HC appoints stop-gap Registrar

The high court today directed the government to send back university Registrar R.D. Panwar to his parent department and held him ineligible to hold the post of Registrar as per the statute of the university. He was also directed to hand over the records pertaining to ongoing inquiries in the university to the investigating agency.

A Division Bench comprising Chief Justice Vinod Kumar Gupta and Mr Justice R.L. Khurana said a meeting of the executive council should be held this week and a regular appointment of Registrar should be made. As a stop-gap arrangement, the court appointed Mr Suresh Kapoor Registrar. Mr Kapoor was restrained from taking policy decisions or those regarding financial matters.

The decision came on a writ petition filed by two students of the MCA Department of the university.

Meanwhile, the government today stated in the court that the interrogation of Vice-Chancellor Shruti Dutt Sharma and Deputy Registrar (Secrecy) P.N. Bhardwaj was not required, hence their anticipatory bail applications were dismissed.

Mr Justice Kuldeep Chand Sood directed the government to give ten-day notice to the applicants in the event of their arrest.

Mystery fever claims 2 more lives

Doctors of Indira Gandhi Medical College here are of the view that the mystery fever, which has claimed two more lives during the past 24 hours, may have been caused by rickettsial disease.

Dr L.S. Pal, Professor and Head of the Medicine Department, said there was a strong possibility that the patients admitted to the hospital with high grade fever had been inflicted by the rickettsial disease which is caused by lice and mouse bite. He said many symptoms like jaundice and fever pointed toward the disease.

He said he would send blood samples for serological studies to confirm the disease to the IVRI Laboratory at Kasauli and to NICD.

Dr Pal said the indication regarding the disease was given by a doctor of Solan, Dr M.P. Singhal. He said the patients were responding to the broad-spectrum antibiotics and many of them had been discharged.

Meanwhile, with the death of two more patients, the death toll has gone up to eight. In all about 70 patients had been brought to the hospital here and most of them were from the lower hill areas of Mandi, Arki, Ghumarvin and Hamirpur.

SOLAN: The tests have “substantiated” local specialist M.P. Singhal’s claim that there was nothing mysterious about the disease and that it was easily curable.

Dr Singhal had got the requisite tests done from Dr V. Saran, a retired senior pathologtist of the Central Research Institute at Kasauli.

Dr Singhal says that this fever and its cure have been known long. After his initial experience in diagnosing this decease which had struck the Korli area of Mandi district in an epidemic form in 1974, where he was then posted, he had been curing hundred of patients every year at his private clinic here.

Dr Singhal said it was spread through all or one of the three vectors identified as mite, lice, and ticks found clinging to dogs. These three animals’ commonly found in unhygienic conditions infected human beings with a cocobacilli micro-organism called rickettesia.

Team finds medical college short-staffed

The authorities at Dr R.P. Government Medical College were caught napping when a three-member Medical Council of India team arrived unannounced in the morning and went around the medical college hospital here. The staff strength in the hospital was far below the MCI norms.

The team leader, Dr Mrinalini Pathak, was accompanied by Dr Anand and Dr Aggarwal.

The MCI team during its earlier inspection had pointed out 33 deficiencies and asked the hospital administration to remove these by September 15 if the provisional recognition granted to Tanda Medical College was to continue for another year. The Health and Family Welfare Minister had them claimed that all deficiencies had been removed.

The state had obtained permission to start admissions for the new batch. The MCI had challenged this in the Supreme Court and the next hearing is on September 18. It appears that the MCI wanted to bring to the notice of the apex court that the deficiencies still existed.

The Health and Family Welfare Minister, Ms Chandresh Kumari, who was in Dharamsala, reached the college on learning about the MCI visit and had a meeting with the three members and senior staff of the college. When asked about the meeting, she said she was confident that the MCI team would give a good report, as staff shortage remained the only objection and recruitment was on.

The Union Health Ministry had given three months for meeting requirement. Later, the MCI team visited the college at Tanda.

Rs 16-cr irrigation schemes for 4 dists

The Irrigation and Public Health Minister, Mr Kaul Singh Thakur, has emphasized the need for having an optimum utilisation of the irrigation potential to increase the agricultural yield.

Presiding over the second meeting of the standing committee for improvement in capacity utilisation of Lift Irrigation Schemes here today, he said public representatives should also be included in the committee to get authentic feedback on the performance of such schemes. He said other irrigation schemes for tubewells, flow and hydram should be brought in the ambit of the sanding committee.

He proposed that the committee reconstituted with secretary and Director, Rural Development, as its official members and president and general secretary of the Himachal Pradesh Panchayati Raj Parishad as non-official members. The Zila Parishad Chairman and the Panchayats Samitis Chairman should be members in rotation at the district level. Mr Thakur also directed the district-level committees to monitor the utilisation and present a report to the standing committee on quarterly basis.

The minister stressed the need for constructing of field channels under command-area development to ensure an even distribution of water. He said five schemes involving an expenditure of Rs 16 crore had been sanctioned by the Centre recently under the command-area development in Una, Kangra, Mandi and Solan districts to bring 7,026 hectares of cultivable land under the scheme.

The department had spent Rs 737.78 crore on creating irrigation potential in the state till March 31. It had spent Rs 1714.47 crore on water supply, Rs 124.22 crore on hand pumps, Rs 182.62 crore on sewerage and Rs 27.42 crore on flood protection.

Dhumal’s phone being tapped, alleges BJP

The state unit of the BJP today alleged that telephones of important party leaders, particularly Mr P.K. Dhumal, a former Chief Minister, were being tapped at the behest of Mr Virbhadra Singh, Chief Minister.

Mr Randhir Sharma, a spokesperson of the party, said here that the illegal act was being carried out by some police officials in connivance with employees of the Bharat Sanchar Nigam Limited. As per his information, some senior officials had refused to do this dirty job and firmly said no to the Chief Minister.

He said the party had taken a serious view of it and decided to take up the matter with the Minister for Communication. “Mr Virbhadra Singh has been using all sorts of tactics, legal or illegal, to defame and harass his opponents,” he alleged.

Staff honoured on Hindi Divas

Mr V.S. Kokje, Governor, has underlined the need for making Hindi a language of the masses across the length and breadth of the country.

Presiding over a function to mark Hindi Divas organised by the Language Art and Culture Department here today, he said interaction in one’s own language was essential to fulfil the needs and aspiration of the common man.

He honoured officers and employees of the department for their contribution towards Hindi by presenting mementos.

The governor said literature and media had played a significant role in strengthening and publicising Hindi and these efforts had brought international recognition to the language. He lamented that the younger generation thought that only English could raise their status in society.

Mr Kokje said that after Independence, the influence of the national language should have increased, but during past 50 years, the influence of English had changed our social fabric.

However, one should not be worried about the future of Hindi as only 10 per cent to 15 per cent people understood English.

Dr Prem Sharma, Director of the department, said language was the honour of the nation and society and was evidence of its culture.

The Small Savings Directorate won the first prize, the Home Guards and Civil Defence Department got the second prize and the Fisheries Department bagged the third prize in promoting the use of Hindi.

Seminar on Pahari literature held

A national seminar on “Narrating Himachal creative endeavour and transcreation” was organised by the Department of English in Himachal Pradesh University in collaboration with Katha Publication, here today.

The seminar focussed upon the unpublicised and unexplored areas of Himachali literature and said a later stage, the Pahari literature could be translated into English.

Dr Sukrita Paul Kumar in her keynote address emphasised upon the need to retrieve the stories scattered in the nook and corner of the region.

Govt schools best, says national awardee

Mr Jagan Nath Dhiman, one of the National Award winning teachers in 2002, says that government schools are still the best in India and there is no need to allow the private schools to flourish. He wants a ban on these.

In an interview here last evening, he said: “I never thought I would get the National Award; I had only applied for the State Award. The letter announcing the award came after my retirement in February.

Hailing from Mahre in the district and having served as a JBT teacher for 40 years, Mr Dhiman received the National Award from the President at a function in New Delhi on September 5. He was given a certificate, a silver medal and a bank draft for Rs 25,000. His wife, Krishana, is also a teacher. His sons, who studied in government schools are not well settled.

Mr Dhiman said teachers were forced to perform duties other than teaching. He said: “If a teacher works for four hours a day, it is sufficient. However, if or she is compelled to handle a class of more than 100, this is a great injustice. The teacher sats pupil ratio should be 1:30.”

“No teacher can perform well without the cooperation of the local people and the administration,” he said. He stressed the need for banning private tuition and copying. He, teachers and students to devote their maximum time to studies to succeed.

MP for legislation to keep institute in

Dr D.R. Shandil, local MP and senior leader of the Himachal Vikas congress, has urged the Centre to bring legislation to ensure the continuation of the Indian Institute of Advanced Study in the Viceregal Lodge complex.

Addressing a press conference, here today, he said the continuation of the institute on the premises would only help ensure its proper preservation as the Union Ministry for Human Resource Development had been providing liberal funds for the maintenance of the sprawling complex. Moreover, the property was gifted by Dr S. Radhakrishnan, the philosopher President, specifically for the institute. He said he would take up the matter with Mr Jagmohan, Union Minister for Culture, who would be visiting the institute tomorrow.

Stir threat by students

The Students’ Federation of India today threatened to launch a protest if the government did not reverse its decision to close down the evening colleges at Mandi, Kulu and Dharamsala.

Vikas, secretary of the SFI college unit, said the vice-president of the SFI was already on fast. He said efforts were being made to constitute a joint front of the three main students’ unions — the SFI, NSUI and ABVP. To make it an all-party issue, the SFI held a demonstration and rally in the town yesterday without banners.

Tantrik held for killing 2

Hamirpur, September 15
The Bhoranj police arrested Anil Kumar, a tantrik of Dhar village, for allegedly killing woman and a child on the pretext of treating them of “evil forces”.

The SP, Hamirpur, Mr Abhishek Trivedi, said here this evening that the boy was suffering from some disease. When he was taken for cure to the tantrik, he made the boy to drink a pitcher of water. As a result, his condition worsened and the boy was taken to hospital, where he died. The body was taken to Hamirpur for a post-mortem examination.

Earlier, the same tantrik had allegedly caused the death of the woman of Palhi village of the district in the same way.

A case under Section 304-A has been registered against the tantrik.

8.5 kg of charas seized

Chamba, September 15
The police seized charas weighing about 8.5 kg from the possession of Om Prakash at Bataloo Nala Mor last evening. Giving this information today, Mr Ajay Yadav, SP, said Om Prakash who was a resident of Mehla village had been arrested and a case under the NDPS Act had been registered.

The police had seized about 50 kg of charas during raids at different places, during the year.
