Chandigarh, February 26
Gurvinder Singh, alias Goldy, and an absconding Mohali-based travel agent Jaspal Singh had allegedly hatched a conspiracy to eliminate Lieut-General R.S. Dyal (retd) in Panchkula ahead of Hawara’s escape from the Burail jail.

It is reliably learnt that this has figured during the ongoing investigation into the jail break case. The two had gone to a Fatehgarh Sahib gurdwara and vowed to eliminate General Dyal, sources said.

The plan to kill of General Dyal had been made by Norway-based Sewa Singh, son-in-law of Babbar Khalsa International (BKI) chief Wadhawa Singh, and Germany-based Sohan Singh. The names of the two had also figured in the conspiracy behind the escape of Jagtar Singh Hawara, Paramjit Singh Bheora and Jagtar Singh Tara.

Goldy, who is in the custody of the Chandigarh Police, and Jaspal Singh had even carried out a reconnaissance operation in November for this purpose. The two Babbar Khalsa men found out that Lieut-General Dyal used to go to buy vegetables alone in Panchkula. The two reportedly decided to eliminate the former Chief of the Staff, Western Command, during one of his visits to buy vegetables.

Lieut-General Dyal, under General K. Sunderjee, was the General Officer Commanding of the Western Command during the Operation Bluestar and had carried out massive combing of the state.

The plan to kill General Dyal was aimed at stoking feelings of a community to create a political base for the return of militancy as the community had considered the Operation Bluestar as an affront to its religious sentiments. Goldy had, during this period, supplied money to Hawara in three installments, which is being considered crucial to facilitate the escape of Hawara.

Sewa Singh and Sohan Singh had promised Goldy and Jaspal Singh to send arms and ammunition for the purpose from abroad.

The two foreign-based Babbar Khalsa activists had also promised to Goldy and Jaspal Singh that their families would be settled abroad if they were either arrested or killed in the operation.

Meanwhile, the police today seized a Maruti 800 car, bearing registration number PB-10U-1957 and a Ceilo car bearing registration number DL-3C A-1690, which were reportedly used to supply money to Hawara in the jail.

The sources said that Sewa Singh-Sohan Singh duo had created a module for the purpose of elimination of General Dyal but did not disclose the names of the others who were part of it.

Commenting on the conspiracy, General Dyal, talking to TNS tonight, said, “The threat has been there for 20 years, and he was satisfied with the security arrangements around him”.

General Dyal said he did go to buy vegetables usually. The comment comes in the wake of reconnaissance by Goldy and Jaspal Singh to eliminate him when he goes to buy vegetables.

General Dyal said he did not know that there was any conspiracy to kill him now. General Dyal said he would not like to comment on the disclosure.
