Notice to HPPSC Secretary
Shimla, November 13
The Himachal Pradesh High Court today issued notices to the Chief Secretary and Secretary Himachal Pradesh Public Service Commission (HPPSC), on a petition filed by Ajay Kumar for restraining the Commission from sending a panel of not more than 10 candidates to the state for the appointment of seven posts of Sub-Judge.

HP plans 100 yrs of apple celebrations
Shimla, November 13
Encouraged by the success of the centenary celebrations of the Kalka-Shimla rail track, the Himachal Government has decided to organise similar events to mark 100 years of apple next year. It will be followed by centenary celebrations of the Naldera golf course in 2005.

The drought-like conditions prevailing in the alpine region of the district have badly hit rabi crops and other vegetables grown in the area.

Man stabs friend to death
Shimla, November 13
Dalip, a resident of Kuvi village in Rohru subdivision, was murdered allegedly by his friend Gudu at his residence in Tara Devi near here last night.

Relief sought from power grid corp
Chamba, November 13
The families affected by the installation of a 400 KV transmission line between Khairi to Chamba in the district by Power Grid Corporation of India Limited have sought compensation for the land used for the purpose.

Notice to HPPSC Secretary

The Himachal Pradesh High Court today issued notices to the Chief Secretary and Secretary Himachal Pradesh Public Service Commission (HPPSC), on a petition filed by Ajay Kumar for restraining the Commission from sending a panel of not more than 10 candidates to the state for the appointment of seven posts of Sub-Judge.

A Division Bench, comprising the Chief Justice V.K. Gupta and Mr Justice K.C. Sood, further directed the respondent to file its reply within six weeks. The petitioner alleged that the HPPSC had issued an advertisement for inviting applications for appointment for seven vacancies in the HP Judicial Service. The examination for the appointment to seven posts was held in August. After the written test had been held, the Commission had issued another notification, whereby the number of vacancies was enhanced to 25.

The petitioner contended that the number of vacancies to be filled could not be increased after the last date for submitting applications had expired. This violates the fundamental rights of the candidates, who had not applied or who were not eligible to apply till July 19.

HP plans 100 yrs of apple celebrations

Encouraged by the success of the centenary celebrations of the Kalka-Shimla rail track, the Himachal Government has decided to organise similar events to mark 100 years of apple next year. It will be followed by centenary celebrations of the Naldera golf course in 2005.

Stating this here today Major Vijay Mankotia, Tourism Minister, said that the event more than fulfilled the objective of promoting tourism in the state during the lean autumn season.

Besides making the vintage car rally an annual international event, the government was involving the SAARC countries. To begin with, a Pakistan team would be invited to the tournament to be organised to mark 100 years of apple next year. It would be, in fact, a precursor to the mega event to be organised in 2005 to celebrate the centenary of the nine-hole Naldera golf course.

The whole idea of such celebrations was to attract tourists to the state.

The state also planned to create facilities for film shooting. The issue had already been discussed with actor Anupam Kher during his recent visit to the town. He had promised to prepare a project to attract Bollywood producers for shooting in the state.

Draft electoral rolls to be out on Nov 17

The Chief Electoral Officer, Ms Manisha Nanda, yesterday held a meeting with representatives of various political parties in connection with the revision of electoral rolls.

The representatives of political parties were informed about the programme given by the Election Commission of India. As per the programme, the draft electoral rolls would be published on November 17, and objections, if any, could be filed before the officers concerned from November 17 to December 8. Those who have attained the age of 18 on January 1, 2004, could be enrolled as voters.

The representatives of political parties who attended the meeting included Mr Kuldeep Singh Rathore of the Congress, Mr Ashok Sharma of the BJP and Mr Narotam Singh Dogra of the BSP.

Concern over vacant posts of doc, teacher

Non-official members of the Grievances Committee today expressed concern over a large number of vacant posts of teacher, doctor and paramedical staff in the district. Over 200 official and non-official members attended the meeting.

Mr Rangila Ram Rao, Excise and Taxation Minister, who presided over the meeting, assured the agitated members that the government was seized of the matter and steps would be taken to fill all vacant posts.

Responding to the concern shown by members about the lopsided approach of certain departments towards the grievances of people, Mr Rao directed implementing agencies to increase the pace of development.

Mr Rao cautioned the Departments of Transport, Education, Animal Husbandry, PWD, Agriculture, Health, IPH and HPSEB and directed their heads to take remedial measures to redress the problems being faced by the people.

Expressing concern over the poor transport service in the district, the minister directed the District Commissioner to constitute monitoring committees at the district and subdivisional levels in this regard and submit a detailed report at the next meeting of the grievances committee.

Favouritism alleged in teachers’ selection

Three BJP legislators have alleged large-scale irregularities and favouritism in the recruitment of para teachers in the state.

Mr Ravinder Ravi, Mr K.D. Dharmani and Mr Baldev Sharma in a joint statement here today, said the state cadre posts were being filled by selecting favoured candidates. In places like Jubbal, Bahadurpur and Hatli Jaguala in Gangath the posts had already been filled, leading to resentment among those who had turned up for interviews as they came to know about it only when they reached the venue.

They alleged that no provision had been made for the reserved categories like Scheduled Castes and Scheduled Tribes. Candidates were procuring fake experience certificates, they alleged.

Life term for one in murder case

Dharamsala, November 13
The District and Sessions Judge, Kangra, Mr T.N. Vaidya, today sentenced Sanjay Kumar of Ramchar village under the Kangra police station to life imprisonment for murdering Kartar Chand of the same village. He has also been fined Rs 3,000 and in case of default he will undergo further imprisonment of six months.

According to the prosecution, on October 8, 2001, Kartar Chand of Ramchar village was going home at night when he saw Sanjay Kumar and his brother Praveen having a dispute with Vipin and Deep of the same village. He intervened and told Sanjay to go home. Instead the latter took out a knife and stabbed Kartar Chand in the abdomen and ran away. He was taken to Nagrota Bagwan primary health centre in a critical condition and was then referred to Dr R.P.G. Medical College, Dharamsala, where he died on October 10, 2001.

Lack of rain hits rabi crops

The drought-like conditions prevailing in the alpine region of the district have badly hit rabi crops and other vegetables grown in the area.

Experts say that the prospects of a good yield are bleak if it does not rain as several nullahs have gone dry while in others the volume of water has receded.

The experts opine that the prevailing drought situation will cause forest fires, causing irreparable loss to the flora and fauna of the area.

Man stabs friend to death

Shimla, November 13
Dalip, a resident of Kuvi village in Rohru subdivision, was murdered allegedly by his friend Gudu at his residence in Tara Devi near here last night.

According to the police the incident took place when Gudu and Dalip along with their friend Jaipal were having liquor. Gudu stabbed Dalip with a knife following an altercation with him. Jaipal who tried to save him was injured.

Dalip who was shifted to the Indira Gandhi Medical Hospital in a serious condition, succumbed to his injuries later. The accused is absconding.

Relief sought from power grid corp

Chamba, November 13
The families affected by the installation of a 400 KV transmission line between Khairi to Chamba in the district by Power Grid Corporation of India Limited have sought compensation for the land used for the purpose. A 100-MW power generating unit of Chamera II has recently been put into operation commercially.

In a press note issued here today, the affected families said they had made representations to the union and the state governments in this regard.

They threatened to launch an agitation if their demand was not accepted.
