Dr Ashok Garg, a Hisar-based eye-surgeon, has once again done the city proud by setting a world record for writing maximum number of books on ophthalmology in a calendar year. In 2006, Dr Garg wrote as many as 12 books on ophthalmology with worldwide distribution.

5 held for sodomising two
Rewari, February 19
The Kosli police yesterday arrested Jai Kishan Yadav, Jagdish Yadav, Pradeep Yadav, Karam Bir — all residents of Nayagaon Jatonwala village near Kosli and Ram Kumar Yadav of Kanina allegedly for sodomising two youths at Jagdish Yadav’s house at Nayagaon Jatonwala village on Saturday.

14-year RI for five in poppy trafficking case

The Additional District and Sessions Judge, Mr N.P.Dewatt, today sentenced five persons, including four brothers, to rigorous imprisonment of 14 years and a fine of Rs 1.50 lakh each in a case of poppy husk trafficking.

Panel for conversion of Ambala Sadar into freehold area

The Haryana Government has set up a committee to study the possibility of turning Ambala Sadar into a freehold area. Ambala Sadar's conversion into a freehold area would be a major relief for Sadar residents. It has been a long-pending demand of the residents.

Centre, industry to sponsor guar project

To increase prodution of “guar” in the country, the Union Ministry of Commerce and the guar-gum industry will jointly sponsor a project for the Haryana Agriculture University (HAU) here.

A decision to this effect was taken at a meeting of guar-gum exporters and HAU authorities. The meeting was chaired by the Union Minister of State for Commerce, Mr Jairam Ramesh, who visited the university here yesterday.

The three-year project will entail the development of high-yielding and short-duration varieties of the “guar” crop with rich guar gum content.

The minister maintained that in view of the returns to the farmers and high demand of guar gum in the international market, the development of such varieties was essential. He lauded HAU scientists in developing improved crop varieties and farming techniques.

“For its landmark achievements, the university deserves a special package like the Rs 100-crore package given by the Centre to the Punjab Agricultural University, Ludhiana,” he asserted. Mr Ramesh added he would pursue the matter with the Union Council of Ministers.

The minister appreciated the crop-livestock farming system being followed in Haryana and stated the farmers of Andhra Pradesh and other states could also emulate the Haryana farmers.

He exhorted agricultural scientists to break the stagnation in crop productivity. Quoting HAU Vice-Chancellor, Dr J.C.Katyal, the minister said the climatic aberrations, especially the rise in temperature at grain-formation stage, were having an adverse impact on wheat yield. Mr Ramesh called upon farm scientists and researchers to devise ways and means to tackle this.

Political vacuum in Bhiwani constituency

The major socio-political and geographical upheaval caused by the delimitation panel’s notification has created a political vacuum of sorts in the existing Bhiwani Lok Sabha constituency as none of the politicians who have contested from the seat are likely to do so the next time.

The constituency, which has Mr Kuldeep Bishnoi as its MP, has been rechristened the Bhiwani-Mahendragarh Lok Sabha seat.

While the three Assembly segments of Adampur, Hansi and Bawani Khera have been included in the neighbouring Hisar parliamentary constituency, Narnaul, Mahendragarh, Ateli and Nangal Chaudhary Assembly segments of the Ahirwal belt have been included in the new constituency.

The Mundhal Assembly constituency, now represented by Mr Ranbir Mahendra of the Congress, has been disbanded.

The remaining five constituencies which make up the new Lok Sabha segment are Bhiwani City, Badli, Loharu, Badhra and Tosham.

The new Bhiwani-Mahendragarh constituency is now a mix of Jat-dominated and Ahir-dominated areas.

While Jats outnumber other communities in Badli, Loharu, Badhra and Tosham, Narnaul, Mahendragarh and Ateli have a big majority of Ahirs.

Mr Bishnoi is certain to shift to Hisar because his father’s pocket borough Adampur is now a part of the Hisar Lok Sabha seat.

He commands much influence in the Hansi and Bawani Khera constituencies, which have been included in Hisar.

But he is a rank outsider in the Ahir-dominated areas which have been included in the new configuration.

Indian National Lok Dal’s Ajay Singh Chautala will face similar problems here.

As a Jat, he will find it difficult to garner much support in the Ahir belt.

Currently a Rajya Sabha MP, he will be looking at other greener pastures outside Bhiwani the next time he wants to enter the Lok Sabha.

Under the circumstances, Union Minister of State for Defence Inderjit Singh is the only name that figures in probable candidates since he is popular in Ahirwal.

But it remains to be seen whether he will prefer to contest from the Bhiwani-Mahendragarh seat or the newly created Gurgaon Lok Sabha constituency.

Among others in the Congress, bereft of his Assembly seat Mundhal, Mr Ranbir Mahendra, may aspire for the party ticket the next time.

He will face stiff opposition from his late brother’s widow Kiran Chaudhary, who represents the Tosham Assembly seat and will like the party nomination for her daughter Shruti.

Looking at the new configuration, it looks likely that the new constituency will face a direct contest between Jat and Ahir candidates as both communities seem to be equally spread over in their respective areas.

Should that happen, there will be a vertical socio-political divide in the constituency as culturally, the two communities do not have much in common.

Unless there is a mid-term poll, the Lok Sabha poll is more than two years away.

New permutations and combinations will emerge. Till then, there is political vacuum.

Eye surgeon sets world record for writing books

Dr Ashok Garg, a Hisar-based eye-surgeon, has once again done the city proud by setting a world record for writing maximum number of books on ophthalmology in a calendar year.

In 2006, Dr Garg wrote as many as 12 books on ophthalmology with worldwide distribution. By doing so, he has become the first Indian doctor to set such a world record.

Dr Garg's name has been accepted for inclusion in the prestigious Guinness Book of World Records as well as the Limca Book of Records. So far, he has written 31 international-level books on various eye disorders.

Dr Garg said he had received a certificate for setting up a national record from the Editor of the Limca Book of Records. The certificate states that he has the most numbers of books on ophthalmology published in one year.

He has also received a communication from the Records Manager of the Guinness Book of Records, stating that they had accepted his feat as a Guinness World Record in the speciality area.

Books written by this Hisar-based ophthalmologist are read in the USA, Europe, Russia, Africa and China, apart from his own country. Five of his ophthalmology books have been declared as best books on the subject by ‘Eurotimes’, an ophthalmology journal, having a circulation of 65,000 copies all over the world.

An active member of the American Academy of Ophthalmology, Dr Garg has been invited by various international ophthalmic societies and institutes to deliver guest lectures. In 2006, Dr Garg was invited to the World Ophthalmology Congress as co-chairman and speaker in scientific sessions. A recipient of numerous awards and honours, he has attended a number of international conferences on ophthalmology.

5 held for sodomising two

Rewari, February 19
The Kosli police yesterday arrested Jai Kishan Yadav, Jagdish Yadav, Pradeep Yadav, Karam Bir — all residents of Nayagaon Jatonwala village near Kosli and Ram Kumar Yadav of Kanina allegedly for sodomising two youths at Jagdish Yadav’s house at Nayagaon Jatonwala village on Saturday.

All five were today produced in a court at Kosli, which remanded them in judicial custody.

Narender Yadav, along with associate Surrender Kumar, both of Dahina village, 24 km from here, went to his relative Jagdish Yadav’s house at Nayagaon Jatonwala where they all consumed liquor after which the duo were locked in a room where the accused allegedly sodo-mised them.

On a complaint by Naraender Yadav, the police registered a case of wrongful confinement, criminal intimidation and rioting under Sections 377, 342, 506,147, and 149 of the IPC against five accused.

14-year RI for five in poppy trafficking case

Fatehabad, February 19
The Additional District and Sessions Judge, Mr N.P.Dewatt, today sentenced five persons, including four brothers, to rigorous imprisonment of 14 years and a fine of Rs 1.50 lakh each in a case of poppy husk trafficking.

They will have to undergo a further imprisonment of two years each in case of their failure to pay the fine.

Acting on a tip-off, the police had nabbed Hans Raj, Devi Lal, Narsi Ram and Ramji Lal, all sons of Banwari Lal, of Haroli village near Rattia in this district and their accomplice Manjit Singh on August 18, 2000, while they were unloading a consignment of poppy husk at a Dhani near their village.

The police had recovered 94 bags of poppy husk from their possession.

The police had booked the accused under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

With a view to boost the academic environment at Chaudhary Devi Lal University here, the authorities have called eminent educationists from different universities to deliver lectures.

The Vice-Chancellor, Dr K.C. Bhardwaj, said today that experts from Jamia Milia Islamia University, New Delhi, Panjab University, Chandigarh, Guru Nanak Dev University, Amritsar, Maharshi Dayanand University, Rohtak, Kurukshetra University, Guru Jambheshwar University, Hisar, and KT University, Raipur, had delivered lectures and held discussions with students of science, technology, management and social studies streams.

Dr Balbir Singh, an international player and referee, had also been engaged to promote the sports and cultural activities on the campus, the Vice-Chancellor added.

Hansi-Butana canal to be completed by year-end

Haryana Revenue and Irrigation Minister Capt Ajay Yadav today said that Bhiwani district would be at the 'head' instead of 'tail' after the completion of the Hansi-Butana Link canal to be built at a cost of Rs 350 crore for equal and justified distribution of canal water in the state.

Capt Yadav, who was here to mobilise people for the February 25 'Nav Yug Rally' in Sirsa, said the construction of the BML Hansi-Butana link canal would be over by the end of the current year, and Bhiwani and other southern districts, which are facing shortage of irrigation and drinking water, would get ample water.

The minister said that Ms Sonia Gandhi would address the rally and Mr Bhupinder Singh Hooda would detail the developmental works done during the two-year term of the state government, besides future plans.

Tourism Minister Kiran Chaudhary, MLAs Shiv Shankar Bhardwaj, Ranbir Singh Mahendra, Sombir Singh, Ram Kishan Fauji, HPCC general secretary Sandeep Singh and municipal council president Nand Lal Chawla also spoke on the occasion.

Panel for conversion of Ambala Sadar into freehold area

The Haryana Government has set up a committee to study the possibility of turning Ambala Sadar into a freehold area. Ambala Sadar's conversion into a freehold area would be a major relief for Sadar residents. It has been a long-pending demand of the residents. A committee has been formed by the government to look into the various aspects pertaining to the matter. The committee is expected to give its report in the next couple of weeks. However, only non-agricultural land is under the purview of the committee. Ambala Cantt MLA Devender Bansal confirmed that the committee comprising senior bureaucrats had already held its meeting on this issue. "The committee was formed following my persistent demand for converting Sadar into a freehold area," he said. Mr Bansal said once the proposal for conversion into freehold is ratified, then the residents of the area would become owners of the land. "Presently, only the building is owned by the residents while the land continues to be owned by the government. Ambala Sadar is the only area which is facing this peculiar problem," he said. The committee comprises the Financial Commissioner, Revenue, the Financial Commissioner, Town and Country Planning, the Commissioner, Urban Development, Director, Town and Country planning, and Director, Urban Development. The Deputy Commissioner, Ambala, who is also the Estate officer, is also a member while the Executive Officer, Ambala Sadar, is a special invitee. The committee was set up on the direction of the Haryana Chief Minister, Mr Bhupinder Singh Hooda. Ambala Sadar is spread over 1065 acres of land. The excised Sadar area had come into existence in 1977. The conversion of the area, which includes mostly leasehold land, is going to be a complex process. The issues of old grant land, lease properties and even encroachments will have to be taken into consideration by the committee. Sources said the ownership of freehold property would be granted only after thorough verification of the documents. If any dispute, legal or otherwise, was found the ownership would not be granted till the dispute was not settled. The fixing of the conversion rate by the committee may prove to be a major catch for the residents. In case high conversion rates are fixed then the property owners will have to shell out more which may not go well with them. However, the committee members are confident that the conversions will help making substantial addition to the Haryana Government coffers.
