramswaroop said. “We would have pointed out the deficiencies of the slaughterhouse. But we were not heard,” he said. |
Bank asked to pay Rs 50,000 for not returning dishonoured cheque
New Delhi, July 21 The Delhi state consumer disputes redressal commission headed by justice J.D. Kapoor said, “The collecting bank has to pay interest on the amount of the cheque drawn on its own outstation branch or on those of other banks and sent for collection, if it is not credited to the customer’s account and not returned to the customer within a period of 14 days from the date of their
lodgement.” Justice Kapoor asked the erring bank, Corporation Bank, to pay the customer Rs 50,000 for not returning the dishonoured
cheque. He also referred to the customer service guidelines under ‘Dishonoured Instruments’, which provide that banks should ensure that dishonoured instruments are returned, dispatched to the customer within 24 hours. In the present case, V.V.S. Ramakrishna, who had a savings bank account with Corporation Bank, deposited a cheque for Rs 9,00,000, which was sent for clearance after six days. The cheque was dishonoured after about 15 days, but the bank kept it for three long months. Though Ramakrishna sought direction to the bank for payment of Rs 1.9 million, including the cheque amount, the commission awarded the compensation according to the interest rate that prevailed.

IIM-L opens course for armymen in Noida
New Delhi, July 21 This 24-week programme is the fourth in a series of such programmes being organised for defence officers, and the first on the Noida campus. It is open to both short service commission officers and regulars. It was inaugurated by Major-General SG Chatterji, VSM, Director-General, Resettlement. According to the institute, the response to the first three programmes conducted by IIML was a huge success with all 49 officers of the first programme and 60 of the second getting good job offers. This year, 59 defence officers from all the three branches of the armed forces have been selected for the programme. Out of these, seven are women. Management education to defence personnel contributes to providing defence officers a second career choice after retirement. But the larger role in the national interest is to prepare a disciplined and responsible citizen to play important roles in today’s competitive business scenario, say Prof N K Gupta and Prof S C Bansal, the programme directors. The objective of the GMP is to provide the participants with a basic understanding of the managerial systems and processes. The programme has been designed to provide the defence officers with basic functional inputs in subjects such as accounting and finance, decision sciences, organisational behavior, human resources management, communication skills, marketing, strategy, information technology and business environment. The idea is to familiarise the officers with the requisite analytical tools and techniques; and develop a holistic perspective and global mindset to understand issues of an enterprise, a spokesman of the institute said. |

Three minority varsities in offing
New Delhi, July 21 Sources within the HRD ministry say that “we have plans of setting up at least three minority universities but the project is in the early stages right now. A group of Muslim scholars recently approached Prime Minister Manmohan Singh and appealed for expediting work on the universities where students from the Muslim community would be given preference and he gave them a patient hearing and an indication that he approved of the project”. Later, an expert committee was formed to negotiate on the proposal with the HRD ministry. The committee, comprises eminent members from all walks of life, is slated to meet the HRD ministry officials later this month, sources within the HRD ministry inform. A budget has been declared by the government for setting up the three universities proposed to come up in Bangalore, Kishanganj in Bihar and Ajmer in
Rajasthan. The university in Bangalore will reportedly be called the Tipu Sultan University of Science and Technology while that in Kishenganj will be called Rafi Ahmad Kidwai University of Health Science and the one at Ajmer will be named Khwaja Gharib Nawaz University. The project is being closely coordinated with the Maulana Azad Education Foundation and will come up on the land of the Waqf Board. The Waqf Council is reportedly negotiating with the three state governments over allocation of land for the universities. |

IGNOU to start diploma in BPO techniques
New Delhi, July 21 This will be a one-year diploma course conducted jointly by IGNOU and Accenture Services, a Bangalore-based global technology service and outsourcing company. Candidates who have passed 10+2 or equivalent can apply for the course. Those having IGNOU’s certificate course in communication skills will have an edge but alternatively students will be screened through a communication evaluation test. The specialization would be offered in finance and accounting, insurance, banking, human resources, sourcing and category management, customer contact services, health care, pharma, engineering services, equity research, capital markets, order management and technical writing and learning services. IGNOU will ensure that the course will be imparted through a mix of education delivery channels across India including print, CD, web-based learning materials, contact sessions and simulated exercises labs for language and application learning. |
ULFA militant held for extorting money from MP
New Delhi, July 21 Ranjan Bikash Borgohain, alias Ramen Barua, 51, resident of Dibrugarh in Assam was arrested from Hussain’s official residence at 16-A Firoz Shah Road on Saturday. He had come to demand Rs 2.5 million. Deputy commissioner of police (special cell) Alok Kumar said threatening letters addressed to many politicians on the letterheads of ULFA bearing signatures of Hira Sarania, a self-styled commander of its 709 battalion, were recovered from him. “Barua was arrested after Hussain informed the police about his presence. The MP said the accused also visited his residence in March and April 2008 and delivered threatening letters. Then he had taken Rs 25,000 as extortion money,” Kumar said. According to the police, Barua during interrogation said ULFA militants Pradeep Bhatta and Romen Duara motivated him to join them in 1985. Initially he was tasked to motivate youth to join ULFA and he successfully recruited over 50 militants. He was then assigned the task of extorting money from various people for the outfit. He transported militants from one location to another, Kumar said.

Constable faces probe for custodial death
New Delhi, July 21 According to the family, Umesh died after a constable posted in the Swaroop Nagar police station brutally beat him up last Thursday in a case of mobile phone theft. The constable on patrol had received a complaint from a man that his mobile phone was missing and that he suspected Umesh stole it. Following this, the constable went to Umesh’s house to question him but could not meet him. Umesh, his mother and his brother-in-law later went to meet the constable, who allegedly roughed him up. When his condition deteriorated, the family took him home and then to a nearby hospital, where he succumbed to his injuries. Refuting the allegations, Delhi police spokesman Rajan Bhagat said Umesh was called for interrogation in a theft case. “After reaching home, he reported his illness and the family took him to the hospital where he died. We have requested for a sub-divisional magistrate enquiry,” he said. In May, special staff of the South West Delhi police was accused of torturing a young man to death in a police post of the Dhuala Kaun area. The police had detained the man in a chain snatching case. According to the Asian Centre for Human Rights (ACHR), as many as 7,468 people have died or been killed in prison and police custody in India during 2002 to 2007.

Rohini property dealer shot
New Delhi, July 21 His companion, Joginder, a sanitary inspector with the Municipal Corporation of Delhi (MCD), however, escaped unharmed. The police said the body of the victim had been sent for a post-mortem examination. A case of murder has been registered efforts were being made to trace the suspects. According to the police, Sandeep and Joginder were having a drinking session in an isolated place in the area when the three persons arrived and asked what they were up to. Sandeep reportedly took exception to their tone and asked them if they were policemen. If not, he told them to scoot. This led to a scuffle and Sandeep was shot dead by one of the suspects in the chest. The police said the statement of Joginder, the eyewitness, had been recorded and further investigations were on. |

Regularisation of Colonies
New Delhi, July 21 Nearly 40 lakh people living in these colonies are facing difficulties in collecting documents according to various announcements made from time to time. The RWAs have already submitted documents for regularisation of colonies. Again the government has demanded for the same documents to be deposited in a special camp being organised from August 1 to August 7, Gupta said. Addressing a press conference, Gupta alleged that these announcements are being made keeping in view the ensuing elections of Delhi Legislative Assembly and lakhs of people are being misled by these announcements. Various Bhagidari camps have been held for regularization, but they have proved a complete failure. He pointed out that various deficiencies were observed in the notification issued on March 3, 2008, which requires large-scale modifications. It is unfortunate that no modification whatsoever has been carried out till today. There is a provision in notification issued on June 16 to issue provisional certificate. But as per clause 4, 5 and 3 of the notification, RWAs will have to give an undertaking to the effect that the documents submitted with regard to ownership of land, layout plans, are true and based on facts. After issuance of provisional certificate, local body or DDA will complete all the formalities required under clause 4. These formalities are very complicated. The chairman further alleged that the government has not carried out any homework on the issue of regularization of unauthorized colonies. There are various deficiencies in the process of regularization. |
MCD schools get grant of Rs 300 cr
New Delhi, July 21 Vijendra Gupta, chairman of MCD Standing Committee, informed the press, “Concrete infrastructure is being developed for 300 schools which have been identified by a high-level committee of the MCD which is now in the midst of preparing a detailed report on implementing the action plan.” The MCD is also planning to deploy security guards in all its schools to ensure security of students and has fixed next year as a deadline for completion of this project. |

Dr Sushma Sagar, who had performed the major operation to remove the steel rod which had pierced his body, said that he was now alert and even moving around in the ward. Student stabbed over love triangle
Ghaziabad, July 21 Sanjay Sharma, a first year MBA student at the university in
Noida, was getting his car repaired on Sunday night at a workshop that comes under the Kavi Nagar police station when five youths barged in, stabbed him in the abdomen and fled. Mechanics at the workshop immediately informed the police and rushed Sanjay to Sarvoday Hospital. The victim survived and doctors said he had sustained five stab wounds in his abdomen. The son of a government employee and resident of Nehru Nagar III locality here, Sanjay reportedly had an affair with a girl in his university, circle officer
C.P. Singh said. The attempt on Sanjay’s life could be because of a possible love triangle, he added.

New Delhi, July 21 According to the police, ”a call was received in the morning about the incident. Etendra Yadav committed suicide by hanging himself from the ceiling at his residence in the Tigri Extension area of South Delhi.” Yadav was involved in import-export of garments.
