Fake witness caught
Impostor’s signature in court gave him away
Tribune News Service

Jalandhar, April 12
The court of the Additional Sessions Judge here caught today a fake witness testifying in the case of drugs recovered from three accused, who are also the main accused in the high-profile case of kidnapping of Prabir Singh, the son of a businessman from Amritsar.

According to available information, a fake witness testified before the court, but in a hurry he wrote his “real” name instead of the name of the witness he was impersonating.

The judge caught this fake witness and made him record another statement under his actual identity, in which he admitted that he was not the ‘genuine’ witness. No action, however, was taken against the fake witness.

In the year 2004, the police had caught 2 kg of heroin from the accused, who is also the accused in the case of kidnapping of Prabir Singh. A case had been filed against the accused under Sections 22/61/85 of the NDPS Act. The witness from the defence side, who was presented as Gurdeep Singh, testified before the court of the Additional Sessions Judge, Karnail Singh, but after the recording of his statement he signed his “real” name Balwinder Singh. Later, he resigned as Gurdeep Singh.

The judge stopped him from leaving the court and called the Division Number 4 police personnel to the court. The police party searched the person of the fake witness and found two driving licences, one each under the name of Gurdeep Singh and another under the name of Balwinder Singh. The witness admitted that he was not Gurdeep Singh, but Balwinder Singh in another statement recorded in the case.

Mr Karnail Singh, when contacted, confirmed that a fake witness had testified. He added that the court had recorded another statement of the person. He said it was the responsibility of the police to nab the fake witness in the case.

The SSP Ishwar Singh, when contacted, said the police could not take any action against anyone in the absence of the written orders from the court.

‘Rs 180 cr spent on health services of ex-servicemen’
Tribune News Service

Jalandhar, April 12
Claiming that as many as Rs 180 crore had been spent on providing health facilities to ex-servicemen and their dependents in the last financial year, Lieutenant-General V.K. Dua, Managing Director of the Ex-servicemen Contributory Health Scheme (ECHS), today said the response to the scheme was overwhelming, as over 16.15 lakh pensioners from armed forces across the country had got themselves registered under it.

The MD said that as many as 3,700 Army pensioners were getting enrolled under the scheme every week and he expected this number to go up to as many as 12,000 fresh registrations per week in coming times.

Lieutenant-General Dua said a consolidated fund to the tune of Rs 3 lakh had been arranged with one-time collections ranging from Rs 1800 to Rs 18,000 per pensioner. He said as many as 76 per cent of the beneficiaries were those with Rs 3,000 as pension and they were to deposit just Rs 1800 to draw benefits for themselves as well as their dependents.

Stating that as many as 216 polyclinics had been set up under the scheme, Lieutenant-General Dua said the officials working under the scheme were going two years ahead of the target, as 227 polyclinics had to be set up by March 31, 2008, which was also the last date of enrollment under the scheme for retirees before April 1, 2003.

For those retiring after that period, the MD said there was no choice as it was mandatory for them to join it. The one-time contribution was automatically deducted from their retiring benefits, he said.

In the next phase of the scheme, the MD said it was being planned to set up more polyclinics in non-military stations where such facilities were lacking.

He said as many as 500 facilities were available under the scheme, including treatments for heart implants, psychiatry, cancer, chronic arthritis, that required prolonged hospitalisation and nursing care. He said there was no limit to the expenditure over such treatments in the scheme.

Suvidha Centre to be upgraded: DC
Tribune News Service

Kapurthala, April 12
Suvidha Centre, the brainchild of former Deputy Commissioner, Mr Rakesh Kumar Verma, and the first of its kind at that time in the state (it provided 63 types of different government services under one roof), would be revived and more services would be added to it. This was stated by Mr Raminder Singh, Deputy Commissioner, Kapurthala, in a meeting with the press here today.

After the success of Suvidha Centre at Kapurthala, the state government had asked the other districts to follow its model, but unfortunately its functioning started deteriorating after the transfer of Mr Verma from here last year.

Disclosing the plans, the DC said that the administration had short-listed three sites for the proposed administrative complex to bring all government offices under one roof. Mr Raminder Singh said the administration had selected sites at Nurpurdona village, the newly-acquired 50 acres of land by PUDA and at the Semen Bank building on the Jalandhar road.
