Police disrupts church service
Claims noise level was crossed; congregation stages protest

The Chandigarh police today disrupted service at the Sector 18 Christ Church for allegedly crossing the permissible noise level, provoking members of the congregation to take to the streets.

“A police team led by Sub-Inspector Karan Singh entered the church when the Sunday service was on. When the church authorities tried to reason with the police personnel, the Sub-Inspector misbehaved with worshippers,” Mr Preetam Ayaram, a former secretary of the church, told Chandigarh Tribune.

Mr Ayaram also alleged that police personnel kicked the door of the congregation hall in front of a gathering of about 700 worshippers.

Agitated members of the congregation, who staged a protest outside the church immediately after the police action, alleged that for the past one and a half years, the police had been coming to the church on similar complaints.

The protesters raised slogans against the Chandigarh police and the Administration and marched to the Deputy Commissioner Arun Kumar’s residence in Sector 7 to hand him a memorandum in protest against alleged police high-handedness.

While the procession was marching towards the DC’s residence, a police team led by the area DSP, Mr S.C. Abrol, met the protesters on the Sectors 7 and 8 roundabout and tried to pacify them.

When the protesters demanded a meeting with the Deputy Commissioner, the police allowed a group of four to hand over the memorandum to the DC.

Denying the allegation that the police had misbehaved with worshippers, Mr Abrol urged the protesters to ensure that the noise level should be maintained within the permissible limit.

He said the police was duty-bound to go to the church if any complaint of a high noise level was received.

The Sector 19 police station got the complaint from the police control room, which was approached by somebody.

After the visit of the four-member delegation, the Deputy Commissioner said he would send an official to find out whether the noise level was higher than the permissible limit.

He said though the Constitution guaranteed the right to worship, it had to be done in a manner so that others were not disturbed.

He said after the meeting, the delegation of protesters accepted that it would ensure that the noise level was not crossed.

Mr Ayaram said the worship service was held between 9 and 10.30 am and there was no question of a high level of sound at that hour. He asserted that the church did not have loudspeakers outside and it was only the internal address system that was used.

He said it was the oldest church in the city and service had been held here since 1959.

A shopkeeper in the vicinity, Balamchand, when asked if the noise level was generally high in the church, said one could hear it outside but it was not disturbing. His view was echoed by N.S. Gill, who has been living opposite the church in house No. 14, Sector 18, for the past 14 years.

Despite claims of massive improvement in the examination process by Panjab University there are gaping loopholes that need immediate plugging.
Examination related “shocking cases of procedural wrangling” came to light at the Senate meeting here today. Principal Harmit Kaur said despite a university decision in the past, the results were still being sent through normal post that led to misplacement in several cases. She pointed out cases where the results were declared according to university records but the cards never reached colleges. Mr Jarnail Singh said the examination branch could be compared to a “crowded railway station or a bus stand”. He pointed out certain cases of September 2002 where results had not been declared till date.

Prof R.D. Anand said the university should send messengers to all colleges to deliver the results. In case of private candidates the university should open centres at Ludhiana, Hoshiarpur, Mukstar and the city.

Principal Tarsem Bahia said it was not fair to compare the examination branch with a bus stand or a railway station, however, there was no denying the fact that there were faults in the procedure. He said the biggest drawback in the system was that no responsibility was fixed for any mistakes on the part of the examination branch. Mr Ashok Goyal also underlined the importance of proper follow-up, speedy and concrete decisions on dereliction of duty cases. Prof Charanjit Chawla said it was surprising why the university decision to send results through registered mail was not being implemented.

Mr S.S. Hundal said the detail marks cards did not carry the full initials of the signatory and there was confusion about the date of issue of the certificates and the date on which these were mailed. Prof K.N. Pathak, the Vice Chancellor, assured action in this regard and said he was sorry about the existing work culture. “I don’t see any reason why proper care was not taken in filling the cards.” Principal S.C. Marriya said the university should immediately set up a grievance-redressal cell.

The university deferred any decision on 5 per cent weigthtage for classroom attendance for undergraduate classes of the university. The House was clearly divided on the issue. Ms Kuldeep Pannu, Mr Hundal and Prof Santosh Sharma pointed out drawbacks in the proposal. Prof Charanjit Chawla, Principal P.S.Sangha and Principal Bahia supported the move.

Lack of a pension scheme led to heated discussion inside the Senate Hall. Prof P.P. Arya, Dr Harjinder Singh Laltu, president of the Panjab University Teachers Association and Dr Keshav Malhotra strongly supported the need for a pension scheme. At one point of time Mr S.S. Virdi was cornered when he spoke about certain problems with the pension scheme. The university decided to involve representatives of the PUTA and from the non-teaching employees unions to work in this regard.

The Senate decided to make salary payment to teachers above 60 years of age. Their salaries had been withheld following a court case. The university will constitute a committee to look into the viability of the argument of Mr Gopal Krishan Chatrath that “salary cannot be denied to a person who had worked”. Justice S.K. Jain and Professor Anand gave a draft proposal for the move.

Principal Bahia pointed out loopholes in the university security system particularly in the wake of violence on campus and allegations of outsiders roaming on the campus. Justice Jain said he was already preparing a report in this regard. Prof Satya P. Gautam also highlighted the problem of over three dozen vacant houses on the campus due to procedural faults.

The university has decided to start work on the Institute of Dental Science and a five acre area has been identified for the purpose. The Syndicate has conferred the Vice-Chancellor with the power to condone 10 per cent lectures to candidates who are short of attendance to qualify for the annual examination. Prof P.P. Arya opposed the move saying only cases with genuine reasons should be allowed.

The university decided to give the Provident Fund amount of Prof M.M. Puri, a former Vice-Chancellor who was involved in a case of misappropriation of funds. It was pointed out that the university was awaiting the result of a criminal case against him, however, under the rules he was eligible to get his PF amount.

The Senate meeting was held today at the newly constructed Golden Jubilee Guest House instead of the Senate Hall.

Ethanol-mixed petrol ‘turns into water’

The Punjab Government’s Brazilian experiment might just be on its way to fall flat on its face. In yet another significant discovery, officers of the Hindustan Petroleum today found that the newly introduced ethanol-mixed petrol being shelled out at various petrol stations across the state was prone to large-scale inadvertent contamination with the 5 per cent ethanol in petrol “turning into water” within minutes of exposure to water.

Following a complaint by a resident of Palampur who got his tank filled from a petrol station on the SAS Nagar-Ropar road, near Daun, today a Hindustan Petroleum team checked at the station and found that the petrol in the car had large quantities of water in it. The petrol storage tank too was found to have water at the bottom. The petrol station owner was asked to stop the sale of petrol from the tank till it is emptied and cleaned.

While the complainant, Mr Vijay Thakur, insisted that the petrol station owner had “mixed water with the petrol” the petrol station owner along with the Hindustan Petroleum officers stated that the problem of ethanol “turning into water” is being faced by a large number of petrol station across the state.

Mr Thakur got over 40 litres of ‘power’ petrol filled in his car and the moment he left the petrol station, his car stopped he came back at the station and called the HP Regional Manager’s office at Chandigarh who then deputed two officers to check his allegations.

Talking to The Tribune, Mr Hemant Kumar, Quality Control Officer with Hindustan Petroleum, said he had checked the density of the petrol of the car’s tank and the storage tank of the petrol station and found it satisfactory. “The only reason for the presence of water in the petrol is that ethanol has turned into water as there could have been some inadvertent exposure to water at some point during transportation or storage,” he said.

Ruling out any foul play on the part of the petrol station owner, Mr Hemant Kumar pointed that if a petrol station owner had to sell adulterated petrol he would not mix water. “Any car will stop within minutes and the owner will be immediately penned down. Since water does not mix with water, it is never used as an adulterating agent,” clarified Mr Hemant Kumar.

Stating that the 5 per cent ethanol-mixed petrol had been introduced in the state and UT recently, Mr Dhodia of Hindustan Petroleum said the problem, being faced by dealers because of ethanol’s high reactivity with water leading to a contamination, had been discussed at a recent meeting of the Indian Oil companies.

Meanwhile, Hindustan Petroleum has asked the petrol station owner to get the tank storing this petrol cleaned and dehydrated before resuming sale. The two officers had taken samples of petrol from all storage tanks in the station and according to the owner petrol in the remaining tanks were found to be okay by the company officers.

Electronic refund of IT on cards

By the year-end, tax payers in the country can hope to electronically receive their refunds which would be directly credited into their bank accounts.
It would become possible due to the ongoing exercise of national networking of the Income Tax Department, said the Chairman of the Central Board of Direct Taxes (CBDT), Mr P.L. Singh, while talking to ‘The Tribune’ here today.

The Chairman said the proposed National Tax Tribunal would be functional by December-end.

He said computerisation would enable the department to receive information on the income tax deposits made by tax payers at any of the 10,500 branches of banks in the country. The banks were being connected with the National Computer Terminal (NCT), a central server of the department, which would further be linked to various offices of the department. By December, income tax offices in 501 cities would also be computerised.

The Chairman said in the past two months, a number of tax-payer oriented reforms and steps to restructure the department had been introduced. However, all initiatives introduced at the behest of the Finance Minister were not visible to the common man, he added. The decision of the department of doing away with the Tax Clearance Certificate had gone unreported. “The government wants that tax evaders are not allowed to leave the country,” he said.

On the speedy clearance of income tax refunds, Mr P. L. Singh said he had called a meeting of chief commissioners to ensure that refunds were dispatched within four months.

Advising the assessees to pay taxes on time, the Chairman said the department was collecting information on financial transactions, payments and spending of the tax payers, especially the top assessees. A Tax Information Network (TIN) was being set up which would be centrally linked with financial institutions to keep a watch on tax evaders.

He said from April 1, 2004, the non-banking finance companies accepting deposits from investors would have to file their annual returns. It would be similar to the filing of tax deducted at source (TDS).

Anti-TB programme from Nov 1

The state Health Department is all set to launch the Revised National Tuberculosis Control Programme ( RNTCP) in 12 districts of the state on November 1, Haryana Day.

Officials in the department say that they aim to start the programme in the districts of Ambala, Kurukshetra, Kaithal, Panipat, Rohtak, Hisar, Bhiwani, Jhajjar, Rewari, Fatehabad , Sirsa and Mahendragarh on November 1, and thus cover all districts in the state under the RNTCP.

The programme was launched in the districts of Panchkula and Yamunanagar on October 3, and the department had made a national record by launching RNTCP in these two districts in the short time of three months.

The RNTCP was launched by the Union Health Ministry in 1992 after the National Tuberculosis Control Programme (NTCP) failed to meet the desired results as the number of deaths due to tuberculosis (25 per cent) and the dropout/default rate of patients continued to increase (40 per cent), whereas the cure rate showed little signs of improving (40 per cent to 50 per cent). Even now, about 1,000 persons die of TB each day in India or five lakh people die of TB each year. This programme has been launched in the state with the assistance of the World Health Organisation (WHO) and USAID, which have given an assistance of Rs 31 crore for a period of five years beginning 2003.

The programme was first launched in the districts of Gurgaon, Faridabad and Sonepat in April 2000, while two more districts of Karnal and Jind were included in the RNTCP in March earlier this year. Health Department officials say that the cure rate of tuberculosis in the districts of Gurgaon, Faridabad and Sonepat, ever since it was launched, is about 81 per cent and the patient dropout rate/default rate has also been reduced to 12 per cent from the earlier rate of 40 per cent.

Says the State TB and Leprosy Officer, Dr Vijay Garg, “More than 4,000 DOT (Directly Observed Treatment) centres , about 120 microscopy centres and 26 TB units are being created in the 12 districts that will be included in the programme from the next month.”

Under the RNTCP, the emphasis on TB detection is through sputum positive cases rather than X-ray positive cases, the laboratories are being upgraded for sputum examinations.

Dr Garg informs that the civil works (construction of stone finished slabs, fitting of exhausts etc) in the laboratories is under way and training is being imparted to 19 district TB officers and 42 medical officers at the LRS Institute of TB and Allied Diseases, while the Senior Treatment Supervisor (STS) and Senior Treatment Laboratory Supervisor (STLS) are also being imparted training so that the programme could be launched next month.

CHANDIGARH CALLING

A spirited lot

Whenever the city has to celebrate an occasion, the Administration invariably falls back upon the spirited students of Government College of Art in Sector 10 for all the necessary aesthetic arrangements. From the annual Chandigarh carnival to the celebration of 50 years of Chandigarh’s inception, the decoration of venues has always been the responsibility of the Art College students, who are also regulars at the special art corner put up during the Plaza Carnival, often held in Sector 17.

A year before last the students had instilled vibrancy into the Carnival by giving a fairytale look to the Leisure Valley ambience. This time around, the arrangements were even more interesting because the occasion was of immense importance not only to the UT Administration but also to the many residents who have seen the city mature beautifully.

Since a major part of the golden jubilee celebrations of Chandigarh was to be held on Art College campus, where the Administration put up a photo exhibition on the city’s progress, the ambience had to be brought alive. Not only was the entrance to the college made attractive by subtle art works, the entrance to the art gallery was also gracefully handled. Sculptures placed in the lawns around the gallery sparkled with life, so did the beautiful cacti mounds, landscaped tastefully. Such was the impact of students’ labour that even before one had entered the art gallery to see the exhibition, one already felt like being part of another delightful visual show outside the art gallery!

Thanks to kulchaa-chholas

For over 10 years or so, Government College for Girls in Sector 10 has a regular visitor, who comes to the college daily but never enters its gates. The man in question is the kulchaa-chhola vendor, who is famous all over the place for his delectable preparation of the otherwise-unimpressive snack. During the past 10 years, he has grown from strength to strength, evolving his unique recipe to prepare the small dish, that comes for just six rupees and serves the purpose of a wholesome meal.

Such is the fame of this kulchaa-chhola maker that people from faraway corners of Chandigarh visit his humble “makeshift stall (arranged neatly in a bicycle) to have a taste of his recipe. He arrives at about 11 am, along with his raw material, and is gone by 2 pm. In just about three hours, his day’s business is done. And although he admits he has accumulated a decent living through his humble trade of selling kulchaa-chholas, he adds that no other trade tempts him. It’s all about keeping loyalty to the chosen labour.

There is only one more possession, apart from his trade, which is very dear to this man. And that is an article some Hindi scribe wrote on him and his kulchaa-chholas about three years ago. He has framed the piece beautifully and has hung it by his makeshift stall. Where ever he goes, he is now famous as “woh kulchaa wala jisne apni photo taang rakhi hai.”

Longer vacation

Students of Panjab University are in for a longer winter vacation this year. The reason is hosting of the Indian Science Congress in the first week of January. The university closes on December 15 onwards till the end of the first week.

Students have been asked to clear their hostels because the congress expects more then 5000 guests from all over the country and even abroad. Departments following the semester system like Law have hurried up with syllabi by conducting more classes to finish the course and conduct the examination.

It is not surprising that the university even this session will not be able to complete its planned teaching schedule of 196 days.

Press out of bounds

A recent protest in a school prompted the reporter to call up the lady Principal at her residence to get her side of the story. However, contrary to expectations, instead of a version on the incident at the school, the only response from her residence came from her husband wanting to know what information was needed.

On being told that the Principal could only answer the queries since it pertained to her school, the insistent husband, said, “If you want to talk to my wife, I have to know what it is about. I can’t put you through to her just like that. And, anyway, she is not supposed to talk to the press.” With that, the chapter was closed.

Teachers happy

The appointment of Dr Manmohan Singh as Principal Secretary, Higher Education, Punjab, has given the private college teachers’ camp reason to celebrate. His appointment was hailed by a number of teachers and principals after the announcement was made with all of them hopeful that he would come to their rescue and come up with a solution to their problems.

Teachers demanding the implementation of the pension-cum-gratuity scheme and a 95 per cent grant in aid without any cuts, said that pressing issues would be resolved favourably since Dr Manmohan Singh was well aware of the situation. Dr Singh was DPI (C), Punjab, before being promoted to the IAS cadre and is remembered for sorting out a number of issues confronting higher education and those pertaining to 165 non-government colleges.

Mandi project

Bringing about improvement in the functioning of the grain and vegetable market in Sector 26 and thereby benefitting the public is a project close to the heart of Deputy Commissioner Arun Kumar.

After streamlining the cleanliness project in the filthy mandi by fixing responsibility, the DC is regularly following up the carpeting of lanes within the market, taking note of progress made in this regard.

The latest to be added to the facilities at the market is the installation of an electronic board which would be propped up shortly. While an approval for the same has been received, the process of inviting tenders would begin this week. Once propped up, the board would provide rates of all vegetables which, in turn, would ensure customers are not cheated by vendors.

Not on a Sunday

The announcement made by officiating PGI Director, Prof N.K. Ganguly, that he would attend office at the PGI every Friday, Saturday and Sunday, so that work does not suffer has left the faculty grumbling.

Seeking cooperation of senior faculty members, Mr Ganguly, Director General, Indian Council of Medical Research (ICMR), who has been given additional charge of PGI Director, had stated that everyone would have to shoulder additional responsibility, in the interest of the institute. Being DG, ICMR he will have to shuttle between Delhi and Chandigarh, so that work does not suffer.

“With an already tight schedule, where we do not even have time for our family, it is wrong to expect us to work even on a Sunday,” rue faculty members. They say even though it is a stop-gap arrangement for three months, but expecting them to devote their Sunday for work, is expecting a bit too much

Doctors and employees are now keenly watching whether Dr Ganguly’s announcement remains a mere formality or the dedicated PGI staff would actually end up working all seven days a week.

National Anthem

Rendering of the National Anthem at functions usually leaves only the choir singing it and a few among the audience muttering under their breath. At the Tara Chand Saboo Awards for excellence in teaching it was different. Almost the entire audience, including the dignatories, sung the national anthem full throated.

The wife of Punjab Governor and UT Administrator, Mrs Shobha Verma, accompanied by the Adviser to the Administrator, Mr Raminder Singh Gujral, who were on the dias starting singing the national anthem. The crowd which had educationists, bureaucrats, retired armymen had already started on their own to accompany the choir. Raja Saboo and his family who had instituted the awards are well known Rotarians and naturally the gathering comprised a large number of Rotarians, who all sang the national anthem in full flow.

School children, media persons and a senior photo journalist all joined in.

Police denies charges in cop’s suicide

A day after Head Constable Jaiveer’s suicide note was found, the Haryana police has refuted the charges levelled by him against the Director-General of Police, Mr M.S. Malik.

The police said in a press note that Jaiveer had never worked directly under the DGP and he was one among the 38,000 policemen working in the force.

The press note said Jaiveer Singh was recruited as Constable on August 21, 1982, and promoted as Head Constable on June 11, 1992. However, adverse remarks about “doubtful integrity” were recorded in his annual confidential report from 1997 to 1999 by the AIG, Welfare, Mr M.S. Malik, who was then posted as SP, Ambala. These adverse remarks were expunged by the Inspector-General of Police, Ambala Range, without obtaining comments from the reporting officer. Jaiveer was taken to task by the department concerned on several counts and criminal proceedings were initiated against him.

A case under Section 452, 186 and 353 of the IPC was registered against him on an application by Mr K.S. Bawa, SDE, telephone exchange, Baldev Nagar, Ambala. Mr Sushil Kumar, ASI, had enquired into the complaint and on its basis, Mr Navdeep Singh Virk, the then SP, Ambala, had ordered the registration of a criminal case. This case is under trial.

In another case, the wife of the deceased moved an application to the SHO of the Baldev Nagar police station that a few policemen came to her residence and misbehaved with her. An inquiry found it to be false and a case was registered under Section 182 of the IPC against the Head Constable and his wife. This case is also pending in the court of the CJM Ambala.

The press note said on the completion of a regular departmental inquiry for issuing 30 days’ earned leave without sanction by the competent authority, Jaiveer was awarded punishment of stoppage of four annual increments. He filed a civil writ petition against this order, which is pending in the High Court.

In another case, after a regular departmental inquiry for keeping pending 239 cases of unauthorised absence of police officials, when he was posted in the SP’s office, Ambala, he was reverted to the rank of Constable. Taking a lenient view, the Inspector-General of Police, Ambala Range, restored his rank but awarded punishment of stoppage of four annual increments.

Jaiveer challenged this order, which is pending in the High Court. In a case of disobedience by Jaiveer Singh, the then Superintendent of Police, Ambala, Mr K.P. Singh, had awarded the punishment of stoppage of three increments in 1993.

The press note said Jaiveer had approached the National Human Rights Commission for intervening in the departmental inquiry but his appeal was rejected on March 30, 2000, with the observation that the commission did not intervene in such cases.

Jaiveer was transferred from Ambala to Panchkula in December last year. He challenged the transfer order in the High Court. The court referred the matter to the Financial Commissioner, Home, Haryana. The latter rejected the petition, finding it devoid of any merit.

Regarding the misappropriation of Rs 95,000 in the malkhana of the police station in Sector 5, Panchkula, directions are being issued to the SP, Panchkula, for conducting a free and fair inquiry into the matter.

Aunt dies of shock: The paternal aunt of Jaiveer, Rajjo Devi, who was in her mid-seventies, died of shock on seeing his body at their house at Tauntha in Kaithal.

11-month-old girl restored to parents

Eleven-month-old Jyoti, who was allegedly kidnapped from Sector 16 General Hospital on September 14, was today restored to her parents.
The father of the girl, Nand Lal, approached the police after reading a newspaper report that a girl had been found by the Sector 22 police near the Bal Bhavan in Sector 23. But only after the mother of the girl, Promila, identified her she was handed over to them.

The police said the girl was found at a deserted place near the Bal Bhavan yesterday.

The girl was able to crawl to a nearby house when the occupants noticed her.

They contacted the police which took her to the Missionaries of Charity.

However, the mystery behind her disappearance remains.

Jyoti was admitted to the hospital for a minor operation on September 11 and was found missing on September 14. Her parents had alleged that she had been kidnapped.

Stone for Income Tax Dept building laid

The Chairman of the Central Board of Direct Taxes (CBDT), Mr P.L. Singh, today laid the foundation stone of a new building of the Income Tax Department in Sector 17 here. The building, covering an area of 2.5 acre, would accommodate various offices of the Income Tax Department under one roof.

Though the time schedule for completion of the construction work of the building was not announced on the occasion, sources said it would depend on the availability of funds. The entire project, including the cost of the land, was estimated to cost Rs 15 crore.

Addressing the gathering, Mr Singh said the new building would provide all services to the tax payers under one roof. He assured that funds for modernisation and infrastructural of the department would be provided. He praised the Chief Commissioner of Income Tax, North-West region, Mr Vijay Khanna, for taking up the issue of the building with the government.

Mr Khanna said the new building would solve the problems of the tax payers and tax practitioners in the city.

He said there was an urgent need for more space to accommodate the Income Tax Department offices in the city. The new building would come up at a short distance from the Central Revenue building housing the office of the Chief Commissioner of Income Tax, North-West region.

A senior officer of the department said the government was paying lakhs of rupees for seven offices being run from rented accommodations. Inquiries reveal that the office of the Commissioner, Central Information Branch (CIB), Regional Training Institute of Income Tax Department, Commissioner’s office of Range I and II — both accommodated in four buildings, Income Tax Tribunal office would be shifted to the proposed building.

The buildings, and housing the office of the assessing officers from Range I to VI are located on the top floors and there was no provision of lifts for the tax payers. Moreover, the offices were located in different parts of Sector 17 — which meant that tax payers would have to pay parking fee each time they visited an Income Tax office.

Mr Lal Bhadhur Gupta, president of the Income Tax Bar Association, said the new building would solve the problems being faced by them and would benefit the senior citizens and physically handicapped.

Members of the Income Tax Bar Association urged the Chairman of the CBDT to extend the last date to file returns for assesses, having an annual turnover of over Rs 40 lakh, to November 30. The last date for such assesses was October 31. Earlier, the Chairman planted a sapling and released a pair of doves.

Senior citizens share Mauritian experience

The delegation of nine senior citizens, who visited Mauritius on a government invitation between October 1 and 8, today met to discuss how they could use the experience gained at the local level.

The delegation comprising Mr H.L. Dhami, Mrs and Mr M.S. Walia, Mrs and Mr J.K. Sama, Col Jasbir Singh and his wife, J.K. Kapoor and Sharda Kaura, visited villages and gained information on major schemes the Mauritian Government had been implementing for the welfare of the aged. Sharing their experiences, the members talked about the senior citizens constellates which the Mauritian Government had established at every village.

Mr M.S. Walia said, “We were thrilled to see the lavish facilities the Mauritian government provides to its aged. Special houses with facilities equivalent to a four star hotel have been made for the aged.

The nine delegates had gone to Mauritius under the programme of Respect Age International, Agra, an NGO. The members, who were obviously in awe of the efficient social welfare sector in Mauritius, also stated today that they would soon be visiting China to find out other programmes in this regard.

Meanwhile, the members informed that during their week-long stay in Mauritius, they were accompanied to each village by the chairman of the Senior Citizens’ Council. The members added that the Mauritian Government was providing pension to those above 60 years, which was enhanced with the age of the person. The meeting was held at the Indian Coffee House, Sector 17.

Postal dept staff conference begins

For the past 12 years, the Department of Posts has not been able to decide about the utilisation of 245 upgraded posts of Inspector. The file on the case has been shuttling between the Department of Posts and the Department of Expenditure, said Mr Janardan Sharma, General Secretary of the All-India Association of Inspectors and Assistant Superintendent of Posts, here today.

Mr Sharma, who was in the city to attend 32nd all-India annual conference of the association, said delegates from all 22 postal circles in the country were taking part in the four-day conference which began today. Mr Shanta Kumar, a former Union Minister and a MP was the chief guest.

Addressing the delegates, leaders of the association said the vacant posts of inspector and Assistant Superintendent in all circles had not been filled. They said the directorate had sought views of the association on amending the recruitment rules of inspectors by filling the vacant posts by direct recruitment.

The general secretary of the association said due to pressure from the department top brass. Department of Personnel and Training had not declared Assistant Superintendent of posts as gazetted officers. “ Giving gazetted status to the Group B posts would have eroded the disciplinary, cadre controlling, leave sanctioning and appointing powers of the senior officers”, said Mr Janardan Sharma.

The House Owner Welfare Association Phase 1 released a residents telephone directory at a special function organised by the association at Pracheen Shiv Mandir here today.

Releasing the directory, noted journalist Ajit Sailani said communication was the most important aspect of today’s life and a directory that contained all telephone numbers of the phase one is living in was of immense help for keeping in touch. He also informed that a Punjab state-level directory of child artistes was being prepared by his organisation — The National Society for the Child Artistes. Office-bearers of the association were also present on the occasion.

Chandigarh, Panchkula phone numbers changed

Bharat Sanchar Nigam Limited (BSNL) has changed all landline telephone numbers of Chandigarh and Panchkula with effect from last midnight.
However, for the next week, subscribers have been given two options — prefix “2” before the old numbers or dial the same. After that they would have to prefix “2” before the old numbers.

In an official press note issued here today, Bharat Sanchar Nigam Limited claimed that for the convenience of the public, technical arrangements had been made to mature all calls with old telephone numbers of level 5, 6 and 7 up to October 17, 2003.

In case of any difficulty, landline subscribers may dial 1501, WLL subscribers may call 2402198 or visit WLL exchange room (first floor), Main Telephone Exchange, Sector 17, said Mr R.C. Vaish, Principal General Manager Telecom, Chandigarh.

Distortion of history decried

The School Teachers Federation of India ( STFI) today decried the change of syllabus affected by the NDA-led government in history and language books.
Talking to mediapersons at the conclusion of a two-day conference held here to review the school syllabus and bring the much-needed reforms, Mr Tushar Panchanan, general secretary of the federation, said more such workshops would be held to make teachers stand up against the communalisation of education.

Mr Panchanan alleged that at the behest of Human Resources Minister, NCERT Chairman Jagmohan Rajput had effected the changes in the syllabus of plus one books of history and Hindi, besides a few other classes.

As many as 48 delegates from Haryana, Punjab, Rajasthan and Jammu and Kashmir participated .

Stove-burst victim dies

Zirakpur, October 12
After struggling for life for a fortnight, Rajinder Singh, a resident of Dhakauli village, succumbed to burn injuries at Government Medical College and Hospital, Sector 32, in Chandigarh, today.

A truck driver by profession, Rajinder Singh had sustained burn injuries on September 28 after the stove on which he was preparing tea burst. He was rushed to the hospital in Chandigarh.

The police has started inquest proceedings under Section 174 of the CrPC on the complaint of the family in this regard.

The body was cremated at the deceased's native village this evening.

Avtar Singh’s skull recovered, killer’s father arrested

The police has recovered the skull of Avtar Singh and arrested two more persons including the alleged murders, Makhan Singh’s father, Kaka Singh, for allegedly disposing of the body. Till now four persons have been arrested in the case and the police was investigating the role of Onkar Singh who also been arrested under various Sections of the Arms Act.

The police today claimed that Makhan Singh’s father, Kaka Singh, had buried the body parts near the choe at two separate places. A resident of a village under the Pinjore police station also named Kaka Singh, was also arrested on the same charges.

When the stench of the body was spread near the bridge of the choe. Makhan Singh asked his father to dispose of the bodys parts dumped near Prem Pura village.

His father and Kaka Singh buried the head and the remaining body parts at two separate places. The skull was recovered from a place near the bridge

Makhan Singh was not able tell the police why the body was cut into pieces and where both parts had been buried. Makhan Singh had been insisting that he and Naseem had buried the body at the place where the lower part was found on Friday. During further investigation, the two reportedly told the police that the body was disposed off by his father and another person known to him.

Avtar Singh, a resident of Khuda Alisher village was reported missing since September 25. The police had arrested Makhan Singh and Naseem and had recovered parts of the body of Avtar Singh from near Prem Pura village.

22-year-old stabbed, succumbs to injuries

A 22 -year-old resident of Bapu Dham Colony here was stabbed to death, allegedly by a rival, due to some mutual differences. The victim, Somnath, was allegedly attacked late last night and was rushed to the hospital with, what the police described as, minor injuries. He, however, died today morning. The accused, Veeru, a resident of Madrasi colony has been arrested.

According to the information provided by the police Somnath and Veeru had been enemies for some time and minor scuffles between the two had taken place rather regularly. On many occasions the colony residents had to intervene to stop them from hurting each other seriously. Although the reason for things having gone this far are still being ascertained by the police, sources have said the two used to end up fighting even on minor issues like filling of drinking water.

Irked by the alleged delay by the police in registering a complaint about the incident, residents of the area gathered at the Bapu Dham police post today and damaged flower pots and other items at the police post.

Residents alleged that the police took at least six hours to reach the victim in the hospital leading to delay in his treatment. The residents remained at the police post for over two hours and also demanded the suspension of the police post in charge. The police, however, claimed that it acted in time.

Veeru, who was earlier arrested for causing injury by a sharp-edged weapon was, booked for murder after Somnath succumbed to his injuries at the Sector 16 General Hospital.

According to the police sources, Somnath and Mithun were returning home in the colony last night, when they were confronted by Veeru. This led to an altercation between Somnath and Veeru.

The altercation took a violent turn when Veeru took out a hidden knife and stabbed Somnath in the thigh. Somnath fell on the ground. Veeru tried to attack him again but Somnath pushed him away with his leg. The knife pierced Somnath’s leg. After this Veeru fled from the spot. Mithun also sustained injuries on his hand and leg and reportedly lost consciousness.

The injured Somnath was taken to the hospital by his brother Mukesh last night. Chintoo, a friend of Mithun took him to the police post in a rickshaw-rehri to lodge a complaint.

Veeru was arrested under Sections 323 and 324 of the IPC and after Somnath’s death at around 10.30 am today, Section 302 of the IPC was also slapped on him. The police has sent the body for a post-mortem examination.

Convict jumps parole, booked

On the complaint of Superintendent of Ambala Central Jail the Baldev Nagar police has registered a case against a prisoner who did not return to the jail even after the expiry of his parole period.

According to information Sukkha Singh, a resident of Nising in Karnal district had gone on parole for four weeks in August, but he had not returned till today. The jail authorities informed the Karnal police in this regard.

Earlier also three of the prisoners of this jail who had gone on parole had not returned.

Arrested:
The police here today arrested a person accused of murder in Uttar Pradesh. An illegal country-made weapon and a live cartridge was seized from his possession.

According to the local SP, Mr H.S. Bhullar, the accused Bir Pal was caught during routine checking by the SHO of Phase I police station, Mr Pritam Singh. He was caught when the police team was doing checking near the “mazaar” of Pir Baba in Phase 1 here. On seeing the police, he started running thinking that the police had come looking for him. He was chased and caught.

He was carrying a.12 bore country-made weapon and a live cartridge. A case under Section 25-A of the Arms Act has been registered against him.

He admitted that he was on the run as a case of murder was registered against him in a Muradabad police station. “We have arrested him and have contacted the Uttar Pradesh police”, said Mr Bhullar.

Assaulted:
Mr Sunehari Lal, a shopkeeper, sustained injuries on his face after he was attacked by a youth of a nearby village last evening.

A minor scuffle between Sunehari Lal, his son Amit Kumar and the youth over some issue took a serious turn and the three came to blows, the police said.

In the fight, Sunehari Lal sustained injuries on his face and was taken to the PGI in Chandigarh.

Some other persons involved in the fight were also hurt. The police has not registered any case in this regard so far.

15 kg of poppy husk seized

The police here today arrested a Delhi resident in possession of large quantities of poppy husk.
According to the local DSP, Mr H. S. Bhullar, Rohit Kumar was arrested while he was on his way from Papri village to the township. ‘‘A police party checking traffic at the Manouli T point found over 15 kg of poppy husk in his bag. — TNS
