Parbati II: undo damage, HP asks NHPC
Shimla, May 6 The Deputy Commissioner of Kulu has reportedly on the direction of the government served a notice on the project management, asking it to submit a week-wise action plan for the removal of debris from various points in Puliah Nullah and other places. The action plan should ensure removal of debris before the onset of the monsoon. The project authorities had also been asked to submit an action plan for restoring the damage caused to roads. The government has adopted a tough posture after the Union Ministry of Environment and Forests granted environmental clearance to the Parbati -III and Chamera -III projects without its recommendations. It has lodged a strong protest with the ministry and warned that granting clearance without addressing environmental concerns will not only have serious implications for the ecology of the area but can also lead to unrest among the local people, hampering smooth implementation of the project. It has urged the ministry to review the decision as bypassing the state in such an important matter would not help anyone’s cause. It had also questioned the legality of the Union Ministry’s action. Despite the environmental clearance granted by the Centre, the NHPC will not be able to start work on the two projects. The state pollution control board has already written to the NHPC not to start work on the Parbati-III and Chamera-III without obtaining the consent for establishing the projects. |
Court summons cops for torturing boy
Sundernagar, May 6 According to the complaint filed by Khub Ram (13) through his elder brother Tara Chand, resident of Panyali, Mandi district, on March 1 Khub Ram, a student of class VII, was called by Kaul Singh in his house and held there on the pretext he had stolen a mobile phone. He was held captive and the next day taken to the Rewalsar police post where he was mercilessly beaten up by the other accused. He was beaten black and blue with police belts and hanged from a fan. Later, the father of the complainant was called and he was forced to deposit Rs 5000. The complainant’s father was a poor man who had taken loan from another person after mortgaging his property and saved him from the police. He further alleged he could not appear in the class VII examination as he was much terrorised by the police officials. The boy lodged a complaint about the beating with the SP, Mandi, who got him medically examined. However, no action was taken against the police officials even after a written complaint. The boy then complained before the court which examined three witnesses in his favour as preliminary evidence and tendered a copy of the complaint filed by him with the SP, Mandi along with a copy of the medical report. The court, while accepting the plea of the complainant, said evidence produced by the complainant was sufficient to summon the police officials and the other person as accused under Sections 341, 342, 323, 504 and 506 of the IPC and summoned them. The court passed the brief order today in open court. The accused have been asked to appear in court on June 14, 2005. |
Police sends porno CD to forensic laboratory
Shimla, May 6 According to police sources, the CD, featuring a middle-aged local man, is being examined to ascertain the identity of the persons featuring in it. The state CID has been directed to look into the matter and some people have been questioned in this regard. The sources said that in order to ensure that there was no superimposing or overlapping, the police will be sending the CD to the Central Forensic Science Laboratory, Hyderabad, for further confirmation. With the Jammu police having burnt its fingers in the Anara Gupta case, the police here is being doubly sure before initiating any action. The sources also said that it appeared that the CD had been made more with the motive of blackmailing the girls rather than circulating it. The police was also investigating if there was a racket, involving girls who were willingly featuring in these CDs. The police on its part was not too keen to get into the case, but with reports of the CD being circulated all over pouring in, they have been forced to act. The State Commission for Women (SCW) has already directed the police to look into the reported MSS case, involving local girls and boys. |
Sanitation in hospital goes for a six
Mandi, May 6 Though the hospital authorities hired six workers from the Mandi Municipal Council (MMC) today, there were heaps of trash as the contractor had left and the new one was yet to sign an agreement with the hospital authorities. The hospital waste is finding its way either in the nearby nullah or is dumped near the hospital, attendants at the hospital said. Toilets stink and the corridors are a mess as the new contractor has sacked nine safai karamcharis, patients said. Spearheading the agitation is the Democratic Youth Federation of India (DYFI), which held a rally today, demanding the reinstatement of the sacked workers. The DYFI leaders said the new contractor was not employing the workers who had been working in the hospital for years. “We will support the agitation unless both the hospital and contractor employ all 35 safai karamcharis,” they asserted. The Chief Medical Officer, Mandi, Dr P.S. Dogra, said the workers were not employees of the hospital as the cleanliness services were privatised in the hospital. “But we are trying to sign an agreement with the new contractor”, he added. |
Degree college for Rajgarh announced
Nahan, May 6 The Chief Minister, lambasted the BJP for launching ‘false’ propaganda against the Congress, as regards development works, encroachments, kisan pass books and creation of new districts in the state. He declared Rajgarh as Peach Valley of the state and announced Rs 20 lakh for tourism development in the area. He also announced Rs 40 lakh for tourism development in the Chur Dhar and Nohra Area. He said Rs 25 lakh would be spent on the beautification of Renuka Lake and for promotion of tourist activity there. He also dedicated Rs 3.11 crore drinking water supply scheme to the people of Rajgarh area. It would meet the water requirements of the area for the coming 25 years. Earlier, he inaugurated a 33 kv power substation and an IPH rest house at Nohra Dhar. He also laid stone of a multi village water supply scheme near Nohra. It would cater to over 17,000 residents around 11 panchayats. |
Rohtang tunnel to be completed by 2011
Shimla, May 6 This was stated by Brig K. P. Singh, Chief Engineer, Deepak Project, here today. He said work on approach roads to both portals of the proposed 8.90-km tunnel was on and pre-qualification bids had been invited and processed. The case for environmental clearance of the project was already with the state government, which would pursue it with the Centre. The main issue of dumping of debris had been taken care of. The tunnel, 30-m in diameter, would shorten the distance between Manali and Koksar in the Lahaul valley by 46 km and would remain open for most part of the year. To ensure that snow did not block the approach roads, snow galleries were proposed to be constructed. The Snow and Avalanche Study Establishment would come out with a pilot project to construct a snow gallery. |
Rohtang to be opened by May 10
Shimla, May 6 Work is on to clear Rohtang Pass, which is under 60 ft of snow, to clear the snow expeditiously. Work was also under way to clear the Baralacha, Lchungla and Tanglungla. Brig K.P. Singh, Chief Engineer of the Deepak project, said normally Rohtang Pass was covered with 15 ft to 20 ft of snow during this period of time, but this had been an exceptional winter with the entire region receiving three to five times of the normal quantity of snow. He said the pass would be cleared by May 10 for light vehicles and by May 15 for all types of vehicles. The entire road stretch of 474 km from Manali to Leh would be through for traffic by May 31. — TNS |

Kangra, May 6 This was stated by Mr Satinder Gupta, a senior member of the association, here today after he had completed his 24-hour chain fast. He was accompanied by Mr V. K. Sood, member of the association presidium. He said more than 5,000 lawyers of the state had been boycotting courts since March 13 and chain fasts had been held at all subdivisional headquarters courts since April 20. |
HC notice to Chief Secy
Shimla, May 6 The court passed the direction on a petition filed by Ruma Kaushik who had stated that the post of the president of the commission was lying vacant since April 20, 2005 but the respondents had not initiated the process for filling the post. She further stated that due to the vacancy the commission had become defunct as the Bench of the commission was to be constituted by the president and its members. |

Elderly woman murdered Baddi, May 6 The body had grievous injury marks. Police officials said preliminary investigations revealed that she was allegedly attacked by Kamal (25), a Nepalese youth, who worked in nearby field of Ram Pyara. She was attacked by a sharp-edged weapon. The body was sent to the local hospital for a post-mortem examination. A case under Section 302 of the IPC has been registered. The SDPO, Nalagarh, Mr Gurmeet Singh, today visited the spot. He said separate teams had been constituted to arrest the accused. The victim had been residing alone for the past 20 years. She had married her only daughter some years ago and had been living away from her estranged husband, said the DSP. |
