18 Haryana districts get new DCs

In its first administrative reshuffle today, the Bhupinder Singh Hooda-led Congress Government reiterated that its first priority was a clean administration. Another highlight of the reshuffle, which affected 54 IAS officers, is the attempt by the government to distribute equitably the work load among its officers.

As many as 18 districts have got new Deputy Commissioners. The only exception is Mr Arun Kumar Gupta, who was appointed DC, Hissar, during the Assembly elections after the approval of the Election Commission.

A surprise inclusion in the DCs list is Mr Balbir Singh Malik, who was shifted from Hissar by the Election Commission during the elections. He had challenged his transfer before the Punjab and Haryana High Court. Earlier he was Deputy Principal Secretary to the then Chief Minister, Mr Om Prakash Chautala.

Mr G. Madhavan, Financial Commissioner and Principal Secretary (FC&PS) Printing and Stationery and Inquiry Officer, has been posted as FC&PS, Revenue, Consolidation and Inquiry Officer-I w.e.f. April 1 after the retirement of Mrs Veena Eagleton on March 31. During the leave period of Mr K.C. Sharma, Mr Madhvan will also look after the work of Development and Panchayat and Secretary, BAC and Commissioner, Gurudwara Elections.

Mr B.D. Dhalia, FC&PS, Development and Panchayat and Secretary, BAC and Commissioner, Gurudwara Elections has been posted as OSD, Manpower Planning vice Mrs Asha Sharma, who has been posted as FC&PS, Agriculture in place of Mr K.S. Bhoria, who becomes FC&PS, Cooperation vice Mr P.K. Chaudhary, who goes as FC&PS, Electronics, Information Technology, Industry, Mines and Geology Department.

Mr Prem Prashant, FC&PS, Labour and Employment will be the new FC&PS, Home, Jails, Criminal Investigation and Administration of Justice Department vice Mr Dharamvir, who goes as FC&PS, Public Works (B&R) and Architect in place of Mr S.C. Chaudhary who has been appointed as FC&PS, Administrative Reforms in place of Mr Pius Punderwani, who has been posted as FC&PS, Printing and Stationery. Mr S.C. Chaudhary has also been appointed as FC&PS, Renewable Energy Sources Departments vice Mr Manik Sonawane.

Mrs Promila Issar, FC&PS, Planning and 20 Point Programme has been posted as FC&PS, Labour and Employment Department. Mr Bhaskar Chatterjee, FC&PS, Tourism has been posted as FC&PS, Finance Department vice Mr N. Bala Bhaskar, who has been posted as FC&PS, Town and Country, Planning Department relieving Mr LSM Salins of the said charge. Mrs Urvashi Gulati, Chief Electoral Officer and FC&PS, Elections has also been posted as FC&PS, Health vice Mr Sanjay Kothari.

Mr R.N. Prashar, FC&PS, Transport will be the new FC&PS, Power Department relieving Mr Anil Razdan of the said charge. Mr H.C. Disodia, FC&PS, Food and Supplies becomes FC&PS, Animal Husbandry, Dairying and Fisheries Department. Mr Naresh Gulati, FC&PS, Industrial Training and Vocational Education Department has been posted as FC&PS, Food and Supplies Department. Mr R.S. Gujral, FC&PS, Forests goes as FC&PS, Education and Languages Department against a vacant post. Mr Raj Kumar, FC&PS, Archives, Archaeology and Commissioner, Rohtak Division, becomes FC&PS, Planning and 20 Point Programme.

Mr Manik B. Sonawane, FC&PS, Animal Husbandry and Renewable Energy Sources Department goes as FC&PS, Sports vice Mr D.S. Dhesi, who has been posted as Commissioner and Secretary (C&S), Forest, Environment and Civil Aviation Department. Mr Sanjay Kothari, C&S, Personnel, Rehabilitation and Health and Member Secretary, Bureau of Public Enterprises and Secretary Cell for Proper Utilisation Disposal of Government Property becomes C&S, Tourism, Public Relations, Cultural Affairs and Member Secretary, Bureau of Public Enterprises and Secretary Cell for Proper Utilisation Disposal of Government Property.

Mrs Shakuntla Jakhu, C&S, Fisheries goes as C&S, Urban Development Department vice Mr Harbaksh Singh, who has been posted as C&S, Archives, Archaeology and Museum Department. Mr Sajjan Singh, Chief Administrator, HSAMB, Panchkula becomes C&S, Technical Education, Industrial Training and Vocational Education Departments. Mr Ramender Jakhu, MD, Confed, has been posted as C&S, Transport Department. Mr P.K. Gupta, C&S, Mines and Geology, will be the new C&S, Public Health Department.

Mr K.K. Jalan, on return from Government of India, has been posted as Transport Commissioner in place of Mr Rajan Gupta, who becomes Excise and Taxation Commissioner and Special Secretary, Excise and Taxation Department vice Mr S.N. Roy. Mrs Navraj Sandhu, MD, Tourism Corporation and Special Secretary, Tourism Hospitality Department has been posted as CA, HSAMB.

Mr S.S. Dhillon, Registrar, Cooperative Societies and MD, Haryana State Federation of Cooperative Sugar Mills will be new CA, Huda and Director and Spl. Secy. Town and Country Planning relieving Mr Alok Nigam of the said charge. Mr S.K. Monga, MD, Haryana Power Generation Corpn. becomes Director and Special Secretary, Food and Supplies Department vice Mr Vijay Singh. Mr P.K. Das, Inquiry officer, Vigilance has been posted as MD, Haryana Power Generation Corpn. Mr Rajiv Arora, Director, Agriculture, Advisor, Civil Aviation and Spl. Secy. Civil Aviation will be new Managing Director of HSIDC and MD, Haryana Tanneries Ltd., Jind. Mr Tarun Bajaj, MD, HDDCF becomes MD, Hafed vice Mr Devender Singh.

Mr Rajeev Sharma, Deputy Commissioner, Jind becomes Director and Joint Secretary, Public Relations and Cultural Affairs Department. Mr Sudhir Rajpal, on return from Govt. of India , becomes Deputy Commissioner, Gurgaon and CA, Shri Mata Sheetla Devi Shrine Board, Gurgaon vice Mr Anurag Aggarwal. Mr Ashok Khemka, OSD, Rules, Department of Administrative Reforms will be new Deputy Commissioner, Kaithal vice Mr H.S. Malik. Mr Shrikant Walgad, Project Director, SJSRY, Urban Dev. Department and State Urban Dev. Society will be the new Deputy Commissioner, Bhiwani relieving Mr D.D. Gautam of the said charge.

Mr Raj Kumar, MD, Hartron, becomes DC, Panchkula and Chief Administrator, Shri Mata Mansa Devi Shrine Board vice Mrs Neelam P. Kasni. Mr Fateh Singh, Joint Secretary, IT and VE and Technical Education Departments becomes DC, Fatehabad vice Mr M.S. Sehrawat. Mr J.P. Kaushik, ADC, Jind goes as DC, Ambala and EO for Management for Government land in excised area in Ambala cantt vice Mr R.P. Gupta.

Mr M.P. Bansal, MD, HWC, goes as DC, Jind. Mr R.P. Bhardwaj, Joint Secretary, Industries, Mines, and Geology, Power, Planning and Cultural Affairs Departments and Director, Power Reforms goes as DC, Mahendergarh relieving Mr H.S. Dhankad of the said charge. Mr Mohinder Kumar, DC. Jhajjar goes as such to Rewari in place Mr C.S. Rana. Mrs Neerja, Addl. Director, HIPA, Gurgaon goes as DC, Faridabad and Commissioner, Municipal Corporation, Faridabad vice Mr M.R. Anand. Mr T.K.Sharma, Administrator, HUDA, Panchkula goes as DC, Kurukshetra and Director and Joint Secretary, Archaeology and Museum Department.

Mr B.S. Malik, MD, HFC and JSPS, goes as Deputy Commissioner, Sonepat vice Mr Vidhya Dhar. Mr Suresh Kumar Goel, Jt. Secy. PW(PH) goes as DC, Sirsa. Mr M.S. Sehrawat, DC, Fatehabad goes as such to Panipat. Mrs Suprabha Dahiya, ADC, Jhajjar becomes DC, Jhajjar.

Mr Shyamal Misra, Registrar, MDU, Rohtak becomes DC, Karnal relieving Mr R.S. Doon of the said charge. Mr Rakesh Gupta, Secretary, HSEB, Bhiwani goes as Deputy Commissioner, Rohtak in place of Mr Ashok Kumar Yadav. Mr Brijendra Singh, ADC, Panchkula has been posted as DC, Yamunanagar.

All these officers have been directed to assume the charge of their new assignments by March 14.
