New Delhi, June 16 A vacation Bench of Justice A K Sikri and Justice P K Bhasin asked the respondents to file their replies and counter-affidavits within four weeks and posted the matter for further hearing to the second week of August. The PIL, filed by NGO Common Cause through advocate Meera Bhatia, submitted that installation of the CCTVs and sound systems would immensely benefit the patients and relatives besides the doctors and hospital staff. According to the petition, patients admitted to the ICUs are in need of constant medical care and at times personal attendance, but presently there are no proper mechanism to monitor their requirements. It was submitted that patients in their semi-conscious state might like to communicate their wants but are unable to do so as personal attendants are not permitted in the ICUs. The petition pointed out that in the absence of such a mechanism, relatives and well-wishers are forced to depend solely on the words of the doctors and patients on the conditions of the patients. Installation of CCTVs and audio systems connected to the ICU wings of the hospitals would enable the hospital staff and relatives to keep a constant tab on the requirements of the patients, the petition argued. Further, it was contended that the doctors could also constantly monitor the conditions of the patients through the CCTVs and interact with the patients on the audio systems, besides keeping a tab on the para-medical staff attending on them. |

Municipal body praised for good work
Faridabad, June 16 Lauding the Municipal Corporation Faridabad (MCF) for its pro-active role in the last few months, various residents welfare associations and social bodies have highlighted the need to provide continuity in tenure of MCF officials so that a comprehensive programme is developed and implemented successfully. In a letter written to the Chief Minister, Mr Bhupinder Singh Hooda, the president of the Residents Welfare Association (North Wing) of Sector 15A, Mr J. L.Taneja, has praised the role of the civic body for the execution of various projects. With the zeal and commitment shown by the present MCF, the shape of things will certainly improve, Mr Taneja wrote in the letter to the Chief Minister. Highlighting the dedication of the present MCF Commissioner, he pointed out that encroachments had been removed on a large-scale, parks developed and roads widened. The RWA of sector-10 (DLF) and some members of the RWA of sector- 21 here have also lauded the works carried out by the MCF. It was pointed out by these associations that perhaps for the first time, the MCF authorities were not making the excuse of lack of funds for their inability to implement various development projects. Mr Kailash Sharma of the RWA of sector- 10 (DLF) claimed that posting of an official like Mr Sehrawat as MCF Commissioner and Administrator simultaneously had been a positive decision, as it would ensure proper coordination between these two bodies. Expressing satisfaction at the various development projects undertaken, an office-bearer of Manav Sewa Samiti, a social body based here, wanted the government to give a fixed tenure to the officials of the civic body so that the projects could be fully implemented. The Abhibhawak Ekta Manch, the Municipal Employees Union, affiliated to the Sarva Karamchari Sangh, Haryana and several members of the MCF, including the senior Deputy Mayor, Mr Shiv Charan Lal Sharma, also complimented the authorities over the various projects undertaken to improve the basic civic amenities in the city. |

Land records information system inaugurated
Gurgaon, June 16 The land records of villages, including jamabandi, mutation, khasra, etc have been made available on the Internet. Gurgaon has become the fifth district after Sirsa, Ambala, Yamnanagar and Rewari in the state where the farmers can get a printout of the land records using Internet, Dr Singh said. The farmers can get a computerised official copy of the land record from the tehsil, the Commissioner added. The Gurgaon Deputy Commissioner, R. P. Bhardwaj, informed that the land records of 218 villages have been made available on the Internet. The works for jamabandis in fifty villages are being carried out on priority basis, which would soon be available on the Internet, he added. Mr Bhardwaj said the records of 21 villages have not been put on the Internet, as the chakbandi has not been done in these villages, added Mr Bhardwaj. The government hopes that by making all land records available on the Internet, it would ensure hassle-free nakal (duplicate records), said the Deputy Commissioner. Mr S. K. Rastogi, Informatics Officer, NIC District Computer Center, said the government has put various information for the general masses like glossary of vernacular languages (used in land records), the details of girdawari khasra and shjra, lal qitab, nasab latha, current prices register, etc. A touch screen kiosk has also been installed in E-Disha centre in secretariat where the landowner himself can see the records on the computer, added Mr Rastogi. |

Guru Arjan Dev’s martyrdom anniversary observed
New Delhi, June 16 In the Capital, the main function was held at Gurudwara Rakab Ganj Sahib by the DSGMC. Devotees visited the gurdwaras in large numbers. Kirtan and Path of Gurbani were organised. Preachers told the sangat about the great sacrifice made by the guru against injustice. A meeting of the Shiromani Gurdwara Sewadar Committee was also held. The president of the panel, Mr Raja Singh Sethi, asked the Sikh youth to follow the Sikh Rehat Maryada and abstain from trimming their hair and beard and consuming alcohol. He also appealed to the sangat to follow the teachings of patience, harmony, peace and love for mankind as preached by Guru Arjan Dev. In all gurdwaras, free food (langar) and sweet water were served. Jathedar Amrik Singh of the trans-Yamuna area condemned the Sikh leadership of Punjab for not caring about the Sikh youth and for involvement in their own vested interests. He appealed to young Sikhs to come forward and manage the affairs of the All India Sikh Gurdwara Committee. |

Two constables held for raping rag picker
Faridabad, June 16 According to a police spokesperson, the incident took place last night when the woman was picking up waste from a spot near the market in sector 9 here. The two policemen, who were patrolling the area, took her to secluded place and raped her, the spokesperson said. The woman reported the matter to her family, which lodged a complaint against the accused, identified as Sandeep and Mahavir, both posted in the same police station. The police registered a case against the policemen after a medical examination of the victim. Meanwhile, the police have also arrested two youths for allegedly murdering one Satender Kumar in Mujesar village in January. The murder took place after a brawl over the non-payment of Rs 700 by the victim. The accused were nabbed after they started using the mobile handset of the victim, looted after his murder. They were identified as Manohar and Virender, residents of a village in Aligarh district. |
Office of profit issue: BJP asks CM to quit
New Delhi, June 16 Ms Dikshit has no moral or Constitutional right to continue, BJP Delhi Pradesh president Dr Harsh Vardhan said in a statement. The Union Home Ministry did not have the courage to send the Delhi MLA Disqualification Act 2006, recently passed by the state Assembly, for assent of the President in view of his refusal to sign a similar bill passed by the Parliament, he said. The EC had, earlier this week, asked the 19 Congress MLAs to file their reply by June 21, failing which the Commission would pass an ex-parte decision. This was in response to a petition field by BJP MLA from Saket, Mr. Vijay Jolly. |

Sisters sustain burns in acid attack
Ghaziabad, June 16 While the condition of elder sister Anupama (21) was serious with nearly 60 per cent burn injuries, her younger sibling Shweta (20) received 40 per cent burns. They were taken to a local hospital which declined admission due to seriousness of the case, following which both of them were taken to Delhi for treatment. A police official said it seems to be a case of an affair gone sour and the suspect has been identified. However, investigations are on to ascertain the facts. The victims, who worked in Noida, said as the assailant was wearing a helmet, they could not recognise him. |

New Delhi, June 16 In the first incident in North-West Delhi’s Hyderpur area, two Kashmiris were arrested early morning yesterday near the water treatment plant on Ring Road along with three kilograms of heroin and 30 kg ‘charas’, police said today. While Baramulla resident Rauf Ahmad Khan (21) was arrested along with three kg heroin kept in a polythene bag, his associate Ghulam Kadir Bhatt (36), from Pulwama, had a gunny bag containing 30 kg ‘charas’. However, sensing trouble, the driver of the truck, Mohammad Amin
Malla, on which the contraband was being transported, escaped. Interrogations revealed that both were regulars to trafficking drugs in Punjab and Delhi. Rauf ran a video cassette shop as a cover up and Ghulam a chemist shop. In the second incident, police arrested a 38-year-old woman Lakshmi from Raghubir Nagar in West Delhi who was running a drug distribution network for past two years and seized 42 kg of ‘ganja’ on June 14. Cash amounting to Rs 5.18 lakhs was also recovered from her possession. Her interrogation revealed that she would receive her ‘supplies’ from Bihar. |

Noida, June 16 According to police, the victim Brahjit, was attacked with an axe in village Dhanora by his son. The victim was rushed to a Bulandshahr hospital from where he was referred to a Ghaziabad Hospital, where he succumbed to his wounds. Later, the police from Kakode police station had retrieved the half-burnt body from the pyre, when the family was performing his last rites. The body was sent for the postmortem examination. |

Evening squall brings down temperature
New Delhi, June 16 However, the maximum was recorded at 39 degree C and the minimum at 22 degree C, the Met department said. The ferocity of accompanying squall, which led to the atmosphere being enveloped by a cloud of dust, also led to trees being uprooted in several areas, resulting in traffic snags. In some areas, window panes of houses and motor vehicles were also reported to be damaged. A cloud of dust and haze has been enveloping the Delhi skyline for the last few days, bringing about a fall in maximum temperature and resulting in coolness in the city which had been experiencing a heat wave all through the last week. The haze led to the mercury dropping to 37.3 degrees Celsius on Tuesday, nearly three degrees below normal. The weatherman has also forecast a partly cloudy sky and further duststorms and thunderstorms accompanied by squalls during the next 24 hours. Some showers have also been forecast for tonight and tomorrow. The coolness in weather is likely to prevail for the next few days with the weatherman predicting a maximum temperature of around 37 degrees C in the next few days. |

Notorious gangster’s brother held after encounter
New Delhi, June 16 Bharat Singh, who took over the reins of the gang after elder brother Pahalwan gave the slip to the police last year, and his two hitmen, Bhom Singh and Manoj Kumar, were arrested last night from the Mandi Road area in South-West Delhi, said Deputy Commissioner of Police (Crime). Another gang member, Kamal Mehta, known for his shooting skills, however, managed to escape during the exchange of fire, he said. The police claimed they had prior information about the plans of the gang to settle scores with a rival gang in Gurgaon and intercepted their car last night. The gangsters tried to escape by hitting the police personnel with their car and then opened fire at them, the DCP said. After a brief exchange of fire, the police nabbed three of the four gangsters. The police also claimed to have recovered a Chinese-made pistol of .32 bore and a countrymade pistol along with a live cartridge. The interrogation of the three accused revealed that Kishan Pahalwan had left the country through Nepal border and was now settled in Australia. |

Function marks birth anniversary of Delhi’s first CM
New Delhi, June 16 Chief Minister, Ms Sheila Dikshit along with Speaker Mr Prem Singh were among those who paid floral tributes at the veteran freedom fighter’s statue, installed in the precincts of Old Secretariat. Paying tributes to the leader, Mr Prem Singh said that 50 years ago, Chaudhary Brahm Prakash saw a dream of a fully developed National Capital Region (NCR) with extended periphery where all villages would have schools, roads, primary health centres, community centres, facilities for drinking water, electricity supply and other amenities. He said today, the Government is fulfilling the dreams of the veteran leader. Chaudhary Brahm Prakash, who passed away in 1993, was a leader known for his selfless public service, social commitment and organisational abilities, it was pointed out. He was known as the “Lion of Delhi” for his inherent quality of boldness. Mr Prem Singh described him as a great freedom fighter, a patriot and a statesman of outstanding calibre. In his letter to Chief Minister, the Speaker suggested that the proposed Metro rail line near Qutub should be named after the first Delhi Chief Minister, besides opening a new ITI in Mehrauli in his memory. |

Dengue alert: Mosquito breeding on the rise
New Delhi, June 16 It said cross-checking by entomologists of Anti Malaria Operations has revealed that in several localities, including Munirka village, Ambedkar Nagar and Bapa Nagar, mosquito breeding was on the rise this month. “In most cases breeding has been detected in desert coolers,” it added. “Administrative heads of all government and semi-government departments, resident welfare associations, citizens and others must ensure that this is checked,” the MCD said. |

MCD camps for depositing property tax
New Delhi, June 16 While residents of the City Zone, Pitampura Zone and Joshi Colony can deposit their property tax at a camp on June 19, for those residing in Civil Line Zone, Shahdara (South) Zone and South Zone, a camp will be held on June 20, for Najafgarh Zone, Keshavpuram Zone and Shahdara (North) Zone on June 21, Narela Zone, Sadar Paharganj Zone and Central Zone on June 22 and West Zone, Rohini Zone and Karol Bagh Zone on June 23, an MCD release said. Senior officers of Property Tax Department will be present at these camps and provide necessary help and guidance to property tax payers. The last date for payment of property tax with 15 per cent rebate is June 30. To facilitate property tax payers, all branches of Citizen Service Bureau will remain open on all Saturdays upto June 30 for receiving property tax payments. |

Housing body to be set up for cops
New Delhi, June 16 The amount, allotted for the next five years, comes under the Police Modernisation Scheme under which Rs 100 crore will be spent each year. This is in addition to the sum of nearly Rs 60 crore per annum already allotted to Delhi Police to construct houses for its personnel. Upper subordinates and lower subordinates of the Delhi Police will benefit most from the new scheme.
