Kang lays stone for handicraft centre
Hoshiarpur, December 24
Mr Jagmohan Singh ,Minister for Animal Husbandry & Tourism,laid the foundation stone of a Handicraft Development Centre at village Boothgarh ,10 km from here ,today. Mr. Kang said that this centre would be set up on two and a half acre land with a cost of Rs. 1 crore. More than 700 persons would get direct employment through this centre.

Two held for cheating
Batala, December 24
Two persons - Santokh Singh and Virsa Singh of Talwandi Kukan - were arrested by the police in two different cases of cheating and impersonation. As per a press note issued by the SSP today, Jaswinder Singh and Gulzar Singh of Marhi Buchian village lodged a complaint with the police that their land, measuring 20 kanal and 13 marla, respectively, was illegally transferred by Santokh Singh by getting false sales deeds registered in their names.

One dead, another hurt in accidents
Jalandhar, December 24
One person was killed and another injured in two accidents here yesterday. Prem Singh of Vyas village was killed when the scooter he was riding on was hit by a bus followed by a truck near Chugitti chowk on the National Highway No. 1 in the morning.

Batala, December 24
Six persons were arrested last night from the Dhakowana road, Qadian, on charges of fraud. The arrested have been identified as Mohammad Rafiq and Mohammad Shafi of Sugrah village in Kathua district, Tilak Raj and Mushtaq Ahmed of Basoli village, Madan Lal of Bani village, and Abdul Hameed of Dodla village.

Murder solved, one arrested

The district police has solved a five-day-old murder case of a migrant labourer, Suresh, with the arrest of Joginder Singh of Machhijoya village.
According to sources, Joginder Singh had killed Suresh with a sharp-edged weapon and thrown his body in the fields.

He committed the crime to set an old score with Charan Singh by making it look like a murder committed by the latter.

Joginder had some enmity with Charan Singh, the sources added.

However, the police found Joginder guilty of the killing during its investigation.

The migrant labourer was found murdered in fields located in Machhijoya village of Sultanpur Lodhi sub-division on Wednesday.

Suresh was a resident of Nalanda in Bihar.

His body was found wrapped in a bed sheet. He was working as a labourer in the Gurmukh Singh’s fields.

An FIR was lodged on the statement of Suresh’s wife the same day.

Scheme lost to political bickering

The scheme to remove encroachments from the town centre has got mired in political controversy. The local MLA ,Mr Ashok Sharma,had got six kanal land near the Gandhi Crossing area vacated from the Department of Health.

The idea was to shift all temporary vends and rehri’s that have clogged the main market to the place vacated by the Department of Health. For that the Pathankot Improvement Trust and the municipal council had spent Rs 10 lakh on demolishing an old building and laid a concrete flooring. However, after some persons allegedly tried to forcibly enter and occupy the land the local municipal council staked its claim over the land.

The council president and local MLA locked horns over the issue. While the MLA was for immediate shifting of the rehris to the new place the council president maintained that it was illegal. The result was the district administration had to intervene in the matter. The district administration has now locked the area .

The President of the Pathankot Municipal Council ,Mr Sharwan Kumar, said that the land ,valued in corores ,belonged to the council. We intend to develop an underground parking and rehri market there . Only those rehri owners who would move from the Gandhi Crossing area would be given land in the new market.

Moreover ,the Council has to take permission from the government before putting the land to any use. The land that belonged to The Council cannot be given to anybody for encroachment, he said.

Mr Ashok Sharma, the local MLA ,said that he had been working for the project for the last three years. He personally pursued the case with the Department of Health for the vacation of the old building in which they were running three dispensaries.

The council did not have the infrastructure and funds to build underground parking and market in the area. For that the land should be handed over to the trust, he proposed.

However, some people with vested political interest got the entire project shelved. Now that the district administration has intervened it has been discovered that the land on which the market was proposed to be shifted actually belonged to the state government.

The official rate of land in the area is about 4 lakh per marla. At this rate now any local body that wants to develop the land would have to deposit Rs 5 crore with the government for using the place.

However, the question remains that if the land cannot be used for shifting the rehris, why Rs 10 lakh from the Punjab Nirman fund was wasted over the project?

Rare bone surgeries

Nawanshahr, December 24
The Civil Hospital, Balachaur, a 30-bed hospital located in the backward Kandi area of the district, has started performing rare surgeries like total knee replacement, uncemented hip replacement and spine surgeries, etc.

The facility has come as a boon for the local population, who had so far been spending hefty amounts on getting related treatments from other private-sector hospitals.

Dr Barinder Singh, who has done a course in spine and joint replacement from the All-India Institute of Medical Science, New Delhi, and is presently posted at the hospital here, recently performed a total knee replacement surgery on Des Raj Chhabra. The left knee of the patient had been rendered useless by osteoarthritis.

The patient, after one and half months of the surgery, has started walking normally, said Dr Singh.

Similarly, uncemented hip replacement was performed on a patient, Baldev Raj. He had been suffering from rheumatoid arthritis in the left hip joint.

The procedure, in which both acetabulam and head of femur are fixed without cement, costs around Rs 80,000, said Dr Singh.

The hospital has also started providing treatment for spine disorders like tuberculosis spine, cancer spine, trauma spine, degenerative spine and other congenital disorders.

Besides, high-flex knee prosthesis is also being provided to patients. It enables patient to flex the operated knee up to 110 degrees.

Dr Barinder Singh, however, says the success of the operation depends upon the operative techniques and maintenance of bio-mechanics during surgery.

Community centre

Parliamentary Secretary Parkash Singh inaugurated a community centre, constructed at a cost of Rs 16 lakh, at Baradari Garden yesterday.

Besides a hall, the centre houses a library and reading room on the first floor.

Deputy Commissioner Krishan Kumar, Parkash Singh’s wife Gur Iqbal Kaur, Block Samiti chairperson Amarjit Kaur Thind, district Congress president Kuldip Rana, municipal council president Lalit Mohan Pathak were among those who were present.

Lok suvidha camp

The district administration organised a “lok suvidha camp” at Jandiala village for people of 31 villages falling under the Jandiala Kanugo circle yesterday.

Deputy Commissioner Krishan Kumar presided over the function.

As many as 109 driving licences, 11 mutations, 125 SC/BC certificates, 112 medical certificates, 33 birth and death certificates and 19 ration cards were issued on the spot.

NRI donates land

An UK-based NRI Jagtar Singh of Bains village yesterday donated a piece of land worth Rs 26 lakh to the District Red Cross Society.

He donated the land, measuring 18 kanal and four marlas, in the memory of his daughter who recently died in the UK.

Govt flayed

Mr. Kamal Chaudhry ,Member of Political Affairs Committee of SAD (B) ,condemned the state government for lathicharging the agitating teachers of private managed Govt.-aided schools at Dhuri and on farmers at Amritsar. In a press release issued here today ,Mr. Kamal Chaudhry said it was a constitutional right of every citizen to oppose anti-people policies of the Government.

Foreign policy

The Political Science Association of Khalsa College, Garhdiwala, organised a seminar on “Emerging trends in international politics on Indian foreign policy”.

Dr Rajan Sharma of Doaba College delivered the keynote address and spoke on the various aspects of India’s foreign policy in the light of emerging trends in international policy.

Issues like Indo-U-S nuclear cooperation, terrorism, etc. were discussed by the participants.

Principal Dr Satwinder Singh Dhillon and Prof H.S. Dhami also addressed the seminar.

Eye donations

People of the district have created a history of sorts by donating eight eyes of their kin in just 20 days.

In a press note, president of the Eye Donation Association of Hoshiarpur Bahadur Singh Sunnet said eight persons had donated the eyes of their kin after death during the past 20 days and helped 16 corneal blinds to see the world.

The eyes of Khushi Ram (83) and Brij Mohan Jain (52) were donated on December 19. Lieut-Col Surjit Singh of Model Town donated the eyes of his father Maj Madan Kirpal Singh on December 20.

He said this had reflected the motivation among people of the district towards the cause.

Allegation

MLAs Tikshan Sud and Des Raj Dhugga has alleged that the ruling Congress has misused public money in the state like never before. In a press conference here, they said during the past five years, only a few meetings of District Development and Planning Board, Hoshiarpur, had been convened. Where as at least four meetings had to be convened every year.

Under the rules, division of funds and sanction of development schemes were to be decided at the board meetings. However, unauthorised persons were making announcements and distributing grants to various institutions. They objected to the functioning of the board.

Mr Sud said he had filed a petition in the Punjab and Haryana High Court in this regard.

One held

On the complaint of Karnail Singh of Balharwal police station, Gurdaspur, the Dasuya police has registered a case against Satnam Singh, a resident of the same village, for kidnapping.

According to police sources, Karnail Singh had alleged that Satnam Singh had called his son, Sukhwinder Singh, from the dera of Sant Baba Prem Singh, located near a hotel in Dasuya, on December 19 and allegedly kidnapped him.

The case has been under Section 364 of the IPC.

Two commit suicide

Satinder Singh of Naushra Pattan and his wife, Kamaljit Kaur, died at the Civil Hospital, Mukerian, after they consumed some poisonous substance on Thursday night.

According to sources, the two had consumed the poisonous substance at their house.They were later taken to the hospital.

Two held for cheating

They alleged that this took place in connivance with Satvant Singh Lambardar, Kashmir Singh, Ashok Kumar, Virsa Singh, Rajinder Kumar, deed writer and revenue officers.

Two persons impersonated as Jaswinder Singh and Gulzar Singh to execute the sales deeds for Rs 1.05 lakh and Rs 1.3 lakh, respectively. The impersonators mortgaged the land with Punjab National Bank, Begowal, to obtain loans for Rs 5 lakh each.The police has registered two cases under various Sections of the IPC at the Shri Hargobindpur police station.

Play on female foeticide

A play on female foeticide and drug addiction was staged by Megh Raj Lall of Lok Kala Manch at a free medical camp organised by the Dr T.S. Atwal Charitable Trust in the memory of Dr T.S. Atwal at Bhogpur township today.

The camp was organised to carry forward the work initiated by Dr Atwal and in a bid to remove social evils like female foeticide and drug addiction from society.

Speakers highlighted social evils and underlined the need for creating awareness amongst masses to check the increasing imbalance in sex ratio.

They also urged the medical fraternity to check the misuse of ultrasound machines, a blot on the profession.

A large number of people from the area underwent check-up at the camp.

Dr R.M. Sharma, Dr Ranjit Singh Buttar, Dr O.P. Arora, Dr Sanjiv Kapoor, Dr Manish Bansal, Dr Sukhjit, Dr Raghbir Singh and Dr Amarjit Singh gave free medicines to patients.

Mr S.R.S. Majithia, a trustee, appreciated the work of doctors.

Minister for Cooperation and Industry ,Himachal Pradesh ,was also present.

Mr. Dogra said that the construction of this 5-km-long link road, which would cost Rs. 79.75 lakh , had become possible due to the long struggle of the people of area ,especially Sarpanch of village Patial.

With the completion of this road, 60 km distance to the area, would be reduced.

One dead, another hurt in accidents

One person was killed and another injured in two accidents here yesterday.
Prem Singh of Vyas village was killed when the scooter he was riding on was hit by a bus followed by a truck near Chugitti chowk on the National Highway No. 1 in the morning.

While his body was taken to the local Civil Hospital for a post-mortem examination, an FIR was registered against the driver of the truck at Division No. 8 police station.

In another incident, Ankit of Jalandhar Cantonment was injured when the motor cycle he was riding on collided with an Army vehicle in the cantonment area.

Six persons were arrested last night from the Dhakowana road, Qadian, on charges of fraud.
The arrested have been identified as Mohammad Rafiq and Mohammad Shafi of Sugrah village in Kathua district, Tilak Raj and Mushtaq Ahmed of Basoli village, Madan Lal of Bani village, and Abdul Hameed of Dodla village.

Investigations revealed that the six were trying to con people into buying a token, some Euro currency and a certificate. A case under Section 420, IPC, has been registered. — OC

Around 25 commission agents of the local grain market on Friday staged a dharna against the auction of plots by Colonisation Wing of the Punjab Mandi Board.
