desperate measures to fill seats

With an increase in the number of professional institutes in and around the city, the managements of such institutes are finding it tough to fill their seats in various disciplines.

Interestingly, these institutes are resorting to all sorts of desperate measures to tackle the situation. Setting up camp offices in hotels in other states, offering incentives to staff for bringing students and even hiring agencies are some of the tactics being adopted by them.

Though the college authorities are not ready to admit this, the staff of various colleges confided that it had become a common practice with almost every college.

“Our chairman has told us that we would get Rs 10,000 as commission for enrolment of every student. We all have set targets of getting at least 10 students each,” a faculty member said.

Admitting that camp offices for on-the-spot admission outside Punjab are common, CT Institutes placements and corporate director Manhar Arora said, “We have our camp offices at various stations, including Delhi, Lucknow, Patna, Dharamsala, Mandi, Ludhiana and Dasuya.” Trying to convince with his logic, he said, “We are adopting a simple approach of reaching out to prospective students. Besides, it is convenient for both students and parents.

“We are even organising placements for Jammu and Kashmir students at Srinagar by getting them placed in corporate companies there. It leaves a simple message that we are ready to help them get jobs if they study in our institutes,” he said.

Aman Mittal, assistant director, Lovely Professional University, too was a protagonist for camp offices. He said, “Of the total 3,000 undergraduate and 1,500 postgraduate seats, 40 per cent of the students are coming from southern and north-eastern states of India. It was the encouraging response from these states that we set up camp offices there.”

The university has introduced several lucrative offers like appearing in CET was not a requirement for admission to their engineering college. Mittal reasons, “We give admission on the basis of class XII results. However, students with less than 60 per cent are ineligible.”

He said the various integrated courses such as B.Tech with MBA or D. Pharma with B. Pharma certainly helped the university in booking students for five to six years at a go. However, a student can opt out whenever he desires, he insisted.

A school with a professional college also comes as an added advantage. St Soldier group chairperson Anil Chopra said, “We have around 1,000 seats in our professional course and nearly 400 of these are filled by our school students. The group provides 25 per cent discount on admission fee to our students.”

HC stays notice disallowing house transfer by GPA

Acting on a petition asking for quashing a public notice disallowing after its publication the transfer of dwelling units by way of general power of attorney (GPA), the Punjab and Haryana High Court has ordered a stay till July 18, the next date of hearing in the matter.

A Division Bench of Justice Vijender Jain and Justice Jaswant Singh has also issued a notice of motion to the Chandigarh Housing Board, the Chandigarh Administration, the Estate Officer and the UT Sub-Registrar.

The development is significant as the residents will not be required to pay an additional fee of 5 per cent after three month period, expiring on June 4. Moreover, property can be sold on the basis of GPA/sub-GPA, legal luminaries assert.

In her petition, Rama Shori of Modern Housing Complex, had contended the Chandigarh Housing Board had issued a notice in newspapers, mentioning that transfer under the “general power of attorney transfer policy” shall not be allowed in case of transactions that took place through the GPA, agreement to sell, etc. after its publication.

The notice, dated March 5, was issued on the basis of a decision taken by the board at its meeting held on February 20.

The petitioner added persons already having GPA were asked to get their dwelling units transferred within three months and thereafter they should get it converted from leasehold to freehold, and also execute the conveyance deed.

She added that the notice issued by the board was illegal, arbitrary and against the provisions of the Chandigarh conversion of residential leasehold tenure rules, 1996.

Elaborating, counsel for the petitioner Puneet Bali said under the 1996 Rules there was neither any time limit fixed, nor were transactions through the general power of attorney/agreement to sell prohibited.

The counsel added the second grievance of the petitioner was regarding the administration’s action banning the registration of the sub-GPA without passing any specific order.

Listing the grounds for challenging the notice, the counsel said the decision and the notice were against the law laid down by the Supreme Court in “State of Rajasthan versus Basant Nahata”. As such, it was not sustainable in the eyes of the law. Quoting statutory 1996 rules and 1979 regulations, the counsel said time limit had not been fixed to get the property transferred through the GPA/sub-GPA. The notice had been issued without making amendments to the statutory provisions, and it could not override the statutory provisions.

It was further contended that the board had no power to stop the transfer of dwelling units under the GPA transfer policy and fixing the time limit of three months. Only the Administrator was competent to make amendments to the regulation.

‘Country needs to double voluntary blood donation’

More than 10 million units of blood are required annually in the country against which only half of it is being procured. Lakhs of people, including accident victims, those suffering from various ailments and women during the childbirth, are dying annually in the country for want of blood.

This was disclosed by Dr Neelam Marwaha, head of the department of transfusion medicine, Postgraduate Institute of Medical Education and Research, Chandigarh, while addressing a seminar organised by the Indian Society of Blood Transfusion and Immune-haematology (ISBTI), Punjab Chapter, here today.

The seminar was organised on the eve of the 24th anniversary of late MLA Principal Om Parkash Bagga who sacrificed his life for the communal harmony and integration of the country on June 2, 1984.

Out of the total procured blood, 55 per cent is being collected through blood donation by voluntary organisations and the rest by replacement donors.

A special campaign, jointly headed by the government and NGOs should be launched to make the younger generation aware about blood donation so that persons between the age group of 18 to 60 years could be motivated to donate their blood for saving dying patients for whom blood was badly needed.

State president of ISBTI Dr Kuldip Kaur said a healthy human body had 5,000 ML blood out of which only 350 ML was taken out during blood donation. A healthy bodied person can donate his blood after every three months, he said.

Minister for medical education and research, Punjab, Tikshan Sud, MP Avinash Rai Khanna, member of Rajya Sabha Varinder Singh Bajwa, director Hind Samachar group of newspapers Swadesh Kumari and many others were present on the occasion.

A blood donation camp was organised in which 40 units of blood were donated by the voluntary donors of Sewa Bharti, an NGO.

An exhibition on blood donation was also organised.

Bid to rape NRI: Victim alleges cop inaction

The wife of an NRI alleged that the Hoshiarpur police was not arresting the persons who had tried to rape her after forcibly entering her house at Jalalpur village falling under Tanda police station in Hoshiarpur on May 23.

The victim alleged that despite the fact that an FIR had already been registered against the accused, the police was not arresting them at the behest of a ruling SAD leader.

On the contrary, when contacted, Dasuya DSP Harpreet Singh said the matter was being investigated and appropriate action would be taken in the next few days. He denied the allegations levelled at the police by the woman. “There is no political pressure on the police in this case,” he claimed.

However, the woman alleged that her neighbour Lakhwinder Singh Lakha along with some other persons, including Kashmir Singh, Balvir Singh, Mukhtiar Singh, Jaswant Singh and Gurnam Singh, barged into her house by jumping the wall.

The woman said she was alone at her house at that time as her husband was away in a foreign country for about a year.

After barging into the house, they started molesting her and made an attempt to rape her, she alleged.

Luckily the woman’s brother and one of his relatives reached there. Ironically, the accused themselves called the police after they thrashed her brother and the relative, she added.

She said the police did not listen to them and took away her brother and the relative with it at the behest of the accused.

The police later registered an FIR against the accused but did not arrest them.

The NRI’s wife alleged that Lakhwinder Singh had also demolished one of the walls of her house some time back.

CPM’s ‘save democracy’ convention on June 18

Members of the CPM, Punjab, would hold a state-level “save democracy” convention on June 18 against to resentment of the people against the malpractices adopted the ruling coalition partners SAD-BJP to win the recently concluded panchayati raj elections.

State secretary Mangat Ram Pasla stated this while releasing the proceedings of the meeting to the Press. He condemned the malpractices and the rigging tactics adopted by state government during the zila parishad, block samiti and panchayat elections. He termed these practices as gross violations of the constitutional provisions regarding the panchayati raj institutions.

He added, apart from this, the unnecessary delay in the elections of sarpanches to be elected through indirect elections had further aggravated these malpractices in the state.

In another decision the state committee called upon its units to fully support its rallies and demonstrations to be held on June 9 on the call of the Nijikaran Virodhi Talmel Committee, Punjab, against the privatisation of education, health services, drinking water facilities, electricity and roads, and the price rise, he said. The state committee hailed the abolition of 240-year-old monarchy in Nepal and the rise of new Nepalese Secular, Federal Democratic Republic.

RCF gets 5-S certification for workplace mgt

Rail Coach Factory (RCF) here has become the first organisation in the Indian Railways to get the 5-S certification on various quality aspects.

A spokesman for the RCF said it had acquired 5-S certification, which is one of the Japanese quality tools used for workplace management, for seven departments.

“The objective of obtaining this certificate is to enhance the efficiency of staff by better house keeping and easier traceability of items. It improves safety standard also,” he said.

“Plans are afoot to acquire the 5-S certification for the entire factory in the near future,” he added.

The RCF has already got ISO 9001-2000 certificate and is the first organisation in the country to obtain ISO-14001 certification for both workshop and township.

The Quality Circle Forum of India (QCFI), Hyderabad, had conducted an extensive audit of accounts, personnel, CMM office, shell store depot and metallurgical and chemist lab before recommending it for 5-S certification. — UNI

In two separate resolutions passed unanimously, it was decided that all the ophthalmic officers of Punjab would participate in a protest march on August 4 to be organised at the office of the additional director of ophthalmology, ministry of health, New Delhi.

National Ophthalmic Association (NOA) general secretary Rajbir Berwal said it was a matter of shock that there was no promotional channel for this cadre as compared to other departments.

Mann: Holy city police vindictive

The local police was acting in a vindictive manner by asking the voters to give their names and addresses and the reasons for voting in favour of the Shiromani Akali Dal (Amritsar) during recently held byelection to the Amritsar South constituency.

Stating this to The Tribune here today on the phone, SAD (Amritsar) president Simranjit Singh Mann alleged that the district police chief was doing so as the party had complained to the Chief Election Commissioner of India against him for favouring the SAD-BJP candidate and sought his transfer. However, despite repeated attempts SSP Kunwar Vijay Pratap Singh could not be contacted for his comments. Mann said that he would file a petition in the Punjab and Haryana High court in this regard. — TNS

Nurmahal man kills self

Jalandhar, June 1
A man allegedly committed suicide by hanging himself at his residence in Dhuni village of Nurmahal subdivision on Saturday.

The deceased was identified as Makhan Singh, police sources said, adding that he was an alcoholic and used to fight with his family members due to his drinking.

A case has been registered and the body sent for a post- mortem examination, the police said. — PTI
