A two-day conference of the Chief Justices of the High Courts in the country commenced here today with Chief Justice of India (CJI) R.C. Lahoti expressing concern over the lack of infrastructure and shortage of judges and described it as a major contributory factor to the burgeoning pendency of cases with the courts.
The conference has been called by the CJI to deliberate upon the measures to be taken by the judiciary to tackle the huge load of pending cases.
Mr Justice Lahoti, while addressing the conference, is believed to have told the Chief Justices of the High Courts that there was a need for the regular inspection of the lower courts by the High Court judges to ensure that the supervisory mechanism, provided in the Constitution in this regard was made more effective.
He is understood to have told the conference that the High Courts must exercise the supervisory authority effectively to stop the misuse of the judicial process by
unscrupulous elements, as had come to light recently in Gujarat when a magistrate had issued warrants against the President of India, former CJI V.N. Khare and two other jurists without verifying the documents placed before him.
