Question of quality raised at fair
With a view to bringing qualitative changes in education at government schools, a division-level educational fair—the first event of its kind in the state—was organised in Hisar on November 19 and 20.
Hundreds of schoolchildren and teachers from all five districts in the division, including Hisar, Sirsa, Fatehabad, Bhiwani and Jind, participated in the fair. The administrative officials of these districts, apart from the officials of the Education and Public Relations departments, had put in persistent efforts to make the fair a grand success. “Collective efforts are must to continue reforms in the education sector, which is the foundation of development,” said Mr R. R. Fuliya, the Divisional Commissioner, Hisar, who conceptualised the event. A few months ago, a special campaign to assess the quality of education being provided in government schools was launched in the division. The Commissioner visited a number of schools to get a first-hand account of the problems being faced by the schools. The schools were then categorised on the basis of their results and the factors leading to their poor performance were identified. Following this, an elaborate plan comprising remedial measures was chalked out. It was observed that the shortage of teachers of certain subjects in schools was mainly responsible for the below-average results. To tackle the problem, the village panchayats were asked to approach local youth and retired teachers willing to teach at government schools on a part-time basis. The school authorities were also asked to use multimedia teaching aids and other educational kits to enhance the educational standard. It was also decided to facilitate greater interaction between the teachers and parents of students and revive the educational committees formed in villages. At the fair, a number of teachers and students and teachers were honoured for their outstanding achievements. It has also been decided to felicitate more teachers, students and members of panchayats for their worthwhile contributions towards educational reforms at subsequent functions. Mr Fuliya said the fair aimed at boosting the morale of hard-working students and teachers, apart from acquainting them with the use of multimedia kits in imparting quality education. A wide variety of academic and cultural activities, including folk dances, declamation contests, on-the-spot painting competition and impressive presentation of other folk art forms by schoolchildren enthralled the gathering. An educational exhibition of various scientific and informative models—some using computer systems as aids—was put up on the occasion. Mr Phool Chand Mullana, Education Minister, Haryana, was the chief guest at the closing ceremony. There were serious allegations regarding unjust use of government money and machinery in organising the fair. During the period of preparations for the fair, many senior functionaries of different departments were mostly held up in long meetings. More often than not, senior administrative officials were coerced to work overtime for the fair, sometimes even at the cost of other important tasks. Disgraceful behaviour with a District Education Officer during the function also sent wrong signals to the officials, particularly the teaching community. On the other hand, Mr Fuliya has refuted allegations regarding misuse of funds, stating that a major portion of the money had been spent on teachers and students. Nonetheless, though the education fair and the preceding campaign were steps in the right direction, it should be clear that such events should focus on bringing a positive change in larger interest and do not remain mere image-building exercises. |

NIIT, UK’s Open University forge pact
New Delhi: IT education company NIIT has entered in to an alliance with Open University of the UK to offer degrees to its students. To begin with, the NIIT students in Bangladesh, Botswana, Ghana, Indonesia, Nigeria and Vietnam will be offered B.Sc (Honours) Computing and its Practice degree.
“We are starting with these six
countries and our intention is to take it to all the 30 countries we operate in,” NIIT Chairman Rajendra S. Pawar told newspersons.
Students, who have completed two-year programme with NIIT would be offered the degree for which they would have spent another year to clear the examinations held by the Open University. “The Open University degree programme builds upon the study that students would have completed with NIIT,” he said. The programme will begin in three of these six countries by April 2006. Mr Pawar said once the regulatory environment on functioning of foreign universities in India became clear, the programme would be introduced here, too.
“Later we can introduce masters programme, too, with NIIT,” Vice-Chancellor of Open University Brenda Gourley said. The quality of the programme would be monitored at many levels.
Pro-Vice-Chancellor of the University David Vincent said this was for the first time that Open University was entering a tie-up of this sort. He said the degree from the university would help students gain admission to higher-level programmes in the UK and other countries and its cost would come to

Award for researcher: Manoj Chugh, Senior Research Fellow, Department of Biosciences, Maharshi Dayanand University, has been awarded the first prize for his paper ‘Candidate Antigens for Vector Directed Malaria Transmission Blocking Anti-mosquito Immunity Against Anopheles Culicifacies Sibling Species Complex’ in an International Conference on Malaria held from November 4 to 6 in New Delhi. The conference was organised by the Malaria Research Centre in collaboration with the National Vector Borne Disease Control Programme, Delhi, and Medicines for Malaria Venture, Geneva, Switzerland. More than 700 scientists from 174 leading institutes of India and abroad participated in the conference.
