Special security measures for Kotla match

The preparations at the Ferozeshah Kotla ground intensified here today after the visit of the Delhi Lt-Governor, Mr B. L. Joshi, to inspect the security and other arrangements for the high-profile last one-dayer between India and Pakistan on April 17.

“We are not fully satisfied ... we have to still improve on a few areas,” Mr Joshi said without specifying the areas of shortcomings. However, he promptly added that authorities were “attending to” the problems and he was hopeful that all necessary arrangements would be in place by Sunday.

Mr Joshi, after inspecting the stadium, which is undergoing major renovation, said there was need for improvement in a “few areas” in the arrangements for the match, which will be watched by the Prime Minister, Mr Manmohan Singh and the Pakistan President, General Pervez Musharraf.

Besides Singh and Musharraf, a number of VVIPs, including UPA chairperson Sonia Gandhi and the former Prime Minister, Mr Atal Bihari Vajpayee, are expected to join about 25,000 fans to watch the tie.

Mr Joshi also inspected the bulletproof glass, which has been installed for the first time in the stadium.

On Sunday, one helicopter would be on the service and all the central agencies, including NSG, CRPF, IB, RAW, SSB along the Delhi Police would look after the security arrangements.

The Special Protection Group (SPG), providing security to the Prime Minister, has already taken over the security at the ground and normal visitors have been restricted access into the ground. All the workers involved in the renovation of the stadium have been provided with ‘access pass,’ to facilitate entry into the stadium.

The preparations at the stadium have been in the eye of a storm with civic and fire authorities refusing to give clearance for holding the match, which had prompted Delhi and District Cricket Association to threaten that the match could not be held here.

However, keeping in view the high-profile nature of the match, the government went out of the way to give the green signal for it.

HC notice to CBI, SEBI on stock market ‘fraud’

The Delhi High Court has issued notices to the VLS Finance Ltd, CBI, Director Enforcement, stock market regulator SEBI, Income Tax Department and various other government agencies on a writ petition seeking registration of a case for alleged cheating of hundreds of investors by the company.

Mr Justice R. C. Jain, while issuing the notices to 10 respondents on a petition, filed by S. H. Siddiqui on behalf of the investors, directed them to submit their replies by April 21.

Among the other respondents issued notice were the Delhi Government, Commissioner of Delhi Police, Chairman of Central Board of Direct Taxes and the Registrar of Companies, Delhi and Haryana Range.

From the VLS side, the notices were issued to its Chairman D P. Ojha, Vice Chairman M. P. Mehrotra and Managing Director Somesh Mehrotra.

Siddiqui in his petition alleged that he along with hundreds of investors were cheated during the 1994-95 stock market scam by the VLS, which had come out with a public issue of Rs 10 at a premium of Rs 390 per share and raised an amount of over Rs 146 crore in the process.

In the offer document, company’s promoters had assured to subscribe one crore shares at the rate of Rs 400 each through optionally convertible and non- transferable warrants, within the next five years, the petitioner alleged.

But the share price of the company had crashed and the value came down to Rs 8.50 per share when the final tranche of conversion was due in 1999. But the company refused to carry out its commitment, he claimed.

Accusing the company of committing the offences of misappropriation, breach of trust, cheating, forgery and criminal conspiracy, the petitioner has sought CBI probe in the case and consequently initiating of proceedings for the prosecution of offenders under the relevant provisions of the Indian Penal Code.

Cancel exemption from personal appearance in Uphaar case: CBI

The Central Bureau of Investigation (CBI) today filed an application in a city court seeking the cancellation of exemption from personal appearance granted to Shyam Sunder Sharma, an accused in the Uphaar fire tragedy, which had left 59 people dead and more than 100 injured on June 13, 1997.

Appearing before the Additional Sessions Judge, Ms Mamta Sehgal, senior public prosecutor, Mr R. K. Saini, told the court that the accused, an MCD official, was not taking any bed rest, the reason cited by him for exemption from appearing personally in the court.

He alleged that the accused is rather active and attended a ‘’Bhajan Sandhya’’ organised on April 8.

As all the accused, including the owners of the cinema hall, Sushil Ansal and Gopal Ansal, remain away from the court on one pretext or the other, it is hampering the proceedings in the case, he said.

The court had framed charges against 16 accused, including proprietors of Ansals properties, Sushil Ansal and Gopal Ansal, for their alleged involvement in the case.

The director of the cinema hall, R. M. Puri, manager K. L. Malhotra, Radha Krishen Sharma, N. S. Chopra, Ajit Chaudhary and Manmohan Unniyal have all been charged by the CBI under sections 304, 337, 338 of IPC and Section 14 of the Cinematography Act. The next date of hearing is April 15.

IGNOU management programmes test on Aug 7

The Indira Gandhi Open University (IGNOU) will conduct an entrance test for its management programmes for 2006 on August 7.

IGNOU has invited applications for degree and diploma courses in MBA, Post-Graduate Diploma in Management, Human Resource Management, Financial Management, Marketing Management and Operations Management and Diploma in Management.

The courses will be offered through the university’s countrywide study centres, IGNOU chief spokesman Ravi Mohan said. There is no age bar for any of the courses, he added.

The entrance test, called ‘OPENMAT-XVIII’ will be held in about 160 centres all over the country.

The prospectus and application forms can be obtained from the Registrar (SR&E), IGNOU, Maidan Gahri, New Delhi and from the regional offices of IGNOU.

Polls fail to solve civic problems

Will the new Municipal Corporation of Faridabad (MCF), coming into existence soon, be able to solve the ever-growing civic problems of the city? Or will it be just a formality to elect the councillors, who have so far failed to come up to the expectations of the residents, crying for the development in their wards.

The MCF is the only corporation level civic body in Haryana, which came into being in 1994. With a huge budget, which had swollen to over Rs 135 crore, it was expected that this civic body will be able to ameliorate various civic problems of this industrial town and make it one of the best urban centres in the state. But over the years, despite the civic body being upgraded to a corporation on the pattern of Delhi, the problems have been growing, leading to massive resentment among the residents over the worth of the civic body itself.

While in Delhi, each of the elected councillor gets Rs 4 to 5 crore each year to spend in his or her ward, there had been no such provision here. “The majority of the elected councillors have been awaiting for release of funds to carry out the welfare work in their respective wards for the past five years, but it remained a dream only,” said Mr Shiv Charan Lal Sharma, a veteran member and senior Deputy Mayor of the outgoing MCF. Claiming that the expenses of the civic body here were equal or more than the income, he said there were hardly any funds left for the development.

It is seen that whomsoever will be the occupant of the chair of the Mayor, he or she will try to divert maximum funds for their ward and other wards will be left high and dry, as the Mayor supposed to be the corridors of power and a confidant of the CM. While the number of total wards in the town has been raised from 25 to 35 this time, each of the ward has a population of around 40,000, though each of the ward should have a population of 30,000.

“The MCF had to sell its land worth about Rs 9 crore last year to overcome the problem of shortage of funds and to get some of the works completed,” claimed an insider.

“The MCF had almost reduced to a defunct body as the state of affairs of basic amenities like water, roads, sewers, streetlights and parks had been the poorest in the past few years,” claimed Mr K. L. Gera, a social activist. He said all the roads had turned into potholes and people keep cursing the authorities concerned for contaminated water supply.

Stating that there is no one to listen to the common man, he claimed that the elections are just a farce, as there were few takers of the promises made by the candidates contesting the civic body polls.

He asked the government to take measures to root out corruption from the civic body and ensure that every elected member could get funds for the development in their ward.

Mortuary staff working without proper protective gears

One of the oldest and biggest mortuary of the national Capital at the Aruna Asaf Ali Hospital has virtually “proved to be a mortuary for about a dozen Class IV employees” involved with this department.

In the absence of proper protective measures, nine of the fifteen employees in this department have succumbed to various types of infection in the last decade.

A number of them continue to suffer from various infections while working in close proximity to the bodies, which are often highly decomposed.

Many have even commented that those working in the mortuary “never retire as they die” while working in the department here.

Many of the affected employees claimed that they “have repeatedly brought this matter to the attention of the authorities, but to no avail. No one seems to be bothered with our plight,” was the general complaint of those working in this department.

One such infected employee on the condition of anonymity confessed that they were deprived of even the basic protective facilities. According to the forensic guidelines, attendants must be equipped with at least basic protective kits like mouth masks, gloves, sterilised uniforms, infection control suits etc at the time of conducting a postmortem.

“What to talk of such protective facilities, we are even deprived of regular health check up. Almost all our colleagues are infected with TB. Lungs, skin and abdomen related infections are rampant among the workers here,” said a worker at the mortuary.

“As of now about 6 dozens employees (including doctors) are deployed at this ward. Despite this, most of the surgical works are being conducted by us. Doctors and other superior employees only do the paper work and nothing else. Under the rules this is not our job,” he added.

A doctor deployed at this ward said they had shortage of specialised staff to do the job. “Four posts of postmortem attendants are lying vacant for years here. In the absence of specialised staff, we have no other alternative than to use other employees of the ward having some experience in this field. As far as lack of protective measures are concerned, fund constraint is the main reason behind it.”

About 2,000 postmortems are carried out every year in the mortuary at the Aruna Asaf Ali Hospital, which is run by the Delhi Government.

Male prostitution racket busted in Mahipalpur

With the arrest of one person, the Crime Branch of the Delhi Police today claimed to have busted a male prostitution racket in a hotel in the Mahipalpur area. The accused, identified as Ravinder Kumar, alias Ravinder Vashistha, resident of Sarai Kale Khan, was arrested from one Shalimar Hotel in Mahipalpur.

After scrutinizing classified advertisements from leading newspapers, the sleuths approached a woman journalist to act as a decoy customer in their operation.

Accordingly, the decoy customer contacted one Mohit, who demanded Rs 5,000 for a handsome boy. Mohit also directed the woman to reach Mahipalpur crossing and telephone him so that he would arrange a room in a hotel.

As per the directions, the decoy customer reached one Shalimar Hotel, where a room was booked for her. Later, Ravinder was nabbed by the sleuths when he entered the room.

During interrogation, Ravinder disclosed that he owns a finance company in Nizamuddin area and he operates on the directions of Mohit. Ravinder told the sleuths that they have a wide network of people operating in Delhi, Mumbai and Ahmedabad.

Suicide case

The postmortem of Group Captain Ravindranath, who was found hanging from a tree at Jafarpur Kalan village in South-West district, was conducted today. Although the police confirmed the incident as suicide, investigations were on to ascertain if there is anything more to the incident.

A senior officer said that the wife of the deceased had already identified the body. “We will speak to her to find out if there was any problem in the family or on his professional front, that could have driven him to take the extreme step,” added the officer. — TNS

Land in Delhi worth crores annexed by Moti

The notorious land shark Moti Goel, who has fraudulently annexed public land worth over Rs 2,500 crore in Ghaziabad, Noida and Bulandshahr, had also annexed prime location land just across Anand Vihar bus stand in Delhi, it is learnt.

Dadri’s Deputy District Magistrate Shailander Chaudhri and ADM Ghaziabad (F) Sobhnath Singh Yadav, had along with Moti Goel procured 14-acre prime location land in just Rs 3 lakh. These facts have come to light in the on-going inquiry against Goel. The land is reported to have been auctioned in 1992.

There was a factory, owned by one Jagdish Singh, which had been slapped with Rs 12 lakh central production tax. The owner had failed to deposit the tax on time. Thus, the Central government department had issued recovery challans against Jagdish Singh.

Later Moti Goel, SDM Shailander Chaudhri of Dadri and Sobhnath Singh Yadav, ADM (Finance) Ghaziabad, had got this land auctioned in their name for Rs 12 lakh.

Moti Goel has ensured that only his henchmen took part in the bid and nobody else was allowed to bid for it.

After accepting the payment from Moti Goel, the SDM had transferred registry of the factory and land in the name of Moti Goel and his brother Rakesh and handed over the possession of the land to them.

Interestingly, Moti Goel’s cheque for the land had bounced, but he had managed get a stay from the court. After this Moti Goel is reported to have started a banquet hall on the premises without the district administration’s sanction.

Meanwhile, the original owner Jagdish Singh had complained to the then Chief Minister that the banquet hall had been illegally constructed on it. On inquiry, this complaint was found correct.

The Chief Minister had reportedly suspended Shailander Chaudhari and Sobhnath Singh Yadav. The Chief Minister had also ordered filing of a case against Moti Goel, which the district authorities never did.

Moti Goel is reported to have got Shailander Chaudhari’s suspension revoked from the state government and gave some land out of 14 acres to Shailander’s son.

The district authorities have failed to pursue the court case properly with the result that neither the stay has been vacated nor a case registered against Moti Goel, the sources said.

Unbelievable as it may sound, it is true. After having helped millions look younger the world over, soft-tissue augmentation is fast gaining acceptance in India and it takes just about 30 minutes to have that ageless look once again.

Soft-tissue augmentation is a technique in which a substance is injected under the skin to fill in wrinkles, pits and other skin deformities. Recent advancements in soft-tissue augmentation have revolutionised the treatment of the ageing face. Owing to safety, ease of use and zero side-effects, new generation dermal fillers like restylane have replaced conventional surgery in facial rejuvenation. Ranking among the most widely used dermal fillers worldwide, these USFDA-approved injections have become the treatment of first choice among cosmetologists, with over 1,500,000 treatments performed with it in over 60 countries. Recently, dermatologists and cosmetologists in India too have started using this injection.

The active ingredient in restylane is Non-Animal Stabilized Hyaluronic Acid (NASHA). Hyaluronic acid exists naturally in our bodies and its most important function is to carry and bind water. The injection can be used for smoothing out folds and wrinkles, lip enhancements and shaping facial contours. The most common areas are the glabellar lines (between the eyebrows, also called frown lines), the naso-labial folds (from the root of the nose to the angle of the mouth) and the lips, but other ‘sites’ can also be treated.

But why does skin develop wrinkles with age? Explains Dr Vijay Garg, Senior Dermatologist, Maulana Azad Medical College, here, “Skin is the largest organ in the body, comprising about 15% of the body weight. The total skin surface of an adult ranges from 1.5 to 2 square metres. Young skin contains a large amount of hyaluronic acid that helps the skin look healthy, smooth and elastic. However, as we grow old, the ability of the skin to produce hyaluronic acid decreases. As hyaluronic acid helps to bind water, the ability of the skin to retain water also declines with age. As a result, the skin becomes drier, thinner and less able to restore itself. The loss of skin fullness also means that the skin becomes more loose, causing it to wrinkle and giving it an older appearance.”

However, age is not the only cause of wrinkles.

Smoking, prolonged exposure to the sun and pollution also damage the structure of the skin, irrespective of age, adds Dr Garg.

Dr Simal Soin, another noted dermatologist with Delhi-based Indraprastha Apollo Hospital says, “During treatment, the crystal-clear restylane gel is injected into the skin in tiny amounts with a very fine needle. When injected into the skin, it produces volume that smoothes the wrinkle or fold, shapes the facial contour or enhances the lips in a natural way. The result is immediate.”

The main advantage is that the method of injecting restylane is fast and safe and leaves no scars or other traces on the face, she adds. For the treatment of wrinkles, patients do not require pain relief generally. If needed, a topical anaesthetic cream can be applied to the area to be treated before the procedure.

Commenting on the time required for the procedure, Dr Soin says, “As no pre-test is needed, the treatment can be carried out immediately. A treatment generally takes 30 minutes. The time differs somewhat, depending on the correction you wish to have performed.”

Biosynthetically produced by bacterial fermentation instead of animals, restylane is also free from the risk of transmitting diseases between species or eliciting allergic reactions in the patients who are sensitive to common foods such as beef, chicken and eggs. About the post-treatment care, she says, “The area should not be touched for 6 hours after the injection, and should not be exposed to extreme heat or cold. Touch-up treatment can be given after 2 to 4 weeks, if necessary. For most people, a follow-up is not required before 8 to 12 months.”

Among other ways of preventing wrinkles on skin, Dr Garg suggests, “When you subject your body to pressure in a work-out, you also exercise your skin. The increase in blood circulation increases the renewal of cells and makes the capillaries stronger. In this way, you prevent your facial skin from becoming bloated, wrinkled or wealed.”

3,000 flats for labourers

To augment the flow of industries at a faster pace and add infrastructural sops to its Bawana Industrial Park, the Delhi State Industrial Development Corporation is building more than 3,000 low cost flats exclusively for labourers.

Out of the 3,164 flats planned, 1,500 would be of type I, with a covering area of 31.60 sq m and costing 1.7 lakh and the rest would be under type II 37.73 sq m and cost Rs 2 lakh.

The DSIDC chairman, Mr Hasan Ahmad, said that allotment for the four-storeyed flats being built under the Rajiv Gandhi cost-effective housing for workers scheme. — TNS

Zila Parishad chief post reserved

While the election results of all the 25 wards of the Zila Parishad are still to be declared, the race for the chairmanship of the Parishad may not create much excitement as the post has been reserved for a woman of the backward class.

This post was open for all last time and occupied by son of an MLA of the ruling party. But now the number of wards has been raised from 18 to 25 and the prestigious post of the Parishad chief reserved.

A total of about eight women have been elected to the Zila Parishad mainly on the basis of reservation. The authorities declared the result of about eight wards last night, while the result of the remaining wards is likely to be declared on Friday morning as two holidays—Wednesday and Thursday—have delayed the process.

According to the results declared so far, Ms Asharfi Begum from Ward–1, Vinod Kumar from Ward-2, Shibi from Ward-3, Bishan Singh from Ward-4, Mrs Krishna Arya from Ward-5, Shailender from Ward-6, Kartar from Ward-7 and Narender Singh from Ward–8 have been declared winners.

On other hand, the post of the Mayor of the Municipal Corporation Faridabad (MCF), for whom elections will be held on April 30, has been made open, while it was reserved for a backward class candidate last time.

The number of wards of the MCF has also been raised from 25 to 35 this time. A total of over 600 nominations have been filed for the candidature from 35 wards as the last date of filing nominations ended yesterday.

The scrutiny will be done on April 15, while the last date of withdrawal of applications will be April 20.

Govt’s decision on VAT taken hurriedly: BJP

The Opposition BJP today termed the review by the Delhi Government of taxation rates on close to 200 items under VAT a vindication of its claim that the new taxation regime had been imposed in a hurry and demanded that it should be stayed immediately.

“Only 13 days after implementing VAT, calling it the most logical system, the government has had to undertake a review of tax rates. Again, the measures are incomplete and hurriedly taken,” the Delhi BJP chief, Mr Harsh Vardhan told reporters. He said while the tax rates on some of the items have now been brought down, there are a number of essential items which still remained unreasonably taxed.

The BJP chief said the Delhi Government should stay VAT and immediately talk to the traders. “Otherwise, the Chief Minister, Mrs Sheila Dikshit, should resign from her post,” Mr Harshvardhan demanded.

Jilted lover’s murder bid foiled

Noida, April 14
A resident of Dehra Dun, jilted by his beloved, came to Noida to take revenge on the girl. However, he was arrested by the Sector-39 police here before he could settle accounts with her. By mistake, the man had barged into the house next to where his beloved lived in Sector-41 Noida. The Sector-39 police were informed that two criminals had intruded into a house in A block of Sector-41.

SI Sunil Kumar arrested Vishal Rastogi, the lover, along with Rahul Chaudhry of Nainital. A .9 m.m. pistol with four live cartridges and a dagger were recovered.

During interrogation, Vishal confessed that he had come to kill his ladylove Radha (name changed) who had betrayed him by marrying another man.

Vishal then made up his mind to teach the girl a lesson. He brought a .9 mm pistol for Rs 25,000 and took a BSc student of DAV PG College, Rahul Chaudhri along with him, promising to pay him Rs 5,000. They reached Noida and found out the address of Radha’s house. Vishal dressed up as a Sikh youth, came to her residence on a motorbike (No HC-3473).

As luck would have it, the duo barged into a neighbouring house where they were arrested by the police.

Power shutdown today

The NDPL today announced power shutdown for tomorrow due to maintenance work in parts of G and H blocks of Ashok Vihar Phase I (from 10 a. m. to 5 p.m.) pocket D-1 and D-2 of Rohini, Sector 11, R-block of Mangolpuri (from 11 a.m. to 3 p.m.) and Pratap Nagar and Andha Mugal (from 11 a.m. to 2 p.m.)

MCD zone chiefs announced

The Municipal Corporation of Delhi (MCD) today declared the names of the Chairpersons and Deputy Chairpersons of the zone committees. According to the announcement, those appointed to the new posts are: Ms Neetu Verma (Chairperson, City Zone), Zameer Ahmed (Deputy Chairman, City Zone); Rohit Manchanda, Chairman, South Zone.—TNS
