Gurgaon, September 18
The Congress today got a shot in the arm with the Haryana and Delhi units of the All-India Jat Mahasabha today declaring here open support to its nominee, Mr Deepender Hooda, in the parliamentary by-election in Rohtak, scheduled for September 28.

In a separate resolution the Mahasabha condemned the Sarvajatia Sarvakhap Panchayat relating to the Gohana incident in which the latter tried to intervene in police investigations relating to the burning of houses of Dalits in a Balmiki basti.

The arson had taken place in the wake of the murder of a youth, Baljit Singh Siwatch. The resolution alleged that some vested interests had infiltrated the Panchayat to contrive the resolution characterised by the ultimatum to the Haryana Government to withdraw the cases.

The Mahasabha lauded the Haryana Government for handing over the murder of Baljit Siwatch and the subsequent arson in a Balmiki basti in Gohana to the CBI for a free and impartial investigation and the law to take its own course. They also appreciated the efficiency in providing prompt compensation to the family of the deceased and the members of the Dalits whose houses were burnt.

The state executives of the Haryana and the Delhi units met here jointly in the shadows of the Gohana incident and decided on its stand on the election for Rohtak seat.

Giving details of the meeting, the national chief of the legal wing of the All-India Jat Mahasabha, Mr Khazan Singh, said a unanimous decision had been taken to support the Congress nominee in Rohtak. The executives were of the view that it was a happy augury for the polity and the Indian political system to have decent and educated persons coming into the political sphere.

Those who attended the meeting, presided over by Mr Khazan Singh, included Chaudhary Raghunath Singh and Chaudhary Pohap Sigh Daggar, vice-president and general secretary of the Haryana unit and Chaudhary Satbir Singh Sehrawat and Chaudhary Gyani Ram DAggar, president and chief patron of the Delhi unit.

Board seeks land for LIG housing schemes

Panchkula, September 18
In an effort to meet housing needs of low- income consumers, the Housing Board, Haryana, proposes to ask the Haryana State Industrial Development Corporation (HSIDC) and the Haryana Urban Development Authority (HUDA) to reserve some land they acquire, for floating LIG housing schemes.

Officials at the board informed TNS that the proposal had been forwarded to the Chief minister for his final approval. Once approved, HUDA and the HSIDC will have to reserve 10 per cent of the land in any new sector or industrial estate (as the case may be), for the Housing Board.

Officials say that the board has always acted as a catalyst in developing HUDA sectors. “HUDA sells vacant plots, while we construct the houses, so we lead to faster development of HUDA sectors. Thus, it goes to the benefit of HUDA to give us land, while we can provide housing to low-income categories,” informs a senior board official.

The HSIDC, too, will have to hand over land to the board, so that small dwelling units for the labour work force in new industrial estates can be made by the board. The board proposes to construct two kinds of housing facilities — dormitories for single workers, and two-room sets for those staying with their respective families

A senior official, requesting anonymity, says that the board also proposes to create an additional housing stock for people belonging to the lower economic strata, especially in small and medium towns of Haryana.” We are asking the government to hand over any surplus land with the local bodies (Municipal Council and Municipal Committees) in small towns of the state to the Housing Board. This land could be in the periphery of the town, and we will float LIG housing schemes on this land. The services to be provided (infrastructure like roads) and maintenance of services will be the responsibility of the MC concerned,” he says.

Officials say that for the past six months, the board has been laying emphasis on low-cost housing. In its effort to extend benefits to LIG consumers, the board has recently approved a policy of cross subsidy. While the surcharge to be levied to allottees in High Income Group (HIG) schemes of the board, especially in the high potential zones of Gurgaon, Faridabad and Panchkula, have been doubled, the surcharge on housing schemes for economically weaker sections (EWS) have been reduced drasticaly, and in many cases the surcharge has been completely done away with.
