The 57-km-long road linking this northwestern township with Srinagar has been made operational after 14 years of militancy. An electorate of 70,000 in the area around the Wular lake is represented by a former militant leader Usman Majeed in the Assembly.

Manzoor Ahmad, a senior citizen comments that the J.S. Wazir Commission recommendation about two decades back for granting district status to Bandipore has not been implemented. Suggestion for opening a degree college here has been ignored.

The Kishen Ganga Hydroelectric project to generate 330 mw that was estimated to cost Rs 782.15 crore about a decade ago has turned out a fiasco, he adds.

Two vital bridges, one each at Papchan and Kaloosa, linking the township with Srinagar and Sopore, the only surface links of the area with the rest of the valley, continue to be in a dilapidated condition. The bridges over Nallah Erin, which flows into the Wular lake, is non-functional following an attack on it in the late 1989. “Despite repeated requests to repair the bridge, the authorities have turned a deaf ear”, said Abdul Rashid, a resident of the area adding that the “neglect has been deliberate”.

The local MLA Usman Majeed talks about the Rs 3-crore project on Wular lake, revival of the Kishenganga power project, Krishi Vigyan Kendra and recently sanctioned degree college in the area. He refers to the upgradation of five high schools to higher secondary schools, development of road links, electric supplies and medical facilities.

Complete bandh in Jammu, Udhampur

Jammu, November 3
A complete bandh was observed in Jammu, Udhampur and Kathua today as the Secretariat reopened in this winter capital of the state after its closure in Srinagar. The call for the bandh was given by the BJP, the Shiv Sena, the NCP and various other opposition parties in protest against the “discrimination” with the Jammu region and the “militant-friendly” policies of the Mufti government.

All commercial establishments, including the main vegetable and fruit markets, remained closed. Passenger vehicles remained off the road.

The BJP claimed that the bandh was successful also at Doda, Rajouri, Kishtwar, Sunderbani and Naushera where most of the shops remained closed.

BJP and Shiv Sena activists took out processions in the town and raised slogans against the coalition government.

The city was virtually converted into a police cantonment with heavy deployment of the CRPF and armed police who prevented protesters from proceeding towards the Secretariat.

An effigy of the Chief Minister, Mufti Mohammad Sayeed, was burnt at Indira Chowk, near the general bus stand, where the move of the government to open more liquor shops was criticised.

Attendance in schools was thin as students were unable to teach there because the bus operators did not ply their vehicles. Inter-state and inter-district buses did not ply.

The Panthers Party criticised the BJP for organising the bandh which it said was aimed at exploiting the sentiments of the people of Jammu to regain the lost image.

The BJP was indulging in such activities to cover its failures.

The party accused the BJP-led NDA government at the Centre of having failed to include the Dogri language of Jammu in the Eighth Schedule of the Constitution.

The Panthers Party pointed out that while on one hand the Prime Minister, Mr Atal Bihari Vajpayee, was appreciating the performance of the Mufti government and on the other hand the state unit of the BJP was levelling unfounded allegations against the state government in a bid to befool the people.

Meanwhile, the Mufti and his ministerial colleagues reached the Secretariat in the morning under a heavy security cover.

The Chief Minister inspected a guard of honour at the Secretariat and later went around various departments.

He laid stress on the computerisation of records.

6 terrorists shot in Jammu division

Jammu, November 3
Six terrorists were shot dead in three encounters with the security forces in the Jammu division today.

Three terrorists were killed at Didda in the jurisdiction of the Gool police station in Udhampur district. Two terrorists, one whom has been identified as Alfareer, a resident of Pakistan, belonging to the Al-Bader outfit, were killed in a joint operation of the Army and the police at Manjakot in Rajouri district.

The police killed a terrorist identified as Aadiq Ahmed at Gandoh in Doda district.

Five AK rifles, hand grenades and other ammunition were seized from them. Reports said terrorists set ablaze the residential house and maize crop of Kadir Shah in the Budhal area of Rajouri.

Another report said the terrorists attacked the police post at Bhim Mandir in the Gool area. However, no loss of life or property was reported.

SRINAGAR: Militants struck twice in Jammu and Kashmir overnight, injuring two persons including a BSF officer.

Official sources said the militants detonated an IED placed in an auto-rickshaw near the Rambagh bridge when a BSF vehicle was passing through the area on Monday.

The vehicle was damaged and Assistant Commandant of the 42 Battalion Yashpal Singh was injured. The area was cordoned off and searches conducted to nab the militants.

The sources said militants fired three rifle grenades at an SOG camp at Aloosa Bandipora from a nearby hill. Two grenades fell outside the camp while another exploded near it, injuring the wife of an SOG jawan. She has been hospitalised.

An official spokesperson said a foreign militant Abu Umar Yasir, hailing from Pakistan, was gunned down by the security forces at Lamantakiya in Ganderbal on Sunday night. One AK rifle, one pistol, one UBGL with four grenades, one hand grenade and one wireless set were seized from him.

Another foreign militant Mohammad Ayub was killed in another encounter at Saiwan Shatmuqam in the frontier district of Kupwara on Sunday night. One AK rifle, two magazines, 63 rounds, two hand grenades and one wireless set were seized from him.

Meanwhile, two militants belonging to the Hizbul Mujahideen outfit surrendered in Kupwara district on Monday.

The militants gave themselves up along with their weapons which included two AK rifles, two magazines and a wireless set, a police spokesman said here.

Process to withdraw BSF battalions on

Eighteen battalions of the BSF, engaged in anti-insurgency operation, will be withdrawn from Srinagar and its adjoining areas in a phased manner.

According to the BSF authorities, the first phase of withdrawing five battalions from areas north of the Jehlum will begin this weekened, followed by pulling out three more battalions under phase two.

They said if the situation remained under control, this exercise would be completed by December end. Official sources said the battalions would be redeployed along the Line of Control and in highly-sensitive areas.

The sources said recent interception of wireless message confirmed that activities of the Lashkar-i-Toiba and the Jash-e-Mohammad were planning to carry out Fidayeen-type strikes in Srinagar and Budgam districts besides stepping up operations in Poonch, Rajouri and Doda districts.

The reports indicated that militants, camping in the mountain belts of Shopian, Pahalgam, Poonch, Rajouri and Doda districts had been directed by agencies across the border to start coming down the slopes before the onset of winters.

Lakhs visit Ati Maha Yagya venue

More than 5.50 lakh devotees have during the last eight days offered prayers at the venue of the Ati Maha Yagya at the Tawai island for the restoration of peace and normalcy in Jammu and Kashmir.

The maximum number of over a lakh devotees visited the venue and performed ‘parikarmas’ at the ‘yagya shala’ since yesterday.

The devotees also took part in other religious functions, including recitation of Ramayana paath, Shrimadh Bhagwat paath and kirtan.

Amidst chanting of mantras, the devotees paid obeisance at the venue to invoke god's blessings for restoration of peace and normalcy in the state.

Hundreds of volunteers offered their services for the management of yagya to serve meals to devotees and sadhus at the langars, according to its chief organiser, Suresh Kumar, who is also Chief Judicial Magistrate, Jammu.

Mr Kumar said the number of devotees and sadhus reaching the venue from within and outside the state had been increasing with every passing day.

Prominent sadhus of the country also continued to reach here, he said.

The historical yagya has been organised in this city of temples at the instance of saint Balak Yogeshwar Maharaj, who hails from Sandoor village of Reasi tehsil in Udhampur district.

The saint has said this yagya is also being held to save the world from disaster and predicted that after it ends, there will be some visible results of purification. — PTI

One civilian killed, 2 hurt in Pak shelling

Jammu, November 3
A civilian was killed and two others were injured in Pakistani mortar shelling along the Line of Control in the Rajouri-Poonch sector of Jammu and Kashmir since last evening, official sources said here today.

Pakistani troops resorted to heavy mortar shelling and small arms firing along the LoC in Gania, Kalsian, Kalaal, Laam, Jangard, Bhawani, Salotri, Gagrian, Jallas, Balnoie, Kerni, balakote and Krishnagati areas of the sector last evening, they said, adding Indian troops retaliated and the exchange between the two sides continued till this morning.

Daleep Kumar, who was critically wounded in shelling from the Pakistani side at Kalsian, later died at the sub-district hospital, Noushera, sources said. Two civilians were injured in Gagrian and Balakote, they said.

Small arms firing was also reported between the Border Security Force jawans and Pakistani Rangers along the International Border in Budhwar, Shway, Fatwal, Chambiliyal, Bangalarh, Suchetgarh, Kullian, Faquira Chak, Korotona Khurdi, Abdullian and Mirpur in Jammu and Kathua districts since yesterday, they added. no loss of life or damage to property was there on the Indian side, the sources said. — PTI
