Bhiwani, April 8 Talking to mediapersons here at Devi Lal Bhawan today, Chautala said the third front was the need of the hour in the present political scenario. He said sacked BJP leader Uma Bharti would be a prime constituent of this front. The INLD leader said the Central Government was importing wheat on high rates whereas wheat worth crores of rupees had damaged in stores in the country. Moreover, he alleged that the government was procuring wheat from farmers at the rate of Rs 650 per quintal. Criticising the Hooda government, Chautala said the government had been engaged in announcements for the past one year. The Prime Minister, Dr Manmohan Singh, too confined himself to announcements during his Panipat visit recently. “Since the state government had not prepared for any special package, the visit of the Prime Minister had proved futile”, he said. He said the government was purchasing wheat on the cheap rates but selling it on higher rates. The inflation had broken the spine of common man, he observed, adding that the government had imported 20 lakh tonne wheat to solve the problem of wheat scarcity. He demanded to withdraw this decision and to give the minimum support price for wheat as Rs 850. He said the national president of Congress Kisan Cell, Shamsher Singh Surjewala, had accepted that the farmers were committing suicide under pressure of loan. He alleged that the Chief Minister was shielding the land mafia in the state and every Congress leader was engaged in the real estate business. The Congress had forgotten the issue of the SYL since coming into power and now had launched a new issue of mini-SYL Hansi-Butana canal, he said. |
First get clearance for canal, says Sampat Singh
Kaithal, April 8 He said that the beginning of the construction work of the Bhakra-Hansi-Bhutana multipurpose link channel without examining it technically and legally showed that the government lacked vision. He said in a meeting called by Central Water Commission at New Delhi in March, the neighbouring states of Punjab and Rajasthan had objected to the construction of the canal as they felt that it would disturb the FSL of the canal. Hence, they will not be able to get their due shares in the Bhakra Main Line (BML). Mr Sampat Singh said that though Haryana took the stand in that meeting that there was no inter-state ramification in the project proposal so it may not require examination by the CWC. However, during the meeting, it emerged that diverting water from the BML will have inter-state implications. Hence, the appraisal is needed to be carried out in the Central Water Commission. The BBMB and other states have also been asked to disclose their stand but the decision to puncture the BML at the proposed location will be examined by the BBMB and Haryana has been asked to take concurrence from the party states. Mr Sampat Singh said that it seemed that the Haryana government was trying to befool the people due to which the foundation stone for the channel was laid by the Chief Minister, Mr Bhupinder Singh Hooda, not at the starting point but at the tail end. Even small objection by any state could jeopardize the canal and hundreds of crores spent of this project may go waste. He demanded that the government should immediately stop construction of the channel till it got clearance from the Central Water Commission and no objection from Punjab and Rajasthan. However, he clarified that if the project was cleared at all levels his party would welcome its construction. It was strange that the present government has not taken any initiative to force the Central government to restart construction work of SYL despite directions given by the apex court in it’s order dated June 4, 2004. It seemed that Haryana government was not raising this issue at present because of coming Assembly elections in Punjab The former minister expressed his concerns over the prevailing poor law and order situation in the state and warned that if the government failed to check the activities of the criminals the situation will worsen. Despite tall claims made by the Congress in the last Assembly elections, thousands of retrenched employees have not been provided alternative jobs. Rather, the government has sent about 25000 government employees, including youths recruited to CISF, police force, gram sevaks, nurses and others packing to their homes and rendering them jobless. Mr Ram Pal Majra, former Chief Parliamentary Secretary , and Mr Leela Ram and Mr Amar Singh Dhandey, ex MLAs, were also present on the occasion. |

Ambala, April 8 The Haryana Education Minister, Mr Phool Chand Mullana, said today that till such time permanent teachers were not appointed, Principals would be granted permission to engage guest teachers. Mr Mullana addressed meetings at different villages, including Rukri, Khan Ahmadpur, Kansepur, Manka, Manki and Alipur, with regard to the April 16 rally of the Chief Minister, Mr Bhupinder Singh Hooda, at Barara. He said the previous government had systematically tried to lower the level of education, which had affected the poor people. He said the Congress government had carried out steps for improving the standard of education. The minister said an inquiry had been initiated against the former Chief Minister, Mr Om Prakash Chautala, and his two sons for irregularities committed during their government. |
7 units sealed for polluting air, water
Sonepat, April 8 After receiving complaints from residents located along these drains that the chemically polluted water was being discharged by the industries, a team of the state pollution board led by a board officer, R.K. Sharma, raided the units and found seven units — four units of leather manufacturing for releasing chemically polluted water in the drains and three other units creating air pollution. However, it is interesting that the board had acted swiftly to redress the grievances of the people of these villages; it has not initiated any action. The complaints of these villages are of more serious nature as all ponds of these villages are filled with chemically polluted water being allegedly discharged in drain No. 4 by some dying units of Panipat. The drain passes through the ponds of these villages and the flow of polluted water has been continuing for the past many months. |
DHBVN records highest-ever power theft cases
Hisar, April 8 An official spokesperson said here today that reports against nearly 8,000 consumers who did not pay the penalty amount within the specified period were sent to the police. Around 2,500 FIRs were registered by the police in this regard. The highest number of theft cases — around 10,000 — were registered in the Faridabad operation circle and a penalty of Rs 11 crore was imposed. Similarly, 6,900 cases were registered in Sirsa and 6,700 in Hisar operation circle. The spokesperson said the pilferage of power and unauthorised extension of load were the major factors causing interruption in power supply and low voltage. The enforcement wing of the nigam and a special squad constituted by the Superintending Engineers (Operations) detected numerous cases of power pilferage. The DHBVN had also launched a scheme of rewarding those who informed about power theft. Under the scheme, a person giving information gets a cash prize equal to 10 per cent of the recovered penalty in that case. The informer is not required to disclose his/her identity at any stage. Doctor directed to pay compensation
Kaithal, April 8 According to information, one Megh Raj, a resident of Chandana village of this district, had filed a complaint before the consumer forum here that he had pain in his stomach and he contacted a local surgeon for treatment in July 2001. After going through laboratory and other clinical tests, the doctor diagnosed that the patient had a stone in his kidney and that could be removed only through an operation. Following this advice doctor conducted the operation. During his stay in the nursing home from August 6 to 14, 2001, the patient complained of pain in the abdomen and told the doctor about it, but the doctor discharged the patient, maintaining that the pain was an after-effect of the operation. When the pain persisted, the patient contacted a doctor at Narwana who referred him to Panchkula hospital and it was diagnosed that a vein of the patient had been cut during the operation for removal of kidney stone. The patient under-went two operations at Panchkula. Failing to get any relief from the surgeon, the patient filed a complaint before the consumer forum and demanded a compensation of Rs 5 lakh. After hearing the plaintiff and the defendant doctor, the forum held the doctor guilty of negligence and causing pain and mental agony to the patient and directed him and the insurance company to pay him a compensation of Rs 50000. |

Ambala, April 8 The deceased was being operated on for a cyst in his nose. Family members of the deceased alleged that the death took place due to the negligence of the doctor. According to family members, the deceased was not wheeled out of the operation theatre for two hours which aroused the suspicion of his wife. She informed her relatives who arrived at the hospital. On their arrival, the doctor informed them that the patient had died. |

Sonepat, April 8 In her complaint to the police, the victim has alleged that Satnarain has been sexually exploiting her for the past one year. The girl, a student of Prabhakar course, alleged that about a year back, the Principal asked her to come to his room where he offered her some intoxicated eatables and raped her. Since then, she was being sexually exploited by him threatening her of dire consequences. On Friday, the girl reportedly went to the institute. When she did not return home for a long time, her mother reached the institute where she saw the Principal and her daughter in a compromising position. On seeing this, girl’s mother started shouting. Satnarain, however, managed to escape. Later, the girl narrated the whole story to her mother. After registering a case against the Principal, the police took the girl to the local Civil Hospital for a medical examination, which reportedly confirmed sexual assault. |
Pataudi appears in CJM’s court
Jhajjar, April 8 Pataudi is facing charges under various Sections of the Wildlife (Protection) Act for killing a black buck and two rabbits in June last year along with seven others. Chalk out plan on poverty eradication: Punia
Panipat, April 8 Talking to reporters here this morning, president of the Janhit Seva Sangathan, an NGO, Punia said the REP had ridiculed the poor people of the country. He said under the programme, an individual was entitled to get just Rs 60 per day for 100 days whereas there was no provision to ensure his or her financial assistance for the entire year. The former minister stated that the previous and the present Central Governments had failed on the front of poverty alleviation. He said a detailed report on the poverty elimination had been submitted to the Centre based on suggestions of experts at a seminar organised at New Delhi. He urged the Centre to chalk out a comprehensive plan for poverty eradication within 10 years and sufficient funds should be provided. He said his organisation also opposed the Khap panchayats who had indulged in controversies due to numerous decisions. |
