‘Qarra leaves Cabinet meeting in a huff’

The J&K Government yesterday ordered a magisterial inquiry into the fire that broke out in the Heritage Palace complex here on Friday last.

‘Qarra leaves Cabinet meeting in a huff’

Finance Minister Abdul Hameed Qarra is said to have walked away from a meeting of the state Cabinet here yesterday following a tiff between the Congress and PDP ministers on the issue of certain bureaucrats issuing circulars meant to reduce power of ministers belonging to PDP.

There was no official confirmation of the incident, but sources among ministers confirmed it. A minister claimed that Mr Qarra left the Cabinet meeting an hour earlier because he had some work at home.

Sources said the Congress ministers, Mr Mangat Ram Sharma and Mr Taj Mohiuddin and the PDP ministers, Mr Qarra and Mr.Abdul Aziz Zargar, were engaged in heated arguments on the issue.

The PDP ministers were annoyed over a recent circular issued by the General Department in which prior consent of the Finance Department, which is looked after by Mr Qarra, was not necessary for making additional allocations for projects by the Chief Minister.

The PDP ministers are learnt to have pointed out that while Chief Minister Ghulam Nabi Azad was on one hand stressing on good governance, but such circulars were not in consistent with the policy. Other ministers present at the meeting tried to pacify them. This amounted to financial indiscipline, they pointed out.

A PDP minister said that “we” do not want to create an embarrassing situation for the coalition government. But there can be difference of opinion on certain issues that could be sorted through dialogue.

Sources said that the PDP ministers were also annoyed over at certain postings of officers without taking them into confidence.

25 officers transferred

The Jammu and Kashmir Government yesterday ordered the transfer of 25 IAS and KAS officers.

Mr Atul Dullo, Commissioner, PWD, has been posted Commissioner Secretary, Forest Department. Mr Dalip Singh, Secretary, Cooperatives, has been posted Transport Commissioner. The charge of the Cooperative Department will be held by Mr S.S.Sahni, Principal Secretary, Agriculture.

Mr Shailendra Kumar, Secretary to the Chief Minister, has been posted Secretary, PWD. He will hand over the charge of the post of Managing Director, Power Development Corporation, to the Principal Secretary, Power Department.

Mr A.K. Raina, Commissioner of Enquiries, has been appointed a member of the J&K Special Tribunal. Syed Fazlullah, Director, Libraries, has been posted Director, Technical Education.

Mr Farooq Hakak, Director, Agriculture, Jammu Division, has been appointed a member of the Services Selection Board. Mr Vinod Bhalla, has been appointed Director Agriculture.

Probe into palace fire ordered

Jammu, December 19
The J&K Government yesterday ordered a magisterial inquiry into the fire that broke out in the Heritage Palace complex here on Friday last.

Deputy Commissioner, Jammu, Hridesh Kumar, will hold the inquiry and submit a report in 15 days.

Chief Minister Ghulam Nabi Azad visited the palace complex this morning to ascertain extent of damage.

He was informed that old record and precious items were safe in the Tosha-khana of the building.
