Mr Kuldeep Rathour, general secretary and spokesperson of the Himachal Pradesh Congress Committee, said today at a press conference that the Prime Minister, Mr Atal Bihari Vajpayee, has had no impact on the politics of Himachal Pradesh. "Nothing will happen after the one-day Himachal Pradesh tour of the Prime Minister on Saturday. His tour cannot save BJP’s defeat in the state," Mr Rathour commented.

Demand to transfer Chief Justice opposed

The local Bar Association, today opposed the demand of the Himachal Pradesh High Court Bar Association, Shimla, for the transfer of Chief Justice V. K. Gupta. Mr M. C. Rana, president of the association, condemned the resolution passed by the high court Bar Association and termed it as unwarranted.

Cong makes way for PM’s rally

A confrontation between the ruling Congress government and the BJP has been averted here, with the Congress cancelling its reservation of Padal Ground, the only sprawling venue here for holding public meetings, where the Prime Minister, Mr Atal Bihari Vajpayee, is scheduled to address a rally on May 8.

The state President of the BJP, Mr Suresh Bhardwaj, and a former Chief Minister, Mr Prem Kumar Dhumal, had taken exception to the reservation of all public grounds by the Congress in Mandi and Kulu districts, and had warned Deputy Commissioner-cum-Election Officer against playing into the hands of the ruling party.

BJP leaders, who went to seek permission for holding rallies of the Prime Minister and other Central leaders at Kulu, Mandi and Sundernagar, were told by the respective district administrations that all available venues were already reserved for the Congress. This angered BJP leaders and Mr Dhumal, who was here yesterday, talked of its serious consequences while agitated workers planned to gherao the Deputy Commissioners of Mandi and Kulu.

Realising the gravity of the situation, the Congress wrote to the Deputy Commissioner, withdrawing its reservation for May 8 when Mr Vajpayee is scheduled to address a rally here and then the Deputy Commissioner accorded permission to the BJP for the rally of the Prime Minister.

EC urged to look into Shanta’s expenses

State Tourism Minister Vijay Singh Mankotia yesterday appealed to the Election Commission to keep a vigil on the poll expenses being incurred by the BJP candidate, Mr Shanta Kumar, from the Kangra Lok Sabha seat.

Addressing mediapersons here, he said the campaign launched by the BJP showed that huge sums of money were being spent on posters , banners and bunting, apart from wall paintings and vehicles hired for publicity. He said if the amount was scrutinised, it would be clear that the BJP leader had exceeded the expense limit.

In another press conference, Transport Minister G. S. Bali came down heavily on Mr Shanta Kumar, saying that he had worked against Rajputs and OBCs of this area.

He criticised the advertisement released by the BJP belittling Mr Chander Kumar, Congress candidate. He said he had accepted the invitation of Mr Shanta Kumar to examine the accounts of the VMRT, Palampur, on May 7 and asked him to keep photocopies of all documents ready so that experts could examine the accounts.

CHAMBA: The NSUI has sought a probe into the alleged lavish spending being made by the BJP candidate, Mr Shanta Kumar, in the elections. In a statement here on Thursday, Mr Kewal Singh Pathania, its state president, urged the Election Commission of India to audit the election expenditure of Mr Shanta Kumar.

Rathour seeks White Paper on misuse of MP funds

Mr Kuldeep Rathour, general secretary and spokesperson of the Himachal Pradesh Congress Committee, said today at a press conference that the Prime Minister, Mr Atal Bihari Vajpayee, has had no impact on the politics of Himachal Pradesh. He claimed that the ‘popularity’ of BJP leaders in Himachal Pradesh was evident as BJP’s star campaigners were attracting less crowd than the Congress leaders. Rallies addressed by the Congress President, Ms Sonia Gandhi, witnessed about four times more crowd as compared to the meetings addressed by the Deputy Prime Minister, Mr L.K. Advani, in the state. Visits of other BJP star campaigners would also not make any impact on the political graph of the state.

He once again demanded White Paper on the distribution of MP fund by BJP MPs.

Mr Rathour claimed that after the merger of the HVC with the Congress the party was having an edge over the BJP and would win all four seats with a convincing margin.

Cong cheated masses, says BJP leader

Mr Kishori Lal, a former minister and senior BJP leader of Himachal Pradesh, today expressed the hope that the National Democratic Alliance would to returned to power.

He alleged that the Congress had cheated the masses of the country for more than 45 years.

He said people were happy with the all-round development under the dynamic leadership of Mr Atal Bihari Vajpayee.

Mr Kishori Lal said Mr Vajpayee was a visionary who had the capability to keep India united and make it “shine across the world.”

414 polling stations in Hamirpur district

Hamirpur, May 6
All arrangements have been made for the conduct of the elections in this district. As many as 3,21,526 voters will exercise their franchise at 414 polling stations.

The first batch of 876 employees and officers from this district today left for Una to take part in the rehearsal. Same number of employees from Una will also reach Hamirpur for the rehearsal.

Mr K.D. Lakhanpal, ADM, Hamirpur, briefed employees about their duties before they were sent to Una. Meanwhile, Prof Prem Kumar Dhumal, former Chief Minister, yesterday met senior party leaders here and asked them to work wholeheartedly for the success of the party nominee, Mr Suresh Chandel.

BJP revokes expulsion of ex-MLA

Shimla, May 6
Mr Suresh Bhardwaj, state BJP chief, has revoked the expulsion of Mr Sat Pal Kamboj, a former MLA from the Kasauli Assembly constituency. He has also revoked the expulsion of Mr Ram Karan Thakur, a former general secretary of the Kasauli unit of the party.

Mr Bhardwaj has also nominated Brig Lal Chand Jaswal of Nadaun as a social invitee to the state executive of the party. — TNS

Demand to transfer Chief Justice opposed

The local Bar Association, today opposed the demand of the Himachal Pradesh High Court Bar Association, Shimla, for the transfer of Chief Justice V. K. Gupta. Mr M. C. Rana, president of the association, condemned the resolution passed by the high court Bar Association and termed it as unwarranted.

Briefing mediapersons, he said it was unfortunate that the state Bar Association had not taken into confidence before moving the resolution.

He said Mr Justice V.K. Gupta, had taken steps to ensure cheap and quick justice for poor litigants in lower court.

He had also initiated various measures for the speedy disposal of pending cases in the state.

Counterfeit currency: case registered

Solan, May 6
A case of possessing counterfeit currency of Rs 500 denomination was registered against the cashier of the local Mall Road branch of State Bank of India here on Tuesday. Mr Prem Singh Dheer, a local PCO owner, withdrew Rs 1,400 from the SBI branch on Monday. He was paid two notes of Rs 500 and four notes of Rs 100 denomination by the cashier.

The error came to light when Mr Prem Singh deposited the amount at the local UCO Bank for making a draft which was refused on the ground that one note of Rs 500 denomination was fake. He later lodged an FIR with the local police for being given a fake note.

Varsity announces vacation schedule

Shimla, May 6
The Himachal Pradesh University has announced vacation schedule for affiliated colleges for 2004-05 session.

Summer closing colleges will have vacation from May 11 to June 9 and in winter from December 26 to January 19. Besides, there will be a 10-day break during supplementary examinations. The winter-closing colleges will remain closed for May 11 to June 9 and from January 1 to February 4.

Admissions in colleges will take place from June 11 to June 20 and thereafter with late fee up to June 30.

Teaching will start from June 21 to ensure 180 teaching days in the session.

Don’t club varsities with boards: staff

The Himachal Pradesh Agricultural University Teachers Association (HPAUTA), Palampur, has demanded that universities should not be clubbed with corporations and boards for the purpose of funding by the state government.

In a statement, Dr S.S. Kanwar, secretary of the HPAUTA, said the decision to club universities with corporations and boards was detrimental to the welfare of university employees and reflected the lackadaisical attitude of the state government towards higher education.

He said the members of HPAUTA feel that the financial benefits extended to the state government employees should also be extended to the university employees on similar pattern.

Mystery disease claims 2 lives

Mandi, May 6
Panic has gripped Khamradha village in Jawalapur valley of this district following the mysterious death of two persons yesterday.

According to a report, 10-year old Kaloo Ram complained of weakness. He was taken to hospital where the doctor referred him to the IGMC, Shimla, where he died soon after.

Another man of the same village, Ram Singh (51), showed similar symptoms and was rushed to the nearby Regional hospital at Kulu. He too was referred to the IGMC, but he died before he could be taken to Shimla. A delegation of villagers met the Deputy Commissioner in this regard. A team of doctors would be visiting the valley to take stock of the situation.

Power Board fined

The Himachal Pradesh Electricity Regulatory Commission has fined state’s Electricity Board Rs 64,000 for delaying power connection to a consumer.

Mr S.S. Gupta, chairman of the commission, and adjudicative officer in the case, held that field officers of the board acted an arbitrary and monopolistic manner, for extraneous consideration in denying Mr Mohit Chaudhary, a resident of Dalhousie, temporary electricity connection

The board had failed to comply with the provision of the Section 43 of the Electricity Act, 2003, which says temporary connection had to be released within one month from the date of application. So it was liable to be penalised for harassment to the consumer.

The penalty was imposed at the rate of Rs 500 per day for 128 days delay which works out to Rs 64,000. The commission left it to the board to recover this amount from the officials responsible for the delay.

Mine at risk of caving in

A part of the hill under which the century-old gumma salt mine has been constructed near Jogindernagar in this district is sinking. Boulders fall on the highway, making it a death trap and a bridge on the highway is endangered. If it caves in, the traffic would be disrupted.

Last year, the mine had to be closed after its tunnels were flooded. Later it was made to function temporarily. The Hindustan Salt Mine authorities have not taken any remedial measures and the project report regarding its modernisation, is reportedly gathering dust at its headquarters in Jaipur.

Drug dealers’ conviction upheld

The HP High Court today dismissed the appeal filed by two accused in a charas recovery case. In the appeal, they had challenged the order passed by the Session Judge, Kulu, whereby they had. been convicted and sentenced to 10 years of rigorous imprisonment.

Upholding the judgement, a Division Bench comprising Mr Justice L.S. Panta and Mr Justice M.R. Verma observed that the trial judge had rightly convicted the accused and in so far as the sentence awarded to the accused was concerned, it, the was minimum prescribed under the law and in view of the quantity of the contrabands recovered appears to be on the lower side.

According to the prosecution, 21 kg of charas was seized from Katki Devi and half kg of opium, along with cash amounting to Rs 3.96 lakh were seized from her Juffi Devi
