Ordinance to recover govt land promulgated
Crackdown on encroachers

The Jammu and Kashmir government has promulgated an ordinance to recover 20 lakh kanals of public land encroached on by the mafia.

Announcing this at a meeting held here today to celebrate birth anniversary of Mrs Indira Gandhi, Chief Minister Ghulam Nabi Azad said the Governor had approved an ordinance that would enable retrieval of the government land encroached in the state.

Value of the land has been estimated at Rs 25,000 crore. The ordinance provides that the lower courts shall not have the jurisdiction to intervene in the process of retrieval of the encroached land.

Mr Azad said he did not have animosity against anyone. Steps for the retrieval of the land and the drive against corruption were for the betterment of the people.

Several senior Congress leaders including Union Minister, Saif-ud-din Soz, PCC chief Peerzada Sayeed, Health Minister, Mangat Ram Sharma and PWD Minister Gulchain Singh Charak were present at the meeting.

Mr Azad ridiculed the parties which raised slogans which would not solve the Kashmir problem. The Congress-led UPA government has launched a two-pronged strategy to find a solution to the problem and also accelerate development in the state.

He said while dialogue had been initiated with Pakistan, separatists and all shades of opinion in the state involved in discussions on the issue. The five working groups were debating on the outcome of the two roundtable conferences organised by Prime Minister, Manmohan Singh.

He said the Congress always worked for the country’s strength and unity.

The public meeting was organised for the first time in the state to observe the birth anniversary of Mrs Gandhi turned out a rally against the “self-rule” proposal of the PDP, a coalition partner of the Azad government.

Most of the leaders spoke against the demand for ‘self-rule’ in the state. Those who ridiculed the PDP for seeking ‘self-rule’ were PCC chief and Minister, Peerzada Sayeed, Mr Mangat Ram Sharma, the two MPs Mr Madan Lal Sharma and Mr Lal Singh, and several other leaders. Mr Azad did not touch the issue, but said catchy slogans would not solve any purpose.

Mr Soz, Union Minister for Water Resources, said a solution to the problem in Kashmir could be hammered out through dialogue.

He announced various irrigation and water supply schemes worth over Rs 135 crore for the Jammu division. He said the Centre had sanctioned minor irrigation schemes worth Rs 75 crore for Jammu. A sum of Rs 28 crore had been sanctioned for the Tawi river and Rs 7 crore for improving drainage of the river Devak in the Udhampur district.

Surrender of 4 youths before Army
stage-managed: police

Srinagar, November 19
The Jammu and Kashmir police has confirmed that surrender of four Kashmiri youths before the Army was “stage-managed”.

A police spokesman reacting to media reports that an Army officer was responsible for the fake encounter of the youths, said the drama was enacted at the instance of two former personnel of the Territorial Army.

He said two former personnel of the 161 Infantry Batallion of the Territional Army Kadeer Mir and Ashiq Hussain had approached the 14 Rajput along with four youths from Delina village on November 8.

A detailed inquiry conducted into the matter by the Army revealed that it was a drama on the instance of two former Territional Army personnel for getting monetary benefit under the surrender policy of the government. He said both accused were handed over to the police after the Army questioned them. A necessary legal action has already been initiated against them, he added.

The Army claimed to have arrested Ashiq Hussain Ganai, Altaf Ahmed Akhoon, Nadim Ahmed Bhat, Wasim Ahmed Khan and Bashir Ahmed Mir, all residents of Baramulla district, on November 8 near the LoC in the Uri sector while crossing over to Pakistan Occupied Kashmir for arms training.

The Army handed over the boys to the Baramula police on Monday evening.

The drama case surfaced during the interrogation at Baramula police station where the boys refuted the Army’s claim that they were trying to cross over to the PoK and alleged that they were being implicated in a ‘’false case”.

The youths claimed that about five to six days ago, a person from Uri approached and told them that a recruitment drive was on in the Army for its unit deployed along the Line of Control besides they would also be given Rs two lakh each in cash.

The boys said they readily accompanied him as the job offer was ‘’too lucrative’’. They claimed that the person took them to an officer who told them they would be getting Rs 60,000 each in cash.

However, the officer allegedly put a condition that the boys have to surrender along with arms before the troops in the presence of media. When they refused they were falsely implicated and charged with crossing over to the PoK for arms training, they alleged. — UNI

2 grenade attacks on security forces

Srinagar, November 19
Four persons, one of them a militant, were killed and three others injured in separate incidents, including two grenade attacks by militants, in Jammu and Kashmir, where security forces had smashed two hideouts since last night, a police spokesman said today.

The militant was killed in a gun battle with security forces at Dagarhi in the Khoiur area of Jammu district last night. AK rifle, five magazines, two grenades and a radio set were recovered from his possession, the spokesman said.

He said militants shot dead two persons, Manzoor Ahmad Mir and Mohammad Sultan, after dragging them out of their houses at Check Natnoosa in Kupwara district early today.

The body of an unidentified person was recovered from Khuramnar in Doda district this morning, the spokesman said.

He said three persons, including two CRPF personnel, were injured when militants hurled a grenade on a security patrol engaged in checking of vehicles at Kawadara locality of downtown Srinagar this afternoon.

Militants also lobbed a grenade towards a BSF picket at Bandipora township of Baramula district today. However, the device did not explode and was later defused by bomb disposal experts.

Militants raided the house of a retired BSF jawan Ghulam Mohiuddin Dar at Amlar village in Pulwama district today and abducted him along with his son Mohammad Yousuf, a student of Kashmir University, the spokesman said.

Dar was set free by the abductors shortly but his son was taken to an unknown destination, the spokesman said adding that a hunt has been launched to trace him.

Security forces busted a militant hideout at Katri Dhar in Doda district last night and recovered a huge quantity of food items, the spokesman said.

Another hideout was smashed by security forces at Kach-Pathri in the Shopian area of Pulwama district which led to the recovery of one .303 rifle, 178 rounds of ammunition, five hand-grenades and two wireless sets. The police arrested one overground worker of the Lashker-e-Toiba in Doda district yesterday, the spokesman said. — PTI

Court notice to Anara Gupta

Jammu, November 19
A court here has issued notice to former Miss Jammu Anara Gupta for her appearance in the Porno-CD case she was allegedly involved.

Chief Judicial Magistrate (Jammu) Sanjay Dhar, taking cognizance of an application filed by the Chairman of the Special Investigation Team (SIT) formed for re-investigation yesterday, issued notice to Anara.

Chief Prosecuting Officer Maroof Ahmed Manhas, appearing for the SIT, sought cancellation of Anara’s bail on grounds that she was violating the conditions of the bail.

The CJM observed that Anara was not cooperating with the SIT but her mother Raj Rani said she at present was working in Mumbai. The CJM also issued show-cause notice to Kumar Sambhav, brother of Anara Gupta, why the surety bond be not forfeited.

The application said the bail bond and the surety bond of Anara Gupta might be cancelled and fresh warrant issued for her arrest. — UNI
