Man held for killing aged mother
Our Correspondent

Meerut, January 8
A man has been arrested for killing his mother brutally. The accused, Basanth, strangulated his mother and then slit her neck before throwing her into a well. The servants of the accused have also been apprehended.

Basanth, an engineer, killed his mother with the help of his two servants. He has no regret for the shameful act. The mood of the accused was rather jovial at the time of his arrest. Basanth answered the queries of the mediapersons boldly.

The body of the victim, Urmila Goel (68), was recovered from a well inside her house on December 31, last year. She was survived by two sons and a daughter. The victim had been missing from her house since December 12. But none of his sons informed the police. When the daughter of the victim, Ritu, who stays in Mumbai, couldn’t contact her mother over phone, she met SSP Anju Gupta. Later, a case was registered on December 31.

Meanwhile, Basanth also reported the incident to the local police SHO. Subsequently, the SHO visited the accused’s residence. After a through search by the sleuths led by the SSP, the body of the victim was recovered from a well inside a locked room. The police also found some blood-stained spots in the house.

Interestingly, Basanth had given his servants’ name — Mukesh and Santosh — in the FIR. But things took a different turn when both the servants and Basanth were questioned by the police separately. The servants broke down and narrated the whole story to the police. According to police, Basant was having property differences with his mother, and so, he decided to eliminate her. .

On December 12, Basanth involved his servants by offering Rs 1 lakh each to help him kill his mother. On the fateful evening, Basanth tried to strangulate his mother, but failed. Later, the accused slit his mother’s neck with a sharp-edged weapon and then threw it into the well inside a room.

As the news of the murder spread, hundreds of residents of the area rushed to the local police station to see the accused.

Cop stabs restaurant owner for demanding payment

Greater Noida, January 8
A policeman reportedly stabbed a restaurant owner for demanding payment for the food consumed by the policeman and his two companions. The owner of Prince Restaurant in village Haldwani under Bisarakh police station area, Mr Udey Veer, was stabbed on Thursday night by the policeman currently posted with the Special Operations Group.

The accused cop, identified as Parvinder, was later escorted away from the restaurant by a police sub inspector.

However, when the police refused to register the case, hundreds of irate local traders and residents along with the former MLA Narinder Bhatti marched to the office of the Senior Superintendent of Police in Surajpur. Later, a case was registered against the cop on the orders of the Superintendent of Police (Rural), Mr M. P. Singh yesterday.

According to reports, after having threatened the waiter, who had first approached the policeman for the payment, the cop walked over to the owner and threatened him. “I will fix you,” he warned.

When the restaurant owner refused to buckle under his pressure, the cop took out a dagger and stabbed him in the stomach.

A sub inspector of the nearby Haldwani police post soon arrived at the restaurant and instead of taking the wounded restaurant owner to the hospital, he escorted the cop even as he threatened to close down the restaurant if he dared to file a complaint.

Later, the victim’s relatives were asked to leave the police station when they went to lodge an FIR.

Trifurcation plan in limbo due to legal hassles
Syed Ali Ahmed
Tribune News Service

New Delhi, January 8
Most of senior corporators in the MCD are of the view that the Delhi government has dropped the idea of trifurcating the corporation due to the complicated legal procedure. Trifurcating the corporation needs amendment to the DMC Act.

The DMC Act 1958 was amended in 1993 and again in 2002. Certain changes were then made to make the functioning of the corporation transparent.

They said that the majority of the councillors had opposed the private proposal tabled before the Delhi Assembly. The corporation had also passed a resolution opposing the move of the Sheila Dikshit government to trifurcate the civic body. They said that leaders, who do not have the knowledge of corporation’s working, were supporting the issue of trifurcating.

The Congress leaders, the DPCC president, Mr. Ram Babu Sharma, Outer Delhi MP, Mr Sajjan Kumar and HKL Bhagat, BJP leaders like Madan Lal Khurana, Sahib Singh Verma and other senior leaders have never raised their voice in support of Sheila Dikshit’s move to decentralise the corporation.

Senior officials of the corporation are also opposing the issue saying that it will curtail the powers of corporation. The power of transfers will be given to the Secretary, Urban Development, Government of Delhi.

Promotion of officers and other employees will be stopped for many years and ad hoc appointments will also be stopped. Trifurcating the corporation will have financial burden on the corporation as it will have three mayors, three municipal commissioners, additional commissioners.

Besides, the majority of the taxable property is located in South Delhi which is a major source of revenue. So, the South Delhi Corporation will be the richest whereas the other two corporations will face a financial crisis leading to lack of development in these areas.

They say that the corporation is already divided into 12 districts. Hardly anybody comes to the Town Hall, headquarters of the corporation, to get his work done. The person gets it done in the district itself.

Behind raising the issue, the Chief Minister wants to divert the attention of the residents of the Capital from the more important issues such as hike in water, electricity tariff and other limitations of the state government.

Chennai, capital of Tamil Nadu, Mumbai, capital of Maharashtra and kolkata, capital of West Bengal have municipal corporations. However, the governments in these states have more power in comparison to the municipal corporations and their area of development is also larger. But the area of the Municipal Corporation of Delhi and the Delhi government is almost equal. The MCD is stronger and the state government is weak in nature.

The MCD being the second largest corporation in the world, has its heritage and historical value.

Chairpersons of the Board of Secondary Education participated in the workshop apart from the representatives of CBSE, Council for Indian School Certificate Examination, NCTE, NIOS and UNDP.

The participants discussed broadly on disaster management. They argued whether disaster management should be a separate subject or should it be integrated with other subjects. The workshop also discussed over the modalities of teaching-learning, evaluation and teachers’ training.

Inaugurating the workshop, Prof Krishna Kumar, Director, NCERT, said: “As curriculum designers, we have to ensure that the theory of disaster management should be put into practice, and for this, we will have to train our teachers well. Inclusion of chapters will not be enough, but making our children more responsible in taking right action at the time of any disaster is more important.”

S. P. Gaur, Director, NIDA, said that disaster management in school education has its own significance, as today’s students are tomorrow’s responsible citizens. Schoolchildren and parents constitute a large section of society, so we need adequate planning for school safety and improve disaster risk reduction. He also added that the idea of disaster management does not mean another textbook, increasing the load of the school bag, but to equip the students with the life skills through practical training, debates and painting competition, etc.
