The Chief Minister, Mr Ghulam Nabi Azad, said today that Gurez in North Kashmir would be air linked. He said measures like regular helicopter service and digging of the tunnel on the 80-km-long Bandipore-Gurez road linking it with the rest of the valley would be taken on priority.

745 HIV cases reported in J&K

The state government today informed the Assembly, now in session in Jammu, that 745 “confirmed HIV positive cases were reported from various medical institutions in the state”. Out of this, “95 full-blown AIDS cases were reported from different medical institutions”.

Two killed, militant hideout busted in Kashmir

Two persons were killed by militants, while the security forces busted two hideouts and recovered a large cache of arms and ammunition, including RDX, bombs and grenades, in the Kashmir valley overnight, an official spokesman said here today.

NC members stage walkout
Chaos in functioning of Waqf Board

Members of the National Conference walked out of the Assembly today protesting against the chaos in the Waqf Board. The issue came up in the House when a call-attention notice was moved by Mr Ali Mohammad Sagar (NC). He said the board had virtually collapsed, which resulted in confusion and chaos in the management of shrines in the state.

The NC members were not satisfied with the reply of Peerzada Mohammad Sayeed, Minister for Haj and Auqaf, that the shrines, mosques and other institutions affiliated with the board were being managed smoothly.

The NC members claimed that the funds of the board were being misused ever since it was take over in 2003.

Mr Sagar said a fixed deposit of Rs 5.50 crore that existed at the time of the take over had been spent. As many as 121 employees had been recruited without any justification and funds were being misused. He said the board had purchased vehicles worth Rs 68 lakh during the past two years.

There were arguments between NC members and the treasury benches on the issue. Mr Mangat Ram Sharma, Transport Minister, said the vacant posts would be filled soon.

However, the NC members, who were not satisfied with the reply, walked out of the House.

In another reply, the Health Minister informed Ms Kanta Andotra (Cong) that 745 HIV and 95 AIDS cases had been reported in the state.

The Chief Minister in a written reply to Mr Shyam Lal Sharma (Cong) informed that 78,490 unemployed youth were registered with employment exchanges in the state. As many as 13,500 gazetted and non-gazetted posts, excluding Class IV posts, had been referred to the public service commission and the services selection board.

Gurez to be linked by air, says Azad

The Chief Minister, Mr Ghulam Nabi Azad, said today that Gurez in North Kashmir would be air linked. He said measures like regular helicopter service and digging of the tunnel on the 80-km-long Bandipore-Gurez road linking it with the rest of the valley would be taken on priority.

He was addressing a public meeting at Dawar on his maiden visit to Gurez in Baramula district. Mr Azad complemented the people of the area who resisted the 1947 tribal attack.

The Chief Minister said he had already taken up the mission to develop all far-flung and backward areas. He said Gurez and Tulail were such areas. As compared to five to six months’ blockade of Leh and Kargil, Gurez remained cut off for eight months.

Mr Azad expressed happiness that literacy rate in this far-flung area was 50 per cent, which indicated that the residents were working hard for the pursuit of knowledge. He said steps would be taken to give concessions given to Leh and Kargil in income tax and other taxes to this area also. A committee had been constituted which would consider giving special allowances on the pattern of Leh and Kargil to all such far-flung areas.

Addressing another public meeting at Neeru, the Chief Minister announced special block for Tulail saying with the establishment of this block a long-pending demand of the area had been fulfilled. He said with the establishment of the Tulail block, new development activities would get generated and accelerated besides infrastructural development.

745 HIV cases reported in J&K

The state government today informed the Assembly, now in session in Jammu, that 745 “confirmed HIV positive cases were reported from various medical institutions in the state”.

Out of this, “95 full-blown AIDS cases were reported from different medical institutions”.

However, the Government had no details whether any full-blown AIDS patient had died in the state during the past two years.

The Assembly was informed that Government Medical colleges in Srinagar and Jammu, besides the Institute of Medical Sciences in the summer capital of the state “provide free treatment to HIV positive and AIDS patients and so far 191 patients have been covered under this scheme”.

The government also told the legislators that a provision had been made for ensuring free anti-retroviral drugs for the AIDS patients free of cost. Besides this, pre-and post-test counselling was being provided free of cost and medicines for opportunistic infections were being made available to these patients in the two medical colleges and the institute.

The government confirmed the mushroom growth of private nursing homes and clinics in the state and said so far 158 such clinics had been registered by the Government.

The government also admitted that only those in service doctors could carry out private practice who were not getting any non-practising allowance. However, the situation in the state was different as a majority of doctors carrying private practice received non-practising allowance. The government was silent on the issue whether it had any plan to allow or not permit doctors from doing private practice in the clinics.

PDP member's election held void

In another set back to the Peoples Democratic Party (PDP), which is a partner in the Congress- led ruling coalition in Jammu and Kashmir, the high court today unseated its MLC, Mr Tassadaq Hussain, and declared Mr Mohammad Rashid Qureshi of the National Conference (NC) elected to the reserved seat.

.Justice Y.P. Nargotra ordered that Mr Hussain was not eligible to contest the seat for the legislative council that was reserved for Poonch district. The court declared election of Mr Hussain as void and declared Mr Qureshi elected to the seat. Mr Qureshi had filed a petition challenging election of Mr Hussain who belonged to Rajouri district. He pointed out that under Section 50 (3) of the Constitution of Jammu & Kashmir the seat was reserved for Poonch.

Two killed, militant hideout busted in Kashmir

Srinagar, March 13
Two persons were killed by militants, while the security forces busted two hideouts and recovered a large cache of arms and ammunition, including RDX, bombs and grenades, in the Kashmir valley overnight, an official spokesman said here today.

He said militants kidnapped and later hanged to death Imtiaz Ahmad Bhat in the Urpash forest in Ganderbal this morning.

Another body was recovered from Kulgam in Anantnag district, he said.

The spokesman said the police on a tip-off conducted a search operation at Nijwan Kangan last night. After the search, the police unearthed a hideout and seized 30 kg of RDX, two rockets, seven detonators, one improvised explosive device (IED), four IED junctions and one UBGL grenade.

He said in another operation, the police raided a house at Narastan in Pulwama district and seized four 52-mm bombs, eight grenades, two UBGL grenades and 120 cartridges. — UNI

Night-long protest in Baramula

Baramula, March 13
Night-long protests and general strike paralysed life in the old town where the police resorted to lathi-charge to disperse demonstrators protesting against the alleged atrocities by security forces.

Official sources said people took to the streets last night after some security personnel without uniform entered a house and demanded food.

The demonstration continued throughout the night. The demonstrators, raising anti-security forces and anti-government slogans, demanded action against security personnel who had entered the house.
