More houses come up on acquired land for IT park

Three years after the Chandigarh Administration acquired a large chunk of land under Phase -II for the IT Park in Kishangarh village, the UT Engineering Department is yet to even make an assessment of the residential properties and other structures that stood on the land at the time of its acquisition.

As a result more houses have come up since the acquisition, making it difficult for the authorities to carry out a fair assessment exercise. Construction activity is continuing unabated and structures have come up right up to the roundabout that leads to the Rajiv Gandhi Chandigarh Technology Park.

Sources in the Engineering Department disclosed that several attempts to assess the structures have failed as certain politically well-connected unscrupulous elements resist the exercise.

Sources in the Administration said about 52 acres of land was acquired in 2003 by the Land Acquisition Officer (LAO) along with 200 more acres of land. While the 200 acres of land had been handed over to the Engineering Department, the remaining 52 acres of land of Kishangarh and Bhagwanpur villages could not be handed over, as the assessment of the structures was pending.

The integrated township for the technology park, being developed by the Chandigarh Housing Board (CHB), falls adjacent to the land under question. “A similar situation exists in Hallomajra village where Deep Complex has come up due to laxity of the government officials. From a few hundreds structures, Deep Complex has now turned in to a full colony,” said an official.

It is learnt that the unabated construction activity is also in the knowledge of the Task Force constituted by the Deputy Commissioner to check encroachments on the government land. The sources said correspondence between the office of the LAO and the CP Division No.2 of the Engineering Department has been continuing without any result. The Engineering Department has sought the presence of a Magistrate and police force to carry out the assessment exercise.

A senior official said the land was acquired for development of area between Manimajra and Chandigarh, IT Park and allied services. About 250 plot owners of the area had gone to the Punjab and Haryana High Court against the acquisition. But the High Court had referred the matter back to the Administration that ultimately rejected the request of the plot holders in 2005.

Tributes paid to melody queen

Touching tributes were paid to the Punjabi melody queen, Surinder Kaur, at the bhog ceremony today. Knighted as the 'Nightingale' by peers all over the world, Surinder Kaur (76) passed away on June 15 while convalescing at a hospital at New Jersey, USA.

The grief-stricken family of Col. Sharanjit Singh Guleria and Dolly Guleria, the illustrious daughter of Surinder Kaur, were present as the Rajpal Singh Secretary general Punjab Arts Council read out the condolence messages.

"Maestros like Surinder Kaur appear on the worldly music scene once in a millennium. Her contribution to the Punjabi folklore will be remembered till eternity", observed ghazal maestro Jagjit Singh in his condolence message sent from the USA.

In a poignant massage, the UK-based Punjabi pop star Malkit Singh saluted the musical intellect and contribution of Surinder Kaur which "made us proud" the world over.

Noted poet Surjit Patar, chairman, Punjabi Sahit Akademy, Ludhiana, extolling Surinder Kaur as an emblem of pristine Punjabi culture, said that she had no rival in the realm of vocalism, especially the Punjabi folk and regional music.

Jagjit Puri, Special Secretary to Punjab government, acclaiming the traditional purity and melody maintained by Surinder Kaur, professed that her soulful songs will continue to reverberate the Punjabi psyche and inspire the genres of folk art culture of Punjab.

Paying an emotional homage the Rajgayak, Hans Raj Hans reiterated that the legendary Surinder Kaur was the only Punjabi woman who had been extolled as an angel and revered as the 'Mother of Punjab and Punjabi Maa boli'.

Noted folk singer Sardul Sikander felt that the Punjabi world owed a lot to the maverick musical genius who was blessed to sing folk songs, geet and ghazal with equal expertise.

Rajpal Singh called upon the literary and artistic fraternity to join hands to plan and make a fitting souvenir in the undying memory of the legend called Surinder Kaur.

Notable among the mourners, who converged at the venue, included Jagjit Singh Anand, Jagdev Singh Jassowal, Gulzar Singh Sandhu, Neena Tiwana, Pammi Bai, Harnam Singh Shaan, Surinder Shinda and many more.

Pawan Bansal assures Deep Complex residents

The Deep Complex Welfare Association, Hallo Majra, today demanded the regularisation of houses and provision of basic amenities by the Chandigarh Administration.

These demands were raised in a memorandum submitted by the association to the Minister of State for Finance, Mr Pawan Bansal, when he visited the protest site in Hallo Majra.

The memorandum highlighted that the residents had bought land in 1992-93 and constructed houses after getting the land registered in their names. However, the Administration had acquired the land in 1997 and started sending demolition notices.

The memorandum claimed that the houses had been constructed without violating any building bylaws. A majority of the residents had invested their life-long savings in the construction and they could not afford to buy another house in Chandigarh.

Mr Bansal assured the residents that he would take up their demands with the authorities.

Army JCO reinstated

An Army JCO who was denied promotion on the grounds that he faced disciplinary action has been reinstated in service and given his due promotion after he sought legal redressal.

The JCO, Raghbir Singh, a gunner, received his joining letter a few days ago. A letter received by him from the Directorate General, Artillery at Army Headquarters prior to the joining instruction stated that the Chief of the Army Staff had opined that denial of his promotion was not in accordance to rules and that he should be reinstated and given his promotion with consequential benefits.

The chief’s directions were on the statutory complaint filed by him last year. The Delhi High Court had directed the Army that the complaint be disposed of within six months of its receipt.

Raghbir had been attached to an artillery brigade where it got entangled in a disciplinary case. He was tasked with moving some stores with some men, when differences cropped up among the troopers, resulting in a fist fight. He was tried summarily and given a severe reprimand for improper command and control.

While the court of inquiry was in progress, the brigade received several letters that his promotion from naib subedar to subedar was due and that he be promoted. His promotion was due two months before he was sent on temporary duty. He forwarded a representation against not being promoted to his commanding officer, but it was apparently overlooked. Thereafter, he moved the high court.

‘Black day’ observed

The local unit of the BJP today observed a ‘’black day’’ in memory of the Emergency imposed by the Congress on June 25, 1975, a press note said here today.
It was pointed out that the democracy in the country had witnessed the brutality because of the harsh decision taken by Indira Gandhi, Prime Minister, 31 years ago. Hundreds were jailed all over the country.

Yash Pal Mahajan, the president of the local unit, asked party workers to tell the youth about the atrocities of the Congress on the common man 31 years back.

The note said certain party workers, who had spent 19 years in Burail Jail during the Emergency, also spoke on the occasion.

Tributes paid to Major Sandeep

Defence personnel of the city and surrounding areas and family members of martyr Major Sandeep Sagar, who laid his life while performing his duties near the Line of Control during the Operation Vijay, paid a floral homage to him on his seventh death anniversary at the Major Sandeep Sagar Chowk here this morning.

Prof. Harbans Lal and his wife Raksha, parents of the martyr, along with their relatives, paid tribute to him besides recalling the old memories.

They recalled that Sandeep was a brave young man and “The welfare of the country comes first, the welfare of the soldier the second and the welfare of self comes last” was his motto. The family members also quoted some lines of the last letter that Major Sandeep Sagar wrote to his family.

The lines were “Things have hot up. Our soldiers are fighting very bravely in Kargil. Pakistanis will not succeed in their nefarious activities. They will be given a bloody nose. Victory will be ours”.

Besides family members, those who paid tributes include M.S. Yadav, Additional Labour Commissioner, Haryana, and serving and retired defence personnel from Chandigarh, Panchklula, and surrounding areas.

Tirlochan elected Mohali lambardar union chief

Tirlochan Singh, Lambaradar of Balongi village, has been unanimously elected president of Mohali District Lambardar Union here today. Karnail Singh of Jhampur village and Kulwant Singh have been elected senior vice-presidents. Charanjit Singh Sodhi of Daon Ramgarh village has been selected vice president and Rashpal Singh of Badali village has been selected general secretary. Darbara singh of Rakoli village would be the advisor to the union.

Gurdev Singh, Prem Singh Rana, Dayal Singh are members of the executive committee. The meeting of various lambardars of the district was held under the chairmanship of Nirmail Singh Khaspur, Chief General Editor of Punjab State Lambardar Union. The union would take up issued relating to the Lambardars.

Chetna yatra flagged off

A chetna yatra to educate people about the findings of the Justice Mukherji Commission of Inquiry on circumstances related to the disappearance of Netaji Subhas Chandra Bose was flagged off from Ropar yesterday.

The yatra was part of nation-wide movement launched by the Netaji Subhas Foundation to pressurise the Congress-led UPA Government to accept the findings of the commission that there was no evidence to suggest that Netaji died in plane crash at Taipei on August 18, 1945.

Mr V.P. Saini, president of the Netaji Subhas Foundation and national secretary of the All India Forward Block, said the yatra would cover 3000 km and pass through various towns in the north. It would return to Ropar on June 30.

Conventions were being organised throughout the country to educate country men about the findings of the commission’s reports. A march will be organised to the Parliament on 
July 26.

Demand to regulate cable tariff

Asking Chandigarh Administration to look into the issue of regulating cable tariff in the city is on the top of the agenda fixed by the recently constituted Confederation of Social Welfare Associations.

The first meeting of the Confederation of Social Welfare Associations today decided to function as an apex body to look after the interests of the city residents.

The confederation is a parallel body to the Federation of Sector Welfare Associations (FOSWAC). The top office-bearers of the confederation are former members of the FOSWAC.

It was pointed out at the meeting that “due to monopolist stronghold by the cable operators, the monthly collection charges were being repeatedly hiked by the area operators.” The local administration remains silent on the issue.

The confederation has decided to construct mini sports complexes in a cluster of three-four sectors all over the city. It was said there have been repeated increase in the electricity tariff for domestic consumers. Air Marshal (retd) Randhir Singh, chairman of the confederation, said the administration should remove the “anomaly of 150 watt load and additional minimal charges”.

The confederation also plans to work on the front of need based changes in houses and also on front of regulating the weighs and measures in shops and filling stations.

600 attend self-defence training camps

As many as 600 participants from all age groups, including women and children, are attending the self-defence training camps organised by the sports wing of All-India Anti-Terrorist Front being held at parks of different sectors, here.

These camps are being held under the guidance of Col KD Pathak (retd.); adviser, Sports Wing of Chandigarh, at parks of Sector 38, Sector 38 West, Sector 40 A, Sector 44, Sector 48 (near Rai School), Sector 11, Sector 20-A and Sector 23-D with a team of expert instructors Sunil Dutt, Raj Kumar, Mohit Verma, Vijender S Rawat, Vishal, Sangeeta, Sandeep Kaur, Monica Thakur, Anita and Aman Dutt.

The camps consist of aerobics, stretching exercises, self-defence techniques using karate, taek-won-do and hapkido and self-defence tips. Written material on self-defence tips is also being circulated to the people.

“The motive of the camps is to generate awareness about self-defence techniques and self-confidence in the citizen of India and to channelise the youth’s energy into right direction so that our nation becomes stronger,” sais Rajesh Sharma, president, Anti-terrorist Front (Chandigarh wing).

Panchkula residents hit by power blues

The unscheduled power cuts for long and odd hours in this sweltering heat have forced the city residents to bear sleepless nights for the past over a month.
Courtesy the state electricity department that has hardly made any arrangements for helping the consumers.

The long power cuts in domestic as well as commercial power supply have virtually thrown the city out of gear in the past one week.

This is perhaps the first time that the city has witnessed a power cut ranging from 4 hours to 14 hours in the season.

A Suvidha Centre of the Uttar Haryana Bijli Vitran Nigam (UHBVN), in Industrial Area, has recorded highest number of complaints.

The city residents complained that they had been paying for the electricity bills of same amount even after facing electricity cuts for long hours.

The power cuts have even affected water supply in the last couple of days. In absence of power the daily route of common man has also been hit. Most affected are the children and elderly persons.

The mosquitoes are a further cause of concern for the residents, claimed Mr S.K. Nayar, president of Citizen’s Welfare Association, Panchkula.

The officials of the UHBVN, however, claimed that rapid growth in population and increase in number of air conditioners and other electronic goods were main reasons for aggravating the problem.

Power failure in Sector 15

Parts of Sector 15-A plunged into darkness for about an hour tonight after an electric line tripped in the locality. The dark only aggravated the trouble for Mr Ishwar Dyal, a resident of house number 453, Sector 15-A, as a part of the roof of his house had collapsed earlier.

Though no one was hurt in the accident, the rescue work was affected due to disruption in electricity supply. Mr Dyal, a lecturer in Government College of Arts, told Chandigarh Tribune that it was only after repeated calls that the electricity department took action and restored the electricity supply.

When contacted the SDO, Mr Subash Chander said that disruption was caused due to tripping in an electricity line, which was repaired after some time.

Mr R.K. Sahu, a former Assistant Advertisement Manager of The Tribune, expired here today after a brief illness.
He is survived by his wife and two sons — Mr Sushil Kumar and Mr Anil Kumar who are working in The Tribune. His body will be taken to Hardwar tomorrow.

Jewellery shop owners booked for fraud

Mohali, June 25
The police has booked two Panchkula residents on charges of fraud and conspiracy. The two had allegedly duped some persons whom they had used as agents to sell diamonds and gold jewellery.

According to the police, Vinod Verma of Panchkula, along with two others, opened a franchise of a renowned diamond company in Phase VII here. Diamonds and gold ornaments were sold through agents who would deposit security with the three and sell ornaments and pocket the commission after sale.

According to SP city Varinderpal Singh, a director of the company Amrinder Sandhu, however, chose to resign from the company within a week in whose place Vinod Verma got another Panchkula resident Navdeep Sharma as director.

According to the police, the agents were in for a shock when buyers of diamonds and jewellery complained to them that the product was not up to the mark and demanded that their money should be returned. "Before the agents could react, the two vanished, closing the shop in Mohali," said Varinderpal Singh.

Before fleeing, the two allegedly also declared Amrinder Sandhu as the managing director of the company. "We have yet to decide if Sandhu was involved or not.

According to Sandhu, the two were in a habit of roping in Sandhu in their paperwork. Once they had made him the company's director without his permission earlier also against which he had complained to the Registrar of companies," said he.

The two Vinod Verma and Navdeep Sharma have been booked under Sections 420and 120 B of the IPC. The complainant in the case is Ramesh of Hyderabad. The police said some other persons had also complained against the two.

Hotelier booked for not giving details of servants

The Mohali police has booked a hotel owner of the township for not reporting the details of his servants to the police. Davinder Singh owner of Blue Diamond hotel in Phase IX has been booked under Section 188 of the IPC.

This is probably for the first time that the police has gone beyond mere requests to landlords and shop owners to verify the antecedents of their employees and tenants.

The Mohali District Magistrate had ordered that violators in this regard will now be booked for “disobedience to orders duly promulgated by a public servant” under Section 188 of the IPC.

Sources in the police added that this was just the beginning since they had been given firm orders to ensure that verification of servants and tenants was carried out in the township. The police had also been told to freely book shop, restaurant and hotel owners who had till now not given details of their servants to the police for verification.

The DSP, Mohali, Mr Ashok Sharma, added the police was not out to harass any one and was only trying to curb incidents of thefts and loot in the district He added that police verification was a big psychological deterrent to crime and also gave a sense of security to owners.

“All that the owner has to do is to furnish a form filled with details of the servant or tenant. It is our duty to cross check the information given by the servant from his native police station,” said Mr Sharma.

He added that majority of shopkeepers and landlords had not given these details to the police despite special verification and awareness campaigns undertaken by them in almost all residential areas and market places.

Gang rape: main accused held

The Lalru police today arrested the main accused Amandeep Singh in a gang rape case, and impounded the Indica car used in the crime. Meanwhile, a Rajpura court remanded the accused in police custody till June 27.

Acting on a tip-off, a police party led by Mr Nachhatar Singh, Lalru SHO, arrested Amandeep and another accused Gurmeet Singh from near Sarsini bus stand and impounded the white Indica car used in the crime. The police arrested the other two accused in the case, Mintu Kumar and Harminder Singh, yesterday. All four accused are said to be in the property business.

Meanwhile, while producing the accused in the court under heavy security, the police demanded a five-day police remand. However, the court remanded the accused in the police custody only for two days.

It may be recalled that the rape victim, a student of a nursing college at Chandigarh’s periphery, was taken to a farmhouse located in Jharmari village in the car from the Lalru Bus Stand on June 14 and allegedly gang raped by the accused.

The police had later registered a case under Sections 354,365,376,506 and 34 of the IPC on a complaint filed by her father.

One dead in road mishap

A cyclist, hit by an unknown vehicle on Friday, succumbed to his injuries at PGI, here, last night. Sources in the Industrial Area Police station said, Gautam of Phase I, Industrial Area, was seriously injured after being hit by an unidentified vehicle on Friday. He sustained multiple injuries and was rushed to PGI, where he succumbed to his injuries, late last night.

The police said the victim's family had been informed about the accident. At the time of filing the report the body was lying at PGI. A case of causing death due to rash and negligent driving was registered in this regard at the Sector 31 police station.

Cheating: Ms Rashpal Kaur of Sector 23-D lodged a complaint with the police alleging that Surinder Singh, alias Lala, and his wife Jasbir Kaur of Lajpat Nagar, New Delhi, had taken Rs 10,000 from her as a processing fee to give her a loan. Besides this, the couple had taken 15 blank cheques from her. But they did not give her loan nor returned her money. A case of cheating under Sections 406 and 420 of the IPC was registered in this connection.

Vehicle stolen: Mr Vinod Kumar of Sector 38-West reported to the police alleging that his Maruti car (CH-03-R-7200) was stolen from a parking lot in front of Neelam cinema on Saturday night.

He told the police that he had parked his car in the parking lot at 8.30 pm and when he returned after half-an-hour he found his car missing. The contractor of the parking lot and his employees allegedly expressed ignorance about the stolen vehicle. However, they later admitted that they had seen a car rushing out of the parking and its driver did not stop at the barrier to return the parking ticket. The police has booked the contractor in this case.

In another incident, Mr Sunil Kumar of Sector 40-B filed a complaint with the police alleging that his TVS Victor motorcycle was stolen from Sector 17 on Saturday. A case of theft was registered at the Sector 17 police station.

1 held for stealing: The police arrested Pinku, a vagabond, at Jayanti Anga of Bapu Dham Colony, Sector 26, for stealing a manhole cover from the complainant's house on Saturday. A case was lodged at the Sector 26 police station.

Gambling: The police arrested Nannu Rai of Charan Singh Colony from near community centre, Mauli Jagran, and sat Pal of Phase I, Ram Darbar, from the same locality on allegations of gambling at a public place on Saturday.

The police recovered Rs 3,020 and Rs 1,200 from their possession, respectively. Two cases were registered in this connection.

Six held for selling tickets in black

The police today nabbed six persons, including three employees of a Sector 32 cinema hall, from two separate places on the allegations of selling tickets in black. The police seized 234 tickets from their possession

The police said Mohinder Kumar of Sector 29, Anil Kumar of Sector 24 and Mohit of Colony Number 5, all working in Nirman cinema, Sector 32, along with two others Shinda and Jeet of Dadu Majra Colony, were arrested from near the cinema hall for selling tickets of “Krrish” in black.

They were selling tickets for balcony at Rs 100 and for upper stall Rs 50, whereas their actual prices were Rs 70 and 35. The police seized all 182 tickets from their possession. A case under section 7-B of the Punjab Cinema Act was registered against them.

The police said Anil Kumar was an operator in the cinema hall while Mohinder and Mohit were working it its canteen.

In another incident, Sohan Lal of Sector 25 was arrested from near Neelam cinema in Sector 17 for allegedly selling tickets in black. His search led to seizure of 52 tickets of “Krrish”. A separate case was registered.

Nigerian held with cocaine

The local police today arrested a Nigerian, and recovered 3 gm of cocaine from him. He was supplying cocaine in the night clubs. He was arrested by the local police last year with 14 grams of cocaine.

Sources in the Crime Branch of the Chandigarh police said the accused, Stanley Wiseman, was nabbed following a secret information this afternoon from the road dividing Sectors 49 and 50.

Inspector Satbir Singh, in charge Crime Branch said he was using a code language.He would be produced before a local court and police remand would be sought to unearth his network.

He was arrested last year from near Neelam cinema in Sector 17 on June 24.

Body of child found from nullah

Mohali, June 25
The Sohana police has recovered the body of a two-year-old child from the Sohana nullah. Residents of Gige Majra village had seen the body on the side of the nullah here, who then informed the police.

The police said the body had been sent to the Civil Hospital in Phase VI here for post-mortem. He added that the body was yet to be identified.

The child seems to belong to Chandigarh since there is no complaint pending with the police here regarding a two-year-old child having gone missing.

388 persons booked

Chandigarh, June 25
In order to curb incidents of snatching and drunken driving, the local police yesterday booked 388 persons for various traffic violations, including four for drunken driving, during its joint drive involving staff of all police stations and the traffic police.

A spokesman of the UT Police said the local police had set up pickets at 33 important places in the city from 8 pm to 11 pm. The police challaned 384 persons for various traffic violations and other offences and booked four other persons for drunken driving. Besides this, the police impounded 14 vehicles for not having proper documents. TNS
