Jaish warns Hurriyat against accepting Advani’s offer
Jammu, August 30
The Jaish-e-Mohammad and Lashkar-e-Toiba, have warned the All-Party Hurriyat Conference against accepting any offer for talks by Delhi.
Informed sources said as a result of threats from these militant outfits, the APHC leadership has not been able to decide on the Deputy Prime Minister, Mr L.K. Advani’s, offer.

Five militants drowned in J&K
Jammu, August 30
Three persons, including an Army jawan, and nine others were killed by militants in various parts of Jammu division since last evening, official sources said today.
While militants killed two civilians in Doda districts, one jawan was killed and nine others injured when militants ambushed an Army convoy at Saki Maidan of the Gursai area of Surankote tehsil in Poonch district, the sources said.

Two killed as Pak troops target fencing
Jammu, August 30
Two persons, including a BSF head constable, were killed as Pakistani troops today attempted to stall border fencing work along the Line of Control (LoC) in Poonch and Rajouri sectors of Jammu and Kashmir, official sources said.

Seven administrative officers transferred
Srinagar, August 30
The Jammu and Kashmir Government has transferred 10 officers, including seven Kashmir Administrative Service officers.
An official spokesman said here that seven KAS officers had been placed at the disposal of the Finance Department for further postings.

16 pilgrims hurt in bus mishap
Jammu, August 30
Sixteen Vaishno Devi pilgrims were injured when the bus in which they were travelling collided head-on with another bus at Kalibari, about 70 km from here, on Jammu-Pathankot highway yesterday.

Jaish warns Hurriyat against accepting Advani’s offer

Jammu, August 30
The Jaish-e-Mohammad and Lashkar-e-Toiba, have warned the All-Party Hurriyat Conference against accepting any offer for talks by Delhi.

Informed sources said as a result of threats from these militant outfits, the APHC leadership has not been able to decide on the Deputy Prime Minister, Mr L.K. Advani’s, offer. Mr Advani had said in Srinagar that if the APHC leaders wanted to enter into a dialogue, they were welcome to come to Delhi.

The Chairman of the APHC, Maulvi Abhas Ansari, had decided to place Mr Advani’s offer before the executive committee of the 26-party conglomerate. But even before the date of the executive committee meeting could be decided, the Jammu Kashmir Liberation Front (JKLF), one of the principal constituents of the APHC, has refused to accept the offer. A spokesman of the JKLF said, “We are for tripartite talks and are opposed to bilateral talks between Delhi and the separatists”.

When reminded of the stand taken by the JKLF, Maulvi Ansari told this correspondent that its representative would be invited to the executive committee meeting and “we will proceed according to the decision of the committee, which has six members. The Jamait-e-Islami has yet to nominate its representative.”

Reliable reports said a section of the ruling coalition in the state had been persuading Delhi for initiating talks with the APHC and the militants. Both the Prime Minister and the Deputy Prime Minister are said to have obliged the Jammu and Kashmir Chief Minister, Mufti Mohammad Sayeed, by announcing that the government was ready to hold talks with all those who lay down arms.

The leaders of Jaish-e-Mohammad and Lashkar-i-Toiba fear that the proposed Indo-Pakistan dialogue may be stalled in case talks were held between Delhi and the separatists. Hence they have threatened the separatists with dire consequences if they don’t insist on resumption of talks between Delhi and Islamabad.

Political observers here say the increase in violence in the state and Pakistani firing and shelling on the Indian border villages in Jammu and Kashmir were aimed at forcing Delhi to start talks with Islamabad without laying down conditions.

Five militants drowned in J&K

Jammu, August 30
Three persons, including an Army jawan, and nine others were killed by militants in various parts of Jammu division since last evening, official sources said today.

While militants killed two civilians in Doda districts, one jawan was killed and nine others injured when militants ambushed an Army convoy at Saki Maidan of the Gursai area of Surankote tehsil in Poonch district, the sources said.

One four-year-old girl was injured in the cross fire, they said.

Security forces had launched a search operation to track down the militants who had ambushed the Army convoy, they said.

Some unidentified ultras entered the house of a Gujjar family in Nadigam village in the Chatroo area of Doda district last night and shot dead two members of a family — Rafiq and Hassan, they said.

The militants later fled under the cover of darkness, the sources said.

Meanwhile, the police had yet to trace 14-year-boy Jabbar, who was kidnapped by militants from Bakhteer village in the Mahore area of Udhampur district on the intervening night of August 26 and 27.

SRINAGAR: Five militants, who were trying to infiltrate into Kashmir from the Pakistan-occupied Kashmir, were drowned in a river at Telil in Baramula district on Saturday, official sources said.

Locals at Telil informed the police about the incident, they said. However, bodies of the militants had not been fished out so far, they added. — PTI

Two killed as Pak troops target fencing

Jammu, August 30
Two persons, including a BSF head constable, were killed as Pakistani troops today attempted to stall border fencing work along the Line of Control (LoC) in Poonch and Rajouri sectors of Jammu and Kashmir, official sources said.

Armed with fieldguns, Pakistan troops fired mortar bombs of 81 and 120 mm range, targeting border fencing work, field defence locations and some civilian areas along the LoC in Poonch sector this morning.

The border fencing and field defence locations, which came under heavy mortar shelling, included Mendhar, Balakote, Balnoi, Daragaloon and Sonagali, Kalal, Jhangar and Noushera of the Rajouri-Poonch belt.

A BSF head constable and a civilian were killed in the shelling in Sonagali and Balakote areas in Poonch.

There was no disruption in border fencing work and shelling was still on when reports last came in from the area.

Indian troops guarding the LoC retaliated and exchanges were on, the sources said, adding that there were no reports about any casuality on the other side of the border.

Intermittent small arms firing exchanges also took place along the international border in some areas of RS Pura and Samba sectors where fencing work was continuing. No damage to property or loss of lives was reported. — PTI

Seven administrative officers transferred

The Jammu and Kashmir Government has transferred 10 officers, including seven Kashmir Administrative Service officers (KAS).

An official spokesman said here that seven KAS officers had been placed at the disposal of the Finance Department for further postings. They include Ms Vineeta Gupta, Joint Director, Employment, Jammu, Mr Omkar Nath Sharma, Programme Officer, ICDS, Kathua, Dr Irshad Ahmad Jan, Deputy Secretary, PSC, Mr Riyaz Ahmad Sheikh Assistant Commissioner (Development), Poonch, Mr Shafiq Ahmad Rana, General Manager, DIC, Rajouri, Mr M.M. Ganai and Mr A.R. Parray.

Meanwhile, the government has rescinded the transfer orders of some patwaris of Jammu division.

According to an official spokesman here, this decision was taken at a meeting convened by the Revenue Minister, Hakeem Mohammad Yaseenato.

Bandh in protest against Ayatollah’s killing in Najaf

Srinagar, August 30
Shia-dominated Budgam, Magam Central and parts of North Kashmir observed a complete shutdown today to protest against the killing of prominent Shi’ite politician Ayatollah Mohammad Baqer al-Hakim in a car bomb blast in Iraq.

Business establishments remained closed in Budgam and Magam and vehicles remained off the road, reports reaching here said.

People mourned the death of the Ayatollah and offered special prayers at mosques and shrines in the two towns.

Al-Hakim, head of the Supreme Assembly of the Islamic Revolution in Iraq, was killed in a car bomb explosion after he delivered a weekly sermon yesterday at the Tomb of Ali in the holy city of Najaf in Iraq.

A report from Kargil said life in the entire district remained paralysed with government offices, educational institutions and business establishments remaining closed.

Mourners took out processions in the district headquarters. Religious leaders and Chief Executive Councillor of Kargil Autonomous Hill Development Council Qamar Ali Akhoon also took part in the processions, the report said.

Akhoon, a minister in the previous National Conference government, ordered a holiday in the district for the day. — PTI

Jammu migrants stage dharna

Jammu, August 30
The terrorism-hit migrants of the Jammu division staged a dharna in front of the office of the Divisional Commissioner here today. They were protesting against the discriminatory treatment meted to them by the Jammu and Kashmir Government as compared to the Kashmiri migrants.

The migrants hailing from various parts of Doda, Udhampur, Poonch and Rajouri submitted a memorandum to the Divisional Commissioner and alleged that the state government was violating the orders of the Supreme Court by not registering them as migrants.

They demanded that the committee for identifying the migrant families should be reconstituted and special care should be taken in the case of Udhampur and Rajouri districts where no migrants had been registered.

They alleged that the Deputy Commissioner of Udhampur, Doda and Rajouri had refused to register as many as 300 families which had left their homes because of terrorism as migrants.

16 pilgrims hurt in bus mishap

Jammu, August 30
Sixteen Vaishno Devi pilgrims were injured when the bus in which they were travelling collided head-on with another bus at Kalibari, about 70 km from here, on Jammu-Pathankot highway yesterday.

The accident occurred when the Delhi-bound bus coming from Katra was negotiating a curve and collided with another bus coming from the opposite direction, police sources said. Police personnel and residents of the area rushed to the spot to rescue the passengers, they said.

The injured were admitted to a hospital in Kathua, they said, adding that their condition was stable. — PTI
