Haryana to form panels for better power supply
Panchkula, October 21 These committees would suggest and ensure measures for improving electricity services in rural and urban area, identify the area specific requirement such as billing, bill payment, meter reading and release of new connection forms. The committees would also suggest measures for public participation in bill distribution, meter reading and tariff collection in villages. The Superintending Engineers (Operation) will be the member secretary of each district committee. Superintendent of Police, SE (Public Health and Irrigation) Deputy Director Agriculture, District Town Planner and XEN, Operation and Maintenance, HVPN would be the ex-officio members. Every district committee would convene a meeting once a month. The Members of Parliaments (MPs) and Members of Legislative Assembly (MLAs) would also be invited to attend these meetings as public representatives. At the sub-divisional level, member secretary would be the Executive Engineer, Operation. The ex-officio member of the committee would be Chairman of Municipal Council and Block Samitis and BDPO. These consumer consultant committees would meet once a month and forward recommendations to all concerned, including the member secretary of the district committees. In both committees, one representative each from industry, trade, a woman representative, two representatives from resident welfare associations and two elected members from the Municipal Committees would be nominated as members. |
No vendetta in probe: CM
Chandigarh, October 21 Talking to reporters here today, the Chief Minister said he had never interfered
in the probe being carried out by the Vigilance Bureau into the anomalies in the recruitments in government vacancies during the INLD’s tenure in the state government. “Mr Chautala got false cases registered against his rivals to settle personal scores. We are not doing anything of that kind. The Vigilance Bureau is acting on the basis of inputs received by it from various quarters. The Bureau has been given a free hand to take the probe to its logical conclusion”, the Chief Minister said. Mr Hooda added that despite the victims of excesses by Mr Chautala screaming for his blood, he refrained from using the allegations of corruption against the INLD supremo to corner him politically. “There are other important issues like generating employment for people, the problems of the farm sector and the scarcity of water in various parts of the state. I did not want all these issues to be put into the backburner and make inquiry against Mr Chautala my only agenda”, the Chief Minister said. On the issue of appointment of a State Information Commissioner (SIC) in Haryana under the Right to Information Act, Mr Hooda said a meeting had been called on October 28 to pave the way for appointment of the Commissioner. The three-member committee, constituted for appointment of the SIC, comprised of Mr Hooda himself, Mr Chautala in his capacity as leader of the largest opposition party in the state, and Mr Venod Sharma, Excise and Taxation Minister. The Chief Minister disclosed that he would be going to Japan and South Korea next month to discuss possibilities of fresh investment in Haryana by Japanese and Korean industrial houses. |
BJP against Cong men in delimitation panel
Chandigarh, October 21 Addressing a press conference here today, Mr I.D. Swami, BJP leader and a former Union Minister, said ideally the Speaker should have inducted some Opposition MLAs also among the five legislators from the state who were associate members of the Delimitation Commission. The BJP leader also criticised the Congress-led state government for its electricity arrear waiver scheme and said it smacked of discrimination against the power consumers of urban areas. He said while the state government had given concession to the defaulters of rural areas, it had not done anything for consumers who were paying the bills regularly. “ The consumers at places like Karnal, Panipat, Kaithal, Kurukshetra and such other places, who were paying their bills regularly, should be returned 50 per cent of the amount paid by them toward power bill”, he said and added, if the government was unable to pay the money in cash, the amount may be adjusted in the future bills. The BJP leader announced that the party’s state executive had a two-day meeting at Ambala recently where a plan was drawn up for strengthening the party in the state. He said the executive was of the view that the result of the recent byelection for the Rohtak Lok Sabha seat had conclusively shown that the electorate in Haryana was divided between Congress and the BJP with other parties gradually fading into the oblivion. |

Haryana gurdwara poll schedule announced
Chandigarh, October 21 Sources say that the officer conveyed to Mr Raj Kumar, Commissioner, Gurdwara Elections, Haryana, that the Union Government was of the view that the Haryana Government must not hold back the elections. The Haryana Government had conveyed its inability to the Chief Commissioner, Gurdwara Elections, that since an eight-member committee headed by Haryana Assembly Speaker H.S. Chatha was studying the need, jurisdiction, feasibility and organisation of a separate gurdwara parbandhak committee for Haryana, elections to the local gurdwara management committees would serve no purpose. The government had said that it would wait for the final report of the committee before taking any final decision regarding the holding of elections. It has therefore suggested that the elections be postponed. However, the Chief Commissioner, Sikh Gurdwara Elections, refused to accept the plea of Haryana Government and decided to go ahead with elections. Now, sources say that after receiving the instructions of the Union Ministry of Home Affairs, the Haryana Government sought the opinion of the Advocate General, Haryana, Mr Hawa Singh Hooda. Mr Hooda is learnt to have advised the government to proceed with the holding of the elections. As per the election programme prepared by the government, nomination papers can be filed from October 21 to November 7 and scrutiny would be carried out on November 10. While the last date for withdrawal of candidature would be November 22, polling, if required, would be held on December 11. Sources say that the results of the elections of each constituency would be declared by December 15. |

Roads to be swept at night
Ambala, October 21 The sweeping of roads will be in addition to regular cleanliness carried out during the day. A team of sweepers will carry out the task at night from 7 pm to 11 pm. Sweeping at night has initially been introduced in the busy market area. The MC Ambala Sadar, Ms Neelam Sharma, said that they introduced sweeping of roads at night earlier this week. “This system has been introduced after we noticed certain shortcomings of carrying out sweeping only during the day,” she said. She said that sweeping at night will enable more effective sweeping during the daytime. “We have noticed that the shopkeepers throw out garbage before closing shop at night. Also, in the Subzi Mandi area, the whole place is littered with garbage during night time. So we decided that sweeping at night will deal with this aspect and the main roads will be cleaned up at night itself,” she said. Ms Neelam Sharma said that currently the sweepers who report for duty in the morning, have to clean the garbage on the main roads and they hardly get time to go into the side streets. “Now, the sweepers during the day will get additional time for the lanes and bylanes since they do not have to devote their time for the main roads,” she said. |

CBI nabs official for taking bribe
Chandigarh, October 21 According to a press note issued by the CBI here today, Mr R.C. Bhatia was arrested under the Prevention of Corruption Act, 1988 and searches were conducted at his official and residential premises at Kurukshetra and Mumbai. During searches it was revealed that the accused had nine accounts in various banks in his name and in the name of his family members at Mumbai, Kurukshetra and other places. During searches it was also revealed that the accused had one house in Mumbai. The details of other immovable property are being investigated. |
MLA gets warm welcome
Rewari, October 21 This was her first visit to Rewari after she was elected to the Haryana Vidhan Sabha from Tosham. She said that she had established herself in Delhi politics through diligence and benediction of Congress president Sonia Gandhi while her husband was in Haryana politics. She said her dream of merging the HVP with the Congress party was fulfilled in October, 2004. Warrants against former HPSC Chairman
Rohtak, October 21 The court has fixed November 11 as the next date of hearing in the case. Three persons had been arrested on August 9 last in connection with a case registered against Dr Banger and nine others. They were Pardeep Sangwan, Drug Inspector, his father Mohinder Singh and Rajiv Mukul. Pardeep Sangwan, who lives in Dev Colony here, is accused of securing his job on the basis of fake documents. It is learnt that he hails from the ancestral village of Dr Banger and had been recruited by the HPSC on the basis of an interview conducted on October 6, 2004. |

According to police sources, Balbir Gupta of Krishna Nagar locality in the city wanted to give a plot to Krishna. However, his sons were against this. This morning, Balbir’s son Jeetu went to Krishna’s house and there was heated exchange between them. A little later, another youth, Satish, said to be Jeetu’s brother, also reached the scene. Former minister acquitted
Fatehabad, October 21 Suresh had alleged in his complaint that Mr Mariya received Rs 1 lakh from him for getting him a post of constable in the Haryana Police. He had alleged that the money was handed over to Mr Mariya on June 28, 1999 but the former Minister could not get him recruited to the police. When Suresh demanded the money back, the former Minister allegedly gave him a cheque for Rs 50,000 which also bounced. Additional District and Sessions Judge, who heard the case, acquitted the former Minister giving him the benefit of doubt.

Karnal October 21 He was speaking at a Police Commemoration Day function today at Madhuban where he laid wreath on the Martyrs Memorial to pay homage to the valiant police personnel who made supreme sacrifices to maintain peace and order. The day is observed to commemorate the death of 10 members of the CRPF who sacrificed their lives while fighting against Chinese intruders in 1959. The DGP said as many as 881 members of Indian police forces and para-military forces had laid down their lives while fighting anti-social elements during September, 2004 to August, 2005. Of these, two members of the Haryana Police — Head Constable Ram Kishan and UGC Randhir Singh — also laid down their lives. |
