Ending an almost three-month deadlock, Army on Friday upgraded 13 Major Generals to the rank of Lieutenant Generals to fill a void in some crucial operational commands. The clearance of the promotion of the list of these Generals came even as Defence Minister A K Antony chaired a high-level meeting in his ministry on measures to end present stagnation in promotions in the ranks of Majors, Lt Colonels and personnel below officer rank.
